M\u00eb t\u00eb vjetrit na than\u00eb se as n\u00eb koh\u00ebn e Austris\u00eb, ata shpreheshin n\u00eb kohen e Nemces e as ajo e mbret\u00ebris\u00eb Serbe \u2013Kroate- Sllovene nuk u hap ndonj\u00eb rrug\u00eb p\u00ebr qarkullim makinash q\u00eb do lidhte k\u00ebt\u00eb trev\u00eb kodrinoro-malore me qendrat, qytetet p\u00ebr reth. Qarkullimi i mjeteve lundruese p\u00ebr Shkod\u00ebr\u00a0 \u00ebsht\u00eb\u00a0 ber\u00eb pa v\u00ebshtir\u00ebsi administrative deri n\u00eb gjysm\u00ebn e dhjet\u00ebvje\u00e7arit t\u00eb pest\u00eb t\u00eb shekullit XX. Pse jo edhe deri n\u00eb vitin 1948 kur u prish\u00ebn mar\u00ebdh\u00ebniet me shtetin shqiptar, (rezoluta e Informbiros\u00eb). Qarkullimi i rregullt i anijes\u00a0 nga moli i Skjes\u00eb deri n\u00eb Virpazar e Rijeka Crnojeviq ka funkcionuar deri n\u00eb vitin 1974, 1975. Ky lloj komunikacioni ka qen\u00eb i vetmi n\u00eb k\u00ebt\u00eb trev\u00eb dhe anija nga moli i Hutajve n\u00eb Skje ka patur ndalesat gjat\u00eb rrug\u00ebtimit n\u00eb molin e Shitarit, n\u00eb molin e Sjer\u00e7it, n\u00eb molin e Muriqit e k\u00ebshtu me radh\u00eb deri n\u00eb Virpazar. Sa u p\u00ebrket lidhjeve me Ulqinin dhe Tivarin kranjan\u00ebt me k\u00ebta qendra jan\u00eb lidhur vet\u00ebm p\u00ebrmes rrug\u00ebve kalldr\u00ebme kah Shegvasha dhe Smerdeci p\u00ebr Ulqin dhe kah Maja e Shkall\u00ebs p\u00ebr Tivar, n\u00eb t\u00eb cilat qarkullimi i mallrave \u00ebsht\u00eb b\u00ebr\u00eb me kafsh\u00eb bart\u00ebse, mushka dhe gomar\u00eb. Nevoja p\u00ebr hapjen e rrug\u00ebve tok\u00ebsore p\u00ebr qarkullimin e automjeteve ka qen\u00eb e domosdoshme p\u00ebr zon\u00ebn edhe nga vet\u00eb fakti se kufiri tash\u00ebm\u00eb me Shqip\u00ebrin\u00eb \u00ebsht\u00eb \u201cbetonua\u201d. K\u00ebshtu n\u00eb maj t\u00eb vitit 1959 pas shum\u00eb vitesh e peripetish\u00eb l\u00ebshohet n\u00eb qarkullim rruga regjionale Virpazar \u2013 Ostros.<\/p>\n<p>Vlen\u00eb t\u00eb ceket nj\u00eb kuriozitet\u00a0 me k\u00ebt\u00eb rast se me dat\u00ebn 18 prill 1959 n\u00eb or\u00ebn 20:00 arrin\u00eb n\u00eb Ostros kamioni i par\u00eb. G\u00ebzimi dhe hareja e qytetar\u00ebve u festua edhe me t\u00eb sht\u00ebna arm\u00ebsh n\u00eb aj\u00ebr nga t\u00eb cilat u zgjuan nga gjumi edhe f\u00ebmij\u00ebt. N\u00eb Ostros m\u00ebnj\u00ebher\u00eb u grumbulluan rreth 150 vet p\u00ebr t\u00eb p\u00ebrshendetur k\u00ebt\u00eb arritje. K\u00ebnga dhe vallja vazhduan deri n\u00eb gjys\u00ebm t\u00eb nat\u00ebs. Edhe pse rruga ende nuk kishte p\u00ebrfunduar kamioni e \u00e7au ate dhe arriti n\u00eb Ostros para se rruga t\u00eb l\u00ebshohej zyrtarisht n\u00eb qarkullim.<\/p>\n<p>Ceremonia e hapj\u00ebs s\u00eb rrug\u00ebs (at\u00ebher\u00eb i pa asfaltuar) u b\u00eb m\u00eb 1 maj t\u00eb 1959. Kjo dhe konsiderohet\u00a0 data e l\u00ebshimit n\u00eb qarkullim i rrug\u00ebs Virpazar-Ostros m\u00eb gjat\u00ebsi rreth 35 km. N\u00eb solemnitetin e mbajtur n\u00eb Ostrso at\u00eb dit\u00eb p\u00ebr t\u00eb par\u00ebn her\u00eb n\u00eb Kraj\u00eb arrijn\u00eb tet\u00eb kamion\u00eb dhe gjasht\u00ebmb\u00ebdhjet\u00eb limuzina n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb. Kjo dit\u00eb mbahet mend nga t\u00eb gjith\u00eb nga se me hapjen e k\u00ebtij aksi rrugor Kraja lidhet me rrug\u00eb tok\u00ebsore automobilistike me Virpazarin e m\u00eb tutje me qendrat tjera si Titogradin (sot Podgoric\u00ebn), Tivarin, Cetinj\u00ebn etj. Deri me k\u00ebt\u00eb dit\u00eb Kraja kishte t\u00eb vetmen rrug\u00eb komunikacioni linj\u00ebn e anijes (Vaporrit) Hutaj \u2013 Virpazar \u2013 Rijeka Crnojeviq, pra vet\u00ebm rrug\u00eb ujore transporti udh\u00ebtar\u00ebsh dhe mall\u00ebrash.<\/p>\n<p>Nj\u00eb ngjarje e rrall\u00eb q\u00eb s\u2019munda ta l\u00eb pa e shenuar\u00a0 s\u2019do mend q\u00eb mbetet e shkruar me shkronja t\u00eb arta n\u00eb historikun e Kraj\u00ebs, e sidomos n\u00eb hisorin\u00eb e kultur\u00ebs n\u00eb k\u00ebt\u00eb tev\u00eb\u00a0 iliro arb\u00ebrore se m\u00eb dat\u00ebn 13 qershor 1964 Teatri Popullor Krahinor nga Prishtina shfaq n\u00eb Ostros dram\u00ebn \u201cNuk martohem me pare\u201d. Shfaqjen e p\u00ebrcoll\u00ebn\u00a0 pothuaj e gjith\u00eb Kraja. Drama u dha n\u00eb bin\u00ebn e improvizuar n\u00eb hapsir\u00eb t\u00eb hapur n\u00eb qend\u00ebr t\u00eb Ostrosit (Vorrit t\u00eb Kurt). P\u00ebr t\u00eb par\u00ebn her\u00eb n\u00eb Kraj\u00eb shfaqet nj\u00eb pjes\u00eb tetrale luajtur nga aktor\u00eb profesionist t\u00eb sken\u00ebs. P\u00ebr t\u00eb par\u00ebn her\u00eb n\u00eb Kraj\u00eb shkelin rrotat e nj\u00eb autobusi, sakt\u00ebsisht autobusi m\u00eb 32 ul\u00ebse q\u00eb solli n\u00eb Kraj\u00eb aktor\u00ebt nga Prishtina n\u00ebp\u00ebr aksin e vet\u00ebm rrugor Virpazar &#8211; Ostros.<\/p>\n<p>M\u00eb von\u00eb n\u00eb vitin 1969 vihet n\u00eb qarkullim autobusi i udhtar\u00ebve n\u00eb relacionin Titograd \u2013Ostros i cili funkcionoi regullisht deri me hapjen e aksit tjet\u00ebr rrugor Ostros \u2013 Kat\u00ebrkoll\u00eb m\u00eb 1972 kur i nj\u00ebjti vazdon linj\u00ebn p\u00ebr Ulqin, pra Podgoric\u00eb-Ostros-Ulqin dhe anasjelltas nj\u00eb her\u00eb n\u00eb dit\u00eb.<\/p>\n<p>Edhe m\u00eb heret se t\u00eb l\u00ebshohej rruga n\u00eb fjal\u00eb, k\u00ebrkesa e kranjan\u00ebve ke qen\u00eb q\u00eb t\u00eb hapej rruga p\u00ebr Kat\u00ebrkoll\u00eb. Kjo \u00ebnd\u00ebrr e kranjan\u00ebve nisi t\u00eb relizohej m\u00eb dat\u00eb 6 korrik 1969 kur n\u00eb Ostros arrijn\u00eb nj\u00ebsit\u00eb inxhinjerike t\u00eb APJ p\u00ebr t\u00eb nisur punimet n\u00eb rrug\u00ebn automobilistike Ostros \u2013 Kat\u00ebrkoll\u00eb. Punimet n\u00eb k\u00ebt\u00eb aks rrugor, jetik p\u00ebr kraj\u00ebn zgjat\u00ebn tri vjet. N\u00eb dokumentet arkivore q\u00eb gjeta gjat\u00eb hulimtimit hasa se\u00a0 \u201cm\u00eb\u00a0 4 korrik 1972 l\u00ebshohet n\u00eb qarkullim rruga automobilistike Ostros \u2013 Kat\u00ebrkoll\u00eb me gjat\u00ebsi 17 km, nd\u00ebrtimin e s\u00eb cil\u00ebs e beri Ushtria Popullore Jugosllave (APJ). N\u00eb ceremonin e hapj\u00ebs s\u00eb k\u00ebtij aksi rrugor p\u00ebr Kraj\u00ebn dhe qytetar\u00ebt e saj mor\u00ebn pjes\u00eb funkcionar\u00eb politik e shtetror t\u00eb Jugasllavis\u00eb, t\u00eb Republik\u00ebs s\u00eb Malit t\u00eb Zi, Komun\u00ebs s\u00eb Tivarit, Ulqinit etj.<\/p>\n<p>N\u00eb em\u00ebr t\u00eb t\u00eb rinjve t\u00eb Kraj\u00ebs me k\u00ebt\u00eb rast p\u00ebrshendeit Beqir Haxhimurati, m\u00ebsues i shkoll\u00eb s\u00eb Ostrosit dhe an\u00ebtar\u00eb i komitetit t\u00eb Lidhjes s\u00eb Rinis\u00eb\u201d. K\u00ebshtu me hpj\u00ebn e k\u00ebsaj rruge Kraja u lidh me qendrat urbane Ulqinin dhe Tivarin. Kranjan\u00ebve u hapet nj\u00eb horizont i ri i zhvillimit ekonomok. Menj\u00ebher\u00eb u vun\u00eb n\u00eb sherbim t\u00eb qytetar\u00ebve linja t\u00eb reja autobusi nga Ulqin e Tivari, bile disa her\u00eb n\u00eb dit\u00eb. Kraja n\u00eb at\u00eb koh\u00eb kishte mbi 5000 banor\u00eb dhe ishte m\u00eb e populluar se disa komuna n\u00eb veri t\u00eb Malit t\u00eb Zi. Pas realizimit t\u00eb k\u00ebtij projekti shtrohet\u00a0 k\u00ebrkes\u00eb q\u00eb edhe rruga Ostros -Virpazar t\u00eb asfaltohej, k\u00ebshtu n\u00eb baz\u00eb t\u00eb nj\u00eb procesverbali t\u00eb koh\u00ebs hasa: \u201cMe 7.09.1977\u00a0 n\u00eb Ostros, Bashk\u00ebsia Lokale organizio Tubim me qytetar\u00eb ku theks i ve\u00e7ant\u00eb iu vu asfaltimit t\u00eb rrug\u00ebs rajonale Ostros \u2013Virpazar me gjat\u00ebsi 35 km.\u201d Kjo gjithsesi pati t\u00eb b\u00ebj\u00eb me zhvillimin e zonave t\u00eb ashtuquajtura kufitare. Tubimi vendosi q\u00eb mjetet nga Fondi i ashtuquajtur p\u00ebr zhvillimin e zonave t\u00eb pazhvilluara kufitare t\u00eb ndah\u00ebn mjete finaciare p\u00ebr realizimin e k\u00ebtij projekti. Asfaltimi i rrug\u00ebs n\u00eb fjal\u00eb p\u00ebrfundoi dy vjet m\u00eb von\u00eb.<\/p>\n<p>Dhe n\u00eb fund, duhet t\u00eb thuhet se\u00a0 q\u00eb nga viti i larg\u00ebt 1972 n\u00eb infrastruktur\u00ebn rrugore regjionale nuk \u00ebsht\u00eb ven\u00eb dor\u00eb nga shteti me p\u00ebrjashtim t\u00eb sanimeve t\u00eb domosdoshme (mbyllja e gropave). P\u00ebrndryshe n\u00eb Kraj\u00eb nuk mund t\u00eb thuhet q\u00eb \u00ebsh\u00eb b\u00ebr\u00eb ndonj\u00eb investim kapital tash e dyzet e kat\u00ebr vjet n\u00eb k\u00ebt\u00eb drejtim.
