Jam shum\u00eb i lumtur q\u00eb ndodhem k\u00ebtu n\u00eb Tiran\u00eb n\u00eb p\u00ebrvjetorin e k\u00ebsaj ngjarje t\u00eb jasht\u00ebzakonshme. \u00cbsht\u00eb k\u00ebnaq\u00ebsi e ve\u00e7ant\u00eb t\u00eb ndodhem k\u00ebtu n\u00eb shoq\u00ebrin\u00eb e personaliteteve t\u00eb njohura dhe t\u00eb miqve e koleg\u00ebve.<\/p>\n<p>Nj\u00ebzetepes\u00eb vjet pas p\u00ebrmbysjes s\u00eb regjimit komunist totalitar t\u00eb Enver Hoxh\u00ebs, shqiptar\u00ebt kan\u00eb t\u00eb drejt\u00eb t\u00eb ndihen krenar\u00eb p\u00ebr arritjet politike dhe ekonomike q\u00eb ka sh\u00ebnuar vendi i tyre. Shqip\u00ebria tashm\u00eb \u00ebsht\u00eb nj\u00eb vend i transformuar. Jan\u00eb zhvilluar tet\u00eb zgjedhje parlamentare q\u00eb nga viti 1991, me rotacion pushteti mes dy partive m\u00eb t\u00eb m\u00ebdha politike. Shqiptar\u00ebt p\u00ebrgjithsisht i kan\u00eb pranuar normat demokratike dhe demokracia shihet si sistemi ideal politik.\u00a0 Mbrojtja e t\u00eb drejtave t\u00eb njeriut dhe ndarja e pushteteve jan\u00eb t\u00eb mish\u00ebruara n\u00eb kushtetut\u00eb. Zbatimi i reformave ka sjell\u00eb rritje ekonomike t\u00eb q\u00ebndrueshme, p\u00ebrmir\u00ebsime n\u00eb infrastrukture, dhe ulje t\u00eb varf\u00ebris\u00eb. Shqip\u00ebria po ashtu ka par\u00eb lindjen e nj\u00eb media dinamike dhe t\u00eb shum\u00ebllojshme. Dhe nd\u00ebrsa niveli i angazhimit qytetar nuk \u00ebsht\u00eb shum\u00eb i lart\u00eb, roli i shoq\u00ebris\u00eb civile po b\u00ebhen gjith\u00ebnj\u00eb m\u00eb i r\u00ebnd\u00ebsish\u00ebm dhe n\u00eb disa raste ajo ka arritur t\u00eb ndikojn\u00eb n\u00eb procesin vendim-marr\u00ebs t\u00eb qeveris\u00eb.<\/p>\n<p>Q\u00ebndrimet e Shqip\u00ebris\u00eb n\u00eb politik\u00ebn e jashtme kan\u00eb q\u00ebn\u00eb n\u00eb p\u00ebrputhje me interesat kryesor\u00eb rajonale e bot\u00ebrore t\u00eb Shteteve t\u00eb Bashkuara dhe Bashkimit Evropian. P\u00ebrmes partneritetit me Shtetet e Bashkuara, an\u00ebtar\u00ebsimit n\u00eb NATO dhe tani, edhe si vend kandidat i BE-s\u00eb, Shqip\u00ebria \u00ebsht\u00eb pozicionuar vendosm\u00ebrisht m\u00eb Per\u00ebndimin. Kursi q\u00eb kan\u00eb p\u00ebrqafuar shqiptar\u00ebt \u00ebsht\u00eb ai i thellimit t\u00eb lidhjeve historike me Evrop\u00ebn e me vlerat demokratike, dhe kund\u00ebrshtimin i ekstremizmit fetar. Shqip\u00ebria ka mb\u00ebshtetur fuqish\u00ebm bashk\u00ebpunimin dhe pajtimin n\u00eb Ballkan dhe roli i e saj n\u00eb rajon \u00ebsht\u00eb rritur ndjesh\u00ebm.<\/p>\n<p>Megjith\u00eb k\u00ebto arritje mbres\u00ebl\u00ebn\u00ebse, Shqip\u00ebria demokratike e gjen veten n\u00eb udh\u00ebkryq. Ajo vler\u00ebsohet shum\u00eb m\u00eb ul\u00ebt se shumica e ish vendeve t\u00eb bllokut sovjetik dhe republikave jugosllave p\u00ebr treguesit e demokracis\u00eb, dhe ende nuk ka krijuar nj\u00eb sistem mir\u00eb-funksionues demokratik. Shqip\u00ebria vuan m\u00eb shum\u00eb se vendet e tjera q\u00eb kan\u00eb kryer tranzicionin nga komunizmi n\u00eb nj\u00eb sistem shum\u00eb-partiak, nga cil\u00ebsia e ul\u00ebt e demokracis\u00eb. Si\u00e7 thekson edhe raporti i fundit i Komisionit Evropian, Shqip\u00ebria duhet t\u00eb b\u00ebj\u00eb shum\u00eb m\u00eb tep\u00ebr p\u00ebr t\u00eb forcuar shtetin ligjor, p\u00ebr t\u00eb intensifikuar luft\u00ebn kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar, p\u00ebr funksonimin e duhur t\u00eb institucioneve t\u00eb shtetit, p\u00ebr t\u00eb pastruar parlamentin nga element\u00ebt kriminal\u00eb dhe t\u00eb korruptuar, dhe p\u00ebr t\u00eb realizuar reforma t\u00eb thella n\u00eb drejt\u00ebsi.<\/p>\n<p>Ka shum\u00eb faktor\u00eb q\u00eb shpjegojn\u00eb p\u00ebrparimin e dob\u00ebt demokratik t\u00eb Shqip\u00ebris\u00eb: mungesa e nj\u00eb kulture demokratike, trash\u00ebgimia komuniste, dhe dob\u00ebsia ekonomike. Por, pa dashur t\u00eb minimizoj r\u00ebnd\u00ebsin\u00eb e tyre, nuk ka asnj\u00eb dyshim se shum\u00eb prej v\u00ebshtir\u00ebsive me t\u00eb cilat p\u00ebrballet Shqip\u00ebria jan\u00eb pasoj\u00eb e drejt\u00ebp\u00ebrdrejt\u00eb e q\u00ebndrimeve dhe vendimeve t\u00eb elitave t\u00eb saj qeveris\u00ebse. Gabime, d\u00ebshtime, politika jo t\u00eb drejta, dhe raste t\u00eb humbura kan\u00eb q\u00ebn\u00eb tipare t\u00eb p\u00ebrbashk\u00ebta t\u00eb qeverive demokrate edhe t\u00eb atyre socialiste.<\/p>\n<p>Shqip\u00ebria ndeshet me nj\u00eb num\u00ebr sfidash t\u00eb nd\u00ebrlikuara.\u00a0 Ato do t\u00eb v\u00ebn\u00eb n\u00eb prov\u00eb aft\u00ebsit\u00eb udh\u00ebheq\u00ebse t\u00eb politikan\u00ebve t\u00eb tanish\u00ebm dhe do t\u00eb p\u00ebrcaktojn\u00eb n\u00eb se Shqip\u00ebria do t\u00eb arrij\u00eb t\u00eb konsolidoj\u00eb plot\u00ebsisht demokracin\u00eb e saj.<\/p>\n<p>\u00c7\u00ebshtja m\u00eb jetike mbetet ekonomia. Shqip\u00ebria renditet mes vendeve m\u00eb t\u00eb varf\u00ebra n\u00eb rajon, me papun\u00ebsi t\u00eb lart\u00eb dhe mund\u00ebsi t\u00eb kufizuara ekonomike. Segmente t\u00eb t\u00ebra t\u00eb shoq\u00ebris\u00eb besojn\u00eb se nuk kan\u00eb asgj\u00eb n\u00eb dor\u00eb p\u00ebr t\u00eb p\u00ebrcaktuar t\u00eb ardhmen e vendit t\u00eb tyre, ose p\u00ebr t\u00eb ndikuar tek vendimet politike q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me interesat e tyre jetike. Shqip\u00ebria \u00ebsht\u00eb nj\u00eb nga vendet q\u00eb prodhon numrin m\u00eb t\u00eb lart\u00eb t\u00eb imigrant\u00ebve. Rreth 20 p\u00ebr qind e popullsis\u00eb \u00ebsht\u00eb largur nga vendi q\u00eb nga fillimi i viteve \u201990.\u00a0 Dhe si\u00e7 kemi par\u00eb me val\u00ebn e fundit t\u00eb emigrant\u00ebve, Shqip\u00ebria po humbet shum\u00eb nga qytetar\u00ebt e saj t\u00eb edukur dhe n\u00eb mosh\u00eb t\u00eb re \u2013 q\u00eb jan\u00eb pjesa m\u00eb vitale e popullsis\u00eb. Humbja e shpres\u00ebs dhe p\u00ebrkeq\u00ebsimi i gjendjes ekonomike, jan\u00eb tregues q\u00eb Shqip\u00ebria mund t\u00eb jet\u00eb n\u00eb prag t\u00eb humbjes s\u00eb gar\u00ebs mes mund\u00ebsive ekonomike dhe pak\u00ebnaq\u00ebsis\u00eb.<br \/>\nKorrupsioni, paligjshm\u00ebria e p\u00ebrhershme, dhe d\u00ebshtimi p\u00ebr t\u00eb forcuar shtetin ligjor, p\u00ebrb\u00ebjn\u00eb nj\u00eb k\u00ebrc\u00ebnim serioz p\u00ebr vet\u00eb ekzistenc\u00ebn e demokracis\u00eb n\u00eb Shqip\u00ebri. Korrupsioni ka hedhur rr\u00ebnj\u00eb n\u00eb t\u00eb gjitha nivelet e qeverisjes dhe t\u00eb shoq\u00ebris\u00eb.\u00a0 Mbajtja e nj\u00eb posti publik ose n\u00eb administrat\u00eb \u00ebsht\u00eb kthyer n\u00eb rrug\u00ebn m\u00eb t\u00eb mir\u00eb p\u00ebr t\u2019u pasuruar. Pasuria dhe pushteti jan\u00eb p\u00ebrq\u00ebndruar n\u00eb duart e nj\u00eb grupi t\u00eb vog\u00ebl. Drejt\u00ebsia shihet si nj\u00eb nga institucionet m\u00eb t\u00eb korruptuara n\u00eb Shqip\u00ebri. Korrupsioni dhe mungesa e shtetit ligjor mish\u00ebrohen m\u00eb s\u00eb miri tek kriminalizimi i parlamentit dhe tek paturp\u00ebsia se si zyrtar\u00ebt p\u00ebrpiqen p\u00ebr t\u00eb ndikuar tek vendimet e gjykatave. Rrall\u00eb ndodh q\u00eb zyrtar\u00eb t\u00eb zgjedhur apo t\u00eb em\u00ebruar t\u00eb nd\u00ebshkohen p\u00ebr abuzim pushteti, korrupsion apo shkelje t\u00eb tjera. Prandaj nuk \u00ebsht\u00eb p\u00ebr t\u2019u habitur q\u00eb publiku nuk ka shum\u00eb besim tek fushata e qeveris\u00eb kund\u00ebr korrupsionit dhe tek kryerja e reformave t\u00eb thella n\u00eb drejt\u00ebsi.<br \/>\nMedia n\u00eb Shqip\u00ebri ka b\u00ebr\u00eb pak p\u00ebrparim drejt t\u00eb q\u00ebnit nj\u00eb pushtet i kat\u00ebrt funksionues. Shumica e mediave jan\u00eb t\u00eb lidhura me qeverin\u00eb ose me parti apo politikan\u00eb t\u00eb caktuar. Ndon\u00ebse qeveri t\u00eb ndryshme e kan\u00eb shpallur veten si kampion\u00eb t\u00eb shtypit t\u00eb lir\u00eb, shpesh ato kan\u00eb ushtruar trysni me forma t\u00eb ndryshme ndaj mediave, si mosdh\u00ebnie reklamash, apo duke u b\u00ebr\u00eb trysni pronar\u00ebve ose bizneseve t\u00eb tyre. Biznesmen\u00eb t\u00eb njohur, t\u00eb lidhur ngusht\u00eb me partit\u00eb politike n\u00eb qeveri ose opozit\u00eb, kan\u00eb bler\u00eb gazeta dhe stacione t\u00eb r\u00ebnd\u00ebsishme televizive. Shum\u00eb gazetar\u00eb, t\u00eb pambrojtur nga trysnia politike dhe ekonomike, praktikojn\u00eb gjer\u00ebsisht auto-censur\u00ebn dhe kan\u00eb nj\u00eb munges\u00eb profesionalizmi dhe etike. Vendosja e nj\u00eb shtypi v\u00ebrtet\u00eb t\u00eb lir\u00eb, do t\u00eb k\u00ebrkoj\u00eb q\u00eb gazetar\u00ebt t\u2019i mbrojn\u00eb m\u00eb me forc\u00eb t\u00eb drejtat e tyre. E lidhur ngusht\u00eb me k\u00ebt\u00eb, \u00ebsht\u00eb nevoja q\u00eb gazetar\u00ebt t\u2019u q\u00ebndrojn\u00eb besnik standarteve profesionale t\u00eb gazetaris\u00eb. N\u00eb shumic\u00ebn e rasteve, nuk ka asnj\u00eb lloj muri-ndar\u00ebs midis zyrtar\u00ebve qeveritar\u00eb dhe pronar\u00ebve t\u00eb mediave nga njera an\u00eb, dhe gazetar\u00ebve nga ana tjet\u00ebr, nj\u00eb ndarje e nevojshme p\u00ebr t\u00eb siguruar integritetin redaksional dhe pavar\u00ebsin\u00eb e shtypit.<\/p>\n<p>Ndoshta pengesa kryesore q\u00eb Shqip\u00ebria nuk ka arritur potencialin e saj t\u00eb plot\u00eb demokratik, ka q\u00ebn\u00eb polarizimi politik. Politika n\u00eb Shqip\u00ebri vazhdon t\u00eb jet\u00eb tejet konfrontuese dhe p\u00ebr\u00e7ar\u00ebse. Dy forcat kryesore, Partia Socialiste dhe Partia Demokratike, nuk kan\u00eb pranuar t\u00eb angazhohen n\u00eb arritjen e kompromiseve, q\u00eb jan\u00eb nj\u00eb norm\u00eb e zakonshme n\u00eb nj\u00eb shoq\u00ebri demokratike. Q\u00ebllim kryesor i tyre ka q\u00ebn\u00eb sigurimi dhe mbajtja e pushtetit. N\u00eb funksion t\u00eb realizimit t\u00eb k\u00ebtij q\u00ebllimi, ato jan\u00eb angazhuar n\u00eb praktika t\u00eb dyshimta demokratike \u2013 nuk kan\u00eb respektuar shtetin ligjor, kan\u00eb shp\u00ebrndar\u00eb pasurit\u00eb publike sipas parap\u00eblqimit partiak, kan\u00eb ndryshuar rregullat e loj\u00ebs nga nj\u00eb pal\u00eb zgjedhje n\u00eb tjetr\u00ebn dhe kan\u00eb ushtruar trysni ndaj institucioneve t\u00eb pavarura dhe grupeve t\u00eb shoq\u00ebris\u00eb civile. Kur jan\u00eb n\u00eb opozit\u00eb, ose gjat\u00eb fushatave elektorale, politikan\u00ebt shqiptar\u00eb e portretizojn\u00eb veten si udh\u00ebheq\u00ebs frym\u00ebzues, reformator\u00eb, konsensual, dhe mb\u00ebshtet\u00ebs t\u00eb reformave politike dhe ekonomike q\u00eb synojn\u00eb shnd\u00ebrrimin e Shqip\u00ebris\u00eb n\u00eb nj\u00eb shtet funksionues demokratik. Por kur vijn\u00eb n\u00eb pushtet, shum\u00eb shpejt largohen nga rruga demokratike, shmangin kontrollet dhe balancat institucionale, q\u00eb m\u00eb par\u00eb i mb\u00ebshtesnin, konsolidojn\u00eb pushtetin me q\u00ebndrime anti-demokratike, dhe p\u00ebrpiqen t\u00eb kapin shtetin p\u00ebr p\u00ebrfitime ekonomike. \u00c7do qeveri e re ka kryer spastrime t\u00eb m\u00ebdha n\u00eb administrat\u00ebn shtet\u00ebrore. Shqip\u00ebria ende nuk ka arritur t\u00eb z\u00ebvend\u00ebsoj\u00eb klientelizmin dhe interesat partiake, me meritokracin\u00eb p\u00ebr pun\u00ebsimet n\u00eb administrat\u00ebn publike.<br \/>\n\u00cbsht\u00eb e v\u00ebshtir\u00eb p\u00ebr t\u00eb kuptuar vazhdimin dhe intensifikimin e polarizmit t\u00eb ashp\u00ebr politik sot kur dallimet ideologjike mes partive kryesore politike jan\u00eb ngushtuar ndjesh\u00ebm. Nd\u00ebrsa pranohet gjer\u00ebsisht se pushteti politik mund t\u00eb fitohet n\u00eb m\u00ebnyr\u00eb t\u00eb ligjshme vet\u00ebm nga kutit\u00eb e votimit, zgjedhjet n\u00eb Shqip\u00ebri shoq\u00ebrohen me dram\u00eb t\u00eb madhe. Ato shihen si nj\u00eb betej\u00eb p\u00ebr jet\u00eb a vdekje, vet\u00ebm me fitues e t\u00eb mundur, dhe jo si nj\u00eb gar\u00eb mes platformave politike.<\/p>\n<p>N\u00eb parlament, debatet jan\u00eb kthyer n\u00eb nj\u00eb teat\u00ebr politik. Fyerjet vulgare, shpifjet dhe g\u00ebnjeshtrat jan\u00eb b\u00ebr\u00eb pjes\u00eb normale e debatit politik. Kjo retorik\u00eb armiq\u00ebsore dhe provokuese ka krijuar nj\u00eb atmosfer\u00eb toksike n\u00eb parlament, q\u00eb nuk e ndihmon debatin demokratik. Polarizimi politik e ka b\u00ebr\u00eb shum\u00eb t\u00eb v\u00ebshtir\u00eb gjetjen e individ\u00ebve q\u00eb shqiptar\u00ebt mund t\u2019i shohin si shembuj pozitiv. Nj\u00ebzetepes\u00eb vjet m\u00eb par\u00eb, ne tek Z\u00ebri i Amerik\u00ebs, mund t\u00eb intervistonim n\u00eb periudha krizash t\u00eb thella personalitete t\u00eb shquara, si Rexhep Qosja dhe Ismail Kadare, deklaratet e t\u00eb cil\u00ebve kishin ndikim. Sot, \u00ebsht\u00eb v\u00ebshtir\u00eb t\u00eb gjesh nj\u00eb personalitet q\u00eb t\u00eb pranohet si figur\u00eb bashkuese dhe nj\u00eb forc\u00eb e moderuar.<\/p>\n<p>Zgjedhjet e vitit 2013 krijuan shpres\u00eb dhe pritshm\u00ebri p\u00ebr ndryshime e reforma. Socialist\u00ebt korren nje fitore t\u00eb thell\u00eb, duke siguruar k\u00ebshtu nj\u00eb mandat t\u00eb jasht\u00ebzakonsh\u00ebm p\u00ebr t\u00eb b\u00ebr\u00eb ndryshime. Me p\u00ebrjashtim t\u00eb qeveris\u00eb s\u00eb par\u00eb t\u00eb zgjedhur n\u00eb m\u00ebnyr\u00eb demokratike n\u00eb mars t\u00eb 1992, asnj\u00eb qeveri tjet\u00ebr nuk ka patur nj\u00eb mandat t\u00eb till\u00eb, dhe bashk\u00eb me t\u00eb, edhe mund\u00ebsin\u00eb p\u00ebr t\u00eb kryer reforma t\u00eb thella politike dhe ekonomike.<\/p>\n<p>Kryeministri Edi Rama kishte b\u00ebr\u00eb shum\u00eb premtime gjat\u00eb fushat\u00ebs s\u00eb tij t\u00eb bujshme elektorale p\u00ebr t\u00eb forcuar shtetin ligjor, luftuar korrupsionin e krimin e organizuar, p\u00ebr t\u00eb reformuar drejt\u00ebsin\u00eb dhe modernizuar ekonomin\u00eb.\u00a0 Nd\u00ebrsa qeveria ka b\u00ebr\u00eb p\u00ebrparime n\u00eb shum\u00eb fronte, kryeministri Rama nuk arriti t\u00eb shfryt\u00ebzonte mund\u00ebsit\u00eb e k\u00ebtij momenti vendimtar p\u00ebr t\u00eb ndjekur nj\u00eb kurs t\u00eb rinj.\u00a0 Me q\u00eb g\u00ebzonte nj\u00eb shumic\u00eb t\u00eb mjaftueshme n\u00eb parlament, Kryeministri Rama nuk e pa t\u00eb nevojshme t\u00eb nd\u00ebrmirte masa serioze p\u00ebr nj\u00eb marr\u00ebdh\u00ebnie m\u00eb normale me opozit\u00ebn. Ndonse para zgjedhjeve ai mbeshteste pavar\u00ebsin\u00eb e insitucioneve dhe k\u00ebrkonte respektimin e ndarjes s\u00eb pushteteve, pasi erdhi ne pushtet ai nuk ngurroi q\u00eb t\u00eb perpiqej p\u00ebr t\u2019iu shmangur sistemit t\u00eb kontrollit dhe balancave t\u00eb institucioneve. Deri tani nuk ka shenja se marr\u00ebdh\u00ebniet e qeveris\u00eb me opozit\u00ebn mund t\u00eb p\u00ebrmir\u00ebsohen s\u00eb shpejti. \u00cbsht\u00eb e pabesueshme q\u00eb p\u00ebr vite t\u00eb t\u00ebra nuk ka patur ndonj\u00eb takim kok\u00eb-m\u00eb-kok\u00eb mes udh\u00ebheq\u00ebsve t\u00eb t\u00eb dy forcave kryesore politike.<br \/>\nPartia Demokratike \u00ebsht\u00eb ende n\u00eb procesin e rim\u00ebk\u00ebmbjes pas humbjes s\u00eb thell\u00eb elektorale.\u00a0 Ajo ndeshet me sfida t\u00eb shumta dhe do t\u2019i duhet koh\u00eb t\u00eb rehabilitohet n\u00eb syt\u00eb e elektoratit shqiptar.\u00a0 Sali Berisha, i cili e kishte dominuar partin\u00eb p\u00ebr m\u00eb shum\u00eb se dy dekada dhe shikohej nga baza e partis\u00eb si udh\u00ebheqes i domosdosh\u00ebm, dha dor\u00ebheqjen nga posti i kryetarit n\u00eb vitin 2013 pa p\u00ebrgatitur m\u00eb par\u00eb brezin q\u00eb do ta pasonte.\u00a0 Dor\u00ebheqja e tij ka krijuar nj\u00eb boshll\u00ebk t\u00eb madh.\u00a0 Lulzim Basha po ec\u00ebn me kujdes drejt konsolidimit t\u00eb pushtetit, duke u p\u00ebrpjekur t\u2019i mbaj\u00eb t\u00eb bashkuara grupet e ndryshme n\u00eb parti. Por ai ende nuk ka arritur t\u00eb krijoj\u00eb profilin e tij politik. Ai ka zgjedhur rrug\u00ebn m\u00eb t\u00eb leht\u00eb, si\u00e7 kan\u00eb b\u00ebr\u00eb zakonisht udh\u00ebheq\u00ebsit e opozit\u00ebs gjat\u00eb nj\u00ebzetepes\u00eb vjet\u00ebve t\u00eb fundit, duke luajtur rolin e kritizerit t\u00eb ashp\u00ebr, duke nxirr\u00eb gjithshka q\u00eb b\u00ebn qeveria dhe duke ndjekur disa prej taktikave t\u00eb d\u00ebmshme q\u00eb socialist\u00ebt kishin zbatuar para zgjedhjeve t\u00eb 2013. Zoti Basha duhet t\u00eb luaj\u00eb rolin e nj\u00eb udh\u00ebheq\u00ebsi vizionar, q\u00eb shikon nga e ardhmja dhe bashk\u00ebpunon me qeverin\u00eb p\u00ebr \u00e7\u00ebshtjet dhe reformat e r\u00ebnd\u00ebsishme.<br \/>\nNd\u00ebrsa Shqip\u00ebria po shqyrton mund\u00ebsin\u00eb e reformave n\u00eb drejt\u00ebsi dhe kushtetut\u00eb, bashk\u00ebpunimi midis qeveris\u00eb\u00a0 dhe opozit\u00ebs \u00ebsht\u00eb jetik. T\u00eb dyja \u2013 qeveria dhe opozita \u2013 duhet t\u00eb ndajn\u00eb si barr\u00ebn ashtu edhe p\u00ebrfitimet nga reformat.<\/p>\n<p>Q\u00eb Shqip\u00ebria t\u00eb b\u00ebj\u00eb nj\u00eb shk\u00ebputje t\u00eb qart\u00eb nga e kaluara dhe t\u00eb konsolidoj\u00eb plot\u00ebsisht sistemin demokratik, udh\u00ebheq\u00ebsit e saj duhet t\u00eb b\u00ebjn\u00eb nj\u00eb vler\u00ebsim real dhe t\u00eb nxjerrin mesime t\u00eb vlefshme nga m\u00ebnyra se si \u00ebsht\u00eb qeverisur vendi deri m\u00eb tani. Por cilat jan\u00eb disa nga k\u00ebto m\u00ebsime q\u00eb mund t\u2019ju ndihmojn\u00eb vendim-marr\u00ebsve n\u00eb t\u00eb ardhmen? Un\u00eb do t\u00eb p\u00ebrmend kat\u00ebr m\u00ebsime t\u00eb p\u00ebrgjithshme.<\/p>\n<p>\u2022\u00a0\u00a0 \u00a0P\u00ebrq\u00ebndrimi tek interesat partiake dhe objektivat politike afat-shkurt\u00ebra, n\u00eb vend t\u00eb interesave themelore komb\u00ebtare, sjell pasoja t\u00eb r\u00ebnda dhe afat-gjat\u00eb p\u00ebr politiken e brendshme dhe t\u00eb jashtme. Reformat graduale jan\u00eb t\u00eb lehta politikisht p\u00ebr t\u2019u kryer, por ato sjellin ndryshime t\u00eb vogla. P\u00ebrvoja e deritanishme deshmon se ritmi i ngadalt\u00eb i ndryshimeve e ka zgjatur agonin\u00eb e shqiptar\u00ebve dhe integrimin e vendit t\u00eb tyre n\u00eb BE. Sfidat madhore t\u00eb vendit mund t\u00eb p\u00ebrballohen n\u00eb m\u00ebnyr\u00eb m\u00eb t\u00eb efektshme permes p\u00ebrpjekjeve t\u00eb p\u00ebrbashk\u00ebta t\u00eb qeveris\u00eb dhe opozit\u00ebs. Zbatimi i reformave rr\u00ebnj\u00ebsore q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me \u00e7\u00ebshtjet themelore komb\u00ebtare, dhe q\u00eb do t\u00eb ken\u00eb nj\u00eb jet\u00eb m\u00eb t\u00eb gjat\u00eb se sa mandati i nj\u00eb administrate, k\u00ebrkojn\u00eb konsensus t\u00eb gjer\u00eb.<br \/>\n\u2022\u00a0\u00a0 \u00a0Dy, p\u00ebrpjekjet e udh\u00ebheq\u00ebsve politik\u00eb p\u00ebr t\u00eb kufizuar hap\u00ebsirat e kund\u00ebrshtarit, p\u00ebr t\u00eb ushtruar kontroll autoritar mbi partin\u00eb e grupin e tyre parlamentar, institucionet e pavarura, median, dhe shoq\u00ebrin\u00eb civile, kan\u00eb prirjen t\u00eb sjellin rezultat t\u00eb kund\u00ebrt dhe n\u00eb nj\u00eb k\u00ebndv\u00ebshtrim afat-gjat\u00eb, minojn\u00eb p\u00ebrparimin demokratik dhe d\u00ebmtojn\u00eb mund\u00ebsit\u00eb e vendit p\u00ebr zhvillim. Tashm\u00eb duhet t\u00eb jet\u00eb e qart\u00eb se Shqip\u00ebria nuk mund t\u00eb shnd\u00ebrrohet n\u00eb nj\u00eb shtet funksionues demokratik pa institucione t\u00eb fuqishme t\u00eb pavarura.<br \/>\n\u2022\u00a0\u00a0 \u00a0Tre, p\u00ebrvoja e shum\u00eb vendeve n\u00eb tranzicion d\u00ebshmon se qeverit\u00eb q\u00eb nuk d\u00ebgjojn\u00eb z\u00ebrin e popullit dhe nuk respektojn\u00eb aspirtat e qytetar\u00ebve t\u00eb tyre p\u00ebr mund\u00ebsi m\u00eb t\u00eb m\u00ebdha politike, sociale dhe ekonomike, rrezikojn\u00eb veten e tyre. Shembujt e fundit n\u00eb Ukrain\u00eb dhe Rumani jan\u00eb dometh\u00ebn\u00ebs. Ishte pak\u00ebnaq\u00ebsia dhe zem\u00ebrimi popullor ndaj elitave t\u00eb korruptuara q\u00eb nxiti protesta masive q\u00eb \u00e7uan n\u00eb rr\u00ebzimin e presidentit Victor Yanukovych dhe dor\u00ebheqjen e kryeministrit Victor Ponta. Nd\u00ebrsa gjendja n\u00eb Shqip\u00ebri nuk \u00ebsht\u00eb e njejt\u00eb me at\u00eb n\u00eb Ukrain\u00eb dhe Rumani, nuk ka asnj\u00eb dyshim se hendeku midis atyre n\u00eb pushtet dhe atyre pa pushtet \u00ebsht\u00eb shum\u00eb i thell\u00eb. Pesimizmi \u00ebsht\u00eb n\u00eb ngritje dhe shum\u00eb shqiptar\u00eb kan\u00eb humbur shpres\u00ebn. Rritja e v\u00ebshtir\u00ebsive ekonomike, paaft\u00ebsia e qeveris\u00eb p\u00ebr t\u2019u treguar e vendosur n\u00eb luft\u00ebn kunder korrupsionit dhe shtimi i pak\u00ebnaq\u00ebsis\u00eb sociale mund t\u00eb \u00e7ojn\u00eb n\u00eb p\u00ebrplasje serioze.<br \/>\n\u2022\u00a0\u00a0 \u00a0Dhe kat\u00ebr, marr\u00ebdh\u00ebniet jofunksionale mes aktor\u00ebve kryesor\u00eb politik\u00eb kan\u00eb pasur pasoja shum\u00eb t\u00eb r\u00ebnda p\u00ebr vendin.\u00a0 Paaft\u00ebsia e demokrat\u00ebve dhe socialist\u00ebve p\u00ebr t\u00eb b\u00ebr\u00eb kompromis dhe punuar s\u00eb bashku, ka rezultuar n\u00eb nj\u00eb qeverisje t\u00eb dob\u00ebt dhe ka ngadal\u00ebsuar integrimin n\u00eb Bashkimin Evropian. N\u00eb se nuk vihet n\u00ebn kontroll, ky konflikt i pap\u00ebrgjegjsh\u00ebm dhe jo-parimor, dhe retorika e ashp\u00ebr armiq\u00ebsore q\u00eb e shoq\u00ebron, mund t\u00eb d\u00ebmtoj\u00eb seriozisht q\u00ebndrueshm\u00ebrin\u00eb e Shqip\u00ebris\u00eb.<\/p>\n<p>Mbetet p\u00ebr t\u2019u par\u00eb n\u00eb se udh\u00ebheq\u00ebsit shqiptar\u00eb kan\u00eb vullnetin politik p\u00ebr t\u00eb zgjidhur disa prej mang\u00ebsive dhe gabimeve m\u00eb t\u00eb m\u00ebdha, q\u00eb kan\u00eb penguar Shqip\u00ebrin\u00eb t\u00eb arrij\u00eb potencialin e saj demokratik. Deri tani, reformat e thella, qeverisja e mir\u00eb, dhe lufta ndaj korrupsionit nuk kan\u00eb q\u00ebn\u00eb p\u00ebrpar\u00ebsi e qeverive t\u00eb ndryshme q\u00eb kan\u00eb drejtuar vendin.\u00a0 Gjendja aktuale, gjithsesi, \u00ebsht\u00eb e r\u00ebnd\u00eb dhe \u00e7mimi i d\u00ebshtimit mund t\u00eb jet\u00eb i madh p\u00ebr elitat politike dhe vendin n\u00eb t\u00ebr\u00ebsi.<br \/>\nShtetet e Bashkuara dhe Bashkimi Evropian kan\u00eb treguar angazhim t\u00eb thell\u00eb p\u00ebr p\u00ebrparimin demokratik t\u00eb Shqip\u00ebris\u00eb. Ato kan\u00eb mbeshtetur udh\u00ebheq\u00ebsit shqiptar\u00eb me shpres\u00eb se ata do t\u00eb udh\u00ebhiqnin vendin e tyre drejt nj\u00eb demokracie t\u00eb v\u00ebrtet\u00eb, e jo q\u00eb t\u00eb ndiqnin praktika jo-demokratike e t\u00eb pasuroheshin n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme, duke vjedhur k\u00ebshtu t\u00eb ardhmen e popullit t\u00eb tyre. Nd\u00ebrsa shtytja p\u00ebr ndryshime reale duhet t\u00eb vij\u00eb nga brenda, bashk\u00ebsia nd\u00ebrkomb\u00ebtare duhet ta ndihmoj\u00eb Shqip\u00ebrin\u00eb ta p\u00ebrfundoj\u00eb procesin e konsolidimit t\u00eb demokracis\u00eb.\u00a0 Bashk\u00ebsia nd\u00ebrkomb\u00ebtare mund ta b\u00ebj\u00eb k\u00ebt\u00eb duke p\u00ebrdorur levat e ndryshme q\u00eb ka n\u00eb dizspozicion p\u00ebr t\u00eb ushtruar trysni mbi vendim-marr\u00ebsit shqiptar\u00eb. Ata q\u00eb luftojn\u00eb me t\u00eb v\u00ebrtet\u00eb p\u00ebr nj\u00eb Shqip\u00ebri t\u00eb begat\u00eb, demokratike e t\u00eb drejt\u00eb duhen mb\u00ebshtetur, nd\u00ebrsa politikan\u00ebt, zyrtar\u00ebt dhe biznesmen\u00ebt e dyshuar p\u00ebr korrupsion dhe lidhje me krimin e organizuar duhet t\u00eb p\u00ebrballen me nd\u00ebshkime t\u00eb r\u00ebnda.<br \/>\nVendim-marr\u00ebsit n\u00eb Tiran\u00eb shpesh e shohin mb\u00ebshtetjen q\u00eb jep bashk\u00ebsia nd\u00ebrkomb\u00ebtare si nj\u00eb ripohim t\u00eb politikave t\u00eb tyre. Por ata duhet ta din\u00eb se Shtetet e Bashkuara dhe Bashkimi Evropian nuk mbeshtesin individ\u00eb t\u00eb caktuar politik\u00eb. Ato mbeshtesin aspiratat e popullit shqiptar p\u00ebr nj\u00eb proces politik gjith\u00eb-p\u00ebrfshir\u00ebs, p\u00ebr vendosjen e shtetit ligjor, dhe p\u00ebr krijimin e nj\u00eb qeverie t\u00eb efektshme dhe t\u00eb p\u00ebrgjegj\u00ebshme.\u00a0 Nuk ka n\u00eb t\u00eb v\u00ebrtet\u00eb asnj\u00eb ar\u00ebsye bind\u00ebse sot, se p\u00ebrse Shqip\u00ebris\u00eb i duhet dh\u00ebn\u00eb ndihm\u00eb pa kushte.\u00a0 Nd\u00ebrsa Shqip\u00ebria \u00ebsht\u00eb e r\u00ebnd\u00ebsishme, ajo nuk \u00ebsht\u00eb pjes\u00eb e interesave jetik\u00eb t\u00eb Shteteve t\u00eb Bashkuara dhe Bashkimit Evropian. Shqip\u00ebria \u00ebsht\u00eb thjesht pjes\u00eb e strategjis\u00eb s\u00eb tyre periferike. Bashk\u00ebsia nd\u00ebrkomb\u00ebtare, e angazhuar sot me \u00e7\u00ebshtje t\u00eb shumta dhe shum\u00eb m\u00eb urgjente se Shqip\u00ebria, nuk pritet t\u00eb jet\u00eb m\u00eb aq e gatsh\u00ebme p\u00ebr t\u00eb ndihmuar, n\u00eb se udh\u00ebheq\u00ebsit n\u00eb Tiran\u00eb perceptohen si t\u00eb korruptuar, t\u00eb p\u00ebr\u00e7ar\u00eb, dhe me nj\u00eb angazhim t\u00eb dyshimt\u00eb ndaj demokracis\u00eb. K\u00ebshtu, udh\u00ebheq\u00ebsit shqiptar\u00eb duhet t\u00eb jen\u00eb t\u00eb nd\u00ebrgjegjsh\u00ebm nga rreziku i nj\u00eb \u201clodhjeje me Shqip\u00ebrin\u00eb.\u201d<\/p>\n<p>Sot, nj\u00ebzetepes\u00eb vjet pas p\u00ebrmbysjes s\u00eb komunizmit, elita politike shqiptare e ka vet\u00eb n\u00eb dor\u00eb t\u00eb nxjerr\u00eb m\u00ebsimet e duhura nga gabimet e s\u00eb kaluar\u00ebs dhe t\u00eb krijoj\u00eb nj\u00eb sistem ekonomik dhe politik gjith\u00ebp\u00ebrfshir\u00ebs, me mund\u00ebsi p\u00ebr t\u00eb gjith\u00eb, q\u00eb nd\u00ebrton nj\u00eb t\u00eb ardhme q\u00eb forcon demokracin\u00eb, shton transparenc\u00ebn dhe p\u00ebrgjegj\u00ebsin\u00eb, dhe p\u00ebrkrah politika zhvillimi t\u00eb q\u00ebndrueshme.
