N\u00eb bot\u00ebn e qytet\u00ebruar dhe\u00a0 demokratike\u00a0 nga strukturat qeveritare lokale e shtet\u00ebrore ekziston\u00a0 kujdes i vazhduesh\u00ebm p\u00ebr p\u00ebrfaq\u00ebsimin proporcional t\u00eb popullat\u00ebs p\u00ebrkat\u00ebse, sidomos kjo t\u00eb b\u00ebj n\u00eb mjediset mutinacionale. Jan\u00eb pik\u00ebrisht em\u00ebrtimet p\u00ebrkat\u00ebse q\u00eb d\u00ebshmojn\u00eb n\u00eb m\u00ebnyr\u00eb publike politik\u00ebn parimore t\u00eb barazis\u00eb nacionale nga ana e pushtetit n\u00eb mjedisin p\u00ebrkat\u00ebs.<\/p>\n<p>Por, sh\u00ebmbull praktik i pabarazis\u00eb n\u00eb ket\u00eb aspekt n\u00eb koh\u00ebn e monizmit ka ekzistuar n\u00eb Ulqin, por edhe n\u00eb viset tjera ku jetojn\u00eb shqiptar\u00ebt n\u00eb Mal t\u00eb Zi.<br \/>\nIshte kjo koha e imponimit dhe e hegjemonizmit shtet\u00ebror, ku shqiptar\u00ebt edhe pse popullsi shumic\u00eb n\u00eb Ulqin, nga aspekti i em\u00ebrtimeve t\u00eb rrug\u00ebve, shesheve dhe institucioneve ishin t\u00ebr\u00ebsisht t\u00eb margjinalizuar, p\u00ebrkat\u00ebsisht t\u00eb diskriminuar, ku regjistri p\u00ebrkat\u00ebs e d\u00ebshmon n\u00eb m\u00ebnyr\u00eb transparente nj\u00eb konstatim t\u00eb till\u00eb. Sipas t\u00eb dh\u00ebnave ekzistuese del\u00a0 se nga 34 rrug\u00eb t\u00eb em\u00ebrtuara n\u00eb Ulqin nga pushteti monist, nga to 29 jan\u00eb m\u00eb em\u00ebrtime e 5 me numra. Nga\u00a0 rrug\u00ebt me emra 27 jan\u00eb me emra t\u00eb p\u00ebrkat\u00ebsis\u00eb sllave(90%) dhe vet\u00ebm 2 m\u00eb p\u00ebrkat\u00ebsi shqiptare(10%)!!<\/p>\n<p>2. Ndon\u00ebse me nj\u00eb von\u00ebse t\u00eb madhe 12 vite pas miratimit t\u00eb pluralizmit n\u00eb Mal t\u00eb Zi, n\u00eb\u00a0 lidhje me k\u00ebt\u00eb \u00e7\u00ebshtje\u00a0 me 7 maj 2002, Kuvendi i Komun\u00ebs s\u00eb Ulqinit ka miratuar me shumic\u00eb votash Vendimin p\u00ebr em\u00ebrtimin e rrug\u00ebve n\u00eb komun\u00ebn e Ulqinit. Ishte ky vendimi i par\u00eb i marrur n\u00eb lidhje me ket\u00eb \u00e7\u00ebshtje n\u00eb pluraliz\u00ebm. Ndaj k\u00ebtij vendimi ka paraqitur ankes\u00eb SNP n\u00eb Gjykat\u00ebn Kushtetuese, ku ata me vendimin nr.62\/02 me 26.12.2003\u00a0\u00a0 e kan\u00eb hjedhur posht\u00eb vendimin e Komun\u00ebs s\u00eb Ulqinit, p\u00ebr parregull\u00ebsi sepse nuk \u00ebsht\u00eb respektuar procedura ligjore dhe Kushtetuta e Malit t\u00eb Zi..<\/p>\n<p>3.N\u00eb ket\u00eb aspekt, Ulqini dallohet nga qytetet e tjera n\u00eb Mal t\u00eb Zi, sepse me\u00a0 gjith\u00eb angazhimin tim m\u00eb her\u00ebt\u00a0 por tash edhe si k\u00ebrkes\u00eb e K\u00ebshillit p\u00ebr em\u00ebrtimin e rrug\u00ebve, shesheve dhe t\u00eb institucioneve, b\u00ebr\u00eb\u00a0 ndaj sh\u00ebrbimit t\u00eb Kuvendit t\u00eb Ulqinit, nuk kemi marr\u00eb p\u00ebrgjigje pozitive n\u00eb lidhje me ekzistimin e ndonj\u00eb vendimi n\u00eb lidhje me em\u00ebrtimet e rrug\u00ebve n\u00eb t\u00eb kaluar\u00ebn moniste. Por, p\u00ebrgjigja ishte negative, sepse Kuvendi i Komun\u00ebs s\u00eb Ulqinit nuk disponon\u00a0 asnj\u00eb vendim t\u00eb till\u00eb, nga del se em\u00ebrimet e tilla jan\u00eb vendosur n\u00eb m\u00ebnyr\u00eb jolegale.<\/p>\n<p>Nj\u00eb e dh\u00ebn\u00eb e till\u00eb\u00a0 \u00ebsht\u00eb e pakuptueshme p\u00ebr koh\u00ebn por nj\u00ebherit\u00a0 hap dilema t\u00eb m\u00ebdha p\u00ebr formen e funksionimit t\u00eb pushtetit\u00a0 monist n\u00eb Ulqin. N\u00eb lidhje me ket\u00eb \u00e7\u00ebshtje\u00a0 nuk ka dilem\u00eb se kan\u00eb vepruar struktura individuale apo grupe t\u00eb ndryshme q\u00eb kan\u00eb vendosur p\u00ebr \u00e7\u00ebshtje t\u00eb tilla. Ishte ky nj\u00eb veprim perfid\u00a0 me qasje hegjemoniste, duke mos marr\u00eb parasysh struktur\u00ebn nacionale, gjuh\u00ebsore dhe konfesionale t\u00eb popullsis\u00eb s\u00eb Ulqinit.<br \/>\nMe nj\u00eb qasje t\u00eb till\u00eb imponuese e hegjemoniste\u00a0 ish pushtetar\u00ebt komunist\u00a0 kan\u00eb vler\u00ebsuar se \u00e7do gj\u00eb fillon prej tyre duke eliminuar t\u00eb kaluar\u00ebn e k\u00ebtij mjedisi. Nd\u00ebrsa nga ana tjet\u00ebr\u00a0 edhe ata pak kuadra shqiptare qe ishin nuk kan\u00eb pasur guxim\u00a0 t\u00eb trajtojn\u00eb\u00a0 k\u00ebto \u00e7\u00ebshtje, andaj\u00a0 kan\u00eb heshtur sepse ne ket\u00eb form\u00eb kan\u00eb mundur t\u00eb ruajn\u00eb pozitat e tyre.<br \/>\nNj\u00eb dukuri e till\u00eb nga aspekti ligjor\u00a0 cil\u00ebsohet jolegale dhe e pa pranueshme, andaj si e till\u00eb \u00ebsht\u00eb trajtuar edhe nga K\u00ebshilli p\u00ebr em\u00ebrtimin e rrug\u00ebve, shesheve dhe institucioneve n\u00eb komun\u00ebn e Ulqinit, kur kemi trajtuar\u00a0 propozimet p\u00ebr em\u00ebrtimet p\u00ebrkat\u00ebse.<\/p>\n<p>4. <em>K\u00ebshilli p\u00ebr\u00a0 dh\u00ebnien e propozimeve\u00a0 p\u00ebr em\u00ebrtimin e rrug\u00ebve, shesheve dhe institucioneve n\u00eb komun\u00ebn e Ulqinit,<\/em> si ne mandatin e kaluar por edhe n\u00eb p\u00ebrb\u00ebrjen e re te k\u00ebtij mandati (Vendimi nr.02-38\/14-5\/b m\u00eb dat\u00eb 22.3.2014) k\u00ebsaj \u00e7\u00ebshtje\u00a0 i \u00ebsht\u00eb qasur n\u00eb m\u00ebnyr\u00eb serioze. Andaj,\u00a0 duke marr\u00eb parasysh propozimet\u00a0\u00a0 p\u00ebrkat\u00ebse, ne mbledhjen e mbajtur me\u00a0 06.5.2015, ka dal\u00eb me propozimet konkrete qe jan\u00eb miratuar n\u00eb m\u00ebnyr\u00eb unanime nga an\u00ebtar\u00ebt e K\u00ebshillit q\u00eb ishin t\u00eb pranish\u00ebm,\u00a0 nd\u00ebrsa me pas k\u00ebto propozime i jan\u00eb p\u00ebrcjellur Kuvendit, ku sh\u00ebrbimi ka vazhduar procedur\u00ebn\u00a0 p\u00ebrkat\u00ebse.<br \/>\nN\u00eb lidhje me em\u00ebrtimin e rrug\u00ebve, shesheve dhe institucioneve, K\u00ebshilli ka marr\u00eb\u00a0 p\u00ebr baz\u00eb\u00a0 struktur\u00ebn nacionale, gjuh\u00ebsore dhe konfesionale t\u00eb popullsis\u00eb s\u00eb komun\u00ebs s\u00eb Ulqinit, duke u bazuar n\u00eb regjistrimin e popullsis\u00eb n\u00eb vitin 2011.\u00a0 Andaj duke u bazuar n\u00eb k\u00ebto t\u00eb dh\u00ebna statistikore jemi p\u00ebrpjekur maksimalisht t\u00eb respektojm\u00eb\u00a0 barazin\u00eb nacionale dhe qytetare n\u00eb ket\u00eb mjedis.<\/p>\n<p>Nga regjistri i em\u00ebrtimeve t\u00eb propozuara kemi k\u00ebto\u00a0 tri\u00a0 kategori:<\/p>\n<p><strong>a\/ em\u00ebrtime tradicionale nga toponimia vendore,<\/strong><br \/>\n(rruga e Valdanosit, Pinjeshit, Tivarit, Shkodr\u00ebs\u00a0 etj.)<\/p>\n<p><strong>b\/ em\u00ebrtime t\u00eb personaliteve\u00a0 vendore dhe nd\u00ebrkomb\u00ebtare<\/strong><br \/>\n( Teuta, Gjergj Kastrioti-Sk\u00ebnderbeu, N\u00ebn\u00eb Tereza, Ali\u00a0 Ulqinaku, Mujo Ulqinaku-Cakuli, Ymer Prizreni, Mehmet Beci, Cafo Begu, Simon Filipaj, Pavle Mijoviq, Radovan Zogoviq, Mehmet Gjyli, Fiqri Hasanaga, Ali Podrimja, Edith Durham, Sabataj Cevi, Antonio Balda\u00e7i etj.).<\/p>\n<p><strong>c\/ em\u00ebrtime me numra<\/strong><br \/>\n(n\u00eb Shtoj, Gjerana dhe disa rrug\u00eb n\u00eb qytet t\u00eb trash\u00ebguara m\u00eb par\u00eb)<\/p>\n<p>Ne K\u00ebshill jemi dakorduar q\u00eb nj\u00eb rrug\u00eb t\u00eb mbaj emrin <strong>VIKTIMAT E KOMUNIZMIT<\/strong>,\u00a0 madje e kemi caktuar edhe lokacionin, qe te jet\u00eb ajo n\u00eb Mal t\u00eb Bardh\u00eb, si vazhdim\u00ebsi e rrug\u00ebs s\u00eb propozuar me emrin Dul Shurdha. N\u00eb saj\u00eb t\u00eb takimit qe kemi zhvilluar te komisioni p\u00ebrkat\u00ebs n\u00eb\u00a0 Ministrin\u00eb e kultur\u00ebs n\u00eb Podgoric\u00eb, nj\u00eb propozim i till\u00eb nga ana\u00a0 e tyre nuk \u00ebsht\u00eb mir\u00ebpritur. Edhe pse ne si p\u00ebrfaq\u00ebsues t\u00eb K\u00ebshillit n\u00eb at\u00eb takim kemi dh\u00ebn\u00eb arsyetimin se tash jemi n\u00eb pluraliz\u00ebm dhe duhet t\u00eb flitet p\u00ebr t\u00eb kaluar\u00ebn pa pa qasje ideologjike\u00a0 duke p\u00ebrfshi edhe\u00a0 krimet e komunizmit (1944-1990)\u00a0 qe kan\u00eb ndodhur n\u00eb Ulqin por edhe gjetiu n\u00eb Mal t\u00eb Zi, ekzistonte nj\u00eb refuzim nga ana e tyre me arsyetimin se nuk \u00ebsht\u00eb\u00a0 ende koha p\u00ebr nj\u00eb em\u00ebrtim t\u00eb till\u00eb. Ne jemi te mendimit se krime nga koha e komunizmit ka pasur dhe pasojat jan\u00eb ende\u00a0 t\u00eb pranishme dhe se disa ngjarje\u00a0 per disa persona\u00a0 ende nuk jan\u00eb ndri\u00e7uar\u00a0 si p\u00ebr familjar\u00ebt\u00a0 por edhe p\u00ebr opinionin e gjer\u00eb.<\/p>\n<p>N\u00eb lidhje me kt\u00eb \u00e7\u00ebshtje si d\u00ebshmi sh\u00ebrben em\u00ebrtimi i sheshit <strong>Viktimat e Goli Otokut(Zrtve Golog Otoka)<\/strong>\u00a0 n\u00eb Podgoric\u00eb, qe jan\u00eb viktim e komunistave, andaj ne ket\u00eb aspekt Ulqini nuk mund t\u00eb jet\u00eb p\u00ebrjashtim, pavar\u00ebsisht se ende \u00ebsht\u00eb i pranish\u00ebm mentaliteti i koh\u00ebs s\u00eb monizmit. O tempora, o mores!<br \/>\nNga ana tjet\u00ebr sa iu p\u00ebrket rrug\u00ebve t\u00eb em\u00ebrtuara me numra, mendoj se kjo \u00e7\u00ebshtje paraqet vendim t\u00eb p\u00ebrkohsh\u00ebm, sepse ka z\u00ebra qe individet apo qytetar\u00ebt\u00a0 do t\u00eb paraqesin propozime p\u00ebrkat\u00ebse, nga toponimia lokale, apo em\u00ebrtime t\u00eb tjera nga banorat e tyre zonave.<\/p>\n<p>5. Nga ajo qe u tha del qart\u00eb se si K\u00ebshill jemi p\u00ebrpjekur qe propozimet tona t\u00eb jen\u00eb t\u00eb pranueshme p\u00ebr t\u00eb gjith\u00eb banor\u00ebt e Ulqinit dhe ter\u00eb komun\u00ebs, ku t\u00eb dh\u00ebnat biografike te personave t\u00eb propozuar e d\u00ebshmojn\u00eb n\u00eb m\u00ebnyr\u00eb bind\u00ebse nj\u00eb konstatim t\u00eb till\u00eb.<br \/>\nKy propozim nuk ka dilem\u00eb se\u00a0 eliminon qasjen hegjemoniste nga e\u00a0 kaluara moniste, ku nuk \u00ebsht\u00eb marr\u00eb parasysh\u00a0 barazia praktike nacionale n\u00eb\u00a0 komun\u00ebn e Ulqinit, ku shqiptar\u00ebt si popullsi shumic\u00eb\u00a0 ishin t\u00eb diskriminuar.<\/p>\n<p>6.
