P\u00ebrvoja pozitive e autonomis\u00eb gjat\u00eb nj\u00eb periudhe m\u00eb se kat\u00ebrdhjet\u00eb vjet\u00eb \u00e7on n\u00eb p\u00ebrfundim se n\u00ebp\u00ebrmjet t\u00eb nj\u00eb modeli t\u00eb till\u00eb \u00ebsht\u00eb gjetur zgjidhja e konflikteve shum\u00ebvje\u00e7are, pa e rrezikuar integritetin territorial t\u00eb Italis\u00eb.<\/p>\n\n\n\n<p>c) Kushtetuta e Spanj\u00ebs, neni 2, p\u00ebrmban nj\u00eb garanci t\u00eb p\u00ebrgjithshme t\u00eb drejtave t\u00eb nacionaliteteve dhe rajoneve p\u00ebr autonomi.<\/p>\n\n\n\n<p>Popujt pakic\u00eb n\u00eb Spanj\u00eb: katalonasit, galician\u00ebt dhe bask\u00ebt g\u00ebzojn\u00eb autonomi kulturore dhe territoriale-politike.<\/p>\n\n\n\n<p>Vlen t\u00eb theksohet se bask\u00ebt n\u00eb struktur\u00ebn e p\u00ebrgjithshme t\u00eb popullat\u00ebs s\u00eb Spanj\u00ebs b\u00ebjn\u00eb pjes\u00eb vet\u00ebm me 4 p\u00ebrqind, por, megjithat\u00eb, ata e kan\u00eb akademin\u00eb e shkencave, universitetin, institute t\u00eb ndryshme etj.<\/p>\n\n\n\n<p>\u00e7)&nbsp; Nj\u00eb form\u00eb specifike t\u00eb autonomis\u00eb s\u00eb bashk\u00ebsive kulturore e njeh kushtetuta e Belgjik\u00ebs. Kushtetuta e Belgjik\u00ebs, neni 3, cakton statusin e \u201cbashk\u00ebsive kulturore: franceze, holandeze dhe gjermane\u201d; k\u00ebtyre bashk\u00ebsive u garanton\u201dkompetencat q\u00eb u jan\u00eb dh\u00ebn\u00eb me kushtetut\u00eb ose me ligje t\u00eb nxjerra n\u00eb baz\u00eb t\u00eb kushtetut\u00ebs\u201d.<\/p>\n\n\n\n<p>d) Kushtetuta e Sllovenis\u00eb, neni 64, parasheh t\u00eb drejtat e ve\u00e7anta kolektive, p\u00ebr dy pakica autonome n\u00eb Slloveni: italiane dhe hungareze, q\u00eb n\u00ebnkupton t\u00eb drejt\u00ebn e formimit t\u00eb vet\u00ebqeverisjes n\u00eb rajone, ku k\u00ebto bashk\u00ebsi jetojn\u00eb. N\u00eb tetor t\u00eb vitit 1994, Sllovenia ka nxjerr\u00eb ligjin e ve\u00e7ant\u00eb p\u00ebr bashk\u00ebsit\u00eb vet\u00ebqeveris\u00ebse nacionale.<\/p>\n\n\n\n<p>dh) N\u00eb Kushtetut\u00ebn e Kroacis\u00eb, n\u00eb nenin 15, paragrafi 2, pakicave u \u00ebsht\u00eb garantuar autonomia kulturore. Kroacia, m\u00eb 1991, ka nxjerr\u00eb edhe ligjin kushtetues p\u00ebr t\u00eb drejtat dhe lirit\u00eb njer\u00ebzore dhe t\u00eb drejtat e bashk\u00ebsive etnike dhe nacionale ose t\u00eb pakicave. Me k\u00ebt\u00eb ligj, krahas autonomis\u00eb kulturore, \u00ebsht\u00eb rregulluar edhe \u00e7\u00ebshtja e autonomis\u00eb territoriale t\u00eb Kninit dhe t\u00eb Glin\u00ebs. Nd\u00ebrkaq, dispozitat e ligjit kushtetues p\u00ebr t\u00eb drejtat e organizimit t\u00eb autonomis\u00eb territoriale nuk jan\u00eb m\u00eb n\u00eb fuqi, p\u00ebr arsye t\u00eb shp\u00ebrguljes s\u00eb pjes\u00ebs m\u00eb t\u00eb madhe t\u00eb serb\u00ebve nga Kroacia, si pasoj\u00eb e konflikt\u00ebve t\u00eb armatosura, me rastin e shp\u00ebrb\u00ebrjes s\u00eb RSFJ-s\u00eb. Mir\u00ebpo, Kroacia e ka nd\u00ebrrua Ligjin e m\u00eb parsh\u00ebm dhe me 2002 e ka nxjerr\u00eb Ligjin e ri&nbsp; kushtetues mbi t\u00eb drejtat e pakicave komb\u00ebtare.<\/p>\n\n\n\n<p>e) Kushtetuta e Hungaris\u00eb, neni 48, paragrafi 4, me nj\u00eb norm\u00eb t\u00eb p\u00ebrgjithshme p\u00ebrcakton q\u00eb\u201dpakicat nacionale dhe etnike mund t\u00eb formojn\u00eb vet\u00ebqeverisjen n\u00eb nivelin e bashk\u00ebsive lokale dhe n\u00eb nivelin shtet\u00ebror\u201d. Po ashtu, Hungaria prej vitit 1993 ka edhe ligjin p\u00ebr t\u00eb drejtat e pakicave nacionale dhe etnike\u201d. Kapitulli III i k\u00ebtij ligji u kushtohet t\u00eb drejtave kolektive t\u00eb pakicave, kurse kapitulli IV vet\u00ebqeverisjes s\u00eb pakicave.<\/p>\n\n\n\n<p>\u00eb) Letonia ka nxjerr ligjin p\u00ebr zhvillimin e lir\u00eb t\u00eb grupeve komb\u00ebtare dhe etnike t\u00eb Letonis\u00eb dhe p\u00ebr t\u00eb drejt\u00ebn e tyre p\u00ebr autonomi kulturore.<\/p>\n\n\n\n<p>f) Ligji i Lituanis\u00eb p\u00ebr pakicat etnike, prej vitit 1989, n\u00eb nenin 10 parashikon mund\u00ebsin\u00eb e formimit t\u00eb organeve t\u00eb ve\u00e7anta, t\u00eb \u201cKomiteteve publike\u201d t\u00eb pakicave.<\/p>\n\n\n\n<p>g) Kushtetuta e re e Estonis\u00eb e qershorit 1992, pakicave etnike ua ka dh\u00ebn\u00eb t\u00eb drejt\u00ebn p\u00ebr autonomi kulturore. Po ashtu, Estonia, m\u00eb 1993, ka nxjerr\u00eb ligjin e ve\u00e7ant\u00eb p\u00ebr autonomin\u00eb kulturore t\u00eb pakicave komb\u00ebtare: ruse, suedeze, gjermane dhe hebraike.<\/p>\n\n\n\n<p>gj) N\u00eb dispozitat themelore t\u00eb kushtetut\u00ebs s\u00eb Kin\u00ebs \u00ebsht\u00eb rregulluar q\u00eb \u201dautonomia rajonale t\u00eb formohet n\u00eb ato zona, ku ndonj\u00ebra prej nacionaliteteve pakic\u00eb jeton n\u00eb bashk\u00ebsi kompakte\u201d (neni 4, paragrafi 1, alineja 3).<\/p>\n\n\n\n<p>N\u00eb SHBA, ekzistojn\u00eb nj\u00eb num\u00ebr i pakicave komb\u00ebtare, sikurse jan\u00eb: Idiant\u00eb, Portorikant\u00eb, \u00c7ikanost\u00eb, Havait\u00eb, etj. K\u00ebto grupe jovullnetarisht jan\u00eb inkorporua n\u00eb SHBA, n\u00ebp\u00ebrmjet t\u00eb pushtimit ose t\u00eb kolonizimit.<\/p>\n\n\n\n<p>Mbas inkorporimit ty tyre,&nbsp; mum\u00ebri m\u00eb i madh t\u00eb k\u00ebtyre grupeve e kan\u00eb fituar statusin &nbsp;special politik. P\u00ebr shembull, fiset idiane jan\u00eb t\u00eb pranuara si \u201dkombe t\u00eb pavarura vendase\u201d me qeveri t\u00eb&nbsp; veta, gjykata dhe t\u00eb drejta kontraktuese. Portoriko \u00ebsht\u00eb \u201ckomonvelt\u201d, kurse Gvam \u2013 Guam \u00ebsht\u00eb protektoriat. \u00c7donj\u00eb prej k\u00ebtyre popuj\u00ebve \u00ebsht\u00eb i bashkuar apo i unjisuar n\u00ebn qeverin federale me t\u00eb drejt\u00ebn speciale&nbsp; t\u00eb vet\u00ebqeverisjes. K\u00ebto grupe gjithashtu kan\u00eb t\u00eb drejt\u00eb t\u00eb p\u00ebrdorimit t\u00eb gjuh\u00ebs dhe t\u00eb tok\u00ebs.<\/p>\n\n\n\n<p>N\u00eb Gvam\u00eb dhe Havai, gjuha vendase ka nj\u00eb status t\u00eb barabart\u00eb me gjuh\u00ebn angleze n\u00eb shkolla, gjykata dhe n\u00eb institucine t\u00eb tjera t\u00eb komunikimit me pushtetin, nd\u00ebrsa spanjollishtja \u00ebsht\u00eb gjuh\u00eb ekskluzive zyrtare n\u00eb Portorik.<\/p>\n\n\n\n<p>Kanada e ka miratua sistemin federativ e cili u siguron popull\u00ebsis\u00eb frankofone t\u00eb Kvebekut autonomin\u00eb rajonale. Edhe Kanada dhe SHBA, si dhe vendet skadinave ua pranojn\u00eb t\u00eb drejtat\u00eb vet\u00ebqeveris\u00ebse popuj\u00ebve autokton\u00eb.<\/p>\n\n\n\n<p>M\u00eb tutje, Britania e Madhe, e ka zgjedh rrug\u00ebn e garantimit t\u00eb autonomive rajonale t\u00eb pakicave komb\u00ebtare.<\/p>\n\n\n\n<p>Mospranimi apo mosnjohja, anulimi dhe gul\u00e7imi i t\u00eb drejtave t\u00eb pakicave, kryesisht \u00e7on kah intoleranca, jolojaliteti i pakicave dhe konfrontimi interetnik me pasoja&nbsp; negative.<\/p>\n\n\n\n<p>Duhet t\u00eb thuhet se sot shum\u00eb shtete t\u00eb Pr\u00ebndimit n\u00eb t\u00eb cilat pakicat kan\u00eb nj\u00eb pjes\u00ebmarrje t\u00eb r\u00ebndsishme n\u00eb popull\u00ebsi, e pranojn\u00eb \u2013 si p\u00ebr ar\u00ebsye morale ndaj pakicave, si dhe p\u00ebr&nbsp; shkaqe t\u00eb gjykimit t\u00eb drejt\u00eb \u2013 se jan\u00eb \u201dshum\u00ebkomb\u00ebshe\u201d, m\u00eb par\u00eb se\u201dshtete nacionale\u201d.<\/p>\n\n\n\n<p>N\u00eb kushtetutat e k\u00ebtyre shteteve shpesh her\u00eb \u00ebsht\u00eb e p\u00ebrcaktuar se brenda kufij\u00ebve t\u00eb tyre ekzistojn\u00eb dy ose m\u00eb shum\u00eb kom\u00ebbe konstinuitive, dhe secila prej k\u00ebtyre komb\u00ebve ka t\u00eb drejt\u00eb legjitime p\u00ebr p\u00ebdorimin e gjuh\u00ebs s\u00eb vet dhe p\u00ebr vet\u00ebqeverisje, e q\u00eb jan\u00eb t\u00eb domosdoshme p\u00ebr ruajtjen e identitetit dhe t\u00eb kultur\u00ebs s\u00eb tyre.<\/p>\n\n\n\n<p>Njohjet teorike dhe empirike tregojn\u00eb, se n\u00eb qoft\u00eb se d\u00ebshirojm\u00eb demokratizimin e jet\u00ebs politike, n\u00ebse duam nj\u00eb barazi t\u00eb v\u00ebrtet\u00eb t\u00eb qytetar\u00ebve dhe t\u00eb gjitha bashk\u00ebsive nacionale, at\u00ebher\u00eb duhet t\u00eb nd\u00ebrtohet nj\u00eb sistem politik&nbsp; i till\u00eb i cili do t\u00eb ket\u00eb nj\u00eb mekaniz\u00ebm t\u00eb organizuar dhe t\u00eb p\u00ebrcaktuar p\u00ebr mbrojtjen e promovimin e t\u00eb drejtave t\u00eb pakicave komb\u00ebtare. P\u00ebrkundrazi, \u00ebsht\u00eb e pamundur t\u00eb krijohen marr\u00ebdh\u00ebnie t\u00eb reja demokratike, nd\u00ebrsa n\u00eb an\u00ebn tjet\u00ebr t\u00eb ruhen zgjidhjet e vjetra institucionale dhe vet\u00ebdija politike konservatore.&nbsp; N\u00eb at\u00eb kontekst teoria politike tregon se demokracia konsensuale dhe i ashtuquejturi modeli liberalo-komunitar i sistemit politik do t\u00eb ishte konform, i pajtuesh\u00ebm dhe i p\u00ebrputhsh\u00ebm me shoq\u00ebrit\u00eb plurale, multietnike dhe multikulturore, sikurse \u00ebsht\u00eb Mali i Zi. N\u00eb esenc\u00eb t\u00eb sistemit t\u00eb till\u00eb q\u00ebndron filozofia qytetare (civile) liberale-sociale, e plot\u00ebsuar me parimet dhe mekanizmat p\u00ebrkat\u00ebs t\u00eb artikulimit t\u00eb lir\u00eb dhe t\u00eb mbrojtjes s\u00eb t\u00eb drejtave &nbsp;t\u00eb pakicave komb\u00ebtare.<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Pakicat n\u00eb Mal t\u00eb Zi<\/strong><\/p>\n\n\n\n<p>N\u00eb Kushtetut\u00ebn e Malit t\u00eb Zi 2007(neni 97) &nbsp;jan\u00eb rregulluar t\u00eb drejtat e ve\u00e7anta t\u00eb pakicave. Ajo n\u00eb m\u00ebnyr\u00eb mjaft\u00eb t\u00eb gjer\u00eb i p\u00ebrcakton t\u00eb drejat e pakicave dhe e mbron identitetin e tyre komb\u00ebtar. Mali i Zi e ka dhe ligjin p\u00ebr t\u00eb drejtat dhe lirit\u00eb e pakicave, si dhe ligjin p\u00ebr ndalimin e diskriminimit etj. M\u00eb tutje Mali i Zi i ka formuar dhe disa institucione, sikurse jan\u00eb: Ministria p\u00ebr mbrojtjen e t\u00eb drejtave t\u00eb njeriut dhe t\u00eb pakicave, Fondi p\u00ebr pakica, Qendra p\u00ebr ruajtjen dhe kultivimin e kulturave t\u00eb pakicave, K\u00ebshillat nacional t\u00eb pakicave. Natyrisht, se t\u00ebr\u00eb kjo \u00ebsht\u00eb e nevojshme, por jo dhe kusht i mjaftuesh\u00ebm i send\u00ebrtimit konsekuent t\u00eb t\u00eb drejtave t\u00eb pakicave n\u00eb nj\u00ebm\u00ebnd\u00ebsin\u00eb konkrete, n\u00eb fakticitet. Meq\u00ebn\u00ebse, problemi akoma ekziston n\u00eb zbatimin e normave kushtetuese e ligjore n\u00eb praktik\u00eb, n\u00eb dallimin evident n\u00eb mes t\u00eb normave dhe nj\u00ebmend\u00ebsis\u00eb objektive.&nbsp; Problemi q\u00ebndron n\u00eb shkall\u00ebn e&nbsp;&nbsp; zhvillimit t\u00eb vet\u00ebdijes qytetare, t\u00eb vullnetit t\u00eb v\u00ebrtet\u00eb politik dhe jo vet\u00ebm deklarativ, si dhe t\u00eb kultur\u00ebs juridike e politike p\u00ebr mbrojtjen e t\u00eb drejtave t\u00eb njeriut dhe t\u00eb drejtave t\u00eb pakicave, sikurse jan\u00eb shqiptar\u00ebt n\u00eb Mal t\u00eb Zi. Prandaj, n\u00eb at\u00eb sfer\u00eb jemi ende n\u00eb nj\u00eb gjendje deficitare.<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Ligji p\u00ebr pakica i rendomt\u00eb&nbsp; dhe jo kushtetues<\/strong><\/p>\n\n\n\n<p><strong>&nbsp;<\/strong>N\u00eb Mal t\u00eb Zi, ligji p\u00ebr t\u00eb drejtat dhe lirit\u00eb e pakicave \u00ebsht\u00eb i r\u00ebndomt\u00eb dhe jo ligj kushtetues, sikurse \u00ebsht\u00eb p\u00ebr shembull ligji kushtetues p\u00ebr pakicat komb\u00ebtare t\u00eb Kroacis\u00eb. \u00cbsht\u00eb e njohur se Ligji kushtetues ka nj\u00eb fuqi juridike m\u00eb t\u00eb madhe se ligjet tjera t\u00eb cilat nuk mund t\u00eb jen\u00eb n\u00eb kund\u00ebrshtim me t\u00eb. Ligji kushtetues p\u00ebr pakica u siguron atyre nj\u00eb sigurim m\u00eb t\u00eb madh juridik sesa ligji i r\u00ebndomt\u00eb. N\u00eb an\u00eb tjet\u00ebr ligji i r\u00ebndomt\u00eb (i thjesht\u00eb)&nbsp; i tanish\u00ebm p\u00ebr t\u00eb drejtat dhe lirit\u00eb e pakicave vuan nga nj\u00eb numer i konsideruesh\u00ebm i dob\u00ebsive, t\u00eb metave dhe t\u00eb mang\u00ebsive. Mungesa kryesore e ligjit t\u00eb tanish\u00ebm n\u00eb fjal\u00eb q\u00ebndron n\u00eb faktin se ai nuk p\u00ebrmban dispozita nd\u00ebshkimore p\u00ebr moszbatimin t\u00eb tij, prandaj shtrohet pyetja e detyrueshm\u00ebris\u00eb dhe p\u00ebrgjegj\u00ebsis\u00eb p\u00ebr implementimin e &nbsp;ligjit t\u00eb till\u00eb. Andaj, nuk \u00ebsht\u00eb me r\u00ebnd\u00ebsi vet\u00ebm me i pas ligjet, por m\u00eb me r\u00ebnd\u00ebsi \u00ebsht\u00eb q\u00eb ligjet t\u00eb jen\u00eb t\u00eb mira dhe cil\u00ebsor\u00eb.<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;K\u00ebshillat nacional t\u00eb pakicave<\/strong><\/p>\n\n\n\n<p>Avokati i Popullit t\u00eb Malit t\u00eb Zi i ka dergua Qeveris\u00eb s\u00eb Malit t\u00eb Zi Iniciativ\u00ebn ligj\u00ebv\u00ebn\u00ebse p\u00ebr nd\u00ebrrimet dhe plot\u00ebsimet e Ligjit p\u00ebr t\u00eb drejtat dhe lirit\u00eb e pakicave (Iniciativa ligj\u00ebv\u00ebn\u00ebse, nr. 03-276\/13, m\u00eb 16. 05.2013.)<\/p>\n\n\n\n<p>N\u00eb Iniciativ\u00ebn ligj\u00ebv\u00ebn\u00ebse t\u00eb ombudsmanit, nd\u00ebr t\u00eb tjerat thuhet, se \u00ebsht\u00eb e domosdoshme: \u201cRishqyrtimi apo shqyrtimi i dispozitave t\u00eb nenit 33 t\u00eb Ligjit aktual t\u00eb cilat kan\u00eb t\u00eb b\u00ebjn\u00eb me struktur\u00ebn dhe numrin e antar\u00ebve t\u00eb K\u00ebshillave nacional sipas funksionit t\u00eb cil\u00ebt zgjedhen me automatitz\u00ebm dhe se kjo m\u00ebnyr\u00eb e zgjedhjes nuk \u00ebsht\u00eb e lir\u00eb, e drejtp\u00ebrdrejt\u00eb dhe jep p\u00ebrpar\u00ebsi p\u00ebrfaq\u00ebsues\u00ebve t\u00eb pushtetit publik nga strukturat e partive politike, p\u00ebrkund\u00ebr zbatimit t\u00eb parimit t\u00eb p\u00ebrgjithsh\u00ebm e transparenc\u00ebs n\u00eb zgjedhjet e p\u00ebrgjithshme e t\u00eb lira dhe t\u00eb drejtp\u00ebrdrejta, n\u00eb kuad\u00ebr t\u00eb popujve pakic\u00eb dhe t\u00eb bashk\u00ebsive tjera nacionale pakic\u00eb, \u00e7ka do t\u00eb thot\u00eb se kushtet, procedur\u00ebn dhe m\u00ebnyr\u00ebn e zgjedhjes s\u00eb antar\u00ebve t\u00eb k\u00ebshillave, n\u00eb pajtim me parimet e lart\u00ebpermendura duhen t\u00eb rregullohen me ligj. N\u00eb at\u00eb drejtim, zgjedhjet e p\u00ebrgjithshme, t\u00eb lira dhe t\u00eb drejtp\u00ebrdrejta p\u00ebr konstituimin e k\u00ebshillave nacionale do t\u2019i kontribonte ngritjes s\u00eb nivelit profesional dhe kuadrovik t\u00eb tyre nga krijuesit\u00eb shkencor dhe kulturor t\u00eb pjes\u00ebtar\u00ebve t\u00eb popuj\u00ebve pakic\u00eb dhe t\u00eb bashk\u00ebsive t\u00eb tjera nacionale pakic\u00eb, si dhe t\u00eb nd\u00ebrtimit t\u00eb besimit me organet e pushtetit publik, p\u00ebrpa influenc\u00eb politike, me qellim t\u00eb ruajtjes, kultivimit dhe avansimit t\u00eb identitetit komb\u00ebtar t\u00eb pakicave dhe t\u00eb p\u00ebrparimit t\u00eb drejtave dhe lirive t\u00eb njeriut.<\/p>\n\n\n\n<p>Mir\u00ebpo, fatkeq\u00ebsisht me befasi &nbsp;mund t\u00eb konstatohet, se Iniciativa ligj\u00ebv\u00ebnse e Avokatit t\u00eb Popullit t\u00eb Malit t\u00eb Zi( Ombudsmanit) p\u00ebr zgjedhjen e dretp\u00ebrdrejt\u00eb t\u00eb K\u00ebshillave nacional, prandaj dhe t\u00eb K\u00ebshillit Komb\u00ebtar t\u00eb Shqiptar\u00ebve n\u00eb Mal t\u00eb Zi, nuk \u00ebsht\u00eb pranua. Ajo do t\u00eb thot\u00eb se nuk ekziston vullneti politik p\u00ebr avansimin e pozit\u00ebs s\u00eb pakicave n\u00eb k\u00ebt\u00eb drejtim, prandaj as t\u00eb pozit\u00ebs s\u00eb shqiptar\u00ebve n\u00eb Mal t\u00eb Zi, \u00e7ka nuk \u00ebsht\u00eb mir\u00eb, sepse kjo \u00e7\u00ebshtje ka t\u00eb b\u00ebj&nbsp; me vet funksionimin e sistemit juridiko-politik mbi baza t\u00eb demokracis\u00eb s\u00eb drejtp\u00ebrdrejt\u00eb dhe t\u00eb pushtetit&nbsp; ligjor.<\/p>\n\n\n\n<p><strong>P\u00ebfundim: &nbsp;<\/strong>jam i m\u00ebndimit se n\u00eb Mal t\u00eb Zi duhet n\u00eb m\u00ebnyr\u00eb permanente t\u00eb k\u00ebrkohen, &nbsp;t\u00eb gjenden dhe t\u00eb nd\u00ebrtohen zgjidhje demokratike, t\u00eb drejta, optimale e funkcionale juridike dhe institucionale p\u00ebr mbrojtjen dhe send\u00ebrtimin e t\u00eb drejtave t\u00eb pakicave komb\u00ebtare, prandaj dhe t\u00eb shqiptar\u00ebve, dhe at\u00eb jo vet\u00ebm p\u00ebr shkaqe t\u00eb stabilitetit politik t\u00eb vendit, por para s\u00eb gjithash p\u00ebr shkak t\u00eb ar\u00ebsyeshmeris\u00eb e cila n\u00ebnkupton rregullimin e drejt\u00eb t\u00eb shoq\u00ebris\u00eb dhe t\u00eb shtetit.<\/p>\n\n\n\n<p>Thelbi i zgjidhjes s\u00eb drejt\u00eb t\u00eb \u00e7\u00ebshtjes s\u00eb pakicave komb\u00ebtare, q\u00ebndron n\u00eb at\u00eb, q\u00eb kurrkush mos t\u00eb ndiej presion nga m\u00eb i madhi dhe m\u00eb i forti, por \u00e7do popull pavar\u00ebsisht nga madh\u00ebsia e tij numerike ta ndiej vetin t\u00eb barabart\u00eb dhe t\u00eb lir\u00eb.
