K\u00ebto norma ligjore t\u00eb ligjeve t\u00eb vjetra popullore t\u00eb mbajtura me k\u00ebmb\u00ebngulje dhe me forc\u00eb u siguronin nj\u00ebfar\u00eb vet\u00ebqeverisjeje t\u00eb lir\u00eb. T\u00eb gjitha k\u00ebto atribute me pesh\u00eb t\u00eb madhe historike, shqiptar\u00ebt bregdetar i g\u00ebzonin duke iu fal\u00ebnderuar detaris\u00eb dhe kusaris\u00eb s\u00eb tyre, t\u00eb cil\u00ebt ishin kalitur duke u p\u00ebrplasur me armiq t\u00eb ndrysh\u00ebm t\u00eb kusaris\u00eb.<\/p>\n\n\n\n<p>Normat zakonore t\u00eb k\u00ebsaj popullate bregdetare, trim\u00ebria dhe mjeshtria e p\u00ebrsosur e detaris\u00eb e kan\u00eb t\u00ebrhequr shpesh v\u00ebmendjen e udh\u00ebtar\u00ebve t\u00eb huaj, si edhe t\u00eb studiuesve t\u00eb ndrysh\u00ebm. K\u00ebshtu, me interes t\u00eb posa\u00e7\u00ebm shkencor jan\u00eb shkrimet e A.Pertuzit e t\u00eb Z. Valentinit, t\u00eb cil\u00ebt botuan studime t\u00eb ve\u00e7anta p\u00ebr doket dhe statuet ligjore t\u00eb shqiptar\u00ebve n\u00eb hap\u00ebsir\u00ebn bregdetare (XIV-XV). Ulqini ka pasur statutin e tij, i cili ishte nj\u00eb lloj kushtetute e qytetit t\u00eb pavarur, duke farkuar edhe paran\u00eb e vet DULCINO\u2026 K\u00ebtu p\u00ebrmendet statuti q\u00eb n\u00eb vitin 1376. Popullata jet\u00ebn e t\u00eb mirat e p\u00ebrgjithshme materiale i siguronte nga detaria tregtare dhe ka\u00e7ak\u00ebt e detit &#8211; kusar\u00ebt, t\u00eb cil\u00ebt ishin lob i ve\u00e7ant\u00eb i lundrimeve. Kusaria n\u00eb qarqet shqiptare bregdetare kuptohet si grup detar\u00ebsh trima, b\u00ebmir\u00ebsa dhe pasanik. K\u00ebto atribute i g\u00ebzonin p\u00ebr faktin q\u00eb k\u00ebto ishin pararoj\u00eb n\u00eb kufirin detar, se p\u00ebrve\u00e7 q\u00eb sulmonin hajnat kusar\u00eb t\u00eb vendeve tjera, vazhdimisht i rezistonin \u00e7do armikut q\u00eb synonte grabitjen e trojeve Arb\u00ebrore. N\u00eb an\u00ebn tjet\u00ebr, pirateria dhe kusaria detare n\u00eb vendet fqinje<br>dhe m\u00eb gjer\u00eb, konsiderohet si band\u00eb dhe hajna q\u00eb grabisin me dhun\u00eb. Ka edhe terma t\u00eb tjera q\u00eb var\u00ebsisht nga vendi, kusaria detare kuptohet si l\u00ebvizje q\u00eb n\u00eb det b\u00ebn \u00e7udira mbinatyrore dhe magjike.<\/p>\n\n\n\n<p>KONTRIBUTI I KUSAR\u00cbVE P\u00cbR MBROJTJEN E T\u00cbR\u00cbSIS\u00cb TERRITORIAL<\/p>\n\n\n\n<p>Gjat\u00eb zhvillimeve historike p\u00ebr mbrojtjen e integritetit territorial nga hordhit\u00eb e huaja okupuese, ndihma dhe sakrifica vet\u00ebmohuese e detar\u00ebve dhe kusar\u00ebve shqiptar (gjat\u00eb shekujsh) ka qen\u00eb mjaft e madhe. Kontributi i tyre n\u00eb mbrojtjen dhe ruajtjen e qen\u00ebsis\u00eb komb\u00ebtare ka l\u00ebn\u00eb gjurm\u00eb t\u00eb thella jo vet\u00ebm n\u00eb histori, por n\u00eb t\u00eb gjitha aspektet e krijimeve t\u00eb vlerave artistike. Lufta e tyre e vazhdueshme q\u00eb n\u00eb koh\u00ebrat e mug\u00ebta kund\u00ebr romak\u00ebve, grek\u00ebve, bizantit, kryq\u00ebzatave, turqve, venedikasve, pansllavist\u00ebve etj., ka krijuar nj\u00eb imazh, ku kondensohen t\u00eb gjitha vetit\u00eb njer\u00ebzore, duke i lart\u00ebsuar n\u00eb piedestalin m\u00eb t\u00eb lart\u00eb q\u00eb i ngreh detar\u00ebt n\u00eb idol mbar\u00ebkomb\u00ebtar shqiptar.<\/p>\n\n\n\n<p>Pjetro Orseolo, mbreti (Dozhdi) i Venedikut (991-1008) qe i pari q\u00eb donte ta imponoj\u00eb dominimin detar t\u00eb Venedikut. Q\u00ebllimisht krijoi fest\u00ebn simbolike \u201cMartesa e Venedikut me detin\u201d, e cila festohej n\u00eb m\u00ebnyr\u00eb pompoze. Me k\u00ebt\u00eb ritual, d\u00ebshironin q\u00eb t\u00eb forcoj\u00eb mitin e dominimit t\u00eb tyre n\u00eb regjionet detare, si dhunti e dh\u00ebn\u00eb nga Zoti! Po p\u00ebr k\u00ebt\u00eb bamuni ata sulmonin t\u00eb gjith\u00eb detar\u00ebt e kombeve t\u00eb tjera p\u00ebrve\u00e7 kusar\u00ebve shqiptar\u00eb, t\u00eb cil\u00ebt p\u00ebr venedikasit ishin \u201c\u00c7erdhe t\u00eb pathyera\u201d. Pas vdekjes s\u00eb Sk\u00ebnderbeut (1468), p\u00ebrkund\u00ebr faktit q\u00eb osman\u00ebt n\u00eb luft\u00ebrat disavje\u00e7are, arrit\u00ebn t\u00eb pushtojn\u00eb shum\u00eb k\u00ebshtjella shqiptare, por n\u00eb rajonet bregdetare, sidomos atje ku kusaria (bashk\u00ebsit\u00eb e detaris\u00eb) ishin organizuar, pra fal\u00eb kusar\u00ebve dhe detar\u00ebve shqiptar\u00eb, turqit nuk arrit\u00ebn q\u00eb t`i okupojn\u00eb ato as pas 100 vjet\u00ebsh (Ulqinin, Tivarin, Budv\u00ebn etj.). K\u00ebto qytete shqiptare ishin edhe vendstrehime p\u00ebr detar\u00ebt e vendeve tjera. Kur turqit okupuan Durr\u00ebsin, Ishmin dhe ndonj\u00eb kala tjet\u00ebr, detar\u00ebt e tyre d\u00ebrguan shum\u00eb vendas t\u00eb tyre n\u00eb Ulqin e gjetiu.<\/p>\n\n\n\n<p>Kusar\u00ebt shqiptar\u00eb romak\u00ebt i quanin dominuesit e Adriatikut (princat detar\u00eb), valkier\u00ebt e Adriatikut, t\u00eb cil\u00ebt pengonin politik\u00ebn ekspansioniste t\u00eb Rom\u00ebs dhe armiqve t\u00eb tjer\u00eb t\u00eb koh\u00ebs. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb ruajt\u00ebn gjuh\u00ebn dhe t\u00ebr\u00ebsin\u00eb etnike. Kusar\u00ebt tan\u00eb, m\u00eb 20 korrik 1699, n\u00eb nj\u00eb p\u00ebrleshje zun\u00eb rob kusarin e njohur francez Danjel Initin s\u00eb bashku me ekupazhin dhe anijet e tij. P\u00ebr k\u00ebt\u00eb fatkeq\u00ebsi konsulli francez i Durr\u00ebsit, lajm\u00ebron Luigjin XIV t\u00eb Franc\u00ebs p\u00ebr k\u00ebt\u00eb fatkeq\u00ebsi, i cili pastaj intervenon te Porta p\u00ebr lirimin e kusarit t\u00eb tyre, t\u00eb cilin e kishin z\u00ebn\u00eb rob kusar\u00ebt ulqinak\u00eb pran\u00eb gjirit t\u00eb Vlor\u00ebs. N\u00eb fund t\u00eb prillit t\u00eb vitit 1706, n\u00eb Gryk\u00ebn e lumit Vjosa, \u00ebsht\u00eb zhvilluar nj\u00eb luft\u00eb e ashp\u00ebr n\u00eb mes t\u00eb kat\u00ebr anijeve t\u00eb Perastit, q\u00eb kishin ardhur t\u00eb pla\u00e7kisin bregdetar\u00ebt tan\u00eb. Detar\u00ebt shqiptar\u00eb n\u00eb k\u00ebt\u00eb p\u00ebrleshje triumfojn\u00eb, duke z\u00ebn\u00eb rob tri anije perastjane s\u00eb bashku me kusar\u00ebt e tyre n\u00eb krye me kapiten\u00ebt: Zana Mandiq, Kristofor Boloviq dhe Gjakomo Perlica me anijet e tyre. Me q\u00ebllim t\u00eb revanshimit, nga Perasti niset me nj\u00eb anije kusar\u00ebsh nj\u00eb grup n\u00ebn komand\u00ebn e Gjakovo Danijellit vjen n\u00eb Ish\u00ebm, por n\u00eb p\u00ebrleshjen te Porti i Durr\u00ebsit zihet rob nga kusar\u00ebt tan\u00eb.
