N\u00eb \u00e7do pal\u00eb zgjedhje st\u00ebrngarkohet administrata me k\u00ebt\u00eb form\u00eb t\u00eb pun\u00ebsimit, praktik\u00eb kjo q\u00eb shtrihet nga administrata lokale e deri tek nd\u00ebrmarrjet publike. Si pasoj\u00eb e k\u00ebsaj, pun\u00ebsimet e reja keq\u00ebp\u00ebrdoren p\u00ebr motive politike gjat\u00eb garave zgjedhore. \u00cbsht\u00eb interesant se p\u00ebrzgjedhja e militantit b\u00ebhet sipas kapacitetit t\u00eb akumulimit (blerjes) s\u00eb votave n\u00eb zona t\u00eb caktuara.<\/p>\n\n\n\n<p>Komuna e Ulqinit \u00a0dhe e Tuzit kan\u00eb dhjet\u00ebra nd\u00ebrmarrje t\u00eb r\u00ebnd\u00ebsishme \u00a0p\u00ebr zhvillimin e ekonomis\u00eb vendore si\u00e7 jan\u00eb \u201cAgjencia p\u00ebr Nd\u00ebrtim dhe Zhvillim\u201d, SHPK \u201cUj\u00ebsjell\u00ebs-Kanalizim\u201d, \u201cNd\u00ebrmarrja p\u00ebr Ruajtjen dhe Kultivimin e Eg\u00ebrsinave\u201d, \u201c Organizata Turistike\u201d, QKI \u201cMal\u00ebsia\u201d, \u201cQendra p\u00ebr Kultur\u00eb-Ulqin\u201d, \u201cVeprimtaria Komunale\u201d Ulqin dhe Tuz etj.,t\u00eb cilat jan\u00eb shnd\u00ebrruar n\u00eb seli partiake. Sipas disa treguesve dalin n\u00eb pah anomalit\u00eb q\u00eb i karakterizon em\u00ebrimi i drejtor\u00ebve, t\u00eb cil\u00ebt t\u00eb gjith\u00eb jan\u00eb kuadro t\u00eb r\u00ebnd\u00ebsishme partiake q\u00eb kan\u00eb nj\u00eb hierarki n\u00eb parti, por q\u00eb nuk kan\u00eb p\u00ebrvoj\u00eb p\u00ebrkat\u00ebse p\u00ebr at\u00eb vend t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb nd\u00ebrmarrje. N\u00eb t\u00eb gjitha k\u00ebto k\u00ebshilla drejtues\u00eb jan\u00eb instaluar personat partiak\u00eb pa p\u00ebrvoj\u00eb n\u00eb fush\u00ebveprimin e pun\u00ebs s\u00eb nd\u00ebrmarrjes dhe pa aft\u00ebsi p\u00ebrkat\u00ebse n\u00eb menaxhimin e nd\u00ebrmarrjes. N\u00ebse i analizojm\u00eb an\u00ebtar\u00ebt e t\u00eb gjitha k\u00ebshillave drejtuese ( bordeve) nuk do ta gjenim asnj\u00eb person q\u00eb nuk i p\u00ebrket partive p\u00ebrkat\u00ebse dhe i cili do t\u00eb ishte ekspert i nj\u00eb fushe t\u00eb caktuar. T\u00eb gjith\u00eb, pa asnj\u00eb p\u00ebrjashtim, i p\u00ebrkasin atyre partive politike q\u00eb mbajn\u00eb pushtetin si \u00a0n\u00eb Ulqin ashtu edhe \u00a0n\u00eb Tuz. Gjith\u00e7ka fillon me vot\u00ebn, kur zgjedh\u00ebsit n\u00eb k\u00ebmbim t\u00eb saj, i premtohet p\u00ebrfitimi material dhe trajtim t\u00eb ve\u00e7ant\u00eb apo t\u00eb privilegjuar. K\u00ebshillat drejtuese t\u00eb zgjedhur n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, jo q\u00eb nuk i zgjidhin problemet me t\u00eb cilat ballafaqohet nd\u00ebrmarrja, por ato i thellojn\u00eb m\u00eb shum\u00eb, duke lejuar pun\u00ebsimet e militant\u00ebve t\u00eb tyre partiak\u00eb. Disa prej k\u00ebtyre pun\u00ebtor\u00ebve jan\u00eb n\u00eb list\u00eb t\u00eb rrogave, pa shkuar asnj\u00eb dit\u00eb n\u00eb pun\u00eb, si\u00e7 \u00ebsht\u00eb rasti i dhjet\u00ebra \u201cpun\u00ebtor\u00ebve\u201d n\u00eb SHPK \u201cUj\u00ebsjell\u00ebs- Kanalizimi\u201d n\u00eb Ulqin.<\/p>\n\n\n\n<p>P\u00ebr k\u00ebt\u00eb arsye jan\u00eb t\u00eb nevojshme reformat thelb\u00ebsore p\u00ebr t\u00eb luftuar nepotizmin dhe klientelizmin duke futur kritere t\u00eb qarta n\u00eb p\u00ebrzgjedhjen e drejtor\u00ebve dhe t\u00eb an\u00ebtar\u00ebve t\u00eb bordit. Kjo reform\u00eb do t\u00eb p\u00ebrcaktonte kushte profesionale p\u00ebr em\u00ebrimin e kandidat\u00ebve, t\u00eb cilat do t\u00eb luanin nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb stimulimin e zhvillimit ekonomik n\u00eb Ulqin dhe Tuz.
