BE-ja duhet t\u00eb nd\u00ebrhyj\u00eb me investime alternative, t\u00eb mb\u00ebshtetura n\u00eb procese demokratike, mbrojtje t\u00eb mjedisit dhe fuqizim t\u00eb komunitetit.<\/p>\n\n\n\n<p>Bashkimi Evropian ka nj\u00eb problem. Aktor\u00eb m\u00eb t\u00eb shpejt\u00eb, m\u00eb t\u00eb shkath\u00ebt dhe m\u00eb t\u00eb pasur si Emiratet e Bashkuara Arabe\u2014pas Kin\u00ebs dhe Rusis\u00eb\u2014po e zgjerojn\u00eb ndikimin e tyre n\u00eb lagjen e af\u00ebrt t\u00eb Evrop\u00ebs. Jo p\u00ebrmes deklaratave apo diplomacis\u00eb, por p\u00ebrmes marr\u00ebveshjeve konkrete, injeksioneve t\u00eb menj\u00ebhershme financiare dhe projekteve zhvillimore t\u00eb dukshme.<\/p>\n\n\n\n<p>Nd\u00ebrsa BE-ja flet n\u00eb terma reformash t\u00eb ngadalta dhe standardesh t\u00eb kujdesshme, t\u00eb tjer\u00ebt veprojn\u00eb me shpejt\u00ebsi dhe ambicie, duke e riformuar peizazhin politik dhe ekonomik n\u00eb terren.<\/p>\n\n\n\n<p>Mali i Zi \u00ebsht\u00eb tashm\u00eb nj\u00eb shembull konkret dhe dometh\u00ebn\u00ebs.<\/p>\n\n\n\n<p>N\u00eb mars t\u00eb vitit 2025, kryeministri Milojko Spaji\u0107 n\u00ebnshkroi nj\u00eb marr\u00ebveshje t\u00eb gjer\u00eb bashk\u00ebpunimi n\u00eb fush\u00ebn e turizmit dhe zhvillimit t\u00eb pasurive t\u00eb paluajtshme me Emiratet e Bashkuara Arabe. Burj Khalifa u ndri\u00e7ua me ngjyrat e flamurit t\u00eb Malit t\u00eb Zi dhe kryeministri shpalli nj\u00eb moment transformues p\u00ebr ekonomin\u00eb e vendit, duke p\u00ebrmendur fillimisht nj\u00eb investim prej 30\u201335 miliard\u00eb eurosh.<\/p>\n\n\n\n<p>Projekti kryesor do t\u00eb ishte zhvillimi masiv turistik dhe infrastrukturor n\u00eb Plazhi i Madh n\u00eb Ulqin\u2014nj\u00eb nga segmentet e fundit t\u00eb pazhvilluara t\u00eb bregdetit t\u00eb Adriatikut. Marr\u00ebveshja u p\u00ebrmbys shpejt n\u00ebn lup\u00ebn publike: shifrat u t\u00ebrhoq\u00ebn, termat u vun\u00eb n\u00eb pik\u00ebpyetje, dhe m\u00ebnyra\u2014e paqart\u00eb, e centralizuar dhe e nxituar\u2014ngjalli reagime nga qytetar\u00ebt, lider\u00ebt lokal\u00eb dhe shoq\u00ebria civile.<\/p>\n\n\n\n<p>Protestat q\u00eb shp\u00ebrthyen nuk ishin thjesht shprehje zem\u00ebrimi. Ato ishin d\u00ebshmi e pjekuris\u00eb qytetare dhe e pritshm\u00ebrive demokratike. Njer\u00ebzit u mobilizuan jo kund\u00ebr investimeve t\u00eb huaja si t\u00eb tilla, por kund\u00ebr p\u00ebrqendrimit t\u00eb tyre n\u00eb duart e pak vet\u00ebve, kund\u00ebr anashkalimit t\u00eb interesit publik, dhe kund\u00ebr nj\u00eb modeli zhvillimi q\u00eb i l\u00eb t\u00eb paduksh\u00ebm. K\u00ebto z\u00ebra meritojn\u00eb m\u00eb shum\u00eb se thjesht njohje: ata meritojn\u00eb nj\u00eb p\u00ebrgjigje politike dhe financiare.<\/p>\n\n\n\n<p>BE-ja mund t\u00eb kishte nd\u00ebrhyr\u00eb menj\u00ebher\u00eb p\u00ebr ta mb\u00ebshtetur k\u00ebt\u00eb mobilizim qytetar e politik, por nuk e b\u00ebri. Nuk \u00ebsht\u00eb von\u00eb, megjithat\u00eb, por kjo k\u00ebrkon nj\u00eb rishikim t\u00eb thell\u00eb t\u00eb qasjes s\u00eb Komisionit Evropian ndaj zgjerimit dhe marr\u00ebdh\u00ebnies s\u00eb tij me vendet aspirante gjat\u00eb procesit t\u00eb kandidatur\u00ebs, si dhe m\u00ebnyr\u00ebn se si e p\u00ebrdor fuqin\u00eb e tij ekonomike dhe zhvillimore.<\/p>\n\n\n\n<p>Presidenti i Malit t\u00eb Zi, Jakov Milatovi\u0107, ka refuzuar q\u00eb at\u00ebher\u00eb ta n\u00ebnshkruaj\u00eb marr\u00ebveshjen n\u00eb ligj, pavar\u00ebsisht ratifikimit nga parlamenti, duke p\u00ebrmendur probleme t\u00eb transparenc\u00ebs, ndikime t\u00eb mundshme mjedisore dhe mosp\u00ebrputhje me interesat strategjike t\u00eb vendit. Drafti \u00ebsht\u00eb kthyer s\u00ebrish n\u00eb parlament, duke e l\u00ebn\u00eb projektin pezull. Por kjo hap nj\u00eb dritare strategjike p\u00ebr BE-n\u00eb q\u00eb t\u00eb nd\u00ebrhyj\u00eb\u2014jo vet\u00ebm si kritik nga jasht\u00eb, por p\u00ebr t\u00eb ofruar alternativa kuptimplota, t\u00eb mb\u00ebshtetura n\u00eb procese demokratike, mbrojtje t\u00eb mjedisit dhe fuqizim t\u00eb komunitetit.<\/p>\n\n\n\n<p>Plazhi i Madh nuk \u00ebsht\u00eb thjesht nj\u00eb tok\u00eb si cdo tjet\u00ebr. Ajo ndodhet n\u00eb zem\u00ebr t\u00eb Ulqinit, nj\u00eb komun\u00eb me shumic\u00eb shqiptare, me trash\u00ebgimi t\u00eb thell\u00eb kulturore dhe nj\u00eb histori t\u00eb gjat\u00eb p\u00ebrjashtimi nga strategjit\u00eb komb\u00ebtare t\u00eb zhvillimit. Rajoni varet fuqimisht nga turizmi sezonal, dhe zona n\u00eb fjal\u00eb\u2014tok\u00eb publike bregdetare\u2014ka sh\u00ebrbyer prej koh\u00ebsh si hap\u00ebsir\u00eb e p\u00ebrbashk\u00ebt ekonomike dhe kulturore. Propozimi p\u00ebr ta transformuar at\u00eb n\u00eb nj\u00eb destinacion luksoz, i udh\u00ebhequr nga nj\u00eb investitor i huaj i p\u00ebrzgjedhur paraprakisht dhe i negociuar pas dyerve t\u00eb mbyllura, p\u00ebrb\u00ebn nj\u00eb k\u00ebrc\u00ebnim ekzistencial jo vet\u00ebm p\u00ebr mjetet e jetes\u00ebs lokale, por edhe p\u00ebr ndjenj\u00ebn e identitetit dhe p\u00ebrkat\u00ebsis\u00eb t\u00eb banor\u00ebve. Shp\u00ebrngulja nuk ndodh gjithmon\u00eb me arm\u00eb; ndonj\u00ebher\u00eb ajo vjen n\u00eb form\u00ebn e nj\u00eb vile luksoze n\u00eb bregdet.<\/p>\n\n\n\n<p>Rreziku ekologjik nuk \u00ebsht\u00eb m\u00eb i vog\u00ebl. Bregdeti i Plazhit t\u00eb Madh ndodhet n\u00eb gryk\u00ebderdhjen e lumit Buna, nj\u00eb korridor ekologjik nd\u00ebrkufitar me Shqip\u00ebrin\u00eb dhe habitat p\u00ebr m\u00eb shum\u00eb se gjysm\u00ebn e specieve t\u00eb shpend\u00ebve n\u00eb Mal t\u00eb Zi. Af\u00ebr ndodhet edhe Salina e Ulqinit, nj\u00eb nga habitatet m\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr zogjt\u00eb shtegtar\u00eb n\u00eb Detin Mesdhe. K\u00ebto nuk jan\u00eb hap\u00ebsira dyt\u00ebsore; ato jan\u00eb qendra t\u00eb biodiversitetit rajonal dhe angazhimeve t\u00eb Malit t\u00eb Zi ndaj BE-s\u00eb.<\/p>\n\n\n\n<p>Problemi me marr\u00ebveshjen me Emiratet nuk q\u00ebndron vet\u00ebm n\u00eb ndikimin e saj mjedisor, por n\u00eb t\u00eb metat procedurale dhe strukturore. Marr\u00ebveshja, tashm\u00eb e shp\u00ebrndar\u00eb n\u00eb gjuh\u00ebt malazeze dhe angleze, duket se jep p\u00ebrjashtime t\u00eb gjera nga rregullat e prokurimit publik dhe favorizon nj\u00eb investitor t\u00eb paracaktuar. Ajo mish\u00ebron nj\u00eb model zhvillimi q\u00eb v\u00eb p\u00ebrpar\u00ebsi te qasja elitare, shpejt\u00ebsia dhe spektakli, n\u00eb vend t\u00eb transparenc\u00ebs, gar\u00ebs s\u00eb drejt\u00eb apo mbik\u00ebqyrjes publike. P\u00ebr nj\u00eb vend q\u00eb \u00ebsht\u00eb n\u00eb proces negociatash p\u00ebr mbylljen e Kapitullit 5 t\u00eb acquis t\u00eb BE-s\u00eb mbi prokurimin publik, nj\u00eb hap i till\u00eb minon si p\u00ebrputhjen ligjore ashtu edhe besueshm\u00ebrin\u00eb politike.<\/p>\n\n\n\n<p>Kjo gjithashtu p\u00ebrforcon nj\u00eb model rajonal m\u00eb t\u00eb gjer\u00eb t\u00eb ashtuquajtur \u201ckapitali g\u00ebrryes\u201d: investime t\u00eb huaja q\u00eb n\u00eb dukje duken t\u00eb dobishme, por q\u00eb n\u00eb praktik\u00eb dob\u00ebsojn\u00eb q\u00ebndrueshm\u00ebrin\u00eb institucionale, p\u00ebrqendrojn\u00eb pushtetin dhe krijojn\u00eb var\u00ebsi afatgjata. K\u00ebto investime jan\u00eb t\u00ebrheq\u00ebse pik\u00ebrisht sepse jan\u00eb t\u00eb shpejta dhe t\u00eb thjeshta\u2014por kjo vjen me koston e sovranitetit.<\/p>\n\n\n\n<p>Kjo \u00ebsht\u00eb pik\u00ebrisht aty ku BE-ja ka nj\u00eb mund\u00ebsi\u2014jo vet\u00ebm p\u00ebr t\u00eb reaguar, por p\u00ebr t\u00eb udh\u00ebhequr.<\/p>\n\n\n\n<p>Ulqini mund t\u00eb b\u00ebhet nj\u00eb vend pilot p\u00ebr t\u00eb treguar se \u00e7far\u00eb do t\u00eb thot\u00eb an\u00ebtar\u00ebsim kuptimplot\u00eb\u2014shum\u00eb p\u00ebrpara pranimit zyrtar. BE-ja mund t\u00eb mb\u00ebshtes\u00eb modele alternative zhvillimi atje, duke p\u00ebrfshir\u00eb investime n\u00eb infrastruktur\u00eb t\u00eb ekoturizmit. Ajo gjithashtu mund t\u00eb ndihmoj\u00eb n\u00eb testimin e modeleve t\u00eb planifikimit urban pjes\u00ebmarr\u00ebs, q\u00eb p\u00ebrfshijn\u00eb banor\u00ebt lokal\u00eb, komun\u00ebn dhe shoq\u00ebrin\u00eb civile, si nj\u00eb shprehje konkrete e vlerave t\u00eb BE-s\u00eb.<\/p>\n\n\n\n<p>Veprime t\u00eb tilla jo vet\u00ebm do t\u00eb reflektonin vlerat evropiane; ato do t\u2019i mish\u00ebronin ato. Ulqini \u00ebsht\u00eb gjithashtu ideal sepse \u00ebsht\u00eb i pozicionuar gjeografikisht p\u00ebr t\u00eb sh\u00ebrbyer si ur\u00eb lidh\u00ebse midis Malit t\u00eb Zi dhe Shqip\u00ebris\u00eb, dy vendet q\u00eb aktualisht kryesojn\u00eb procesin e an\u00ebtar\u00ebsimit n\u00eb BE. Bashk\u00ebpunimi nd\u00ebrkufitar n\u00eb turiz\u00ebm, rrug\u00ebt kulturore q\u00eb lidhin vendet e trash\u00ebgimis\u00eb s\u00eb p\u00ebrbashk\u00ebt dhe ruajtja e mjedisit mund ta shnd\u00ebrrojn\u00eb barr\u00ebn e reformave rregullatore n\u00eb mund\u00ebsi t\u00eb p\u00ebrbashk\u00ebta.<\/p>\n\n\n\n<p>Mali i Zi ka nevoj\u00eb p\u00ebr investime, dhe p\u00ebr disa, oferta e Emirateve mund t\u00eb duket si nj\u00eb fitore e shpejt\u00eb. Por autonomia strategjike nuk \u00ebsht\u00eb t&#8217;i thuash po ofertuesit m\u00eb t\u00eb madh; \u00ebsht\u00eb nd\u00ebrtimi i legjitimitetit, q\u00ebndrueshm\u00ebris\u00eb dhe besimit nga themelet. Plazhi i Madh nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb thesar ekologjik, ajo \u00ebsht\u00eb nj\u00eb vij\u00eb ndar\u00ebse mes dy t\u00eb ardhmeve.<\/p>\n\n\n\n<p>Parlamenti i Malit t\u00eb Zi do t\u00eb votoj\u00eb p\u00ebrfundimisht p\u00ebr marr\u00ebveshjen m\u00eb 29 maj. BE-s\u00eb nuk i nevojitet t\u00eb nd\u00ebrtoj\u00eb nj\u00eb kull\u00eb n\u00eb Dubai p\u00ebr t\u00eb konkurruar.
