Madje te individ\u00eb t\u00eb ndrysh\u00ebm ende \u00ebsht\u00eb i pranish\u00ebm koncepti i autoritarizmit duke mbetur vesi me negativ i trash\u00ebguar nga koha e monizmit.<\/p>\n\n\n\n<p>Nga nj\u00eb qasje e till\u00eb kemi organizimin autoritar t\u00eb subjekteve politike, duke kriuar kultin e individit, ku antar\u00ebsia e tyre nuk mund t\u00eb moderohet me konceptin e zgjedhjes dhe t\u00eb nd\u00ebrrimit t\u00eb udh\u00ebheq\u00ebsit n\u00eb m\u00ebnyr\u00eb demokratike.Nj\u00eb dukuri e till\u00eb \u00ebsht\u00eb pothuaj identike n\u00eb t\u00ebr\u00eb hap\u00ebsir\u00ebn e vendeve t\u00eb ish kampit socialist, ku as shqiptar\u00ebt nuk jan\u00eb p\u00ebrjashtim.<\/p>\n\n\n\n<p><strong>Politizimi i demokracis\u00eb<\/strong><strong><em><\/em><\/strong><\/p>\n\n\n\n<p>Problem themelor n\u00eb procesin e demokratizimit n\u00eb Mal t\u00eb Zi paraqet politizimi i institucioneve, p\u00ebrkat\u00ebsisht ndikimi politik ndaj institucioneve&nbsp; si rezultat i pushtetit shum\u00ebvje\u00e7ar t\u00eb nj\u00eb partie politike. Nj\u00eb situate e till\u00eb nuk ka dilem\u00eb se ka ndikuar n\u00eb polarizimet shoq\u00ebrore, e cila \u00ebsht\u00eb b\u00ebr\u00eb virus i p\u00ebrgjithsh\u00ebm shoq\u00ebror. Madje edhe pas ndryshimeve t\u00eb pushtetit nga gushti i vitit 2020, nj\u00eb dukuri e till\u00eb vazhdon me t\u00eb nj\u00ebjtin rit\u00ebm por me struktur\u00eb tjet\u00ebr politike.<\/p>\n\n\n\n<p><strong>M\u00eb r\u00ebnd\u00ebsi p\u00ebrkat\u00ebsia politike e jo diploma<\/strong><\/p>\n\n\n\n<p>Nuk \u00ebsht\u00eb befasi se n\u00eb pluraliz\u00ebm n\u00eb Mal t\u00eb Zi&nbsp; trendi i p\u00ebrshtatshm\u00ebris\u00eb individuale&nbsp;&nbsp; dhe i p\u00ebrkat\u00ebsis\u00eb partiake dominon ndaj p\u00ebrgatitjes profesionale. Nj\u00eb dukuri e till\u00eb t\u00eb kujton koh\u00ebn e monizmit, e cila k\u00ebtu ka pasur l\u00ebn\u00eb pasoja deri n\u00eb dit\u00ebt tona. Pra kemi t\u00eb b\u00ebjm\u00eb me zhvler\u00ebsimin e diplom\u00ebs, dukuri e cila ka marr\u00eb p\u00ebrmasa shqet\u00ebsuese&nbsp; jo vet\u00ebm n\u00eb Mal t\u00eb Zi por n\u00eb t\u00ebr\u00eb regjionin. Por, me k\u00ebt\u00eb rast duhet th\u00ebn\u00eb se n\u00eb pozit\u00eb t\u00eb pavolitshme&nbsp; jan\u00eb&nbsp; ata individ\u00eb&nbsp; pa p\u00ebrkat\u00ebsi partiake t\u00eb cil\u00ebt jan\u00eb t\u00eb detyruar ti bashkangjiten asaj ne pushtet &nbsp;apo koalicionit qeveris\u00ebs, sepse p\u00ebr ndryshe rrezikohen t\u00eb mbesin&nbsp; pa pun\u00eb! Kemi t\u00eb b\u00ebjm\u00eb me politizimin e pushtetit si n\u00eb nivel lokal e ate qendror, q\u00eb \u00ebsht\u00eb b\u00ebr\u00eb \u00e7\u00ebshtje ditore me pasoja shoq\u00ebrore, tash dhe n\u00eb t\u00eb ardhm\u00ebn.<\/p>\n\n\n\n<p><strong>Nga shteti ligjor te ai i drejt\u00ebsis\u00eb<\/strong><\/p>\n\n\n\n<p>Jo rrall\u00eb kemi pasur rast t\u00eb d\u00ebgjojm\u00eb se duhet t\u00eb funksionoj\u00eb shteti ligjor p\u00ebr t\u00eb pasur demokraci t\u00eb mir\u00ebfillt\u00eb qytetare. Por, si duket jan\u00eb ngat\u00ebrruar konceptet sepse \u00e7do shtet funksionon n\u00eb saj\u00eb t\u00eb ligjeve t\u00eb veta, por \u00e7\u00ebshtja qendron ne ate se a kemi shtet t\u00eb drejt\u00ebsis\u00eb. K\u00ebtu qendron problemi sepse kemi koncepte diametralisht t\u00eb kund\u00ebrta n\u00eb lidhje me k\u00ebt\u00eb \u00e7\u00ebshtje, sepse ligjshm\u00ebria nuk do t\u00eb thot edhe drejt\u00ebsi<strong>.<\/strong><\/p>\n\n\n\n<p>Duke marr\u00eb parasysh se&nbsp; si m\u00eb par\u00eb edhe tash kemi pasur vendime gjyq\u00ebsore q\u00eb jan\u00eb&nbsp; bazuar n\u00eb ligje por nuk jan\u00eb vendime n\u00eb favor t\u00eb drejt\u00ebsis\u00eb, jep p\u00ebr t\u00eb kuptuar se koncepti i drejt\u00ebsis\u00eb mbetet ende larg qytetarit. E dh\u00ebna&nbsp; se p\u00ebr vepra t\u00eb nj\u00ebjta vendoset&nbsp; me qasje t\u00eb ndryshme, del qart\u00eb se nuk kemi t\u00eb b\u00ebjm\u00eb fare me drejt\u00ebsi, por me qasje subjektive qe nuk ka t\u00eb b\u00ebj\u00eb fare me procedur\u00eb ligjore-juridike, por me anshm\u00ebri politike. Dhe n\u00eb raste t\u00eb tilla e p\u00ebsojn\u00eb ata t\u00eb cil\u00ebt nuk kan\u00eb mbeshtetje politike, nd\u00ebrsa t\u00eb tjer\u00ebt nuk jan\u00eb t\u00eb rrezikuar sepse pas tyre qendron vet partia-shtet.&nbsp;<\/p>\n\n\n\n<p>\u00c7do&nbsp; kush e ka t\u00eb&nbsp; qart\u00eb se kemi t\u00eb b\u00ebjm\u00eb me diskursin politik, p\u00ebrkat\u00ebsisht t\u00eb partis\u00eb-shtet, e cila&nbsp; vendos\u00eb gjyqtar\u00ebt e prokuroret n\u00eb t\u00eb gjitha nivelet,&nbsp; andaj nj\u00eb veprim i till\u00eb nuk \u00ebsht\u00eb befasues.Mbetet \u00e7\u00ebshtje tjet\u00ebr&nbsp; se deri kur do t\u00eb ekzistoj\u00eb nj\u00eb veprim i till\u00eb q\u00eb nuk \u00ebsht\u00eb n\u00eb favor t\u00eb demokracis\u00eb, barazis\u00eb qytetare dhe t\u00eb drejt\u00ebsis\u00eb s\u00eb proklamuar n\u00eb aktet juridike.<\/p>\n\n\n\n<p><strong>Monizmi me parull\u00ebn e \u201cv\u00ebllaz\u00ebrim-bashkimit\u201d<\/strong><\/p>\n\n\n\n<p>N\u00eb ato mjedise ku pakicat komb\u00ebtare jan\u00eb t\u00eb pranishme dhe p\u00ebrb\u00ebjn\u00eb pjes\u00eb t\u00eb konsiderueshme t\u00eb popullsis\u00eb s\u00eb vendeve p\u00ebrkat\u00ebse ekzistojn\u00eb modele t\u00eb mbrojtj\u00ebs ligjore dhe institucionale t\u00eb tyre. Ndon\u00ebse n\u00eb aspektin ligjor \u00e7\u00ebshtjet e pakicave komb\u00ebtare&nbsp; jan\u00eb rregulluar me kushtetut\u00eb dhe ligje p\u00ebrkat\u00ebse, \u00e7\u00ebshtja qendron t\u00eb ana praktike, q\u00eb do t\u00eb thot se&nbsp; sa jan\u00eb respektuar&nbsp; ligjet e tilla n\u00eb praktik\u00eb&nbsp; dhe&nbsp; sa jan\u00eb t\u00eb k\u00ebnaqur pakicat me pozit\u00ebn dhe statusin e tyre.<\/p>\n\n\n\n<p>Pakicat komb\u00ebtare&nbsp; n\u00eb koh\u00ebn&nbsp; e monizmit nuk kishin ndonj\u00eb trajtim t\u00eb ve\u00e7ant\u00eb legjislativ dhe si t\u00eb tilla, trajtoheshin p\u00ebrm\u00ebs konceptit t\u00eb p\u00ebrgjithsh\u00ebm qytetar, pa pasur subjektet e tyre.Ishte kjo koha e parull\u00ebs s\u00eb \u201cv\u00ebllaz\u00ebrim-bashkimit\u201d ku \u00e7do gj\u00eb projektohej nga zyrat e komiteteve duke p\u00ebrcaktuar dhe t\u00eb drejtat e pakicave n\u00eb veprimtarit\u00eb e ndryshme shoq\u00ebrore. Madje, p\u00ebrcatoheshin edhe individ\u00ebt si m\u00eb t\u00eb p\u00ebrshtash\u00ebm dhe t\u00eb pranuesh\u00ebm p\u00ebr pushtetin e koh\u00ebs. Nd\u00ebrsa var\u00ebsisht prej rrethanave shoq\u00ebrore edhe k\u00ebrkesat m\u00eb elementare nga pjes\u00ebtar\u00eb t\u00eb pakicave vler\u00ebsoheshin&nbsp; si k\u00ebrkesa nacionaliste.Ishte kjo koha e mbijetes\u00ebs p\u00ebr shqiptar\u00ebt sidomos pas vitit 1981, kur kishte marr\u00eb hov fushata antishqiptare duke luftuar gjoja nacionalizmin shqiptar.<\/p>\n\n\n\n<p><strong>P\u00ebrfaq\u00ebsimi autentik&nbsp; n\u00eb pluraliz\u00ebm<\/strong><\/p>\n\n\n\n<p>Por, nga viti 1990, me miratimin e pluralizmit politik, pakicat komb\u00ebtare, p\u00ebrkat\u00ebsisht popujt e ndar\u00eb formuan subjekt\u00ebt e tyre politike t\u00eb cilat ishin p\u00ebrfaq\u00ebsuesit e tyre autentik n\u00eb mbrojtje t\u00eb identitetit komb\u00ebtar. Nj\u00eb veprim i till\u00eb ishte p\u00ebrgjigje ndaj pushtetit i cili nuk ka treguar gadishm\u00ebri p\u00ebr barazi qytetare e nacionale t\u00eb shqiptar\u00ebve, por n\u00eb m\u00ebnyr\u00eb perfide ka vepruar kund\u00ebr identitetit komb\u00ebtar t\u00eb shqiptar\u00ebve n\u00eb hap\u00ebsir\u00ebn e tyre etnogjeografike.<\/p>\n\n\n\n<p>Dhe nga ajo koh\u00eb shqiptar\u00ebt marrin pjes\u00eb n\u00eb zgjedhjet politike n\u00eb nivel lokal e ate shtet\u00ebror, duke qen\u00eb z\u00ebdh\u00ebn\u00ebs t\u00eb k\u00ebrkesave t\u00eb tyre p\u00ebr barazi qytetare e nacionale. \u00cbsht\u00eb \u00e7\u00ebshtje tjet\u00ebr se sa jan\u00eb realizuar k\u00ebrkesat e tilla, duke marr\u00eb parasysh se shumica qeveris\u00ebse ende vazhdon me sindormin antishqiptar q\u00eb nuk \u00ebsht\u00eb n\u00eb favor t\u00eb pluralizmit politik dhe t\u00eb demokracis\u00eb parlamentare.<\/p>\n\n\n\n<p>N\u00eb pluraliz\u00ebm pavar\u00ebsisht rrethanave shoq\u00ebrore me gjith\u00eb pengesat subjektive, shqiptar\u00ebt n\u00eb Mal t\u00eb Zi, kan\u00eb arritur disa drejta, t\u00eb cilat iu ishin mohuar m\u00eb her\u00ebt. Por, iu mbetet qe p\u00ebrfaq\u00ebsuesit e shqiptar\u00ebve t\u00eb vazhdojn\u00eb n\u00eb koordinim p\u00ebr avancimin e pozit\u00ebs dhe t\u00eb statusit t\u00eb tyre n\u00eb k\u00ebt\u00eb mjedis.
