Centralizimi, n\u00eb ecjen e tij, u shnd\u00ebrrue n\u00eb instrument t\u00eb duhur p\u00ebr p\u00ebrcaktimin e strategjis\u00eb zhvillimore t\u00eb komunave t\u00eb caktuara. Si rrjedhoj\u00eb komuna e Ulqinit, me popullsi shumic\u00eb shqiptare ishte dhe mbeti komuna m\u00eb pak e zhvilluar n\u00eb t\u00eb gjitha sferat e jet\u00ebs, p\u00ebrkund\u00ebr resurseve natyrore q\u00eb Zoti ia ka dh\u00ebn\u00eb. Vendbanimet tjera shqiptare, sigurisht se pat\u00ebn fatin e Ulqinit, madje shkalla e zhvillimit t\u00eb tyre \u00ebsht\u00eb duksh\u00ebm n\u00ebn mesatar\u00ebn zhvillimore t\u00eb Malit t\u00eb Zi.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><em>\u201cVesh\u00ebt e shurdh\u00ebr\u201d p\u00ebr k\u00ebrkesat p\u00ebr decentralizimi i pushtetit lokal<\/em><\/strong><\/li>\n<\/ul>\n\n\n\n<p>Decentralizimi i administrimit lokal n\u00eb Mal t\u00eb Zi ka qen\u00eb k\u00ebrkes\u00eb e shqiptare pothuajse q\u00eb nga vitet e para t\u00eb pluralizmit politik, kur ekzistonte vet\u00ebm nj\u00eb parti politike shqiptare, por si\u00e7 \u00ebsht\u00eb e ditur ka hasur n\u00eb \u201cvesh\u00eb t\u00eb shurdh\u00ebr\u201d i mbyllur fort me \u00e7elsin politik anishqiptar\u00eb. Nuk ndihmuan as aleancat politike t\u00eb shqiptar\u00ebve n\u00eb Mal t\u00eb Zi me partit\u00eb n\u00eb pushtet (nga viti 1998 e k\u00ebndej), as kontributi i shqiptar\u00ebve n\u00eb vitin 2006, por si\u00e7 duket as pjes\u00ebmarrja e shqiptar\u00ebve n\u00eb qeveri!<\/p>\n\n\n\n<p>M\u00ebsova, rast\u00ebsisht, se n\u00eb agjend\u00ebn e Qeveris\u00eb tani \u00ebsht\u00eb n\u00eb procedur\u00eb Projekt Ligji p\u00ebr Vet\u00ebqeverisjen Locale, fakt q\u00eb m\u00eb g\u00ebzoi. Por si m\u00ebsova p\u00ebr k\u00ebt\u00eb project ligj?! \u00c7udit\u00ebrisht jo ndryshe, por n\u00ebp\u00ebrmjet gjuh\u00ebs s\u00eb urrejtjes t\u00eb p\u00ebrfaq\u00ebsues\u00ebve shqiptar\u00eb n\u00eb Qeveri e Parlament!&nbsp; Kjo tregon edhe nj\u00ebher\u00eb se bashk\u00ebpunimi i partive shqiptare p\u00ebr bashk\u00ebrenditjen e k\u00ebrkesave kryesore t\u00eb qenies shqiptare \u00ebsht\u00eb n\u00eb nivel t\u00eb ult\u00eb dhe besoj n\u00eb kund\u00ebrshtim me vullnetin e votuesve t\u00eb tyre. Pra, vazhdojm\u00eb me avazin e vjet\u00ebr, ndaj tashm\u00eb \u00ebsht\u00eb e qart\u00eb se as kjo klas\u00eb politike nuk po arrin\u00eb dot t\u00eb vendoset mbi interest vetjake t\u00eb partive politike, e rrjedhimisht t\u00eb individ\u00ebve t\u00eb caktuar! \u201cP\u00ebr\u00e7aj e sundo\u201d \u00ebsht\u00eb parrulla m\u00eb fryt\u00ebdh\u00ebnse e politik\u00ebs malazeze kundrejt shqiptar\u00ebve q\u00eb nga 1878 deri me sot, nd\u00ebrsa shqiptar\u00ebt k\u00ebt\u00eb pet\u00eb po e p\u00ebrpijn\u00eb pa m\u00ebshir\u00eb, duke vepruar sipas th\u00ebnjes:\u201dLe t\u00eb me cof\u00eb lopa mua, port \u00eb coft\u00eb edhe lopa jote\u201d. E kjo nuk na \u00e7on asgjekundi!.Me th\u00ebn\u00eb t\u00eb drejt\u00ebn, me nd\u00ebrrimin e \u201csundimtarit\u201d dhe krijimit t\u00eb qeveris\u00eb s\u00eb re kam\u00eb pritur ndryshime t\u00eb m\u00ebdha, ve\u00e7an\u00ebrisht n\u00eb planin e zhvillimit ekonomik. Por si do t\u00eb shohim m\u00eb posht\u00eb pritshm\u00ebria u shnd\u00ebrrua n\u00eb zhgenjim.<\/p>\n\n\n\n<p>Projektligji p\u00ebr Vvet\u00ebqeverisjen Locale n\u00ebse miratohet, sipas mendimit tim modest, \u00ebsht\u00eb vet\u00ebm nj\u00eb p\u00ebrpjekje drejt deceentralizimit t\u00eb pushtetit lokal dhe asgj\u00eb m\u00eb shum\u00eb. Do t\u00eb jet\u00eb k\u00ebshtu sepse \u201cl\u00ebshimet\u201d e b\u00ebra n\u00eb favor t\u00eb decentralizimit jan\u00eb minimale n\u00eb krahasim me interest e shqiptar\u00ebve n\u00eb Mal t\u00eb Zi e po ashtu edhe me nivelin e vet\u00ebqeverisjes locale n\u00eb Evrop\u00eb. Edhe me k\u00ebt ligj vjelja e t\u00eb ardhurave nga veprimtarit ekonomike, q\u00eb kan\u00eb ndikim kryesor n\u00eb zhvillimin e nj\u00ebsis\u00eb vet\u00ebqeveris\u00ebse locale, mbesin t\u00eb centralizuara. Nuk dua t\u00eb besoj se ministri i Ministris\u00eb s\u00eb Administrt\u00ebs Publike z. Marash Dukaj, nuk ka njohuri p\u00ebr m\u00ebnyr\u00ebn e shp\u00ebrmndarjes s\u00eb t\u00eb ardhurave t\u00eb realizuara n\u00eb nj\u00ebsit\u00eb lokale, p\u00ebr \u201c\u00e7elsin\u201d q\u00eb ka ndikim vendimtar\u00eb n\u00eb zhvillimin gjith\u00ebp\u00ebrfshir\u00ebs t\u00eb nj\u00eb nj\u00ebsie administrative locale. Lidhur m\u00eb k\u00ebt\u00eb fakt, po ashtu besoj se ministrit i \u00ebsht\u00eb e njohur p\u00ebrcaktimi i kufirit t\u00eb zon\u00ebs detare n\u00eb bregdetin e Ulqinit, q\u00eb \u00ebsht\u00eb krejt\u00ebsisht ndryshe n\u00eb krahasim me komunat tjera bregdetare. Pa baraza ekonomike nuk ka as baraza politike, prandaj mos e hiqni v\u00ebm\u00ebndjen nga ndikimi i k\u00ebtij faktori t\u00eb r\u00ebnd\u00ebsish\u00ebm zhvillimor. Kompetencat e komunave, nes\u00ebr qyteteve, n\u00eb l\u00ebmin e arsimit jan\u00eb nul, nuk kan\u00eb asnj\u00eb ndikim n\u00eb hartimin e plan-program\u00ebve m\u00ebsimore dhe nivelin e pjes\u00ebmarrjes s\u00eb nj\u00ebsive m\u00ebsimore me karakter komb\u00ebtar. Edhe sipas projktligjit t\u00eb ri, kadasra dhe drejtoria e t\u00eb ardhurave shoq\u00ebrore mbesin t\u00eb centralizuara. Megjithat\u00eb, kjo p\u00ebrpjekje e Ministris\u00eb dhe ministrit shqiptar\u00eb duhet t\u00eb p\u00ebrkrahet sepse \u201cm\u00eb mir\u00eb pak se aspak\u201d apo\u201d m\u00eb mire von\u00eb se kurr\u00eb\u201d! Por, t\u00eb gjitha ndryshimet, jo vet\u00ebm t\u00eb k\u00ebtij ligji, duhet t\u00eb kordinohen, t\u00eb diskutohen, sidomos prapavija e funksionimit dhe ndikimit shoq\u00ebror dhe politik.<\/p>\n\n\n\n<p>Nga deklaratat n\u00eb shtyp t\u00eb deputetit Ilir \u00c7apuni dhe ministrit Dukaj na rezulton se problem kryesor i k\u00ebtij ligji \u00ebsht\u00eb pamund\u00ebsia e komun\u00ebs s\u00eb Ulqinit t\u00eb fitoj\u00eb statusin \u201cqytet\u201d, si kuptim administrativ dhe p\u00ebrfitimet politike t\u00eb nj\u00ebrit nga ata. Nuk \u00ebsht\u00eb se kam shum\u00eb njohuri p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje por mendoj se statusi \u201cqytet\u201d n\u00eb kushtet ekonomike dhe demokrafike n\u00eb Mal t\u00eb Zi \u00ebsht\u00eb t\u00ebr\u00ebsisht politik, nuk ka arsyeshm\u00ebri ekonomike dhe nuk e besoj se nj\u00eb nga \u201cqytetet\u201d e ardhshme ka ndonj\u00eb elaborate t\u00eb arsyeshm\u00ebris\u00eb ekonomike p\u00ebr t\u00eb merituar k\u00ebt\u00eb avancim. N\u00eb rajon ka shum\u00eb pak raste t\u00eb tilla dhe aty ku ka \u00ebsht\u00eb v\u00ebndosur dyshkallshm\u00ebria e qeverisjes dhe vendosjes, natyrisht p\u00ebr shkak t\u00eb shtrirjes territorial dhe numrit t\u00eb banor\u00ebve. Merreni me mend nj\u00eb komun\u00eb me 14.000 banor\u00eb q\u00eb shtrihet n\u00eb nj\u00eb sip\u00ebrfaqe prej 46 km.katror, fiton statusin e qytetit?! Apsurd politik, s\u2019ka mund\u00ebsi tjet\u00ebr!<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><em>Kompetencat administrative t\u00eb termit \u201cqytet\u201d \u2013 t\u00eb pakta dhe zhg\u00ebnjyese<\/em><\/strong><\/li>\n<\/ul>\n\n\n\n<p>Neni 40 i propozim ligjit p\u00ebr vet\u00ebqeverisjen locale parashikon q\u00eb qyteti p\u00ebrve\u00e7 kompetencave q\u00eb ka komuna do t\u00eb kreyj edhe veprimtarin\u00eb n\u00eb fush\u00ebn e edukimit parashkollor, kujdesit sh\u00ebndet\u00ebsor par\u00ebsor, planifikimit hap\u00ebsinor, t\u00eb kujdesit social, n\u00eb p\u00ebrputhje me ligjet e ve\u00e7anta. Pra e gjitha \u00e7ka na sjell decentralizimi \u00ebsht\u00eb se qyteti paska t\u00eb drejt\u00eb t\u00eb themeloj nj\u00eb \u00e7erdhe t\u00eb f\u00ebmij\u00ebve, nj\u00eb sht\u00ebpi shendeti (kush do t\u00eb financoj\u00eb veprimtarin\u00eb?) dhe planifikimin hap\u00ebsinor, pa theksuar n\u00eb cilin nivel. Kjo e fundit \u00ebsht\u00eb sigurisht poyitive dhe e r\u00ebnd\u00ebsishme, por\u00eb niveli i kompetencave p\u00ebrseri var\u00ebt nga vullneti i pushtetit.<\/p>\n\n\n\n<p>Kushtet p\u00ebr fitimin e statusit \u201cqytet\u201d p\u00ebrcaktohen me rregullor\u00ebn e qeveris\u00eb p\u00ebr llogoritjen e indeksit zhvillimor, bazuar n\u00eb Ligjin p\u00ebr Zhvillimin rajonal.Rregullorja ka p\u00ebrcaktuar pes\u00eb (5) tregues p\u00ebr caktimin e nivelit zhvillimor t\u00eb komunave: 1.shkalla e papun\u00ebsis\u00eb \u2013 15%, 2.t\u00eb ardhurat p\u00ebr banor\u00eb \u2013 25%,3. t\u00eb ardhurat buxhetore p\u00ebr banor\u00eb \u2013 15%, 4.shkalla e rritjes s\u00eb popullsis\u00eb -25%, 5.shkalla e arsimimit \u2013 20%. N\u00eb aspektin e konkurenc\u00ebs Ulqini \u00ebsht\u00eb mbi mesatar\u00ebn shtet\u00ebrore. Po ashtu vrejm\u00eb se Ulqini ka r\u00ebnje n\u00eb zhvillim ekonomik af\u00ebr 4% nd\u00ebrsa Mojkovci ka rritje p\u00ebr 4% e Bjelo Pole p\u00ebr 5%.. Kjo zoti deputet dhe minist\u00ebr \u00ebsht\u00eb fytyra e qeveris\u00eb dhe zhvillimit t\u00eb barabart\u00eb ekonomik dhe kjo \u00ebsht\u00eb ajo q\u00eb duhet t\u2019na brengos\u00eb, qytetar\u00ebt dhe politikan\u00ebt shqiptar\u00eb. Me q\u00ebllim nuk shfryt\u00ebzova p\u00ebr krahasim komunat bregdetar sepse \u201casgj\u00eb e re\u201d. \u00cbsht\u00eb politik\u00eb e trasuar 150 vje\u00e7are n\u00eb d\u00ebm\u00eb t\u00eb zhvillimit ekonomik, kulturor e arsimor t\u00eb shqiptar\u00ebve n\u00eb Mal t\u00eb Zi, dhe kjo \u00ebsht\u00eb p\u00ebr t\u2019u brengos\u00eb?! Po cili kriter i mungon Ulqinit? Infrastruktura, investimet e huaja\u2026.. E pra as kjo qeveri nuk solli n\u00eb Ulqin asnj\u00eb investim kapital m\u00eb r\u00ebnd\u00ebsi q\u00eb do t\u00eb ndikonte n\u00eb p\u00ebrmir\u00ebsimin e treguesve ekonomik ( investimet n\u00eb infrastruktur\u00ebn komunale jan\u00eb t\u00eb vitit 2012).&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><em>Jo gjuh\u00ebs s\u00eb urrejtjes, por bashk\u00ebpunim e bashk\u00ebrendim t\u00eb k\u00ebrkesave shqiptare<\/em><\/strong><\/li>\n<\/ul>\n\n\n\n<p>Them me t\u00eb drejt\u00eb se Ilir \u00c7apuni e shpreh\u00eb m\u00eb t\u00eb drejt\u00eb brengosjen e tij dhe ulqinak\u00ebve p\u00ebr statusin administrative t\u00eb komun\u00ebs s\u00eb Ulqinit, mbase para koh\u00ebs s\u00eb duhur. Nuk e kam nd\u00ebrmend ta mbroj\u00eb Ilirin, sepse ai ska nevoj\u00eb p\u00ebr mbeshtetjen time, ka referencat e veta. Reagimi i juaj, zoti minist\u00ebr, n\u00eb at\u00eb m\u00ebnyr\u00eb dhe shprehja e mllefit, pa dh\u00ebn\u00eb shpjegime t\u00eb duhura e profesionale, madje pa b\u00ebr\u00eb nj\u00eb analiz\u00eb nuk i sh\u00ebrb\u00ebn t\u00eb mir\u00ebs, mbase mund t\u00eb ket\u00eb p\u00ebr q\u00ebllim shp\u00ebrqendrimin e v\u00ebmendjes nga kjo \u00e7\u00ebshtje shum\u00eb m\u00eb r\u00ebnd\u00ebsi p\u00ebr ulqinak\u00ebt dhe shiptar\u00ebt n\u00eb p\u00ebrgjith\u00ebsi, q\u00eb nuk dua ta besoj.<\/p>\n\n\n\n<p>Ulqinit dhe as shqiptar\u00ebve t\u00eb tjer\u00eb n\u00eb Mal t\u00eb Zi nuk ju duhen deklaratat populiste e kontraverse nga nj\u00ebher\u00eb, si\u00e7 nuk na duhen as deklaratat e ngutshme pa analiza t\u00eb duhura. Jemi m\u00ebsuar dhe jemi st\u00ebrngopur nga deklaratat e tipit \u201csa t\u00eb jemi&nbsp; ne\u2026(Forumi Shqiptar\u00eb apo Aleanca Shqiptare) do t\u2019i rregullojm\u00eb&nbsp; pun\u00ebt&#8230;\u201d Politika nuk ka filluar sot si as k\u00ebrkesat e shqiptar\u00ebve p\u00ebr t\u00eb drejtat e mohuara, ata nuk filluan me ju por as do t\u00eb mbarojn\u00eb m\u00eb Ju.<\/p>\n\n\n\n<p>Nj\u00eb parti, e cila doqoft\u00eb nuk mund t\u00eb jet\u00eb p\u00ebrgjegj\u00ebse p\u00ebr nivelin e t\u00eb drejtave shqiptare n\u00eb Mal t\u00eb Zi. P\u00ebrgjegj\u00ebsia \u00ebsht\u00eb jetime, prandaj \u00ebsht\u00eb e t\u00eb gjithv\u00eb.
