Per shembull: Alpen Filips, drejtor i Organizat\u00ebs joqeveritare nd\u00ebrkomb\u00ebtare MRG nga Londra, duke folur mbi t\u00eb drejtat etnike t\u00eb Evrop\u00ebs Juglindore, nd\u00ebr t\u00eb tjera, thekson:\u201d Nj\u00eb problem i p\u00ebrgjithsh\u00ebm, me t\u00eb cilin ballafaqohet rajoni i Evrop\u00ebs Juglindore, \u00ebsht\u00eb koncepti i shtetit nacional, apo i shtetit, n\u00eb shoq\u00ebrit\u00eb multietnike, i cili ekskluzivisht i takon nj\u00eb grupi etnik. N\u00eb raste t\u00eb shumta kjo \u00e7on deri te mohimi, p\u00ebrkat\u00ebsisht anulimi i pluralizmit etnik dhe trajtimi i pjes\u00ebtar\u00ebve t\u00eb pakicave si qytetar\u00eb t\u00eb rendit t\u00eb dyt\u00eb. E t\u00ebr\u00eb ajo n\u00eb rrethana t\u00eb caktuara ka kaluar dhe kalon n\u00eb konflikte dhe p\u00ebrleshje me pasoja negative tejet t\u00eb r\u00ebnda\u201d.<\/p>\n\n\n\n<p>Dr. Vu\u00e7ina Vasoviq, profesor i sistemeve politike bashk\u00ebkohore, thekson: \u201cModeli i shtetit nacional n\u00eb shoq\u00ebrin\u00eb multietnike i acaron marr\u00ebsh\u00ebniet nd\u00ebrmjet kombit shumic\u00eb dhe pakicave komb\u00ebtare. Shteti i till\u00eb dhe m\u00eb tep\u00ebr n\u00ebp\u00ebrmjet nj\u00eb mobilizim t\u00eb gjer\u00eb nacional, ngushton edhe m\u00eb shum\u00eb hap\u00ebsir\u00ebn e veprimtaris\u00eb jo vet\u00ebm t\u00eb pakicave t\u00eb caktuara etnonacionale, por edhe p\u00ebr zhvillimin e shoq\u00ebris\u00eb civile, si dhe p\u00ebr nj\u00eb bashk\u00ebjetes\u00eb n\u00eb paqe dhe liri t\u00eb grupeve t\u00eb ndryshme etnonacionale.<\/p>\n\n\n\n<p>K\u00ebshtu, &nbsp;ajo mund t\u00eb jet\u00eb shkaku themelor i konflikteve dhe penges\u00eb n\u00eb zhvillimin e shoq\u00ebris\u00eb n\u00eb t\u00ebr\u00ebsi. Mu p\u00ebr k\u00ebt\u00eb arsye, shteti nacional n\u00eb nj\u00eb form\u00eb ekskluzive nuk mund t\u00eb jet\u00eb mbrojt\u00ebs p\u00ebrkat\u00ebs dhe promotor as i popullit t\u00eb shumic\u00ebs etnike\u201d.<\/p>\n\n\n\n<p>Dr. Negjo Miliqeviq, profesor i Fakultetit Juridik&nbsp; t\u00eb Sarajev\u00ebs dhe drejtor i Qendr\u00ebs p\u00ebr Mbrojtjen e Pakicave, tregon se shteti nacional n\u00eb shoq\u00ebrin\u00eb multietnike \u00ebsht\u00eb form\u00eb institucionale e nacionalizmit t\u00eb shumic\u00ebs etnike.<\/p>\n\n\n\n<p>Antropologu amerikan, Robert Hajd\u00ebn, i ka vler\u00ebsuar disa dukuri n\u00eb hap\u00ebsir\u00ebn e ish-Jugosllavis\u00eb si \u201cnacionaliz\u00ebm kushtetues\u201d. Fjala \u00ebsht\u00eb p\u00ebr ato republika t\u00eb ish-Jugosllavis\u00eb s\u00eb Titos, t\u00eb cilat me kushtetuta t\u00eb veta jan\u00eb t\u00eb definuara si shtete t\u00eb popullit shumic\u00eb.<\/p>\n\n\n\n<p>N\u00eb lidhje me k\u00ebt\u00eb model duhet t\u00eb themi se, shikuar n\u00eb t\u00ebr\u00ebsi, formimi i shteteve nacionale ka shkuar rrug\u00ebs s\u00eb centralizmit dhe absolutizmit. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, ky koncept i ka ngushtuar rrept\u00ebsisht t\u00eb drejtat e popullat\u00ebs p\u00ebr vet\u00ebqeverisje lokale dhe nj\u00ebkosisht t\u00eb drejtat dhe lirit\u00eb e pakicave komb\u00ebtare.<\/p>\n\n\n\n<p>N\u00eb an\u00ebn tjet\u00ebr, ithtar\u00ebt e konceptit t\u00eb shtetit ekskluzivisht qytetar, q\u00eb n\u00ebnkupton mosp\u00ebrfilljen e prejardhjes etnike, t\u00eb p\u00ebrkat\u00ebsis\u00eb nacionale dhe konfesionale t\u00eb qytetar\u00ebve, por t\u00eb gjith\u00ebve duke iu dh\u00ebn\u00eb t\u00eb drejtat e lirit\u00eb e barabarta, n\u00eb t\u00eb v\u00ebrtet\u00eb theksojn\u00eb konceptin uniform\u00eb n\u00eb t\u00eb gjitha situatat. N\u00eb lidhje me k\u00ebt\u00eb, prof. dr. Zorica Radoviq , shprehet:\u201d Zbatimi uniform i rregullave dhe i statusve, t\u00eb cilat i n\u00ebnkupton dhe i paraqet ky parim, rrezikon t\u00eb \u00e7oj\u00eb deri te mosnjohja dhe mospranimi i nj\u00ebmend\u00ebsis\u00eb specifike, e cila meriton njohje dhe mbrojtje, p\u00ebrkat\u00ebsisht ajo \u00e7on te diskriminimi i partikularizmit dhe i cil\u00ebsive ve\u00e7uese\u201d.<\/p>\n\n\n\n<p>Pik\u00ebrisht p\u00ebr k\u00ebt\u00eb arsye, pik\u00ebpamjet bashk\u00ebkohore teorike v\u00ebn\u00eb n\u00eb dijeni se shteti duhet t\u00eb marr\u00eb nj\u00eb rol aktiv dhe n\u00ebp\u00ebrmjet masave t\u00eb ndrryshme t\u00eb krijoj\u00eb kushte p\u00ebr promovimin e pakicave si kolektivitete, n\u00eb ato situata n\u00eb&nbsp; t\u00eb cilat t\u00eb drejtat individuale t\u00eb pjes\u00ebtar\u00ebve t\u00eb pakicave mund t\u00eb realizohen vet\u00ebm p\u00ebrmes emancipimit kolektiv t\u00eb grupit.<\/p>\n\n\n\n<p>Filozofi hungarez, prof. Dr. Alpar Losoncza, thekson:\u201d Ne qoft\u00eb se t\u00eb drejtat kolektive injorohen ose mohohen n\u00eb praktik\u00ebn politike, ekonomike dhe kulturore, at\u00ebher\u00eb vazhdimisht do t\u00eb triumfoj\u00eb parimi i shumic\u00ebs, i cili automatikisht siguron monopol dhe privilegje p\u00ebr shumic\u00ebn etnike. N\u00ebse parimi i shumic\u00ebs zbatohet pa korrektues n\u00eb raport me pakica komb\u00ebtare, at\u00ebher\u00eb ka t\u00eb b\u00ebj\u00eb me funksionimin e past\u00ebr dhe ekskluziv t\u00eb parimeve t\u00eb shtetit nacional, q\u00eb i rrezikon pakicat nacionale\u201d.<\/p>\n\n\n\n<p>N\u00eb lidhje me konceptin e shtetit qytetar(civil), akademiku i njohur, Vojisllav Stanov\u00e7iq, profesor i teorive politike, t\u00ebrheq v\u00ebmendjen se \u201cparimi i pushtetit t\u00eb shumic\u00ebs, i cili \u00ebsht\u00eb themel i ides\u00eb s\u00eb t\u00eb ashtuquajturit shtet qytetar(civil), nuk mund t\u00eb zbatohet n\u00eb shtete shum\u00ebnacionale, pa krijuar tensione dhe acarim t\u00eb marr\u00ebdh\u00ebnieve dhe konflikte serioze interetnike. Prandaj, ky parim i shtetit civil(qytetar) duhet patjet\u00ebr t\u00eb korrigjohet me zgjidhje kushtetuese, duke u mb\u00ebshtetur n\u00eb forma t\u00eb ndryshme t\u00eb autonomive t\u00eb grupeve nacionale, si dhe n\u00eb disa t\u00eb drejta t\u00eb tyre kolektive\u201d.<\/p>\n\n\n\n<p>P\u00ebrndryshe, nj\u00eb problem i madh q\u00eb e p\u00ebrcjell demokracin\u00eb, \u00ebsht\u00eb ai i cili \u00ebsht\u00eb shqyrtuar shum\u00eb her\u00eb, q\u00eb nga Aristoteli deri te Xhon Stjuart Milli, e ka t\u00eb b\u00ebj\u00eb me t\u00eb ashtuquajtur\u00ebn tirani t\u00eb shumic\u00ebs. Franc Nojmani ka v\u00ebrejtur se z\u00ebri i shumic\u00ebs t\u00eb keqen nuk mund ta b\u00ebj\u00eb t\u00eb mir\u00eb, por e keqja, kur p\u00ebrkrahet nga shumica, b\u00ebhet vet\u00ebm nj\u00eb e keqe edhe m\u00eb e madhe.
