Nj\u00eb qeveri e tret\u00eb, e mandtit kat\u00ebrvje\u00e7ar t\u00eb shumic\u00ebs parlamentare hetoregjene n\u00eb maksimum, t\u00eb dal\u00eb nga zgjedhjet e 3 gushtit t\u00eb vitit 2020 \u00ebsht\u00eb n\u00eb horizont. P\u00ebr shtete e konsiliduara demokratike asgj\u00eb e keqe. Qeverit\u00eb vijn\u00eb e shkojn\u00eb, por institucionet shtet\u00ebrore funksionojn\u00eb, ato jan\u00eb t\u00eb pavarura dhe t\u00eb forta. Nd\u00ebrkaq, n\u00eb Mal t\u00eb Zi&nbsp; institucionet shtet\u00ebrore jan\u00eb krejt\u00ebsisht t\u00eb varura nga politika, pra jan\u00eb t\u00eb dob\u00ebta dhe si rrjedhoj\u00eb mosfunksionimi i tyre n\u00eb kapacitet t\u00eb plot\u00eb patjet\u00ebr q\u00eb <a><\/a>l\u00eb pasoja n\u00eb jet\u00ebn politike dhe ekonomike t\u00eb k\u00ebtij vendi.<\/p>\n\n\n\n<p>Shqiptar\u00ebt si gjithmon\u00eb n\u00eb pritje! P\u00ebr tridhjet\u00eb vitet e kaluara &#8211; t\u00eb n\u00ebnvler\u00ebsuar, t\u00eb pabarabart\u00eb n\u00eb politik\u00eb e zhvillim ekonomik me t\u00eb tjer\u00ebt, emigrues, me fjal\u00eb t\u00eb tjera t\u00eb margjinalizuar! Si pasoj\u00eb e ndjekjes s\u00eb k\u00ebtij kuptimi politik, shqiptar\u00ebt ishin dhe mbeten, sot e k\u00ebsaj dite, vendet m\u00eb t\u00eb pazhvilluara n\u00eb t\u00eb gjitha sferat e jet\u00ebs, m\u00eb pak e padrejt\u00ebsisht t\u00eb p\u00ebrfaq\u00ebsuar n\u00eb organet politike dhe vendimmarr\u00ebse.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Krijimi i Qeveris\u00eb s\u00eb 43-t\u00eb, n\u00eb krye me kryeministrin Dritan Abazoviq, i deklaruar si shqiptar, sadopak ngjalli shpres\u00ebn e shqiptar\u00ebve se pozita e tyre politike dhe ekonomike do t\u00eb p\u00ebrmir\u00ebsohej! Mir\u00ebpo, kjo qeveri pa i mbushur mir\u00eb 100 dit\u00eb pune u \u00e7\u2019votbesua (rr\u00ebzua) po nga t\u00eb nj\u00ebjtit q\u00eb, me t\u00eb drejt\u00eb apo pa t\u00eb drejt\u00eb, e faktorizuan dhe nj\u00eb shqiptar u b\u00eb kryeminist\u00ebr i Malit t\u00eb Zi. Deputetet shqiptar\u00eb (t\u00eb partive shqiptare) n\u00eb Parlamentin e Malit t\u00eb Zi, t\u00eb p\u00ebr\u00e7ar\u00eb n\u00eb mendime, t\u00eb pakordinuar, votuan secili sipas d\u00ebshir\u00ebs apo diktatit partiak. Votuan p\u00ebr rr\u00ebzimin e qeveris\u00eb apo ishin t\u00eb p\u00ebrmbajtur! Sidoqoft\u00eb, kryeminist\u00ebr shqiptar\u00eb nuk kemi m\u00eb. E kur do t\u00eb kemi p\u00ebrseri, v\u00ebshtir\u00eb t\u00eb parashikohet!<\/p>\n\n\n\n<p>&nbsp;\u201cBudall\u00ebk m\u00eb t\u00eb madh s\u2019kam d\u00ebgjuar. Shqiptar\u00ebt nuk kan\u00eb pasur kurr\u00eb n\u00eb histori kaq p\u00ebrfaq\u00ebsim.<\/p>\n\n\n\n<p>Shqiptar\u00ebt as n\u00eb \u00ebnd\u00ebrr s\u2019e kan\u00eb par\u00eb se do t\u00eb kishin nj\u00eb kryeminist\u00ebr shqiptar&#8230;..\u201d kishte deklaruar dit\u00eb m\u00eb par\u00eb kryeministri, tani m\u00eb i shkarkuar, Abazoviq.<\/p>\n\n\n\n<p><strong>\u00c7far\u00eb p\u00ebrfaq\u00ebson kozmopolitizmi<\/strong><\/p>\n\n\n\n<p>Pa dashur t\u00eb merrem me analiz\u00ebn e arsyes apo q\u00ebllimit t\u00eb rr\u00ebzimit t\u00eb qeveris\u00eb, d\u00ebshiroj t\u00eb paraqes, p\u00ebr lexuesin mendimin tim p\u00ebr konceptin filozofik t\u00eb t\u00eb b\u00ebrit politik t\u00eb vet\u00eb kryeministrit \u2013 p\u00ebr kozmopolitizmin e tij, p\u00ebr t\u00eb cilin krenohet dhe \u00ebsht\u00eb deklaruar haptazi.<\/p>\n\n\n\n<p>P\u00ebr kozpomolitizmin ekzistojn\u00eb teori t\u00eb ndryshme dhe rrjedh nga nj\u00eb fjal\u00eb me prejardhje greke: \u201ckosmopolites\u201c ku \u201ckosmos\u201d do thot\u00eb bot\u00eb nd\u00ebrsa \u201cpolites\u201d do t\u00eb thot\u00eb qytetar. Fjala ka etimologji fare t\u00eb thjesht, por sigurisht fare t\u00eb qart\u00eb. Rrjedhimisht kozmopolit\u00ebsht\u00ebaiq\u00eb e konsideronvetensiqytetarigjith\u00ebbot\u00ebs, me mentalitett\u00ebhapurdhe me shoq\u00ebri pa kufizime.&nbsp; Filozofi grek Sokrati kishte th\u00ebn\u00eb: \u201cUn\u00eb nuk jam athinas apo grek, un\u00eb jam qytetar i bot\u00ebs\u201d \u00e7ka do thot\u00eb se atij nuk i interesonte p\u00ebrkat\u00ebsia as komb\u00ebtare e as fetare, mbase Athina dhe populli grek n\u00eb koh\u00ebn kur ai jetoi ishin mbi mesataren zhvillimore t\u00eb qyteteve dhe provincave t\u00eb asj kohe.<\/p>\n\n\n\n<p>Sipas Enciklopedis\u00eb Kroate kozmopolitizmi \u00ebsht\u00eb \u00a0nj\u00eb mendim i cili, n\u00eb kund\u00ebrshtim ose n\u00eb m\u00ebnyr\u00eb t\u00eb pavarur nga patriotizmi, kryesisht mbron unitetin e njer\u00ebzve n\u00eb mbar\u00eb bot\u00ebn; n\u00eb nj\u00eb kuptim m\u00eb t\u00eb rrept\u00eb historik, nj\u00eb kuptim q\u00eb ndasive shtet\u00ebrore, komb\u00ebtare e ndonj\u00ebher\u00eb fetare u kund\u00ebrvihet me unitetin e bashk\u00ebsis\u00eb elitare t\u00eb gjith\u00eb bot\u00ebs. Nd\u00ebrsa sipas Enciklopedis\u00eb Popullore (BIGZ, 1976) kozmopolitizmi \u00ebsht\u00eb nj\u00eb kuptim sipas t\u00eb cilit kufinjt\u00eb shtet\u00ebror dhe komb\u00ebsia nuk e kufizojn\u00eb njeriun sepse ai i takon bashk\u00ebsis\u00eb bot\u00ebrore, \u00ebsht\u00eb kozmopolit, qytatar i bot\u00ebs; k\u00ebndv\u00ebshtrimi i p\u00ebrmbajtjes s\u00eb lamishme ideologjike, duke marr\u00eb parasysh\u00a0 pozicionin klasor t\u00eb t\u00eb tjer\u00ebve q\u00eb e p\u00ebrfaq\u00ebsojn\u00eb at\u00eb (nd\u00ebrkomb\u00ebtarizmi, nacionalizmi). Nd\u00ebrkaq, sipas Fjalorit t\u00eb gjuh\u00ebs shqipe (Rilindja,1981), kosmopolitizmi \u00ebsht\u00eb teori borgjeze, q\u00eb p\u00ebrpiqet t\u00eb shuaj ve\u00e7orit\u00eb e ndjenjat komb\u00ebtare, duke quajtur p\u00ebr atdhe gjoja gjith\u00eb bot\u00ebn, duke p\u00ebr\u00e7muar vlerat e m\u00ebdha t\u00eb kulturave e t\u00eb traditave komb\u00ebtare dhe duke u mohuar popujve t\u00eb drejt\u00ebn p\u00ebr t\u00eb jetuar t\u00eb lir\u00eb e t\u00eb pavarur n\u00eb em\u00ebr gjoja \u201c t\u00eb bashk\u00ebsis\u00eb s\u00eb njr\u00ebzve t\u00eb gjith\u00eb bot\u00ebs\u201d, \u201ct\u00eb shtetit bot\u00ebror\u201d etj. me q\u00ebllim q\u00eb t\u00eb p\u00ebrligj\u00eb n\u00ebnshtrimin e sundimin e popujve.\u00a0<\/p>\n\n\n\n<p>T\u00eb gjitha k\u00ebto mendime kan\u00eb nj\u00eb t\u00eb p\u00ebrbashk\u00ebt: zhvillimin e mar\u00ebdh\u00ebnieve nd\u00ebrnjer\u00ebzore,&nbsp;&nbsp;&nbsp; pa marr\u00eb parasysh komb\u00ebsin\u00eb, fen\u00eb dhe kufijt\u00eb shtet\u00ebror. Ndryshimet q\u00ebndrojn\u00eb t\u00eb fakti se larmia ideologjike vjen si pasoj\u00eb e pozicioni klasor, nd\u00ebrkomb\u00ebtarizimit&nbsp; apo nacionalizmit t\u00eb shtresave t\u00eb ndryshme shoq\u00ebrore. Shuarja e ve\u00e7orive dhe ndjenjave komb\u00ebtare k\u00ebrkon nj\u00eb shkall\u00eb m\u00eb t\u00eb lart\u00eb t\u00eb zhvillimit kulturor dhe ekonomik, jo vet\u00ebm t\u00eb rajoneve t\u00eb caktura brenda shtetit por edhe n\u00eb p\u00ebrmasa evropiane dhe bot\u00ebrore.<\/p>\n\n\n\n<p>Barazia politike dhe ekonomike ishte koncept edhe i elites komuniste t\u00eb cil\u00ebt n\u00eb teori predikonin \u201cpa barazi politike nuk ka as barazi ekonomike\u201d. Por, n\u00eb praktik\u00eb nuk u arrit kurr\u00eb. Mbase dallimet kulturore, zhvillimi ekonomike e mbi t\u00eb gjitha mbizot\u00ebrimi i t\u00eb \u201cfortit\u201d ndaj t\u00eb \u201cdob\u00ebtit\u201d ishin dhe jan\u00eb aq t\u00eb thella dhe evidente, sot e k\u00ebsaj dite.Sipas k\u00ebsaj logjike, i bie q\u00eb ata q\u00eb jetojn\u00eb n\u00eb mjedise t\u00eb forta, pra ekonomikisht dhe kulturalisht dominues, e p\u00eblqejn\u00eb kozmopolitizmin si burim i totalitarizmit dhe e kan\u00eb leht\u00eb t\u00eb b\u00ebhen t\u00eb till\u00eb, nd\u00ebrsa ata q\u00eb ndihen t\u00eb rrezikur nga tendenca sunduese e totalitarizmit,&nbsp; akoma e kan\u00eb t\u00eb nevojshme t\u00eb shfaqen si nacionalist\u00eb, jo pse jan\u00eb kund\u00ebr reflektimit pozitiv q\u00eb p\u00ebrmban\u00eb n\u00eb mbrendin\u00eb e saj fjala \u201ckozmopolit\u201d por m\u00eb q\u00ebllim q\u00eb t\u2019i shmangen thellimit t\u00eb dallimeve zhvillimore, t\u00eb cilat edhe m\u00eb shum\u00eb mund t\u00eb dob\u00ebsojn\u00eb ndjenj\u00ebn e natyrshme komb\u00ebtare si pasoj\u00eb e instrumentalizimit t\u00eb kombit prej politik\u00ebs.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Kozmopolitizmi, n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebrmbledhur \u00ebsht\u00eb varianti kapitalist i internacionalizmit proletar, i cili n\u00eb thelbin e tij ka shk\u00ebputjen e individit nga politika, nga vendi dhe traditat komb\u00ebtare t\u00eb vendit q\u00eb i p\u00ebrket individi. P\u00ebr njeriun kozmopolit, nocioni atdhe, liri komb\u00ebtare, pavaresi, ideal komb\u00ebtare, nuk jan\u00eb gj\u00eb tjet\u00ebr ve\u00e7se nocione primitive dhe t\u00eb kap\u00ebrcyer nga koha. Njeriu kozmopolit \u00ebsht\u00eb dhe e konsideron veten e tij qytetar t\u00eb t\u00eb gjith\u00eb bot\u00ebs, ve\u00e7an\u00ebrisht qytetar t\u00eb atyre v\u00ebndeve ku ai ka m\u00eb shum\u00eb mund\u00ebsi t\u00eb realizoj\u00eb d\u00ebshirat e tij p\u00ebrsonale.<\/p>\n\n\n\n<p><strong>Shoq\u00ebria malazeze dhe shqiptar\u00ebt t\u00eb pap\u00ebrgatitur\u00a0p\u00ebr k\u00ebt\u00eb koncept politik<\/strong><\/p>\n\n\n\n<p>Th\u00ebn\u00eb t\u00eb drejten koncepti politik dhe m\u00ebnyra se si Abazoviqi i sheh aspiratat e popullit malazez p\u00ebr realizimin e t\u00eb drejtave politike dhe rrug\u00ebn drejt Bashkimit Evropian, n\u00eb nj\u00eb koh\u00eb kur\u00eb ekzistojn\u00eb aq dallime t\u00eb m\u00ebdha si n\u00eb sfer\u00ebn e historis\u00eb, kultur\u00ebs apo zhvillimit ekonomik, jan\u00eb t\u00eb palogjikshme e t\u00eb papranueshme p\u00ebr koh\u00ebn q\u00eb po jetojm\u00eb. T\u00eb jesh krenar p\u00ebr n\u00ebnshkrimin e Kontrat\u00ebs baz\u00eb me KOS-in e cila e lumturun popullin ortodoks n\u00eb Mal t\u00eb Zi, anipse i bie vij\u00eb nj\u00eb pjese t\u00eb historis\u00eb t\u00eb nj\u00eb konstituenti kryesor t\u00eb shtetit t\u00eb Malit t\u00eb Zi (malazez\u00ebve) dhe t\u00eb nj\u00eb konstituenti tjet\u00ebr si pjes\u00ebtar i popullit m\u00eb t\u00eb vjet\u00ebr n\u00eb Ballkan (shqiptar\u00ebve), nuk mund t\u00eb cil\u00ebsohet si pozitive n\u00eb krijimin e raporteve t\u00eb mira nd\u00ebrnacionale. Te pretendosh se me n\u00ebnshkrimin e kontrat\u00ebs s\u00eb p\u00ebrmendur \u00ebsht\u00eb eliminuar nj\u00eb problem i madh p\u00ebr Malin e Zi, pa mendur fare se keni hapur nj\u00eb plag\u00eb t\u00eb re n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrnacionale, i p\u00ebrngjet fjal\u00ebs s\u00eb urt\u00eb popullore: \u201cQep nj\u00eb p\u00ebll\u00ebmb\u00eb e shkep nj\u00eb pash\u201d. T\u00eb pretendosh se \u201cBallkani i Hapur\u201d \u00ebsht\u00eb nj\u00eb nd\u00ebrmarrje pozitive p\u00ebr Ballkanin P\u00ebrendimor, pa nj\u00eb analiz\u00eb t\u00eb thuk\u00ebt ekonomike, pa koncept e vizion se \u00e7ka mund t\u2019i ofroj\u00eb nj\u00eb ekonomie t\u00eb vog\u00ebl e m\u00eb pak t\u00eb zhvilluar t\u00eb Malit t\u00eb Zi, l\u00ebn\u00eb k\u00ebtu anash \u00e7\u00ebshtjet e m\u00ebdhe e t\u00eb pazgjidhura politike, s\u2019\u00ebsht\u00eb tjet\u00ebr p\u00ebrve\u00e7 se tentativ\u00eb me \u00e7do kusht e imponimit t\u00eb mendimit personal, pa marr\u00eb parasysh pasojat q\u00eb mund t\u00eb imponohen sipas fjal\u00ebs s\u00eb urt\u00eb popullore\u201d Peshku i madh e ha t\u00eb voglin\u201d.&nbsp;<\/p>\n\n\n\n<p><strong>Kozmopolitizmi, koncept i shekullit t\u00eb ardhsh\u00ebm &#8211; XXII<\/strong><\/p>\n\n\n\n<p>Arritja e barazis\u00eb politike dhe ekonomike, zhvillimet rajonale pa kufi e pengesa \u00ebsht\u00eb \u00ebnd\u00ebrr e secilit, ve\u00e7an\u00ebrisht p\u00ebr ne shqiptar\u00ebt. Por barijerat q\u00eb ekzistojn\u00eb dhe jan\u00eb aq t\u00eb dukshme \u00ebsht\u00eb v\u00ebshtir\u00eb q\u00eb vet\u00ebm me fjal\u00eb t\u00eb eliminohen e t\u00eb lihen anash e gjith\u00eb e kaluara e hidhur historike q\u00eb ekziston n\u00eb mes t\u00eb popujve p\u00ebrb\u00ebjn\u00eb Malin e Zi. Pajtimi duhet t\u00eb arrihet, t\u00eb ecim p\u00ebrpara \u00ebsht\u00eb nevoj\u00eb. Por, a \u00ebsht\u00eb e leht\u00eb t\u00eb arrihet kjo pa u plot\u00ebsuar e barazuar disa k\u00ebrkesa, pa u arritur nj\u00eb nivel i caktuar i zhvillimit kulturor dhe ekonomik?! Sigurisht se jo.&nbsp;<\/p>\n\n\n\n<p>Shteti \u2013 kombi, karakterizohet nga sovraniteti, sistemi i ligjeve dhe institucioneve, pjes\u00ebmarrja e qytetar\u00ebve n\u00eb jet\u00ebn politike, kultur\u00ebs, pjes\u00ebmarrja e p\u00ebrfaq\u00ebsuesve t\u00eb popullit n\u00eb organizmat nd\u00ebrkomb\u00ebtare, niveli i zhvillimit ekonomik. Institucionet shtet\u00ebrore n\u00eb Mal t\u00eb Zi jan\u00eb t\u00eb varura nga politika, funksionimi i shtetit ligjor as n\u00eb fillimet e tij, lufta ndaj korupsionit politik dhe ekonomik, t\u00eb themi, po sa ka filluar\u2026.! Shqiptar\u00ebt n\u00eb t\u00eb gjitha sferat e jet\u00ebs s\u00eb p\u00ebrditshme jan\u00eb t\u00eb margjinalizuar! At\u00ebher\u00eb \u00e7fare presim nga veprimet kozmopolite?!<\/p>\n\n\n\n<p>Shqiptar\u00ebt k\u00ebrkojn\u00eb, s\u00eb pari, barazi politike, p\u00ebrfaq\u00ebsim politik s\u00eb paku n\u00eb nivelin e p\u00ebrfaq\u00ebsimit t\u00eb popullit serb jasht\u00eb Serbis\u00eb, dhe s\u00eb dyti, zhvillim ekonomik conform resurseve natyrore q\u00eb Zoti iu ka dh\u00ebn\u00eb trojeve shqiptare. Rrug\u00eb shum\u00eb e gjat\u00eb \u00ebsht\u00eb kjo! E pa k\u00ebto arritje,veprimet kozmopolitep\u00ebr shqiptar\u00ebt jan\u00eb t\u00eb rrezikshme.<\/p>\n\n\n\n<p>Padyshim e ardhmja e kozmopolitizmit n\u00eb epok\u00ebn e globalizmit bot\u00ebror do t\u00eb jet\u00eb m\u00eb e qart\u00eb dhe m\u00eb pak e paragjykuar. Ve\u00e7 se duhen ndryshime, duhet barazi, zhvillim ekonomik p\u00ebr t\u00eb gjith\u00eb! Por, sidomos n\u00eb Ballkan, duhet shum\u00eb koh\u00eb, ndaj duhet t\u00eb presim e t\u00eb shpresojm\u00eb shum\u00eb.
