Kemi t\u00eb b\u00ebjm\u00eb me koh\u00ebn e pluralizmit ku autor t\u00eb profileve t\u00eb ndryshme kan\u00eb trajtuar e botuar artikuj, studime e botime me vler\u00eb nga fusha e shkenc\u00ebs, let\u00ebrsis\u00eb, kultur\u00ebs e publicistik\u00ebs.<\/p>\n\n\n\n<p>N\u00eb kuad\u00ebr t\u00eb tyre autor\u00ebve b\u00ebn pjes\u00eb edhe Hajrullah Hajdari i cili &nbsp;&nbsp;pas tre librave&nbsp; t\u00eb botuar deri m\u00eb tash \u201c<em>Shqiptar\u00ebt n\u00eb Mal t\u00eb Zi nga Kongresi i Berlinit deri m\u00eb 1941\u201d(2016),<\/em> \u201c<em>Ulqini n\u00eb dokumentet malazeze nga viti 1880 deri m\u00eb 1915\u201d(2018),<\/em> &nbsp;\u201c<em>Pronat dypal\u00ebshe t\u00eb shqiptar\u00ebve n\u00eb t\u00eb dyja an\u00ebt e kufirit Shqip\u00ebri \u2013 Mali i Zi<\/em>\u201d(2019) dhe se fundit&nbsp;&nbsp; opinionit i prezantohet me botimin me titull <em>\u201cPozita kushtetuese-juridike dhe politike e shqiptar\u00ebve n\u00eb Mal t\u00eb Zi nga viti 1945-1990\u201d<\/em> botuar nga Art Club-i n\u00eb Ulqin.<\/p>\n\n\n\n<p>Libri paraqet periudh\u00ebn e socializmit p\u00ebrkat\u00ebsisht t\u00eb ideologjis\u00eb komuniste, deri m\u00eb d\u00ebshtimin e k\u00ebtij r\u00ebndi shoq\u00ebror n\u00eb vitin 1990, kur k\u00ebtu u miratu n\u00eb praktik\u00eb pluralizmi politik. Kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb periudh\u00eb kohore e cila n\u00eb rrethana t\u00eb reja proklamonte barazin\u00eb shoq\u00ebrore n\u00eb nj\u00eb mjedis shum\u00ebkomb\u00ebsh si\u00e7 ishte shteti i p\u00ebrbashk\u00ebt me emrin Jugosllavi, ku b\u00ebnte pjes\u00eb edhe Mali i Zi. N\u00eb k\u00ebt\u00eb ish republik\u00eb shqiptar\u00ebt ishin popullsia e vetme jo sllave, andaj kan\u00eb sfiduar rrethanat e koh\u00ebs p\u00ebr t\u00eb mbijetuar, sepse ndon\u00ebse n\u00eb spektrin formal-juridik shqiptar\u00ebt ishin t\u00eb barabart\u00eb si qytetar\u00ebt e tjer\u00eb, por praktika tregonte t\u00eb kund\u00ebrt\u00ebn, ata ishin t\u00eb diskriminuar, sepse nuk &nbsp;ka ekzistuar vullneti politik i pushtetit p\u00ebr barazi qytetare e nacionale.<\/p>\n\n\n\n<p>Mos investimi n\u00eb viset shqiptare, infrastruktura e pavolitshme dhe papun\u00ebsia ishte parakusht p\u00ebr emigrimin e shqiptar\u00ebve n\u00eb bot\u00ebn e jashtme, duke mbetur plag\u00eb e pasherueshme deri n\u00eb dit\u00ebt tona. Me nj\u00eb fjal\u00eb kemi t\u00eb t\u00eb b\u00ebjm\u00eb me nj\u00eb pastrim t\u00eb heshtur etnik, p\u00ebrkat\u00ebsisht me shpopullimin e vendbanimve shqiptare,&nbsp; q\u00eb d\u00ebshmohet nga burimet &nbsp;statistikore. Nd\u00ebrsa nga t\u00eb dh\u00ebnat q\u00eb i prezenton autori p\u00ebr shqiptar\u00ebt sipas regjistrimive t\u00eb popullsis\u00eb (1948-1981), del qart\u00eb se kemi t\u00eb b\u00ebjm\u00eb &nbsp;me flasifikim t\u00eb te dh\u00ebnave p\u00ebr shqiptar\u00ebt sipas vendbanimeve sepse numri i shqiptar\u00ebve ka qen\u00eb m\u00eb i lart\u00eb se sa e ka paraqitur statistika zyrtare. Nd\u00ebrsa t\u00eb dh\u00ebnat e prezantuara p\u00ebr gjoja deklarimin e popullsis\u00eb si malazeze n\u00eb vendbanimet shqiptare ku nuk ka pasur asnj\u00ebher\u00eb t\u00eb till\u00eb, d\u00ebshmon falsifikimin e t\u00eb dh\u00ebnave&nbsp; me dirigjimin&nbsp; t\u00eb pushtetit, me parapavi politike duke i paraqitur shqiptar\u00ebt me pjes\u00ebmarrje sa m\u00eb t\u00eb ul\u00ebt n\u00eb kuad\u00ebr t\u00eb popullsis\u00eb s\u00eb p\u00ebrgjithshme.<\/p>\n\n\n\n<p>Autori librin e ka ndar\u00eb n\u00eb shtat\u00eb pjes\u00eb, duke i trajtuar me qasje shum\u00ebdimensionale &nbsp;\u00e7\u00ebshtjet preokupuese p\u00ebr popullsin\u00eb shqiptare n\u00eb Mal t\u00eb Zi. T\u00eb dh\u00ebnat e prezantuara, p\u00ebrve\u00e7 konsultimit t\u00eb literatur\u00ebs p\u00ebrkat\u00ebse &nbsp;bien n\u00eb sy dokumentat arkivore, t\u00eb cilat opinionit i prezantohen p\u00ebr her\u00eb t\u00eb par\u00eb. Duke lexuar k\u00ebt\u00eb lib\u00ebr \u00e7do kush e ka t\u00eb qart\u00eb &nbsp;se sa ka qen\u00eb v\u00ebshtir\u00eb t\u00eb jetohet si shqiptar\u00eb, sepse pushteti ideologjik ndaj shqiptar\u00ebve kishte standarde t\u00eb dyfishta, ku n\u00eb m\u00ebnyr\u00eb p\u00ebrfide luftonte identitetin komb\u00ebtar shqiptar\u00eb. Ishte koha kur &nbsp;individet t\u00eb cil\u00ebt ishin n\u00eb mbrojtje t\u00eb identitetit komb\u00ebtare p\u00ebr barazi gjuh\u00ebsore, arsimore e kulturore cil\u00ebsosheshin si t\u00eb pa p\u00ebrshtash\u00ebm dhe madje armiq t\u00eb pushtetit, ku t\u00eb dh\u00ebnat e ofruara n\u00eb k\u00ebt\u00eb aspekt jan\u00eb t\u00eb mjaftueshme p\u00ebr t\u00eb d\u00ebshmuar nj\u00eb konstatim t\u00eb till\u00eb. Nj\u00eb dukuri e till\u00eb \u00ebsht\u00eb e njohur p\u00ebr t\u00eb gjith\u00eb shqiptar\u00ebt, nd\u00ebrsa p\u00ebrjashtim b\u00ebjn\u00eb t\u00eb rinj\u00ebt t\u00eb lindur pas vitit 1980, sepse ata nuk mund&nbsp; ta imagjinojn\u00eb se kan\u00eb ekzistuar raporte t\u00eb tilla shoq\u00ebrore&nbsp; p\u00ebr ta kuptuar mbijetes\u00ebn dhe sfidat e shqiptar\u00ebve n\u00eb k\u00ebt\u00eb p\u00ebriudh\u00eb kohore.<\/p>\n\n\n\n<p>Periudha kohore e trajtuar&nbsp; n\u00eb k\u00ebt\u00eb lib\u00ebr&nbsp; ka t\u00eb b\u00ebj\u00eb&nbsp; me&nbsp; ideologjin\u00eb komuniste e cila, n\u00eb m\u00ebnyr\u00eb formale, bazohej n\u00eb principet e barazis\u00eb nacionale p\u00ebr t\u00eb gjith\u00eb&nbsp; por n\u00eb praktik\u00eb ishte krejt ndryshe. Sepse barazia nacionale p\u00ebr t\u00eb gjith\u00eb ata popuj t\u00eb cil\u00ebt mor\u00ebn pjes\u00eb n\u00eb luft\u00ebn p\u00ebr \u00e7lirimin e vendit gjat\u00eb Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore nga okupator\u00ebt&nbsp; mbeti vet\u00ebm premtim, q\u00eb u d\u00ebshmu me tkurrj\u00ebn&nbsp; e t\u00eb drejtave nacionale t\u00eb pakicave komb\u00ebtare, ku shqiptar\u00ebt n\u00eb Mal t\u00eb Zi, ishin sh\u00ebmbull tipik i k\u00ebtij konstatimi.&nbsp; Dhe nuk ka si t\u00eb ishte ndryshe sepse&nbsp; sistemi shoq\u00ebror-politik i vendosur n\u00eb territorin e Malit t\u00eb Zi pas Luf\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore, ka pasur t\u00eb gjitha karakteristikat e pushtetit totalitar, me bazament ideologjin\u00eb politike.<\/p>\n\n\n\n<p>Duke lexuar k\u00ebt\u00eb lib\u00ebr del qart\u00eb se n\u00eb kuptimin formal-juridik, shqiptar\u00ebt i g\u00ebzonin t\u00eb drejtat dhe lirit\u00eb qytetare si t\u00eb gjith\u00eb qytetar\u00ebt tjer\u00eb, por kontestuese ka qen\u00eb realizimi praktik i ve\u00e7orive komb\u00ebtare t\u00eb popullsis\u00eb shqiptare q\u00eb ka t\u00eb b\u00ebj\u00eb me gjuh\u00ebn, arsimin, kultur\u00ebn dhe simbolet komb\u00ebtare q\u00eb ishin t\u00eb palejuara, nga del se kemi pasur diskriminim n\u00eb realizimin e t\u00eb drejtave dhe identitetit komb\u00ebtar t\u00eb shqiptar\u00ebve.<\/p>\n\n\n\n<p>Duhet cekur se shteti i ish Jugosllavis\u00eb ka pasur standarde t\u00eb dy fishta kur jan\u00eb n\u00eb pyetje shqiptar\u00ebt, sepse ndryshe&nbsp; veprohej me italian\u00ebt e hungarez\u00ebt n\u00eb Slloveni e Kroaci e ndryshe me shqiptar\u00ebt n\u00eb Mal t\u00eb Zi. Kemi t\u00eb b\u00ebjm\u00eb me munges\u00ebn e vullnetit politik t\u00eb pushtetit sepse ndaj shqiptar\u00ebve n\u00eb Mal t\u00eb Zi si dhe ata n\u00eb Maqedoni pushteti b\u00ebnte eksperimente q\u00eb m\u00eb pas do t\u00eb aplikohej n\u00eb Kosov\u00eb, q\u00eb \u00ebsht\u00eb d\u00ebshmuar pas ngjarjeve t\u00eb vitit 1981 n\u00eb Kosov\u00eb.<\/p>\n\n\n\n<p>Nj\u00eb veprim i &nbsp;till\u00eb destruktiv pushtetit i ka sh\u00ebrbyer edhe fakti se p\u00ebrmbajtja e dispozitave nd\u00ebrkomb\u00ebtare p\u00ebr t\u00eb drejtat dhe lirit\u00eb e njeriut nuk jan\u00eb p\u00ebrfshir\u00eb sa duhet n\u00eb kushtetut\u00ebn vendore dhe dispozitat tjera ligjore. Pik\u00ebrisht nga nj\u00eb qasje e till\u00eb n\u00eb ish Jugosllavi nuk jan\u00eb miratuar standard\u00ebt nd\u00ebrkomb\u00ebtare p\u00ebr pakicat komb\u00ebtare, sepse k\u00ebtu ekzistonte qasja ideologjike me parull\u00ebn e \u201ev\u00ebllaz\u00ebrim-bashkimit\u201c, e cila ishte mashtrim p\u00ebrfid p\u00ebr opinionin e brendsh\u00ebm dhe t\u00eb jasht\u00ebm.<\/p>\n\n\n\n<p>Pik\u00ebrisht nga nj\u00eb qasje e till\u00eb duhet analizuar&nbsp; pozit\u00ebn kushtetuese-juridike dhe politike te shqiptar\u00ebve n\u00eb Malin e Zi, gjat\u00eb vit\u00ebve 1945-1990, nga del se shqiptar\u00ebt si popullsi autoktone, dhe e vetmja jo sllave kan\u00eb qen\u00eb t\u00eb pabarabart me pjes\u00ebtar\u00ebt e popujve t\u00eb tjer\u00eb n\u00eb Mal t\u00eb Zi. N\u00eb rrethana t\u00eb tilla shoq\u00ebrore ku hegjemonizmi&nbsp; ishte orientim i politik\u00ebs shtet\u00ebrore shqiptar\u00ebt nuk kishin t\u00eb drejt\u00eb t\u00eb ken\u00eb asnj\u00eb dokument n\u00eb gjuh\u00ebn shqipe, as p\u00ebrdorimin e shkrimin me alfabetin shqip n\u00eb let\u00ebrnjoftim e as n\u00eb &nbsp;d\u00ebftesat e librezat shkollore, q\u00eb ishte diskriminim klasik i pabarazis\u00eb komb\u00ebtare, q\u00eb zgjati deri n\u00eb vitin 1968.<\/p>\n\n\n\n<p>Por, t\u00eb drejtat e &nbsp;arritura nga viti 1968 e m\u00eb pas, n\u00eb saj\u00eb t\u00eb fushat\u00ebs antishqiptare &nbsp;nga viti 1981 &nbsp;u eliminuan, sepse pushteti luftonte gjoja \u201enacionalizmin\u201c t\u00eb shqiptar\u00ebt n\u00eb Mal t\u00eb Zi, q\u00eb ishte nj\u00eb demagogji politike p\u00ebr t\u00eb arsyetuar masat represive ndaj shqiptar\u00ebve.<\/p>\n\n\n\n<p>Nj\u00eb fushat\u00eb e till\u00eb u&nbsp; realizu n\u00eb ve\u00e7anti &nbsp;n\u00eb fush\u00ebn e arsimit, ku p\u00ebrmes organizimit t\u00eb seminarit p\u00ebr punjonj\u00ebsit e arsimit n\u00eb gjuh\u00ebn shqipe n\u00eb shtator t\u00eb vitit 1981, n\u00eb Ulqin, u realizu n\u00eb praktik\u00eb politika shtet\u00ebrore antishqiptare. Pas k\u00ebtij seminari &nbsp;u ndryshuan p\u00ebrkat\u00ebsisht u&nbsp; imponuan&nbsp;&nbsp; program\u00ebt&nbsp; m\u00ebsimore, u larguan nga p\u00ebrdorimi tekst\u00ebt &nbsp;shkollore t\u00eb botuara n\u00eb Kosov\u00eb, u ndalu&nbsp; p\u00ebrdorimit i flamurit komb\u00ebtar shqiptar etj. Skenarist\u00ebt dhe regjisor\u00ebt e k\u00ebtij seminari vendos\u00ebn dhe p\u00ebrjashtuan nj\u00eb num\u00ebr t\u00eb konsideruar t\u00eb punonj\u00ebs\u00ebve t\u00eb arsimit fillimisht nga partia, nd\u00ebrsa &nbsp;nj\u00eb pjes\u00eb e larguan nga puna, por ma keq e p\u00ebsuan disa t\u00eb cil\u00ebt i burgos\u00ebn&nbsp; e me pas&nbsp; i d\u00ebnuan p\u00ebrmes gjyq\u00ebve t\u00eb montuara politike.<\/p>\n\n\n\n<p>N\u00eb lidhje me k\u00ebto \u00e7\u00ebshtje autori ofron t\u00eb dh\u00ebna arkivore t\u00eb cilat botohen p\u00ebr her\u00eb t\u00eb par\u00eb, duke d\u00ebshmuar se nga policia politike p\u00ebrcillej \u00e7do shqiptar me nd\u00ebrgjegje e vet\u00ebdije komb\u00ebtare &nbsp;i cili nuk ishte sipas shijes s\u00eb pushtetit dhe ideologjis\u00eb s\u00eb tyre politike. Ishte kjo&nbsp; koha e mbijetes\u00ebs s\u00eb shqiptar\u00ebve e cila vazhdoi deri m\u00eb d\u00ebshtimin e sistemit shoq\u00ebror t\u00eb ideologjis\u00eb komuniste n\u00eb vitin 1990.<\/p>\n\n\n\n<p>Kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb periudh\u00eb kohore(1981-1990)&nbsp; ku jemi d\u00ebshmitar\u00eb okular, sepse p\u00ebrcill\u00ebj \u00e7do shqiptar\u00eb i dyshimt\u00eb p\u00ebr pushtetin, ku thirr\u00ebshin n\u00eb biseda informative, k\u00ebrc\u00ebnoheshin, paraburos\u00ebshin, d\u00ebnoheshin p\u00ebr kund\u00ebrvajtje, apo me burg, bastis\u00ebshin sht\u00ebpit\u00eb, iu merrnin librat n\u00eb bibliotekat familjare, p\u00ebrcill\u00ebshin udh\u00ebtar\u00ebt n\u00eb autobus, biseda n\u00eb kafene, tubime familjare, dasma, kush cilat gazeta lexon, p\u00ebrcill\u00ebj posta(letra, telefoni), cilat k\u00ebng\u00eb k\u00ebndoh\u00ebn e d\u00ebgjoh\u00ebn, kush p\u00ebrcjell\u00eb programin e TVSH etj. Veprimet e tilla ishin n\u00eb favor t\u00eb arsyetimit p\u00ebr masat represive ndaj shqiptar\u00ebve, gjoja &nbsp;t\u00eb luftimit t\u00eb \u201cnacionalizmit\u201d shqiptar n\u00eb Mal t\u00eb Zi. Pasi p\u00ebr k\u00ebt\u00eb p\u00ebriudh\u00eb kohore ekziston l\u00ebnd\u00eb e mjaftueshme duhet&nbsp; t\u00eb realizohet &nbsp;&nbsp;nj\u00eb botim t\u00eb ve\u00e7ant\u00eb, q\u00eb do t\u00eb ishte n\u00eb favor t\u00eb &nbsp;&nbsp;demaskimit t\u00eb politik\u00ebs antishqiptare &nbsp;me pasoja n\u00eb at\u00eb koh\u00eb e deri n\u00eb dit\u00ebt tona.<\/p>\n\n\n\n<p>I vet\u00ebdijsh\u00ebm se nuk kemi t\u00eb b\u00ebjm\u00eb me \u00e7\u00ebshtje personale por me pozit\u00ebn dhe statusin&nbsp; e shqiptar\u00ebve&nbsp; n\u00eb Mal t\u00eb Zi&nbsp; p\u00ebr periudh\u00ebn kohore 1945-1990, autori ofron t\u00eb dh\u00ebna me interes&nbsp; t\u00eb cilat trajtohen, analizohen dhe publikoh\u00ebn p\u00ebr her\u00eb t\u00eb par\u00eb.
