N\u00eb vendet me tradit\u00eb demoktarike k\u00ebto \u00e7\u00ebshtje jan\u00eb zgjidhur me koh\u00eb dhe jan\u00eb pjes\u00eb e kultur\u00ebs s\u00eb qeverisjes shtet\u00ebrore, nd\u00ebrsa e kund\u00ebrta \u00ebsht\u00eb n\u00eb vendet hegjemoniste, ku tipike jan\u00eb vendet nga ish kampi socialist. N\u00eb k\u00ebt\u00eb aspekt p\u00ebrjashtim nuk b\u00ebn as Mali i Zi, sepse ndaj shqiptar\u00ebve ka ndjekur politik\u00ebn e mohimit t\u00eb barazis\u00eb komb\u00ebtare duke iu&nbsp; mohuar te drejt\u00ebn e p\u00ebrdorimit t\u00eb gjuh\u00ebs amtare n\u00eb dokumentin personal gjat\u00eb koh\u00ebs s\u00eb monizmit.<\/p>\n\n\n\n<p>Ndon\u00ebse me vones\u00eb n\u00eb pluraliz\u00ebm u kriuan rrethana t\u00eb favorshme n\u00eb k\u00ebt\u00eb aspekt, por, t\u00eb nj\u00eb pjes\u00eb e popullat\u00ebs shqiptare vazhdon t\u00eb jet\u00eb&nbsp; e pranishme psikologjia e hegjemonzmit shtet\u00ebror nga koha e monizmit.<em> A<\/em>ndaj nuk ka si t\u00eb shpjegojm\u00eb ndryshe situat\u00ebn paradoksale, kur qytetari i p\u00ebrkat\u00ebsis\u00eb komb\u00ebtare shqiptare nuk e realizon n\u00eb praktik\u00eb nj\u00eb t\u00eb drejt\u00eb t\u00eb garantuar me ligj dhe kushtetut\u00eb e cila \u00ebsht\u00eb n\u00eb favor t\u00eb identitetit dhe t\u00eb barazis\u00eb komb\u00ebtare.<\/p>\n\n\n\n<p><strong>Pasojat e politik\u00ebs hegjemoniste<\/strong><\/p>\n\n\n\n<p>Nuk ka dilem\u00eb s\u00eb kjo \u00e7\u00ebshtje nuk \u00ebsht\u00eb e thjesht\u00eb, sepse&nbsp; e kaluara&nbsp; ishte e hidhur dhe me pasoja. Andaj nj\u00eb vet\u00ebdije e till\u00eb shtet\u00ebrore ndaj &nbsp;popullit ton\u00eb nuk mund t\u00eb eliminohet leht\u00eb, ku ne k\u00ebt\u00eb gam\u00eb t\u00eb qasjes&nbsp; mund t\u00eb kuptohet ngurrimi i shfryt\u00ebzimit te t\u00eb drejtave t\u00eb garantuara.<\/p>\n\n\n\n<p>Pik\u00ebrisht n\u00eb lidhje me barazin\u00eb gjuh\u00ebsore&nbsp; t\u00eb qytetar\u00ebve n\u00eb Mal t\u00eb Zi ekziston <em>Ligji p\u00ebr let\u00ebrnjoftim(2007) <\/em>si dhe <em>Ligji p\u00ebr emrin personal(2008<\/em>), q\u00eb jan\u00eb n\u00eb favor t\u00eb ruajtj\u00ebs dhe mbrojtj\u00ebsse emrit&nbsp; &nbsp;personal q\u00eb t\u00eb shkruhet n\u00eb gjuh\u00ebn dhe alfabetin&nbsp; e saj. Nd\u00ebrsa &nbsp;m\u00eb s\u00eb fundit n\u00eb pluraliz\u00ebm, ndon\u00ebse me vones\u00eb p\u00ebr t\u00eb par\u00ebn her\u00eb kemi t\u00eb b\u00ebjm\u00eb me tekstin e dokumentit personal&nbsp; q\u00eb \u00ebsht\u00eb let\u00ebrnjoftimi&nbsp; edhe n\u00eb gjuh\u00ebn shqipe. Por, sa \u00ebsht\u00eb duke u zbatuar n\u00eb praktik\u00eb&nbsp; nj\u00eb e drejt\u00eb e till\u00eb &nbsp;e garantuar nga popullata shqiptare n\u00eb Mal t\u00eb Zi, paraqet \u00e7\u00ebshtje p\u00ebr diskutim&nbsp; t\u00eb ve\u00e7ant\u00eb.<\/p>\n\n\n\n<p>Pik\u00ebrisht n\u00eb&nbsp; lidhje me k\u00ebt\u00eb \u00e7\u00ebshtje n\u00eb saj\u00eb t\u00eb nj\u00eb informate q\u00eb disponoj nga&nbsp; ana e Ministris\u00eb s\u00eb Pun\u00ebve t\u00eb Brendshme t\u00eb Malit t\u00eb Zi,&nbsp; p\u00ebr&nbsp; periudh\u00ebn kohore 01.01.2008 deri me 31.12.2019, q\u00eb mban dat\u00ebn 25.6.2020, n\u00eb Mal t\u00eb Zi sipas komunave ku shqiptar\u00ebt jan\u00eb popullsi autoktone(Ulqin, Tivar, Tuz, Podgoric\u00eb, Guci, Plav\u00eb dhe Rozhaj\u00eb) n\u00eb gjuh\u00ebn shqipe jan\u00eb l\u00ebshuar <strong>6380<\/strong> let\u00ebrnjoftime dhe <strong>7254 <\/strong>pasaporta me emrin personal n\u00eb gjuh\u00ebn shqipe.&nbsp; &nbsp;<\/p>\n\n\n\n<p>Duke marr\u00eb parasysh se sipas regjistrimit t\u00eb fundit t\u00eb popullsis\u00eb n\u00eb Mal t\u00eb Zi(2011) si popullsi rezidente ishin &nbsp;30439 shqiptar\u00eb, nga kjo i bie q\u00eb vet\u00ebm <strong>20.9%<\/strong> e shqiptar\u00ebve kan\u00eb let\u00ebrnjoftim&nbsp; n\u00eb gjuhen shqipe dhe&nbsp;&nbsp; <strong>23.8%<\/strong> pasaporta me t\u00eb dh\u00ebnat(emri e mbiemri) n\u00eb gjuh\u00ebn shqipe. &nbsp;&nbsp;<\/p>\n\n\n\n<p>Nuk ka dilem\u00eb se nj\u00eb informat\u00eb e till\u00eb \u00ebsht\u00eb shum\u00eb shqet\u00ebsuese q\u00eb d\u00ebshmon refuzimin e p\u00ebrdorimit t\u00eb gjuh\u00ebs shqipe n\u00eb dokumentin personal, q\u00eb \u00ebsht\u00eb mohim i identitetit gjuh\u00ebsor dhe komb\u00ebtar &nbsp;t\u00eb shqiptar\u00ebve n\u00eb Mal&nbsp; Zi.<\/p>\n\n\n\n<p><strong>Refuzimi i identitetit gjuh\u00ebsor&nbsp; n\u00eb pluraliz\u00ebm (?!)<\/strong><em><\/em><\/p>\n\n\n\n<p>N\u00ebse n\u00eb t\u00eb kaluar\u00ebn n\u00eb koh\u00ebn e monizmit, si pasoj\u00eb e politik\u00ebs unitariste t\u00eb pushtetit ku &nbsp;edhe k\u00ebrkesa m\u00eb elementare p\u00ebr barazi gjuh\u00ebsore e komb\u00ebtare vler\u00ebsohej armiq\u00ebsore dhe me pasoja, n\u00eb pluraliz\u00ebm gj\u00ebrat kan\u00eb ndryshuar rr\u00ebnj\u00ebsisht. Andaj veprimet refuzuese&nbsp; t\u00eb p\u00ebrdorimit t\u00eb gjuh\u00ebs shqipe n\u00eb dokumentin personal nga&nbsp; individ\u00eb t\u00eb ndrysh\u00ebm&nbsp; nuk kemi &nbsp;si ti kuptojm\u00eb ndryshe n\u00eb pluraliz\u00ebm por si&nbsp; serviliz\u00ebm &nbsp;apo &nbsp;vetidije t\u00eb ul\u00ebt komb\u00ebtare.<\/p>\n\n\n\n<p>N\u00ebse nj\u00eb vler\u00ebsim i till\u00eb mund t\u00eb arsyetohet p\u00ebr t\u00eb moshuarit, t\u00eb cil\u00ebt&nbsp; e kan\u00eb p\u00ebrjetuar pabarazin\u00eb dekada&nbsp; me radh\u00eb n\u00eb moniz\u00ebm, nj\u00eb qendrim i till\u00eb nuk mund t\u00eb arsyetohet tash n\u00eb pluraliz\u00ebm, &nbsp;sepse&nbsp; nuk ka pasoja ta mbash dokumentin personal me em\u00ebr e mbiem\u00ebr &nbsp;n\u00eb gjuh\u00ebn shqipe.<\/p>\n\n\n\n<p>Nuk ka dilem\u00eb se kjo tem\u00eb paraqet \u00e7\u00ebshtje t\u00eb ve\u00e7ant\u00eb p\u00ebr analiz\u00eb e hulumtim, jo vet\u00ebm n\u00eb aspektin personal, familjar, por edhe ate shoq\u00ebror. N\u00eb k\u00ebt\u00eb aspekt, edukimi shkollor duhet t\u00eb jet\u00eb par\u00ebsor p\u00ebr nx\u00ebn\u00ebsit ton\u00eb, por si mund t\u00eb jet\u00eb sh\u00ebmbull pozitiv p\u00ebr nx\u00ebn\u00ebsin shqiptar kur m\u00ebsimdh\u00ebn\u00ebsi &nbsp;i tij&nbsp; dokumentin personal nuk e ka n\u00eb gjuh\u00ebn shqipe(!?).<\/p>\n\n\n\n<p>Andaj, mbetet q\u00eb kjo \u00e7\u00ebshtje t\u00eb trajtohet n\u00eb vazhim\u00ebsi n\u00eb familje e shoq\u00ebri, p\u00ebr t\u00eb eliminuar defektet ekzistuese duke eliminuar sindromin psikologjik t\u00eb sistemit monist n\u00eb favor t\u00eb&nbsp; mbrojtj\u00ebs s\u00eb identitetit komb\u00ebtar t\u00eb popullsia shqiptare n\u00eb Mal t\u00eb Zi si kudo n\u00eb mjediset demokratike.&nbsp;<\/p>\n\n\n\n<p><strong>Servilizmi apo vet\u00ebdija e ul\u00ebt komb\u00ebtare<\/strong><\/p>\n\n\n\n<p>N\u00ebse me par\u00eb ishte e ndaluar nga viti 2007, let\u00ebrnjoftimi &nbsp;\u00ebsht\u00eb n\u00eb tre gjuh\u00eb, duke p\u00ebrfshi edhe shqipen q\u00eb \u00ebsht\u00eb d\u00ebshmi e barazis\u00eb gjuh\u00ebsore edhe p\u00ebr shqiptar\u00ebt n\u00eb Mal t\u00eb Zi. Esht\u00eb \u00e7\u00ebshtje tjet\u00ebr se ka mund\u00ebsi t\u00eb manipulohet n\u00eb&nbsp; ket\u00eb drejtim nga zyrtar\u00ebt e gjendj\u00ebs civile, duke mos i informuar qytetar\u00ebt p\u00ebr ket\u00eb drejt\u00eb ekzistuese, apo duke i dh\u00ebn\u00eb p\u00ebrpar\u00ebsi gjuh\u00ebs zyrtare(malazeze). Kur k\u00ebshtu veprohet, p.sh. n\u00eb komun\u00ebn e Ulqinit ku shqiptar\u00ebt jan\u00eb shumic\u00eb absolute, n\u00eb mjediset tjera ku jan\u00eb pakic\u00eb as qe&nbsp; ia vlen t\u00eb diskutohet p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje.<\/p>\n\n\n\n<p>N\u00ebse p\u00ebr individ\u00ebt pa p\u00ebrgatitje shkollore nj\u00eb qendrim i till\u00eb nuk duhet t\u00eb jet\u00eb befasues, &nbsp;p\u00ebr ata&nbsp; m\u00eb p\u00ebrgatitje t\u00eb mesme apo t\u00eb lart\u00eb shkollore nuk arsyetohet m\u00eb asgj\u00eb, p\u00ebrve\u00e7 me &nbsp;servilizmin dhe komplekset e tyre personale, qe \u00ebsht\u00eb p\u00ebr \u00e7do gjykim. Madje nj\u00eb num\u00ebr i konsideruar i tyre, jo qe nuk skuqen por duan edhe t\u00eb shesin moral.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb aspekt p\u00ebrgj\u00ebgj\u00ebsia kryesore&nbsp; bie&nbsp; mbi subjekt\u00ebt politike t\u00eb shqiptar\u00ebve, si p\u00ebrfaq\u00ebsuese autentike t\u00eb tyre, sepse deri me tash nuk kemi pasur rast t\u00eb d\u00ebgjojm\u00eb ndonj\u00eb diskutim n\u00eb lidhje me k\u00ebt\u00eb \u00e7\u00ebshtje identitare gjat\u00eb fushatave zgjedhore, duke marr\u00eb parasysh se elektorati i tyre votues \u00ebsht\u00eb shqiptar. Nj\u00eb qendrim i till\u00eb idiferent&nbsp; th\u00ebn\u00eb m\u00eb s\u00eb buti d\u00ebshmon&nbsp; joseriozitetin e tyre ndaj identitetit gjuh\u00ebsor e&nbsp; komb\u00ebtar n\u00eb p\u00ebrgjith\u00ebsi, q\u00eb \u00ebsht\u00eb pjes\u00eb e programeve politike partiake.<\/p>\n\n\n\n<p><strong>Barazia gjuh\u00ebsore d\u00ebshmi e barazis\u00eb komb\u00ebtare<\/strong><\/p>\n\n\n\n<p>Kujtojm\u00eb me k\u00ebt\u00eb rast se e kaluara p\u00ebr shqiptar\u00ebt n\u00eb Mal t\u00eb Zi ka qen\u00eb diskriminuese, sepse deri n\u00eb vitin 1968 \u00e7do gj\u00eb ishte n\u00eb gjuh\u00ebn serbe e ate me alfabet cirilik.&nbsp; Ishte koha kur edhe <em>&nbsp;<\/em>k\u00ebrkesat p\u00ebr barazi&nbsp; gjuh\u00ebsore, n\u00eb dokumenta personale apo d\u00ebftesat shkollore&nbsp; cil\u00ebsoheshin si k\u00ebrkesa nacionaliste, nga del se pushteti kishte qasje hegjemoniste duke mos i p\u00ebrfillur k\u00ebrkesat legjitime p\u00ebr barazi komb\u00ebtare&nbsp; t\u00eb shqiptar\u00ebve n\u00eb k\u00ebt\u00eb mjedis.<\/p>\n\n\n\n<p>Por, pas vitit 1968, n\u00eb saj\u00eb t\u00eb rrethanave t\u00eb reja shoq\u00ebrore, si rezultat i demonstratave n\u00eb ish Jugosllavi e n\u00eb ve\u00e7anti ata n\u00eb Kosov\u00eb &nbsp;pat\u00ebn jehon\u00eb pozitive edhe k\u00ebtu sepse filluan t\u00eb lejohen n\u00eb p\u00ebrdorim librezat shkollore dy gjuh\u00ebsore t\u00eb shtypura n\u00eb Kosov\u00eb, duke&nbsp; u p\u00ebrdorur&nbsp; p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb gjuh\u00ebn shqipe, sepse&nbsp; deri n\u00eb ket\u00eb koh\u00eb gjuha shqipe dhe shkrimi i saj&nbsp; ndalohej&nbsp; s\u00eb p\u00ebrdoruri, q\u00eb d\u00ebshmohet p\u00ebrmes dokument\u00ebve personale e ato shkollore.<\/p>\n\n\n\n<p>Nd\u00ebrsa pas ngjarjeve n\u00eb Kosov\u00eb t\u00eb vitit 1981, n\u00eb Mal t\u00eb Zi u institucionalizu fushata antishqiptare shtet\u00ebrore, ku k\u00ebrkesat e ligjshme p\u00ebr barazi gjuh\u00ebsore si p.sh. let\u00ebrnjoftimi apo \u00e7\u00ebrtifikatat e ndryshme &nbsp;edhe n\u00eb gjuh\u00ebn shqipe cil\u00ebsoheshin armiq\u00ebsore. Ndon\u00ebse n\u00eb rrethana t\u00eb tjera shoq\u00ebrore n\u00eb pluraliz\u00ebm, me vones\u00eb &nbsp;t\u00eb konsiderueshme n\u00eb vitin 2007 u legalizu&nbsp; let\u00ebrnjoftimi edhe n\u00eb gjuh\u00ebn shqipe, q\u00eb paraqet d\u00ebshmi t\u00eb barazis\u00eb &nbsp;komb\u00ebtare t\u00eb shqiptar\u00ebve n\u00eb Mal t\u00eb Zi.<\/p>\n\n\n\n<p>Ndon\u00ebse e mohuar dekada m\u00eb radh\u00eb&nbsp; nj\u00eb e drejt\u00eb e lejuar nuk b\u00ebn t\u00eb refuzohet nga popullsia shqiptare sepse nuk kemi t\u00eb b\u00ebjm\u00eb me \u00e7\u00ebshtje personale, por me identitetin komb\u00ebtar, ku gjuha shqipe e shkruar \u00ebsht\u00eb d\u00ebshmia autentike e nj\u00eb konstatimi t\u00eb till\u00eb.
