Dhe nuk ka si t\u00eb ishte ndryshe, sepse sistemi monist ndalonte organizimin e lir\u00eb t\u00eb qytetar\u00ebve, sepse \u00e7do gj\u00eb e kishte n\u00ebn kontroll partia-shtet &nbsp;p\u00ebrmes organizatave te tyre, p\u00ebrmes parull\u00ebs ideologjike &nbsp;t\u00eb \u201cv\u00ebllaz\u00ebrim-bashkimit\u201d, q\u00eb ishte fasad\u00eb e vendeve t\u00eb ish kampit socialist.<\/p>\n\n\n\n<p>Nga nj\u00eb politik\u00eb t\u00eb till\u00eb p\u00ebrfide t\u00eb &nbsp;ideologjis\u00eb s\u00eb koh\u00ebs &nbsp;m\u00eb s\u00eb shumti ishin t\u00eb d\u00ebmtuar &nbsp;komb\u00ebsit\u00eb, &nbsp;q\u00eb ishte sinonim p\u00ebr pakicat komb\u00ebtare, p\u00ebrkat\u00ebsisht popujt e ndar\u00eb. N\u00eb ket\u00eb aspekt ne pozit\u00eb m\u00eb t\u00eb pavolitshme ishin ata q\u00eb ishin num\u00ebrikisht m\u00eb t\u00eb pak\u00ebt, ku shqiptar\u00ebt n\u00eb Mal t\u00eb Zi, ishin rast tipik i k\u00ebsaj kategorie. Kemi t\u00eb b\u00ebjm\u00eb me koh\u00ebn e sfidave&nbsp; dhe mbijetes\u00ebs p\u00ebr&nbsp; ruajtj\u00ebn e&nbsp; identitetit komb\u00ebtar n\u00eb k\u00ebt\u00eb mjedis.<\/p>\n\n\n\n<p><strong>Propaganda&nbsp; kund\u00ebr partive nacionale<\/strong><\/p>\n\n\n\n<p>Nga ana e pushtetit &nbsp;themelimi i partive nacionale nuk \u00ebsht\u00eb pritur mir\u00eb, sepse p\u00ebrmes tyre &nbsp;&nbsp;demaskohej politika moniste n\u00eb lidhje me&nbsp; \u00e7\u00ebshtjet e&nbsp; pabarazis\u00eb nacionale p\u00ebr&nbsp; pjes\u00ebtar\u00ebt e popujve pakic\u00eb, n\u00eb Mal t\u00eb Zi. Ishte &nbsp;koha e mohimit t\u00eb &nbsp;liris\u00eb se fjal\u00ebs dhe shprehjes s\u00eb mendimit, p\u00ebr rreth pes\u00eb dekada t\u00eb koh\u00ebs s\u00eb monizmit, me pasoja p\u00ebr pjes\u00ebtar\u00ebt e popujve pakic\u00eb. Duke qen\u00eb t\u00eb vet\u00ebdijsh\u00ebm se pluralizmi politik ishte realitet se ka kaluar koha kur &nbsp;t\u00eb gjith\u00eb i kishte&nbsp; n\u00ebn obrrelen e vet, pushteti u angazhu me&nbsp; propagand\u00eb p\u00ebrfide kund\u00ebr &nbsp;partive nacionale, sidomos p\u00ebr shqiptar\u00ebt dhe boshnjak\u00ebt.<\/p>\n\n\n\n<p>Nj\u00eb propagand\u00eb e till\u00eb ishte n\u00eb sinkron me koh\u00ebn kur shteti i p\u00ebrbashk\u00ebt ish-Jugosllavia ishte n\u00eb prag t\u00eb shkat\u00ebrrimit&nbsp; si rezultat i politik\u00ebs hegjemoniste serbe, q\u00eb si aleat besnik &nbsp;n\u00eb at\u00eb koh\u00eb e kishte edhe Malin e Zi.<\/p>\n\n\n\n<p>T\u00eb pa p\u00ebrgatitur emocionalisht se koha e monizmit ka p\u00ebrfunduar pushteti nuk kishte guxim t\u00eb pranoj\u00eb pabarazin\u00eb praktike t\u00eb popujve pakic\u00eb andaj ka munguar shpjegimi nga ana e tyre &nbsp;se cilat ishin arsyet e formimit t\u00eb subjekteve t\u00eb tilla politike q\u00eb ishin n\u00eb favor t\u00eb p\u00ebrfaq\u00ebsimit politik t\u00eb popujve p\u00ebrkat\u00ebs n\u00eb k\u00ebt\u00eb mozaik multinacional.<\/p>\n\n\n\n<p>Pik\u00ebrisht n\u00eb rrethana t\u00eb reja(1991), n\u00eb vend q\u00eb DPS-i t\u00eb kishte qendrim kritik p\u00ebr koh\u00ebn e kaluar e madje t\u00eb k\u00ebrkonin falje ndaj popujve pakic\u00eb si\u00e7 quhen k\u00ebtu pakicat komb\u00ebtare, &nbsp;&nbsp;ata&nbsp; vazhduan kursin e vjet\u00ebr si n\u00eb moniz\u00ebm pa p\u00ebrfillur k\u00ebrkesat e pakicave. Qendrimi i till\u00eb i ngurt\u00eb dhe propaganda ndaj subjekteve nacionale t\u00eb posaformuara,&nbsp; duke proklamuar konceptin e shtetit qytetar &nbsp;n\u00ebn vellon e hegjemonizmit d\u00ebshmoi&nbsp; strategjin\u00eb e pushtetit ndaj subjekteve t\u00eb tyre!<\/p>\n\n\n\n<p><strong>Koha e mbijetes\u00ebs dhe fushata antishqiptare<\/strong><\/p>\n\n\n\n<p>N\u00ebse n\u00eb moniz\u00ebm, koncepti i p\u00ebrfaq\u00ebsimit autentik ishte sintagm\u00eb e panjohur, sepse \u00e7do gj\u00eb filtrohej nga partia-shtet, me qellim t\u00eb p\u00ebrfaq\u00ebsimit formal&nbsp; me pjes\u00ebtar\u00eb t\u00eb pakic\u00ebs komb\u00ebtare, me individ me identitet t\u00eb zbeht\u00eb komb\u00ebtar. Dhe nga t\u00eb till\u00ebt ku n\u00eb rend t\u00eb par\u00eb ishte p\u00ebrshtatshm\u00ebria politike ka qen\u00eb iluzion t\u00eb &nbsp;angazhoheshin n\u00eb avancimin e pozit\u00ebs dhe statusit t\u00eb shqiptar\u00ebve. Edhe pse ka pasur p\u00ebrjashtime, ata ishin t\u00eb rrall\u00eb, sikurse ishte periudha kohore nga viti 1968 e m\u00eb pas, kur edhe u realizuan disa t\u00eb drejta t\u00eb mohuara t\u00eb shqiptar\u00ebve n\u00eb Mal t\u00eb Zi. Nd\u00ebrsa periudha m\u00eb e err\u00ebt \u00ebsht\u00eb koha pas vitit 1981, kur u zyrtarizu politika antishqiptare nga pushteti i koh\u00ebs, p\u00ebr t\u00eb luftuar gjoja dukurit\u00eb e \u201cnacionalizmit\u201d e \u201cirredentizmit\u201d shqiptar\u00eb n\u00eb Mal t\u00eb Zi, q\u00eb pati efekte negative n\u00eb k\u00ebt\u00eb mjedis, sidomos n\u00eb fush\u00ebn e arsimit. Dhe nga nj\u00eb veprim i till\u00eb i pushtetit shqiptar\u00ebve iu mohuan edhe ato pak t\u00eb drejta t\u00eb realizuara n\u00eb praktik\u00eb, q\u00eb zgjati deri m\u00eb miratimin e pluralzmit politik(1990). Ishte kjo koha e mbijetes\u00ebs s\u00eb shqiptar\u00ebve n\u00eb hap\u00ebsir\u00ebn e tyre etnogjeografike me pasoja shum\u00ebdimensionale, q\u00eb jan\u00eb t\u00eb pranishme deri n\u00eb dit\u00ebt tona.<\/p>\n\n\n\n<p><strong>Nga opozit\u00eb n\u00eb&nbsp; koalicionin qeveritar<\/strong><\/p>\n\n\n\n<p>Me miratimin e pluralizmit, p\u00ebrfaq\u00ebsimi i shqiptar\u00ebve filloj t\u00eb realizohej p\u00ebrmes p\u00ebrfaq\u00ebsuesve t\u00eb tyre nga ana e subjekt\u00ebve politike nacionale. Esht\u00eb tjet\u00ebr gj\u00eb se sa \u00ebsht\u00eb arritur n\u00eb k\u00ebt\u00eb drejtim, por angazhimet nuk kan\u00eb munguar p\u00ebrmes deputet\u00ebve n\u00eb Kuvendin e Malit t\u00eb Zi. Duhet cekur se nga viti 1991-1997, \u00e7do tentim i p\u00ebrfaq\u00ebsuesve shqiptar\u00eb n\u00eb Kuvendin e Malit t\u00eb Zi injorohej, sepse kishim vazhdim\u00ebsi t\u00eb mentalitetit politik si n\u00eb moniz\u00ebm, nd\u00ebrsa ndryshimi filloj nga viti 1997. Ishte kjo koh\u00eb e kthes\u00ebs politike, me ndarjen n\u00eb dy pjes\u00eb s\u00eb partis\u00eb shtet(DPS), ku shqiptar\u00ebt p\u00ebr t\u00eb par\u00ebn her\u00eb u b\u00ebn\u00eb pjes\u00eb e Qeveris\u00eb(1998), me vendin e ministrit n\u00eb Ministrin\u00eb e popujve pakic\u00eb. Duke qen\u00eb pjes\u00eb e koalicionit qeveritar, disa \u00e7\u00ebshtje filluan t\u00eb ndryshojn\u00eb n\u00eb aspektin pozitiv, por \u00ebsht\u00eb dashur t\u00eb arrihet m\u00eb shum\u00eb sepse shqiptar\u00ebt kan\u00eb dh\u00ebn\u00eb kontribut n\u00eb demokratizimin e Malit t\u00eb Zi, nd\u00ebrsa &nbsp;votat e tyre ishin vendimtare n\u00eb pavar\u00ebsin\u00eb e k\u00ebtij vendi(21 maj 2006).<\/p>\n\n\n\n<p>P\u00ebrfaq\u00ebsuesi i partis\u00eb nacionale, n\u00eb nivele t\u00eb ndryshme qeveritare duhet t\u00eb angazhohet p\u00ebr &nbsp;p\u00ebrfaq\u00ebsim t\u00eb denj\u00eb autentik&nbsp; n\u00eb resor\u00ebt p\u00ebrkat\u00ebs p\u00ebr t\u00eb d\u00ebshmuar jo vet\u00ebm p\u00ebrfaq\u00ebsim nacional por edhe d\u00ebshmi profesionale. Andaj subjekt\u00ebt politike duhet t\u00eb jen\u00eb t\u00eb kujdessh\u00ebm kur p\u00ebrzgjedhin individ\u00ebt t\u00eb cil\u00ebt duhet t\u00eb jen\u00eb profesionist t\u00eb d\u00ebshmuar dhe t\u00eb guximsh\u00ebm p\u00ebr tu ballafaquar me \u00e7\u00ebshtjet e ndryshme, e jo oportunist apo vazal t\u00eb pushtetit, sepse t\u00eb till\u00ebt jan\u00eb t\u00eb d\u00ebmsh\u00ebm p\u00ebr&nbsp; subjektin q\u00eb e p\u00ebrfaq\u00ebsojn\u00eb.<\/p>\n\n\n\n<p><strong>P\u00ebrfaq\u00ebsimi autentik obligim e p\u00ebrgjegj\u00ebsi<\/strong><\/p>\n\n\n\n<p>N\u00eb spektrin politik dallimi ne mes partive politike nacionale e atyre qytetare \u00ebsht\u00eb&nbsp; se ata nacionale jan\u00eb n\u00eb mbrojtje t\u00eb drejtave t\u00eb popullat\u00ebs p\u00ebrkat\u00ebse&nbsp; nd\u00ebrsa ata qytetare jan\u00eb identike si nga koha e monizmit, me p\u00ebrfaq\u00ebsim t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb qytetar\u00ebve. N\u00ebse ne moniz\u00ebm ishte rrezik t\u00eb trajtohej pozita dhe statusi i pakicave komb\u00ebtare n\u00eb pluraliz\u00ebm nj\u00eb mund\u00ebsi e till\u00eb \u00ebsht\u00eb praktike. Pik\u00ebrisht n\u00eb lidhje me k\u00ebt\u00eb \u00e7\u00ebshtje u themeluan partit\u00eb nacionale, q\u00eb t\u00eb jen\u00eb z\u00ebdh\u00ebn\u00ebse e popujve t\u00eb tyre, p\u00ebr avancim t\u00eb pozit\u00ebs dhe statusit t\u00eb tyre. Dhe nga nj\u00eb moment i till\u00eb na paraqitet edhe sintagma <em>p\u00ebrfaq\u00ebsimi autentik,<\/em> q\u00eb n\u00ebnkupton p\u00ebrfaq\u00ebsuesit e partive nacionale, duke eliminuar nj\u00eb mund\u00ebsi t\u00eb till\u00eb atyre shqiptar\u00ebve q\u00eb jan\u00eb n\u00eb partit\u00eb qytetare-malazeze. Dhe nuk ka si t\u00eb jet\u00eb ndryshe sepse shqiptar\u00ebt n\u00eb partit\u00eb malazeze&nbsp; nuk kan\u00eb &nbsp;trajtuar k\u00ebrkesat e shqiptar\u00ebve p\u00ebr barazi nacionale e qytetare. M\u00eb nj\u00eb fjal\u00eb ata jan\u00eb aty p\u00ebr interesa t\u00eb ngushta personale dhe si t\u00eb till\u00eb jan\u00eb t\u00eb paz\u00ebsh\u00ebm p\u00ebr \u00e7\u00ebshtjet preokupuese t\u00eb popullsis\u00eb shqiptare, sepse t\u00eb tillat sipas tyre jan\u00eb n\u00eb ingerenc\u00eb t\u00eb partive nacionale. Pik\u00ebrisht nj\u00eb qasje e till\u00eb d\u00ebshmon dallimin ne mes shqiptar\u00ebve n\u00eb partit\u00eb qytetare-malazeze dhe ata nacionale!<\/p>\n\n\n\n<p><strong>Injorohet parimi i&nbsp; partneritetit<\/strong><\/p>\n\n\n\n<p>N\u00eb saj\u00eb t\u00eb analiz\u00ebs &nbsp;tridhjet\u00ebvje\u00e7are te pluralizmit politik, kur b\u00ebh\u00ebt fjal\u00eb p\u00ebr p\u00ebrfaq\u00ebsimin politik t\u00eb popujve pakic\u00eb &nbsp;del qart\u00eb s\u00eb pushtetit i intereson p\u00ebrfaq\u00ebsimi sa m\u00eb formal i partive nacionale n\u00eb parlament, pa ndikim n\u00eb vendimmarrje dhe pa efekte pozitive p\u00ebr popullsin\u00eb e p\u00ebrfaq\u00ebsuar, duke injoruar&nbsp; raportin e&nbsp; partneritetit si parim i demokracis\u00eb parlamentare.<\/p>\n\n\n\n<p>Madje n\u00eb k\u00ebt\u00eb linj\u00eb nga ana e pushtetit(DPS) jan\u00eb b\u00ebr\u00eb ndryshime n\u00eb ligjin zgjedhor(2011) ku pakicave(boshnjake e shqiptare) iu \u00ebsht\u00eb rezervuar 0.7% e votave t\u00eb vlefshme p\u00ebr pjes\u00ebmarrje n\u00eb ndarjen e mandat\u00ebve q\u00eb m\u00eb s\u00eb shumti mund t\u00eb jen\u00eb 3 mandate deputeti, nd\u00ebrsa p\u00ebr kroat\u00ebt kjo p\u00ebrqindje \u00ebsht\u00eb 0.35%. Nga nj\u00eb formulim i till\u00eb shqiptar\u00ebt humb\u00ebn t\u00eb drejtat e arritura, q\u00eb u d\u00ebshmu nga zgjedhjet vijuese(2012) e m\u00eb pas.
