Madje p\u00ebrvoja e deritashme d\u00ebshmon se\u00a0 n\u00eb sken\u00ebn politike pluraliste \u00ebsht\u00eb i pranish\u00ebm egozmi, autokracia e atavizmi duke i trajtuar subjekt\u00ebt politike si pron\u00eb private apo e nj\u00eb grupi t\u00eb caktuar individ\u00ebsh, \u00a0veprim q\u00eb krion paknaq\u00ebsi sepse jan\u00eb menanjuar individ\u00ebt me vlera profesionale, meritokraci e autoritet shoq\u00ebror, q\u00eb ka ndikuar n\u00eb dekompozimin e sken\u00ebs politike\u00a0 dhe te kohezionit t\u00eb elektorati votues shqiptar\u00a0 q\u00eb nuk \u00ebsht\u00eb n\u00eb favor t\u00eb realizimit t\u00eb drejtave\u00a0 qytetare e komb\u00ebtare sipas standard\u00ebve nd\u00ebrkomb\u00ebtare<\/em><\/strong><\/p>\n\n\n\n<p><strong>Nail&nbsp; Draga<\/strong><\/p>\n\n\n\n<p>P\u00ebr&nbsp; demokracin\u00eb vazhdimisht \u00ebsht\u00eb shkruar duke e vler\u00ebsuar ate si nivelin m\u00eb t\u00eb lart\u00eb t\u00eb drejtave qytetare e lirive t\u00eb njeriut, q\u00eb ka t\u00eb b\u00ebj\u00eb me &nbsp;shtetet demokratike, nd\u00ebrsa e kund\u00ebrta ka t\u00eb b\u00ebj\u00eb me shtetet n\u00eb ish kampin socialist, q\u00eb p\u00ebr qytetar\u00ebt ishte koncept i imagjinuar, sepse aty n\u00eb vep\u00ebr ishte diktatura e proletariatit e cila pati pasoja t\u00eb m\u00ebdha p\u00ebr qytetar\u00ebt e vendeve p\u00ebrkat\u00ebse. Por, m\u00eb falimentimin e socializmit si r\u00ebnd shoq\u00ebror dhe komunizmit si idelogji, edhe n\u00eb k\u00ebto vende me aplikimin e pluralizmit politik, demokracia e munguar u b\u00eb realitet, me formimin e subjekt\u00ebve t\u00eb ndryshme politike, duke demontuar dhe demaskuar sistemin monist.<\/p>\n\n\n\n<p><strong>Demokracia e pakonsoliduar<\/strong><\/p>\n\n\n\n<p>Por, n\u00eb saj\u00eb t\u00eb munges\u00ebs s\u00eb p\u00ebrvoj\u00ebs politike, si dhe t\u00eb ambicieve lideriste, egoizmit dhe interesave personale e klan\u00ebve t\u00eb ndryshme, demokracia filloi t\u00eb humbi vlerat e saja,duke qen\u00eb nj\u00eb fars\u00eb demagogjike, sepse n\u00eb praktik\u00eb filloi t\u00eb jet\u00eb e pranishme demokratura q\u00eb n\u00ebnkupton diktatur\u00ebn n\u00eb demokraci. Ky koncept dhe kjo qasje n\u00eb rrethana t\u00eb reja shoq\u00ebrore, paraqet penges\u00ebn kryesore p\u00ebr demokracin\u00eb funksionale, sepse vazhdojm\u00eb t\u00eb jetojm\u00eb n\u00eb periudh\u00ebn e tranzicionit, p\u00ebrkat\u00ebsisht t\u00eb demokracis\u00eb s\u00eb pakonsoliduar, e cila \u00ebsht\u00eb e pranishme jo vet\u00ebm n\u00eb hap\u00ebsir\u00ebn etnogjeografike shqiptare, por n\u00eb t\u00ebr\u00eb vendet e ish kampit socialist n\u00eb Evrop\u00ebn Juglindore, me pasoja p\u00ebr qytetar\u00ebt e vend\u00ebve p\u00ebrkat\u00ebse.<\/p>\n\n\n\n<p><strong>Nga monizmi n\u00eb pluraliz\u00ebm<\/strong><\/p>\n\n\n\n<p>P\u00ebr rreth pes\u00eb dekada n\u00eb moniz\u00ebm cek\u00ebj me t\u00eb madhe se pushteti buron nga populli dhe i takon atij t\u00eb qeveris\u00eb. Madje kan\u00eb ekzituar edhe parulla t\u00eb ndryshme q\u00eb m\u00eb ndryshime t\u00eb vogla ishin identike n\u00eb t\u00eb gjitha vendet e ish kampit socialist. Por, t\u00eb gjith\u00eb jemi d\u00ebshmitar\u00eb, p\u00ebr munges\u00ebn e t\u00eb drejtave dhe lirive t\u00eb nj\u00ebriut, p\u00ebr t\u00eb shprehur mendimin e lir\u00eb, sepse pasojat ishin skandaloze, nga d\u00ebnimi e deri t\u00eb internimi si armik i popullit. Dhe nj\u00eb epitet i till\u00eb ka pasur pasoja p\u00ebr familjar\u00ebt dhe t\u00eb af\u00ebrmit e tyre dekada me radh\u00eb, sepse ideologjia komuniste si bazament kishte diktatur\u00ebn e proletariatit. Nd\u00ebrsa me rastin e d\u00ebshtimit t\u00eb komunizmit -monizmit si teori dhe ideologji praktike me sh\u00ebmbjen e Murit t\u00eb Berlinit me 8 n\u00ebntor 1989, p\u00ebr qytetar\u00ebt e vendeve t\u00eb ish kampit socialist filloj nj\u00eb frymarrje e re e cila kishte munguar rreth pes\u00eb dekada. Informacionet p\u00ebr vujatjet e qytetar\u00ebve n\u00eb ato vende n\u00eb em\u00ebr t\u00eb ideologjis\u00eb komuniste, jan\u00eb tragjike dhe t\u00eb paimagjinueshme p\u00ebr bot\u00ebn normale. Fakti se vet\u00ebm gjat\u00eb periudh\u00ebs s\u00eb diktaturave komuniste jan\u00eb eliminuar rreth&nbsp; 100&nbsp; milion qytetar\u00eb t\u00eb popujve e shtresave t\u00eb ndryshme sociale, \u00ebsht\u00eb d\u00ebshmi e mjaftueshme p\u00ebr t\u00eb kuptuar falsitetin e sistemit t\u00eb till\u00eb. Praktik\u00ebn e sh\u00ebmtuar t\u00eb \u201cgulag\u00ebve\u201d n\u00eb ish Bashkimin sovjetik, u trash\u00ebgua p\u00ebrmes kampeve t\u00eb internimit n\u00eb Shqip\u00ebri, duke qen\u00eb modeli me monstrum i diskriminimit t\u00eb qytetar\u00ebve n\u00eb em\u00ebr t\u00eb ideologjis\u00eb s\u00eb koh\u00ebs, dhe luft\u00ebrave t\u00eb klas\u00ebs, pasojat e t\u00eb cil\u00ebs jan\u00eb edhe n\u00eb dit\u00ebt tona.<\/p>\n\n\n\n<p>P\u00ebr ne shqiptar\u00ebt q\u00eb kemi jetuar jasht\u00eb shtetit am\u00eb-Shqip\u00ebris\u00eb, n\u00eb munges\u00eb t\u00eb informacionit nuk kemi pasur&nbsp; t\u00eb dh\u00ebna t\u00eb drejtp\u00ebrdrejta, andaj nuk e kemi kuptuar realitetin e koh\u00ebs s\u00eb diktatur\u00ebs n\u00eb Shqip\u00ebri(1944-1991). Ishte kjo koha e ndryshimit t\u00eb sistemit shoq\u00ebror, me bazamentin ideologjik q\u00eb n\u00eb praktik\u00eb&nbsp; &nbsp;ishte&nbsp; nd\u00ebr me t\u00eb egrat n\u00eb kampin socialist n\u00eb Evrop\u00ebn Juglindore. Dhe nuk ka pasur si t\u00eb ishte ndryshe, kur n\u00eb em\u00ebr t\u00eb konceptit ideologjik u eliminuar vlerat intelektuale, shoq\u00ebrore &nbsp;dhe ato komb\u00ebtare, n\u00eb em\u00ebr t\u00eb luft\u00ebs klasore q\u00eb ishte n\u00eb kund\u00ebrshtim me interesin komb\u00ebtar t\u00eb shqiptar\u00ebve pas Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore.<\/p>\n\n\n\n<p><strong>Demokratura dhe shqiptar\u00ebt<\/strong><\/p>\n\n\n\n<p>Demokratura, do t\u00eb thot\u00eb diktatura n\u00eb demokraci, q\u00eb manifestohet n\u00eb pluraliz\u00ebm, duke d\u00ebshmuar munges\u00ebn e demokracis\u00eb s\u00eb brendshme, me pasoja p\u00ebr sken\u00ebn politike. N\u00eb k\u00ebt\u00eb aspekt p\u00ebrjashtim nuk b\u00ebn as hap\u00ebsira etnogjeografike shqiptare sepse n\u00eb saj\u00eb t\u00eb munges\u00ebs s\u00eb p\u00ebrvoj\u00ebs politike pluralizmi u keqkuptua, duke menduar se do t\u00eb eliminoheshin m\u00ebnj\u00ebher defektet e monizmit. Ishte ky nj\u00eb iluzion, sepse n\u00eb kuad\u00ebr t\u00eb partive t\u00eb reja n\u00eb sken\u00ebn politike pluraliste u zgjodh\u00ebn individ\u00eb t\u00eb cil\u00ebt keqp\u00ebrdor\u00ebn pozitat e tyre udh\u00ebheq\u00ebse, duke shpalosur vlerat autokratike, me favore personale dhe klan\u00ebve t\u00eb ndryshme. Nj\u00eb qendrim i till\u00eb, me kalimin e koh\u00ebs ndikoi n\u00eb formimin e fraksioneve brenda partive, q\u00eb m\u00eb pas ndikoj n\u00eb ndarje definitive duke formuar subjektin tjet\u00ebr politik.<\/p>\n\n\n\n<p><strong>Egoizmi, virus i demokracis\u00eb<\/strong><\/p>\n\n\n\n<p>Nj\u00eb dukuri e till\u00eb&nbsp; legjitimoj formimin e subjekteve t\u00eb ve\u00e7anta politike, duke d\u00ebshmuar dekompozimin e sken\u00ebs politike, dukuri q\u00eb \u00ebsht\u00eb e pranishme kudo n\u00eb vendet e ish kampit socialist ku p\u00ebrjashtim nuk b\u00ebn as Mali i Zi.<\/p>\n\n\n\n<p>N\u00eb vend q\u00eb dallimet e ndryshme brenda partive t\u00eb eliminoheshin duke debatuar dhe gjetur konsenzus, lideret partiak nuk ishin t\u00eb shqet\u00ebsuar p\u00ebr p\u00ebr\u00e7arjet e brendshme partiake, p\u00ebrkundrazi ishin t\u00eb g\u00ebzuar se po iu largoheshin t\u00eb padegjueshmit, p\u00ebrkat\u00ebsisht konkurent\u00ebt brenda partis\u00eb. Madje, ka pasur raste kur konkurent\u00ebt i \u201ck\u00ebshillonin\u201d se n\u00ebse nuk iu pelqen formoni partin\u00eb tuaj, sepse pluralizmi ofron nj\u00eb mund\u00ebsi t\u00eb till\u00eb. Kemi t\u00eb b\u00ebjm\u00eb pik\u00ebrisht me individ\u00ebt t\u00eb cil\u00ebt vuajn\u00eb nga virusi i&nbsp; egoizmit, q\u00eb me sjelljet e tyre autokratike, jan\u00eb b\u00ebr\u00eb t\u00eb d\u00ebmsh\u00ebm p\u00ebr subjektin politik dhe elektoratin votues &nbsp;t\u00eb cilin e p\u00ebrfaq\u00ebsojn\u00eb.<\/p>\n\n\n\n<p><strong>Pluralizmi brenda shqiptar\u00ebve<\/strong><\/p>\n\n\n\n<p>N\u00ebse analizojm\u00eb k\u00ebt\u00eb dukuri t\u00eb shqiptar\u00ebt n\u00eb Mal t\u00eb Zi, paraqet \u00e7\u00ebshtje p\u00ebr hulumtim t\u00eb ve\u00e7ant\u00eb, sepse kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb popullat\u00eb num\u00ebrikisht t\u00eb pakt\u00eb dhe n\u00eb hap\u00ebsir\u00eb t\u00eb vog\u00ebl, por num\u00ebr relativisht t\u00eb lart\u00eb t\u00eb partive politike. Nga themelimi i partis\u00eb s\u00eb par\u00eb politike LDMZ(1990), me pas jan\u00eb themeluar parti tjera: UDSH(1993), PPD(2001), FORCA(2005), BDSH(2006), ASH(2006), PD(2011), LDSH(2016) etj., q\u00eb jan\u00eb shum\u00eb p\u00ebr nj\u00eb popullsi e elektorat t\u00eb vog\u00ebl.&nbsp;<\/p>\n\n\n\n<p>Shkaku kryesor&nbsp; i paraqitj\u00ebs s\u00eb &nbsp;ndarjeve apo frakcioneve brenda partiake, ka qen\u00eb n\u00eb munges\u00eb t\u00eb &nbsp;funksionimit &nbsp;t\u00eb demokracis\u00eb s\u00eb brendshme partiake, sepse udh\u00ebheq\u00ebsit e tyre kan\u00eb pasur qendrime egoiste, autokratike dhe ambicie &nbsp;t\u00eb s\u00ebmura lideriste. Veprimi i till\u00eb ishte nihilist sepse nuk jan\u00eb&nbsp; vler\u00ebsuar kuadrat e brendshme, nd\u00ebrsa nga ana tjet\u00ebr nuk jan\u00eb p\u00ebrpjekur p\u00ebr t\u00eb &nbsp;ofruar kuadra m\u00eb integritet personal e profesional, e sidomos intelektual, &nbsp;por ishte e kund\u00ebrta duke i injoruar e larguar ata t\u00eb cil\u00ebt i kan\u00eb vler\u00ebsuar si konkurent t\u00eb tyre n\u00eb t\u00eb ardhm\u00ebn.<\/p>\n\n\n\n<p><strong>LDMZ- model i veprimit autokratik<\/strong><\/p>\n\n\n\n<p>Rasti i LDMZ, paraqet rast p\u00ebr hulumtim sepse nga <em>L\u00ebvizje Komb\u00ebtare<\/em> q\u00eb cil\u00ebsohej n\u00eb vitin 1990, u degradu aq shum\u00eb duke u tkurrur vazhdimisht, duke mbetur pas tridhjet\u00eb viteve n\u00eb nivelin e nj\u00eb OJQ-eje. E dh\u00ebna se kryetari i saj ishte n\u00eb krye t\u00eb k\u00ebsaj partie p\u00ebr 29 vjet, mbetet rast i ve\u00e7ant\u00eb n\u00eb pluraliz\u00ebm, sepse kudo jan\u00eb mbajtur zgjedhje dhe ndryshuar udh\u00ebheq\u00ebsit, q\u00eb jan\u00eb n\u00eb favor t\u00eb subjekt\u00ebve por edhe t\u00eb pluralizmit politik, por k\u00ebtu nj\u00eb dukuri e till\u00eb ishte e panjohur, q\u00eb ishte shkak i zhg\u00ebnjimit t\u00eb elektoratit votues shqiptar. Kemi t\u00eb b\u00ebjm\u00eb me rastin tipik t\u00eb demokratur\u00ebs e cila \u00ebsht\u00eb e d\u00ebmshme dhe me pasoja p\u00ebr \u00e7do subjekt politik dhe qytetar\u00ebt n\u00eb mjedisin p\u00ebrkat\u00ebs, q\u00eb nuk \u00ebsht\u00eb n\u00eb favor t\u00eb parimeve demokratike.<\/p>\n\n\n\n<p><strong>Vler\u00ebsimi n\u00eb prezantim e p\u00ebrfaq\u00ebsim<\/strong><\/p>\n\n\n\n<p>Hapja e subjektit politik nuk duhet t\u00eb trajtohet si \u00e7\u00ebshtje formale por obligim ndaj antar\u00ebsis\u00eb dhe elektoratit votues. N\u00ebse n\u00eb fillim t\u00eb pluralizmit jan\u00eb b\u00ebr\u00eb gabime n\u00eb saj\u00eb t\u00eb pa p\u00ebrvoj\u00ebs politike, me pas p\u00ebrgjegj\u00ebsia bie mbi forumet partiake, duke respektuar profesionalizmin e d\u00ebshmuar, meritokracin\u00eb dhe autoritetin shoq\u00ebror.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb aspekt \u00e7\u00ebshtja e kandidimit t\u00eb individ\u00ebve&nbsp; n\u00eb listat zgjedhore p\u00ebr k\u00ebshilltar apo deputet duhet t\u00eb jet\u00eb e hapur duke iu mund\u00ebsuar t\u00eb kandidojn\u00eb edhe individ\u00eb t\u00eb tjer\u00eb, e jo t\u00eb jen\u00eb t\u00eb rezervuara vet\u00ebm p\u00ebr disa persona, sipas shijes s\u00eb kryetarit t\u00eb partis\u00eb. N\u00eb k\u00ebt\u00eb aspekt duhet t\u00eb respektohet rotacioni duke iu dh\u00ebn\u00eb rast&nbsp; edhe t\u00eb tjer\u00ebve. Vet\u00ebm n\u00eb ket\u00eb form\u00eb do t\u00eb respektohej parimi i vler\u00ebsimit partiak edhe p\u00ebr t\u00eb tjer\u00ebt n\u00eb procesin e p\u00ebrfaq\u00ebsimit dhe t\u00eb prezantimit, sipas parimeve&nbsp; t\u00eb demokracis\u00eb pluraliste.<\/p>\n\n\n\n<p><strong>Autokracia si demokratura<\/strong><strong><\/strong><\/p>\n\n\n\n<p>P\u00ebrfundimidht, p\u00ebr t\u00eb gjith\u00eb duhet t\u00eb jet\u00eb e qart\u00eb se p\u00ebr jet\u00ebgjat\u00ebsin\u00eb e&nbsp; subjekt\u00ebve politike duhet t\u00eb ekzistoj\u00eb demokracia e brendshme, si rezultat i shprehjes s\u00eb vullnetit n\u00eb zgjedhjen e organ\u00ebve partiake p\u00ebrmes procesit t\u00eb votimit, n\u00eb mes disa kandidat\u00ebve, e jo p\u00ebrmes aklimacionit, q\u00eb paraqet demokratur\u00ebn, p\u00ebrkat\u00ebsisht autokracin\u00eb. Po ashtu duhet t\u00eb percaktohet mandati i limituar(nj\u00eb plus nj\u00eb mandat), duke qen\u00eb &nbsp;parim demokratik.<\/p>\n\n\n\n<p>Duhet t\u00eb eliminohet koncepti autokratik, nj\u00eb her\u00eb kryetar gjithmon\u00eb kryetar, duke kriuar kultin e personalitetit, si personin e vet\u00ebm dhe t\u00eb paz\u00ebvend\u00ebsuesh\u00ebm.
