Nd\u00ebrsa n\u00eb koh\u00ebn moderne, sidomos &nbsp;n\u00eb pluraliz\u00ebm ofrohen mund\u00ebsi t\u00eb m\u00ebdha t\u00eb shpalosjes s\u00eb vlerave personale, ku individ\u00eb te ndrysh\u00ebm pa vlera p\u00ebrfitojn\u00eb n\u00eb saj\u00eb t\u00eb kriz\u00ebs s\u00eb p\u00ebrgjithshme&nbsp; e cila ka kapluar shoq\u00ebrin\u00eb, q\u00eb \u00ebsht\u00eb d\u00ebshmi e kriz\u00ebs morale, si dukuri me p\u00ebrmasa shqet\u00ebsuese.<\/p>\n\n\n\n<p>N\u00ebse analizojm\u00eb rrethanat shoq\u00ebrore&nbsp; n\u00eb periudh\u00ebn pos moniste, nuk ka dilem\u00eb se pluralizmi ka merit\u00eb t\u00eb jasht\u00ebzakonshme n\u00eb shpalosjen e&nbsp; individ\u00ebve ashtu si\u00e7 jan\u00eb realisht, e jo t\u00eb maskuar si n\u00eb koh\u00ebn e monizmit, sepse at\u00ebher\u00eb ekzistonte mimikria, nga friga e pasojave t\u00eb koh\u00ebs. Andaj, tani nuk kemi nevoj\u00eb t\u00eb pyesim shum\u00eb &nbsp;se kush \u00ebsht\u00eb kush, \u00e7far\u00eb referencash ka, sepse \u00e7do gj\u00eb \u00ebsht\u00eb transparente.<\/p>\n\n\n\n<p><strong>Koha e kriz\u00ebs morale&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<p>Pas ndryshimeve t\u00eb m\u00ebdha shoq\u00ebrore, me falemintimin e sistemit socialist, koha jon\u00eb ve\u00e7ohet me faz\u00ebn &nbsp;e tranzicionit e cila &nbsp;\u00ebsht\u00eb shum\u00ebdimensionale. N\u00ebse deri m\u00eb tash kemi p\u00ebrjetuar kriz\u00ebn ekonomike e ate &nbsp;politike, k\u00ebtyre iu&nbsp; shtohet edhe nj\u00eb tjet\u00ebr e ajo \u00ebsht\u00eb&nbsp; kriza e moralit. Kemi t\u00eb b\u00ebjm\u00eb me k\u00ebt\u00eb kategori shoq\u00ebrore e cila i tejkalon dy t\u00eb parat sepse, kan\u00eb r\u00ebn\u00eb vlerat nj\u00ebr\u00ebzore n\u00eb nivelin m\u00eb t\u00eb ul\u00ebt. Dhe&nbsp; nga nj\u00eb gjendje e till\u00eb shoq\u00ebrore, kemi devijime t\u00eb m\u00ebdha n\u00eb fusha t\u00eb ndryshme, si&nbsp;&nbsp; n\u00eb pun\u00ebsim, arsim, gjyq\u00ebsi e sidomos n\u00eb&nbsp; politik\u00eb. Madje kjoe fundit ka marr\u00eb p\u00ebrmasa t\u00eb \u00e7uditshme sepse n\u00eb politik\u00eb askushi mendon s\u00eb b\u00ebh\u00ebt dikushi.<\/p>\n\n\n\n<p><strong>Sistemi i vlerave dhe pluralizmi<\/strong><\/p>\n\n\n\n<p>N\u00eb shoq\u00ebrin\u00eb pluraliste, ekzistojn\u00eb nj\u00eb num\u00ebr i konsideruar i subjekt\u00ebve politike t\u00eb cilat nuk bazoh\u00ebn n\u00eb sistemin e vlerave, por t\u00eb interesit personal apo klan\u00ebve t\u00eb ndryshme, dhe si t\u00eb tilla nuk jan\u00eb &nbsp;t\u00eb qendrueshme&nbsp; dhe &nbsp;pa nj\u00eb t\u00eb ardhme t\u00eb garantuar.<\/p>\n\n\n\n<p>P\u00ebrvoja e deritashme d\u00ebshmon se brenda partive politike &nbsp;jan\u00eb krijuar grupe e fraksione, q\u00eb m\u00eb von\u00eb jan\u00eb formu &nbsp;si parti t\u00eb ve\u00e7anta. Shembuj t\u00eb till\u00eb ka kudo, n\u00eb koh\u00ebn e pluralizmit &nbsp;ku as shqiptar\u00ebt nuk jan\u00eb p\u00ebrjashtim n\u00eb sken\u00ebn politike ne mjediset e tyre ku veprojn\u00eb, sipas legjislacionit vendor.<\/p>\n\n\n\n<p>Veprimet e tilla jan\u00eb nxitur kryesisht nga qendrimet autoritariste t\u00eb udh\u00ebheq\u00ebsit partiak, me ambiciet lideriste nj\u00eb her\u00eb kryetar duke vazhduar p\u00ebr disa mandate, duke u b\u00ebr\u00eb monoton se nuk ofron m\u00eb ide dhe si i till\u00eb konsumohet. Po ashtu bie n\u00eb sy servilizmi sepse rreth vet\u00ebs ka ofruar individ\u00ebt m\u00eb t\u00eb p\u00ebrshtatsh\u00ebm dhe t\u00eb d\u00ebgjuesh\u00ebm, nd\u00ebrsa nga ana tjet\u00ebr duke injoruar e larguar persona me vler\u00eb si konkurent t\u00eb rreziksh\u00ebm. Nga nj\u00eb qendrim i till\u00eb \u00ebsht\u00eb paraqitur privatizimi i partis\u00eb, si pron\u00eb private, apo si shoq\u00ebri aksionare, p\u00ebr p\u00ebrfitime materiale etj., duke keqp\u00ebrdorur demokracin\u00eb pluraliste, q\u00eb \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me interesat e qytetar\u00ebve n\u00eb mjedisin p\u00ebrkat\u00ebs.<\/p>\n\n\n\n<p><strong>P\u00ebrfaq\u00ebsimi dhe prezantimi<\/strong><\/p>\n\n\n\n<p>Pjes\u00ebmarrja n\u00eb sken\u00ebn politike ka pesh\u00eb t\u00eb ve\u00e7ant\u00eb p\u00ebr \u00e7do subjekt politik n\u00eb mjedisn p\u00ebrkat\u00ebs. N\u00eb k\u00ebt\u00eb aspekt \u00e7do subjekt serioz tenton q\u00eb n\u00eb mesin e tyre t\u00eb p\u00ebrfshij\u00eb individ\u00eb me p\u00ebrgatitje profesionale, autoritet shoq\u00ebror dhe me ndikim t\u00eb elektorati votues. Por, jo rrall\u00eb her\u00eb n\u00eb k\u00ebt\u00eb aspekt ka pasur edhe d\u00ebshtime, sepse udh\u00ebheq\u00ebsi partiak, apo stafi i tij i ngusht\u00eb, nuk ka zgjedhur me t\u00eb mir\u00ebt por m\u00eb t\u00eb p\u00ebrshtashmit. N\u00ebse n\u00eb fillim t\u00eb pluralizmit, n\u00eb saj\u00eb t\u00eb pa p\u00ebrvoj\u00ebs di\u00e7ka e till\u00eb edhe ka mundur t\u00eb arsyetohet me kalimin e koh\u00ebs kjo dukuri ishte &nbsp;negative dhe&nbsp; me pasoja shoq\u00ebrore.<\/p>\n\n\n\n<p>Sepse fjala \u00ebsht\u00eb t\u00eb p\u00ebrfaq\u00ebsimi dhe prezantimi i subjektit p\u00ebrkat\u00ebs n\u00eb takime, forume apo organizime t\u00eb ndryshme. N\u00eb raste t\u00eb tilla, subjekti politik, nuk mund t\u00eb p\u00ebrfaq\u00ebsohet nga kushdo sepse duhen individ\u00eb t\u00eb p\u00ebrgatitur, me autoritet shoq\u00ebror dhe t\u00eb guximsh\u00ebm. Nuk ka dilem\u00eb se n\u00ebse mungon guximi p\u00ebr t\u00eb prezantuar \u00e7\u00ebshtjet ashtu si\u00e7 duhet, d\u00ebshtimi i takimit \u00ebsht\u00eb i garantuar. Nj\u00eb qendrim i till\u00eb vlen p\u00ebr ata individ\u00eb, q\u00eb jan\u00eb t\u00eb autorizuar n\u00eb partit\u00eb politike nacionale, nd\u00ebrsa p\u00ebr ata t\u00eb ashtuquajtura &nbsp;qytetare as q\u00eb b\u00ebh\u00ebt fjal\u00eb.<\/p>\n\n\n\n<p>Andaj, p\u00ebrfaq\u00ebsimi dhe prezantimi, mbetet \u00e7\u00ebshtje e p\u00ebrhershme e cila duhet t\u00eb jet\u00eb preokupuese p\u00ebr \u00e7do subjekt politik. Madje n\u00eb munges\u00eb t\u00eb individ\u00ebve partiak, ata t\u00eb cil\u00ebt mendojn\u00eb seriozisht p\u00ebr \u00e7\u00ebshtje me pesh\u00eb, takojn\u00eb dhe ofrojn\u00eb persona nga shoq\u00ebria civile, t\u00eb cil\u00ebt dallohen me profesionalizmin dhe qendrimin e tyre parimor. Dhe t\u00eb till\u00ebt, nuk qendrojn\u00eb aty n\u00eb m\u00ebnyr\u00eb formale, por prezantojn\u00eb \u00e7\u00ebshtjet dhe marrin obligime me afate p\u00ebr t\u00eb gj\u00ebndur zgjidhje, t\u00eb favorshme. Vet\u00ebm n\u00eb k\u00ebt\u00eb form\u00eb mund t\u00eb punohet n\u00eb avancimin e \u00e7\u00ebshtjeve t\u00eb cilat jan\u00eb trash\u00ebguar nga e kaluara, q\u00eb do t\u00eb jen\u00eb n\u00eb favor t\u00eb barazis\u00eb qytetare e nacionale, sepse n\u00eb k\u00ebt\u00eb koncept takimet e tilla do t\u00eb kishin kuptim dhe mbeshtetje nga qytetar\u00ebt, sepse nuk kemi t\u00eb b\u00ebjm\u00eb m\u00eb \u00e7\u00ebshtje personale, apo partiake, por p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt e mjedisit p\u00ebrkat\u00ebs. N\u00eb k\u00ebt\u00eb aspekt subjekt\u00ebt politike nacionale kan\u00eb obligim dhe p\u00ebrgjegj\u00ebsi t\u00eb angazhohen vazhdimisht, sepse \u00e7\u00ebshtjet e tilla jan\u00eb ekskluzive t\u00eb tyre, si p\u00ebrfaq\u00ebsuese autentike t\u00eb shqiptar\u00ebve, sepse pun\u00ebt tona nuk na i kryejn\u00eb t\u00eb tjer\u00ebt.<\/p>\n\n\n\n<p><strong>Interesi mbi parimet<\/strong><\/p>\n\n\n\n<p>Sistemi i vlerave eliminon interesin personal&nbsp; apo t\u00eb klan\u00ebve t\u00eb ndryshme. Sa \u00ebsht\u00eb vepruar n\u00eb k\u00ebt\u00eb drejtim, d\u00ebshmon sasia e partive politike t\u00eb shqiptar\u00ebt, p\u00ebrkat\u00ebsisht formimi i partive politike me qellim p\u00ebr t\u00eb d\u00ebshmuar se jan\u00eb dikushi n\u00eb politik\u00eb. Sepse &nbsp;moto kryesore nuk jan\u00eb parimet por p\u00ebrfitimete ndryshme duke mos anashkaluar ata &nbsp;materiale. Nd\u00ebrsa t\u00eb flasesh p\u00ebr ideal\u00ebt e dikurshme, tash \u00ebsht\u00eb iluzion q\u00eb i takon s\u00eb kaluar\u00ebs, dhe nuk mund t\u00eb kuptohet nga gjeneratat e tashme, t\u00eb cil\u00ebt jan\u00eb t\u00eb angazhuar n\u00eb politik\u00eb. Madje koalicionet e arritura n\u00eb nivele lokale e ate qendrore d\u00ebshmojn\u00eb nj\u00eb konstatim t\u00eb till\u00eb n\u00eb m\u00ebnyr\u00eb transparente.<\/p>\n\n\n\n<p>N\u00eb k\u00ebto vite t\u00eb pluralizmit jemi d\u00ebshmitar\u00eb se disa parti politike ishin me pesh\u00eb n\u00eb hap\u00ebsir\u00ebn shqiptare por me ndryshimet n\u00eb udh\u00ebheqje ata mbet\u00ebn vet\u00ebm me emrin e kaluar nd\u00ebrsa sot jan\u00eb minore, pa ndonj\u00eb pesh\u00eb n\u00eb sken\u00ebn politike. Kujtojm\u00eb k\u00ebtu &nbsp;me k\u00ebt\u00eb rast&nbsp; p.sh. PPD dhe PDSH n\u00eb Maqedoni t\u00eb Veriut, apo UDSH n\u00eb Mal t\u00eb Zi. Nd\u00ebrsa LDMZ&nbsp; nga partia e par\u00eb dhe m\u00eb e madhe e shqiptar\u00ebve n\u00eb Mal t\u00eb Zi, \u00ebsht\u00eb dekompozuar t\u00ebr\u00ebsisht pa ndonj\u00eb pesh\u00eb politike nd\u00ebrsa m\u00eb s\u00eb shumti&nbsp; &nbsp;n\u00eb Ulqin e p\u00ebsoj PPD, nga ngritja e m\u00ebnj\u00ebhershme(2001) pas dy pal\u00eb zgjedhjeve u shkri dhe &nbsp;&nbsp;mbeti vet\u00ebm si em\u00ebr n\u00eb ish&nbsp; sken\u00ebn politike lokale.<\/p>\n\n\n\n<p><strong>Qytetari jo vet\u00ebm si votues<\/strong><\/p>\n\n\n\n<p>Duke pasur parasysh s\u00eb n\u00eb r\u00ebnd t\u00eb par\u00eb&nbsp; \u00ebsht\u00eb interesi personal apo t\u00eb nj\u00eb grupi t\u00eb ngusht\u00eb, subjektet politike qytetarin e trajtojn\u00eb vet\u00ebm si votues, sepse benifitet i llogarisin &nbsp;p\u00ebr vete, andaj nuk \u00ebsht\u00eb p\u00ebr tu \u00e7uditur se disa individ\u00eb vazhdimisht kan\u00eb p\u00ebrpar\u00ebsi dhe mbeshtet\u00ebn nga kryetari i partis\u00eb.<\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb aspekt nuk ekziston ndonj\u00eb model p\u00ebr vler\u00ebsimin e vlerave t\u00eb personave t\u00eb angazhuar n\u00eb parti politike, sepse kemi t\u00eb b\u00ebjm\u00eb me qasje subjektive. N\u00eb vend q\u00eb si parim duhet t\u00eb jet\u00eb&nbsp; meritokracia, fatkeqsisht &nbsp;dominojn\u00eb shkaqet tjera si gjelozia, egoizmi por nuk p\u00ebrjashtohen&nbsp; edhe arsy t\u00eb &nbsp;tjera. Dhe nga nj\u00eb qasje e till\u00eb nuk \u00ebsht\u00eb p\u00ebr t\u00eb habitur lista p\u00ebr&nbsp; k\u00ebshilltar\u00eb&nbsp; apo deputet e cila aprovohet nga subjekti politik me bekimin e kryetarit &nbsp;p\u00ebr zgjedhje lokale apo qendrore, q\u00eb n\u00eb shum\u00eb raste ka pasur paknaq\u00ebsi q\u00eb \u00ebsht\u00eb reflektuar m\u00eb pas q\u00eb nuk ishte n\u00eb favor t\u00eb subjekt\u00ebve p\u00ebrkat\u00ebs.<\/p>\n\n\n\n<p><strong>Meritokracia e pa vler\u00ebsuar<\/strong><\/p>\n\n\n\n<p>Andaj, p\u00ebr ndryshime cil\u00ebsore n\u00eb k\u00ebt\u00eb drejtim, fillimisht duhet t\u00eb vler\u00ebsohet qytetari sepse ai nuk duhet t\u00eb injorohet duke u trajtuar &nbsp;vet\u00ebm si votues, por edhe si person q\u00eb ka mund\u00ebsi t\u00eb zgjedh apo zgjidhet nga t\u00eb tjer\u00ebt, n\u00eb elektoratin votues.<\/p>\n\n\n\n<p>Vet\u00ebm kur t\u00eb kuptohet dhe vler\u00ebsohet qytetari n\u00eb saj\u00eb t\u00eb komunikimit t\u00eb drejt\u00ebp\u00ebrdrejt n\u00eb vazhdim\u00ebsi e jo nj\u00eb her\u00eb n\u00eb kat\u00ebr vjet, n\u00eb prag t\u00eb zgjedhjeve, do t\u00eb kemi avancim t\u00eb demokracis\u00eb dhe vlerave pluraliste, q\u00eb fillon me demokratizimin e brendsh\u00ebm t\u00eb subjekt\u00ebve politike. N\u00eb k\u00ebt\u00eb p\u00ebrmas\u00eb patjet\u00ebr&nbsp; duh\u00ebt &nbsp;vler\u00ebsuar meritokracin\u00eb, autoritetin &nbsp;shoq\u00ebror dhe profesionalizmin e d\u00ebshmuar, n\u00eb mjedisin p\u00ebrkat\u00ebs. N\u00eb t\u00eb kund\u00ebrt\u00ebn do kemi zhvler\u00ebsim t\u00eb&nbsp; vlerave&nbsp; me pasoja t\u00eb m\u00ebdha shoq\u00ebrore, n\u00eb koh\u00ebn ton\u00eb dhe n\u00eb t\u00eb ardhm\u00ebn.<\/p>\n\n\n\n<p>P\u00ebrfundimisht \u00e7do shoq\u00ebri e cila udh\u00ebhiqet me individ\u00eb me integritet personal e profesional, bazohet n\u00eb kultivimin e vlerave, sepse vet\u00ebm nj\u00eb shoq\u00ebri e till\u00eb mund t\u00eb ket\u00eb qendrueshm\u00ebri dhe ofron p\u00ebrspektiv\u00eb p\u00ebr t\u00eb ardhm\u00ebn.
