T\u00eb gjith\u00eb jemi plot dob\u00ebsi dhe gabime; le t\u00eb falim reciprokisht marr\u00ebzit\u00eb tona &#8211; ai \u00ebsht\u00eb ligji i par\u00eb i natyr\u00ebs.&#8221; \u2013 Volter<\/em><\/p>\n\n\n\n<p>16 N\u00ebntori sh\u00ebnoi Dit\u00ebn Nd\u00ebrkomb\u00ebtare t\u00eb Toleranc\u00ebs, e shpallur si e till\u00eb nga Asamblea e P\u00ebrgjith\u00ebshme e Kombeve t\u00eb Bashkuara (OKB-ja) n\u00eb vitin 1993, me nism\u00ebn e UNESCO-s.&nbsp; OKB-ja ka p\u00ebr mision t\u00eb vetin angazhimin e saj p\u00ebr forcimin e toleranc\u00ebs duke nxitur mir\u00ebkuptimin e nd\u00ebrsjellt\u00eb midis kulturave dhe popujve. &nbsp;Ky zotim \u00ebsht\u00eb thelbi i Kart\u00ebs s\u00eb Kombeve t\u00eb Bashkuara, si dhe i Deklarat\u00ebs Universale t\u00eb t\u00eb Drejtave t\u00eb Njeriut.&nbsp; Ky angazhim \u00ebsht\u00eb m\u00eb i r\u00ebnd\u00ebsish\u00ebm se kurr\u00eb n\u00eb k\u00ebt\u00eb periudh\u00eb t\u00eb ekstremizmit t\u00eb dhun\u00ebsh\u00ebm n\u00eb rritje dhe konflikteve t\u00eb shtuara q\u00eb karakterizohen nga mos respekti i p\u00ebrgjithsh\u00ebm dhe themelor p\u00ebr jet\u00ebn e njeriut, thek\u00ebson OKB-ja, me rastin e Dit\u00ebs Nd\u00ebrkomb\u00ebtare t\u00eb Toleranc\u00ebs, dit\u00eb q\u00eb sh\u00ebnohet nd\u00ebrkomb\u00ebtarisht \u00e7do vit me 16 N\u00ebntor, nga t\u00eb gjitha vendet an\u00ebtare t\u00eb organizat\u00ebs bot\u00ebrore, \u00e7\u2019prej miratimit t\u00eb rezolut\u00ebs, p\u00ebr k\u00ebt\u00eb q\u00ebllim, n\u00eb vitin 1996, n\u00eb p\u00ebrputhje me Deklarat\u00ebn e Parimeve mbi Toleranc\u00ebn, sipas OKB-s\u00eb.<\/p>\n\n\n\n<p>Me nj\u00eb t\u00eb hedhur sy medias n\u00eb trojet shqiptare, nuk shoh t\u00eb jet p\u00ebrmendur n\u00eb mediat kryesore shqiptare kjo dit\u00eb nd\u00ebrkomb\u00ebatre kushtuar toleranc\u00ebs n\u00eb bot\u00eb.&nbsp; Megjithse flitet shum\u00eb p\u00ebr toleranc\u00ebn fetare midis shqiptar\u00ebve t\u00eb feve t\u00eb ndryshme \u2013 ve\u00e7an\u00ebrisht nga politikan\u00ebt shqiptar\u00eb, sidomos, para t\u00eb huajve &#8212; toleranca \u00ebsht\u00eb di\u00e7ka m\u00eb shum\u00eb se vet\u00ebm ajo fetare, sado e mir\u00eb dhe e nevojshme \u00ebsht\u00eb ajo dhe p\u00ebr t\u00eb cil\u00ebn t\u00eb gjith\u00eb shqiptar\u00ebt jemi krenar\u00eb.<\/p>\n\n\n\n<p>N\u00eb Deklarat\u00ebn e Parimeve mbi Toleranc\u00ebn, miratuar n\u00eb Paris me 1995 nga shtetet an\u00ebtare t\u00eb UNESCO-s, t\u00eb cil\u00ebn nuk e gjeta t\u00eb p\u00ebrkthyer n\u00eb shqip n\u00eb asnj\u00ebrin prej portaleve t\u00eb institucioneve shqiptare ku duhej t\u00eb ishte, toleranca n\u00eb kuptimin e Kombeve t\u00eb Bashkuara, sadddo e r\u00ebnd\u00ebsishme q\u00eb \u00ebsht\u00eb, nuk \u00ebsht\u00eb vet\u00ebm p\u00ebr marr\u00ebdh\u00ebniet nd\u00ebrfetare, por p\u00ebrfshin t\u00eb gjitha fushta dhe larmit\u00eb e veprimtaris\u00eb njer\u00ebzore, politike kulturore, gjuh\u00ebsore e t\u00eb tjera.<\/p>\n\n\n\n<p>N\u00eb Deklarat\u00ebn e lart\u00ebp\u00ebrmendur thuhet se tolerance do t\u00eb thot\u00eb se njer\u00ebzit kudoqoofshin duhet t\u00eb respektojn\u00eb nj\u00ebri-tjetrin, n\u00eb t\u00eb gjith\u00eb larmin\u00eb e tyre politike, besimit, kultur\u00ebs, gjuh\u00ebs dhe dallimeve tjera midis tyre.&nbsp; Nuk duhet pasur frik\u00eb nga dallimet dhe nuk duhet q\u00eb ato t\u00eb jen\u00eb objekt shtypjesh, brenda dhe midis shoq\u00ebrive, por dallimet t\u00eb vler\u00ebsohen si nj\u00eb pasuri e \u00e7muar, jo vet\u00ebm t\u00eb nj\u00eb vendi, por mbar\u00eb njer\u00ebzimit. Toleranca pra ka nj\u00eb kuptim shum\u00eb m\u00eb t\u00eb gj\u00ebr\u00eb \u2013 p\u00ebrve\u00e7 atij fetar, me t\u00eb cilin u p\u00eblqen shqiptar\u00ebve t\u00eb mburren para bot\u00ebs \u2013 p\u00ebrfshir toleranc\u00ebn politike, n\u00eb nivelin komb\u00ebtar t\u00eb shqiptar\u00ebve. &nbsp;N\u00eb vitin 1996, Asamblea e P\u00ebrgjith\u00ebshme e Kombeve t\u00eb Bashkuara u ka b\u00ebr\u00eb thirrje t\u00eb gjitha vendeve an\u00ebtare q\u00eb t\u00eb marrin p\u00ebrsip\u00ebr, n\u00eb nivel komb\u00ebtar, zbatimin e Deklarat\u00ebs s\u00eb Parimeve mbi Toleranc\u00ebn. Prandaj ia vlen q\u00eb t\u00eb kujtojm\u00eb me k\u00ebt\u00eb rast se p\u00ebr \u00e7far\u00eb tolerance b\u00ebhet fjal\u00eb n\u00eb Deklarat\u00ebn e OKB-s\u00eb mbi Parimet e Toleranc\u00ebs, n\u00eb nivel komb\u00ebtar dhe nd\u00ebrkomb\u00ebtar. Ja nj\u00eb p\u00ebrkthim jo formal i disa prej parimeve m\u00eb t\u00eb thek\u00ebsuara t\u00eb deklarat\u00ebs n\u00eb fjal\u00eb:<\/p>\n\n\n\n<p>\u201cToleranca do t\u00eb thot\u00eb respekt, pranim dhe vler\u00ebsim i larmis\u00eb s\u00eb pasur t\u00eb kulturave t\u00eb bot\u00ebs son\u00eb, formave tona t\u00eb shprehjes dhe m\u00ebnyrave t\u00eb jet\u00ebs s\u00eb njeriut. &nbsp;Ajo nxitet nga dija, sinqeriteti, komunikimi dhe liria e mendimit, nd\u00ebrgjegjes dhe besimit\u2026Ushtrimi i toleranc\u00ebs nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb detyr\u00eb morale, por \u00ebsht\u00eb edhe nj\u00eb k\u00ebrkes\u00eb e nevojshme politike dhe ligjore. Toleranca, \u00ebsht\u00eb virtyti q\u00eb b\u00ebn t\u00eb mundur paq\u00ebn dhe q\u00eb kontribon n\u00eb z\u00ebvend\u00ebsimin e kultur\u00ebs s\u00eb luft\u00ebs me kultur\u00ebn e paq\u00ebs.\u201d<\/p>\n\n\n\n<p>\u201cToleranca \u00ebsht\u00eb, mbi t\u00eb gjitha, nj\u00eb q\u00ebndrim aktiv i nxitur nga njohja e t\u00eb drejtave universale t\u00eb njeriut dhe lirive themelore t\u00eb tjer\u00ebve. &nbsp;N\u00eb asnj\u00eb rrethan\u00eb nuk mund t\u00eb p\u00ebrdoret p\u00ebr t\u00eb justifikuar cenimin e k\u00ebtyre vlerave themelore. Toleranca duhet t\u00eb ushtrohet nga individ\u00eb, grupe dhe shtete\u201d.<\/p>\n\n\n\n<p>&nbsp;\u201cToleranca \u00ebsht\u00eb p\u00ebrgjegj\u00ebsia q\u00eb mb\u00ebshtet t\u00eb drejtat e njeriut, pluralizmin (p\u00ebrfshir\u00eb pluralizmin kulturor), demokracin\u00eb dhe shtetin e s\u00eb drejt\u00ebs. &nbsp;Toleranca p\u00ebrfshin gjithashtu refuzimin e dogmatizmit dhe absolutizmit dhe afirmon nj\u00ebherazi standardet e p\u00ebrcaktuara p\u00ebr toleranc\u00ebn n\u00eb instrumentet nd\u00ebrkomb\u00ebtare t\u00eb drejtave t\u00eb njeriut\u201d.<\/p>\n\n\n\n<p>\u201cN\u00eb p\u00ebrputhje me respektimin e t\u00eb drejtave t\u00eb njeriut, ushtrim i toleranc\u00ebs nuk do t\u00eb thot\u00eb aspak q\u00eb t\u00eb tolerohen padrejt\u00ebsit\u00eb shoq\u00ebrore ose t\u00eb braktisen dhe t\u00eb shtypen bindjet e dikujt. Toleranc\u00eb do t\u00eb thot\u00eb se njeriu \u00ebsht\u00eb i lir\u00eb t&#8217;u p\u00ebrmbahet bindjeve t\u00eb veta dhe t\u00eb pranoj\u00eb q\u00eb t\u00eb tjer\u00ebt t&#8217;u p\u00ebrmbahen dhe t\u00eb ruajn\u00eb bindjet e tyre. Do t\u00eb thot\u00eb t\u00eb pranosh faktin se qeniet njer\u00ebzore, natyrsh\u00ebm, t\u00eb ndryshme n\u00eb pamje, nga rrethanat e jet\u00ebs, ndryshimet n\u00eb t\u00eb folur, n\u00eb sjellje dhe p\u00ebr nga vlerat e tyre individuale, kan\u00eb t\u00eb drejt\u00eb t\u00eb jetojn\u00eb n\u00eb paqe dhe t\u00eb jen\u00eb ashtu si\u00e7 jan\u00eb. &nbsp;Kjo gjithashtu do t\u00eb thot\u00eb q\u00eb pik\u00ebpamjet e dikujt nuk duhet t&#8217;u imponohen t\u00eb tjer\u00ebve\u201d.<\/p>\n\n\n\n<p>K\u00ebto pra, jan\u00eb pikat kryesore n\u00eb Deklarat\u00ebn e Parimeve mbi Toleranc\u00ebn t\u00eb OKB-s\u00eb, deklarat\u00eb q\u00eb e cil\u00ebson ushtrimin e toleranc\u00eb, jo vet\u00ebm si nj\u00eb detyr\u00eb morale, por edhe si nevoj\u00eb dhe k\u00ebrkes\u00eb politike dhe ligjore p\u00ebr individ\u00ebt, p\u00ebr grupet e ndryshme shoq\u00ebrore dhe politike, e sidomos p\u00ebr autoritetet shtet\u00ebrore dhe qeveritare. Ata duhet t\u00eb jen\u00eb t\u00eb par\u00ebt q\u00eb t\u00eb japin shembull p\u00ebr tolerance. Shtetet dhe qeverit\u00eb duhet t\u00eb miratojn\u00eb ligjet e nevojshme p\u00ebr t\u00eb garantuar drejt\u00ebsin\u00eb dhe trajtim t\u00eb barabart p\u00ebr t\u00eb gjitha grupet dhe individ\u00ebt, pa dallim. P\u00ebrve\u00e7 politik\u00ebs, nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb promovimin e toleranc\u00ebs luan edhe edukimi, i cili duhet t\u00eb ndikoj\u00eb tek t\u00eb rinjt\u00eb q\u00eb t\u00eb zhvillojn\u00eb kapacitetet p\u00ebr gjykim t\u00eb pavarur dhe p\u00ebr mendim e arsyetim kritik, sipas interpretimit t\u00eb Deklarat\u00ebs s\u00eb Parimeve mbi Toleranc\u00ebn.<\/p>\n\n\n\n<p>Mund t\u00eb thuhet se asnj\u00eb vend n\u00eb bot\u00eb, pa marr\u00eb parasysh\u00eb sistemet qeveris\u00ebse, nuk \u00ebsht\u00eb imun nga t\u00eb k\u00ebqiat q\u00eb vijn\u00eb nga mungesa e toleranc\u00ebs zyrtare dhe shoq\u00ebrore ndaj atyre personave ose grupeve q\u00eb i konsiderojm\u00eb si ndryshe nga ne, qoft\u00eb edhe p\u00ebr nga pik\u00ebpamjet politike. Vendet normale e kan\u00eb kuptuar tanim\u00eb se toleranca \u2013 sidomos toleranca politike &#8212; dhe pajtimi jan\u00eb gurthemeli i nj\u00eb shoq\u00ebrie t\u00eb drejt\u00eb dhe t\u00eb barabart p\u00ebr t\u00eb gjith\u00eb dhe pa dallim.&nbsp;<\/p>\n\n\n\n<p>N\u00eb fillim t\u00eb k\u00ebtij muaji, bota shqiptare sh\u00ebnoi 100-vjetorin e lindjes s\u00eb Anton \u00c7et\u00ebs, pajtimtarit t\u00eb Kombit. Duhet thek\u00ebsuar se, historikisht \u00ebsht\u00eb provuar se, toleranca dhe pajtimi nuk jan\u00eb t\u00eb leht\u00eb p\u00ebr asnj\u00eb shoq\u00ebri, madje as p\u00ebr shoq\u00ebrit\u00eb m\u00eb t\u00eb zhvilluara, e sidomos nuk jan\u00eb t\u00eb lehta p\u00ebr shqiptar\u00ebt me nj\u00eb t\u00eb kaluar t\u00eb tmershme p\u00ebr\u00e7ar\u00ebse komuniste. Por, megjith\u00eb v\u00ebshtirsit\u00eb me t\u00eb cilat p\u00ebrballet nj\u00eb shoq\u00ebri, toleranca ndaj nj\u00ebri tjetrit \u2013 sidomos n\u00eb radh\u00ebt e politik\u00ebs \u2013 por dhe pajtimi jan\u00eb t\u00eb domosdosh\u00ebm, sepse n\u00eb munges\u00eb t\u00eb toleranc\u00ebs dhe pajtimit komb\u00ebtar, sidomos kur konfliktet midis pal\u00ebve jan\u00eb tep\u00ebr t\u00eb acaruara n\u00eb nj\u00eb shoq\u00ebri me institucione politike pa tradita demokratike &#8212; si\u00e7 \u00ebsht\u00eb shoq\u00ebria shqiptare &#8212; si n\u00eb Shqip\u00ebri ashtu edhe n\u00eb Kosov\u00eb, gj\u00ebndja mund t\u00eb p\u00ebrkeq\u00ebsohet m\u00ebtej, duke \u00e7uar n\u00eb konflikte t\u00eb reja.<\/p>\n\n\n\n<p>Prandaj \u00ebsht\u00eb detyr\u00eb dhe p\u00ebrgjegj\u00ebsi madhore e udh\u00ebheq\u00ebsve m\u00eb t\u00eb lart\u00eb t\u00eb vendit q\u00eb me deklaratat e tyre t\u00eb pap\u00ebrgjegjshme \u2013 dhe grindjet e llojit q\u00eb kemi d\u00ebgjuar jav\u00ebt dhe muajt e fundit n\u00eb Tiran\u00eb dhe n\u00eb Prishtin\u00eb &#8212; t\u00eb mos i fryjn\u00eb er\u00ebs s\u00eb konfliktit, mos-toleranc\u00ebs dhe mos-pajtimit nd\u00ebr shqiptar\u00ebt, por t\u00eb punojn\u00eb drejt\u00eb vendosjes s\u00eb besimit dhe bashkpunimit midis pal\u00ebve n\u00eb konflikt dhe shoq\u00ebris\u00eb, n\u00eb p\u00ebrgjith\u00ebsi. &nbsp;Mos-toleranca nxit\u00eb mos-toleranc\u00ebn, paralajm\u00ebron OKB-ja, duke theksuar se p\u00ebr t\u00eb luftuar mos-toleranc\u00ebn n\u00eb shoq\u00ebri &#8212; si individ\u00ebt ashtu edhe qeverit\u00eb &#8212; duhet t\u00eb jen\u00eb t\u00eb vetdijsh\u00ebm p\u00ebr lidhjen q\u00eb ekziston midis sjelljeve t\u00eb tyre jo tolerante ndaj kund\u00ebrshtar\u00ebve politik\u00eb dhe atyre q\u00eb mendojn\u00eb ndryshe &#8212; dhe ciklit t\u00eb mbrapsht vicioz t\u00eb mos besimit dhe dhun\u00ebs politike dhe kriminale n\u00eb shoq\u00ebri, t\u00eb cilat jan\u00eb domosdoshm\u00ebrisht pasoj\u00eb e munges\u00ebs s\u00eb toleranc\u00ebs politike dhe shoq\u00ebrore n\u00eb t\u00eb gjitha nivelet e jet\u00ebs.<\/p>\n\n\n\n<p>Frank Shkreli<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nga Frank Shkreli \u201c\u00c7far\u00eb \u00ebsht\u00eb toleranca? \u00cbsht\u00eb e domosdoshme p\u00ebr njer\u00ebzimin.
