Edhe pse n\u00eb k\u00ebt\u00eb aspekt mund t\u00eb b\u00ebh\u00ebn v\u00ebrejtje t\u00eb shumta, nga\nfakti s\u00eb nuk ekziston nj\u00eb subjekt i till\u00eb n\u00eb nivel komb\u00ebtar, q\u00eb do t\u00eb punonte\nsipas programit t\u00eb p\u00ebrkat\u00ebs, jan\u00eb realizuar organizime p\u00ebrkujtimore si nga\ninstitucionet qeveritare, por edhe nga subjekt\u00ebt e shoq\u00ebris\u00eb civile, me\np\u00ebrkushtim profesional e komb\u00ebtar.<\/p>\n\n\n\n<p><strong>Ngjarj\u00ebt jubilare n\u00eb vitin 2020<\/strong><\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb vit, n\u00ebse analizojm\u00eb datat jubilare del\nqart\u00eb s\u00eb kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb num\u00ebr t\u00eb konsideruar t\u00eb tyre, q\u00eb ve\u00e7ohen me pesh\u00eb\nn\u00eb nivel komb\u00ebtar dhe lokal.<\/p>\n\n\n\n<p><strong>Nokshiqi,\nGruda e Ulqini<\/strong><\/p>\n\n\n\n<p>Ky vit \u00ebsht\u00eb jubilar,\n140-vjetori i ngjarj\u00ebve t\u00eb m\u00ebdha p\u00ebr shqiptar\u00ebt n\u00eb mbrojtje t\u00eb troj\u00ebve\nshqiptare n\u00eb organizim t\u00eb Lidhj\u00ebs Shqiptare t\u00eb Prizrenit. Fillimisht kemi t\u00eb\nb\u00ebjm\u00eb me betej\u00ebn e Nokshiqit(dhjetor 1879-janar 1880), ku forcat shqiptare\narriten fitore kund\u00ebr malazez\u00ebve, duke eliminuar vendimet e Kongresit t\u00eb\nBerlinit, p\u00ebr dh\u00ebnien e Plav\u00eb-Gucis\u00eb Malit t\u00eb Zi, jasht\u00eb vullnetit t\u00eb\npopullsis\u00eb shqiptare.<\/p>\n\n\n\n<p>N\u00eb kompensim p\u00ebr Plav\u00eb-Guci\nFuqit\u00eb e M\u00ebdha&nbsp; kishin vendosur&nbsp; Malit t\u00eb Zi ti dhurojn\u00eb Grud\u00ebn dhe Hotin, ku\nme 22 prill 1880, forcat shqiptare t\u00eb Ura e Rrzhanic\u00ebs t\u00eb lumi Cem, arrit\u00ebn\nfitore kund\u00ebr forcave malazeze. <\/p>\n\n\n\n<p>Duke par\u00eb s\u00eb shqiptar\u00ebt\narrit\u00ebn fitore n\u00eb betejat e luft\u00ebs dhe s\u00eb nuk respektonin vendimet e Fuqive t\u00eb\nM\u00ebdha, at\u00ebher ata b\u00ebn presion kund\u00ebr Perandoris\u00eb Osmane, q\u00eb si kompensim Malit\nt\u00eb Zi ti dhurohet qyteti i Ulqinit. Ndon\u00ebse edhe me k\u00ebt\u00eb rast shqiptar\u00ebt u\norganizuan dhe luftuan me aq mund\u00ebsi sa kishin por u mund\u00ebn nga&nbsp;&nbsp; Perandoria Osmane, e cila me 26 n\u00ebntor 1880,\nnga presioni i Fuqive t\u00eb M\u00ebdha ia dor\u00ebzoi Malit t\u00eb Zi, qytetin e Ulqinit.<\/p>\n\n\n\n<p>Pik\u00ebrisht k\u00ebto ngjarje\nishin shkak p\u00ebr organizimin e Akademis\u00eb p\u00ebrkujtimore kushtuar Luft\u00ebs s\u00eb\nNokshiqit, organizuar me 8 janar 2020, n\u00eb Pej\u00eb, organizuar nga Klubi i\nIntelektual\u00ebve nga Rugova, duke sfiduar institucionet buxhetore. Dhe nj\u00eb\norganizim i till\u00eb n\u00eb vete p\u00ebrmbledh edhe ngjarjet tjera nga ajo koh\u00eb, t\u00eb cilat\nkan\u00eb pesh\u00eb t\u00eb ve\u00e7ant\u00eb n\u00eb historin\u00eb komb\u00ebtare shqiptare. <\/p>\n\n\n\n<p><strong>Kongresi i Lushnj\u00ebs<\/strong><\/p>\n\n\n\n<p>N\u00eb k\u00ebt\u00eb\nvit kemi 100-vjetorin e Kongresit t\u00eb Lushnj\u00ebs, ku ky p\u00ebrvjetor u sh\u00ebnua n\u00eb\nLushnj\u00eb m\u00eb 27-28 janar 20202, nga subjekt i shoq\u00ebris\u00eb civile me emrin Akademia\nAlternative\u201d<em>Rr\u00ebnjet tona<\/em>\u201d, duke\norganizuar Kuvendin Mbar\u00ebkomb\u00ebtar me titull <em>\u201cKongresi\ni Lushnj\u00ebs-themelet e shtetit t\u00eb sot\u00ebm Shqiptar\u201d<\/em>, m\u00eb pjes\u00ebmarrje nga\nstudiues profileve t\u00eb ndryshme shkencore, nga hap\u00ebsira mbar\u00ebkomb\u00ebtare. Duke\nmarr\u00eb parasysh s\u00eb Kongresi i Lushnj\u00ebs paraqet ngjarje me pesh\u00eb t\u00eb ve\u00e7ant\u00eb n\u00eb\nhistorin\u00eb e re t\u00eb Shtetit Shqiptar ka qen\u00eb e udh\u00ebs t\u00eb organizohej nga subjekte\nbuxhetore qeveritare, duke i dh\u00ebn\u00eb vler\u00ebn dhe pesh\u00ebn e duhur. <\/p>\n\n\n\n<p>Por, si\norganizimi i m\u00ebhersh\u00ebm n\u00eb Pej\u00eb, edhe ky n\u00eb Lushnj\u00eb u organizuan nga\npersonat&nbsp; e vullnetit qellim mir\u00eb, q\u00eb\nduhet vler\u00ebsuar, por subjekt\u00ebt-institucionet shtet\u00ebrore d\u00ebshtuan n\u00eb mos\norganizimin e t\u00eb till\u00ebve, duke d\u00ebshmuar qasje joserioze profesionale&nbsp; e institucionale.<\/p>\n\n\n\n<p>Na mbet\u00ebt\nt\u00eb presim s\u00eb a do t\u00eb kemi&nbsp; ndonj\u00eb\nndryshim pozitiv p\u00ebr sh\u00ebnimin e 100-vjetorit t\u00eb p\u00ebrvjetor\u00ebve tjer\u00eb n\u00eb k\u00ebt\u00eb vit\nq\u00eb jan\u00eb: Kongresi i Arsimit Komb\u00ebtar, Lufta e Vlor\u00ebs, Lufta e Koplikut, por\nedhe t\u00eb ndonj\u00eb ngjarje tjet\u00ebr&nbsp; n\u00eb nivel\nkomb\u00ebtar.<\/p>\n\n\n\n<p><strong>Mediat<\/strong><\/p>\n\n\n\n<p>N\u00eb lidhje m\u00eb \u00e7\u00ebshtjet e\ntilla nuk ka dilem\u00eb s\u00eb rol m\u00eb r\u00ebnd\u00ebsi jan\u00eb duke luajtur mediat, duke orfuar t\u00eb\ndh\u00ebna m\u00eb interes. Dhe nuk ka si t\u00eb jet\u00eb ndryshe sepse mediat iu paraprijn\u00eb\np\u00ebrkujtimit t\u00eb ngjarj\u00ebve t\u00eb ndryshme n\u00eb nivelin lokal dhe ate komb\u00ebtar. Madje,\njan\u00eb mediat q\u00eb kan\u00eb p\u00ebrkujtuar institucionet buxhetore p\u00ebr ngjarje t\u00eb tilla,\nduke i nxitur t\u00eb angazhohen konkretisht n\u00eb k\u00ebt\u00eb drejtim. \u00cbsht\u00eb \u00e7\u00ebshtje tjet\u00ebr\nsa jan\u00eb p\u00ebrfillur ata nga strukturat drejtuese t\u00eb subjekt\u00ebve n\u00eb mjedisin\np\u00ebrkat\u00ebs. N\u00ebse n\u00eb t\u00eb kaluar\u00ebn \u00e7do gj\u00eb ishte e dirigjuar s\u00eb p\u00ebr cilat ngjarje\nduhet shkruar dhe botuar artikuj apo studime t\u00eb ndryshme, n\u00eb pluraliz\u00ebm nuk ekzistojn\u00eb\npengesa t\u00eb tilla, por var\u00ebt nga interesimi dhe angazhimi personal dhe\nprofesional i t\u00eb angazhuar\u00ebve n\u00eb media.<\/p>\n\n\n\n<p><strong>Shoq\u00ebria civile<\/strong><\/p>\n\n\n\n<p>N\u00eb aspektin e organizimit\nt\u00eb veprimtarive p\u00ebr p\u00ebrkujtimin e ngjarj\u00ebve historike rol kan\u00eb luajtur edhe\nsubjekt\u00ebt nga shoq\u00ebria civile. Madje n\u00eb shum\u00eb aspekte kan\u00eb tejkaluar subjekt\u00ebt\nbuxhetore duke inicuar dhe organizuar p\u00ebrkujtimin e ngjarj\u00ebve jubilare. Dhe jo\nvet\u00ebm kaq, por jan\u00eb botuar studime apo botime t\u00eb ve\u00e7anta p\u00ebr ngjarj\u00ebt p\u00ebrkat\u00ebse,\nme pjes\u00ebmarr\u00ebje nga studiues t\u00eb profileve t\u00eb ndryshme shkencore. Nj\u00eb veprim i\ntill\u00eb ka mundur t\u00eb realizohet pas r\u00ebnies s\u00eb sistemit monist, duke eliminuar\nparagjykimet &nbsp;dhe aspektin ideologjik p\u00ebr\npersonalitete dhe ngjarje t\u00eb ndryshme. Madje n\u00eb ato mjedise ku kan\u00eb hezituar\nsubjekt\u00ebt buxhetore, qoft\u00eb n\u00eb munges\u00eb organizative, kadrovike apo financiare,\nsubjekt\u00ebt nga shoq\u00ebria civile kan\u00eb tejkaluar mund\u00ebsit\u00eb, duke realizuar veprimtari\nt\u00eb d\u00ebnja p\u00ebrkujtimore.<\/p>\n\n\n\n<p>N\u00eb shoq\u00ebri dhe mjedise t\u00eb\nkonsoliduara mbeshtetja financiare&nbsp; p\u00ebr\nveprimtarit\u00eb e tilla &nbsp;duhet t\u00eb jet\u00eb\nobligim &nbsp;nga buxheti n\u00eb nivel lokal apo\nshtet\u00ebror, por duke marr\u00eb parasysh mos kujdesin e duhur nga ata t\u00eb cil\u00ebt jan\u00eb\nn\u00eb stafet e tilla drejtuese, donator\u00ebt&nbsp;\nmbesin e vetmja mund\u00ebsi e organizimit t\u00eb veprimtarive p\u00ebrkujtimore, shkencore\ne kulturore.<\/p>\n\n\n\n<p><strong>Mossh\u00ebnimi i p\u00ebrvjetorit t\u00eb&nbsp; mbrojtj\u00ebs\ns\u00eb Shkodr\u00ebs<\/strong><\/p>\n\n\n\n<p>Si n\u00eb t\u00eb kaluar\u00ebn por edhe\ntash kemi pasur rast t\u00eb d\u00ebgjojm\u00eb s\u00eb n\u00eb heshtje jan\u00eb l\u00ebn\u00eb p\u00ebrvjetor\u00ebt e jubileve\nt\u00eb ndrysh\u00ebm, q\u00eb paraqet dob\u00ebsi institucionale e profesionale, q\u00eb nuk mund t\u00eb\narsyetohet m\u00eb asgj\u00eb. N\u00eb rastin konkret cekim nj\u00eb ngjarje me pesh\u00eb komb\u00ebtare, e\najo konkretisht ka t\u00eb b\u00ebj\u00eb me luft\u00ebn gjasht\u00eb mujore n\u00eb mbrojtje t\u00eb Shkodr\u00ebs.<\/p>\n\n\n\n<p>Fjala \u00ebsht\u00eb p\u00ebr vitin\njubilar t\u00eb 100-vjetorit t\u00eb mbrojtj\u00ebs s\u00eb Shkodr\u00ebs nga pushtuesit malazez e serb\n(1912-1913) ku m\u00eb t\u00eb drejt&nbsp; \u00ebsht\u00eb pritur t\u00eb\nsh\u00ebnohet nj\u00eb p\u00ebrvjetor i till\u00eb jubilar, qoft\u00eb n\u00eb nivelin lokal apo shtet\u00ebror.\nNdon\u00ebse kan\u00eb ekzituar disa ide t\u00eb tilla, e ate kryesisht nga shoq\u00ebria civile,\nt\u00eb personave q\u00ebllim mir\u00eb, p\u00ebrfundimisht nuk u realizu asnj\u00eb veprimtari e cila\ndo t\u00eb nderonte Shkod\u00ebrn e t\u00ebr\u00eb shqiptar\u00ebt e Shqip\u00ebrin\u00eb. <\/p>\n\n\n\n<p>Duke marr\u00eb parasysh se kemi\nt\u00eb b\u00ebjm\u00eb me luft\u00ebn heroike t\u00eb mbrojtj\u00ebs s\u00eb Shkodr\u00ebs rreth gjasht\u00eb\nmuaj(tetor-prill) me shum\u00eb heroiz\u00ebm e sakrifica nga popullsia vendore e m\u00eb\ngjer\u00eb, ka qen\u00eb e udh\u00ebs t\u00eb organizohej&nbsp; m\u00eb\ns\u00eb paku nj\u00eb akademi p\u00ebrkujtimore, e sidomos nj\u00eb konferenc\u00eb shkencore n\u00eb nivel\nnd\u00ebrkomb\u00ebtar. Por, mos organizimi i sh\u00ebnimit t\u00eb nj\u00eb p\u00ebrvjetori t\u00eb till\u00eb\njubilar, nga Bashkia e Shkodr\u00ebs, Universiteti \u201cLuigj Gurakuqi\u201d, Muzeu Historik\napo subjekte t\u00eb tjera, d\u00ebshmon dob\u00ebsi profesionale, morale e komb\u00ebtare t\u00eb\nstrukturave udh\u00ebheq\u00ebse t\u00eb subjekt\u00ebt e tilla, q\u00eb nuk mund t\u00eb arsyetohet m\u00eb\nasgj\u00eb.<\/p>\n\n\n\n<p>Por, ky nuk ishte\nrasti&nbsp; i par\u00eb e&nbsp; as i fundit, duke d\u00ebshmuar s\u00eb n\u00eb lidhje me\nk\u00ebto \u00e7\u00ebshtje ka vazhduar pakujd\u00ebsia e institucion\u00ebve p\u00ebrkat\u00ebse, p\u00ebr ngjarj\u00ebt e\ntilla me pesh\u00eb komb\u00ebtare.<\/p>\n\n\n\n<p><strong>Nj\u00eb organizim model nga Shkodra<\/strong><\/p>\n\n\n\n<p>N\u00eb lidhje me organizimin e\nveprimtarive shkencore e kulturore, si sh\u00ebmbull model mund t\u00eb sh\u00ebrbej&nbsp; seminari \u201c<em>Shkodra\nn\u00eb shekuj<\/em>\u201d, organizuar nga Muzeu Historik i Shkodr\u00ebs dhe Universiteti\n\u201cLuigj Gurakuqi\u201d nga viti 1995-2002\u201d. Ishte ky nj\u00eb organizim model p\u00ebr koh\u00ebn,\nku kan\u00eb marr\u00eb pjes\u00eb me qindra studiues profileve t\u00eb ndryshme shkencore e\nkulturore, nga t\u00ebr\u00eb hap\u00ebsira etnogjeografike shqiptare, por edhe nga bota e\njashtme. Organizimi i k\u00ebsaj veprimtarie shkencore ishte merit\u00eb e studiuesit\nprof.Mentor Quku, duke d\u00ebshmuar p\u00ebrkushtim profesional, shoq\u00ebror e kolegial. Me\nnj\u00eb fjal\u00eb kishim t\u00eb b\u00ebnim me njeriun e duhur n\u00eb koh\u00ebn e duhur, q\u00eb ishte\nmodel&nbsp; jo vet\u00ebm p\u00ebr Shkodr\u00ebn por t\u00ebr\u00eb\nShqip\u00ebrin\u00eb. Por, me dalj\u00ebn e tij n\u00eb pension p\u00ebrfundoj edhe kjo veprimtari\nshkencore, duke mos vazhduar tutje, ku si kujtim kan\u00eb mbetur v\u00ebllimet e ve\u00e7anta\nt\u00eb k\u00ebsaj konferenc\u00eb shkencore p\u00ebr vit\u00ebt p\u00ebrkat\u00ebse.<\/p>\n\n\n\n<p><strong>Mungon subjekti n\u00eb nivel komb\u00ebtar<\/strong><\/p>\n\n\n\n<p>Duke marr\u00eb parasysh se p\u00ebrkujtimi\ni ngjarjeve historike ka pesh\u00eb t\u00eb ve\u00e7ant\u00eb n\u00eb aspektin shoq\u00ebror dhe komb\u00ebtar ka\nqen\u00eb e udh\u00ebs t\u00eb themelohet nj\u00eb subjekt i ve\u00e7ant n\u00eb nivel komb\u00ebtar, sidomos n\u00eb\nkoh\u00ebn e pluralizmit. Sepse na duh\u00ebn&nbsp;\norganizime t\u00eb mir\u00ebfillta e jo improvizime sa p\u00ebr t\u00eb th\u00ebn\u00eb por me\np\u00ebrkushtim profesional. Nj\u00eb subjekt i till\u00eb duhet t\u00eb ishte n\u00ebn ingerencat e\nKryemnistris\u00eb&nbsp; apo &nbsp;t\u00eb ndonj\u00eb ministrie, duke pasur program pune\ngjat\u00eb t\u00ebr\u00eb vitit. Subjekti n\u00eb fjal\u00eb do t\u00eb kishte bashk\u00ebpunim me pushtetet\nlokale duke organizuar veprimtari t\u00eb ndryshme p\u00ebrkujtimore. Po t\u00eb ekzistonte\nnj\u00eb subjekt i till\u00eb, nuk ishin anashkaluar e l\u00ebn\u00eb n\u00eb harres\u00eb ngjarje t\u00eb\nndryshme lokale, me pesh\u00eb mbar\u00ebkomb\u00ebtare. Nj\u00eb subjekt i till\u00eb n\u00eb programin e\nvet duhet t\u00eb p\u00ebrfshinte edhe shqiptar\u00ebt n\u00eb hap\u00ebsir\u00ebn e tyre etnogjeografike,\npra me karakter mbar\u00ebkomb\u00ebtar, duke eliminuar paragjykimet nga koha e\nideologjis\u00eb moniste.<\/p>\n\n\n\n<p><strong>P\u00ebrfundim<\/strong><\/p>\n\n\n\n<p>N\u00eb lidhje me \u00e7\u00ebshtjet e\ntrajtuara m\u00eb lart \u00ebsht\u00eb e udh\u00ebs t\u00eb ndryshohet qasja ndaj ngjarj\u00ebve t\u00eb tilla me\npesh\u00eb n\u00eb historin\u00eb e popullit ton\u00eb, si n\u00eb nivel lokal e ate komb\u00ebtar duke iu\ndh\u00ebn\u00eb vendin e duhur me rastin e p\u00ebrvjetor\u00ebve t\u00eb tyre jubilar.
