Ato u b\u00ebn\u00eb pjes\u00eb e p\u00ebrmas\u00ebs\nShqiptare t\u00eb kriz\u00ebs Jugosllave, ndon\u00ebse qen\u00eb i vetmi rajon i ngulimeve\nshqiptare, ku nuk shp\u00ebrtheu konflikti i armatosur. Sipas regjistrimit t\u00eb\npopullsis\u00eb ( viti 1991) n\u00eb Mal t\u00eb Zi jetonin 43.907 banor\u00eb t\u00eb cil\u00ebt gjuh\u00eb amtare\nkishin gjuh\u00ebn shqipe ( nd\u00ebrsa 40.415 ishin deklaruar si shqiptar\u00eb ose 6.57 %)\ndhe p\u00ebrb\u00ebnin 7.14 % t\u00eb popullsis\u00eb s\u00eb p\u00ebrgjithshme t\u00eb Malit t\u00eb Zi.<\/p>\n\n\n\n<p>N\u00eb kushtet e kriz\u00ebs ekonomike, r\u00ebnies s\u00eb\nprodhimtaris\u00eb, inflacionit ekstrem,rritj\u00ebs s\u00eb dukurive nacionalisto-shoveniste,\nMali i Zi, nj\u00eb nj\u00ebsi e vog\u00ebl federale n\u00eb kuad\u00ebr t\u00eb R.S.F.t\u00eb Jugosllavis\u00eb, hyri\nn\u00eb procesin e shum\u00ebpartiaksis\u00eb dhe tranzicionit t\u00eb ekonomis\u00eb, n\u00eb nj\u00eb atmosfer\u00eb\nt\u00eb populizmit, luftrave qytetare dhe hip\u00ebr inflacionit, si karakteristika\nkryesore t\u00eb gjysm\u00ebs s\u00eb par\u00eb t\u00eb viteve n\u00ebnt\u00ebdhjeta t\u00eb shekullit XX. Mali i Zi,\nsi nj\u00ebsi federale shum\u00ebnacionale dhe konfesionale, paraqiste nj\u00eb bashk\u00ebsi shum\u00eb\nkomplekse dhe t\u00eb komplikuar dhe pik\u00ebrisht duke ju falenderuar k\u00ebtyre\nspecifiteteve apo ve\u00e7urive, ajo paraqiste nj\u00eb oaz\u00eb t\u00eb v\u00ebrtet\u00eb p\u00ebr zhvillimin e\nshum\u00eb llojeve t\u00eb nacionalizmit, ideve dhe q\u00ebllimeve t\u00eb ndryshme politike, t\u00eb\nmb\u00ebshtjellura, fillimisht, n\u00eb forma t\u00eb gjendjes s\u00eb v\u00ebshtir\u00eb sociale t\u00eb popullates,\npor t\u00eb paraqitura edhe n\u00eb form\u00eb direkte t\u00eb ultranacionalizmit dhe shovenizmit\nme theks t\u00eb ve\u00e7ant\u00eb atij serb. Mitingjet e shumta dhe i ashtuquajturi\nRevolucioni Antibyrokratik, fillimisht si&nbsp;\nk\u00ebrkesa sociale, si pasoj\u00eb e gjendjes s\u00eb mjerueshme t\u00eb ekonomis\u00eb e\nhip\u00ebrinflacionit, e pastaj si form\u00eb e mb\u00ebshtetjes dhe solidaritetit me serbet\ndhe malazezet n\u00eb Kosov\u00eb, p\u00ebr t\u00eb cilat akuzohej elita komuniste e republik\u00ebs\np\u00ebrfundoi m\u00eb nd\u00ebrrimin e qeverisjes n\u00eb k\u00ebt\u00eb republik\u00eb. Vitit 1990, sh\u00ebnon &nbsp;instalimin e\npluralizmit politik n\u00eb Mal t\u00eb Zi.Instalimi\ni pluralizmit politik ngjalli tek shqiptar\u00ebt n\u00eb Mal t\u00eb Zi, shpres\u00ebn se m\u00eb n\u00eb\nfund do t\u00eb vinin dit\u00eb m\u00eb t\u00eb mira, si n\u00eb aspektin e t\u00eb drejtave dhe lirive\nqytetare me theks t\u00eb ve\u00e7ant\u00eb n\u00eb t\u00eb drejtat komb\u00ebtare dhe n\u00eb aspektin e zhvillimit\nekonomik dhe krijimit t\u00eb kushteve p\u00ebr nj\u00eb zhvillim m\u00eb t\u00eb shpejt\u00eb konform\u00eb\nresurseve natyrore dhe njer\u00ebzore p\u00ebr nj\u00eb mir\u00ebqenie m\u00eb t\u00eb mir\u00eb e t\u00eb qendrueshme.<\/p>\n\n\n\n<p>\u00cbsht\u00eb e\nnjohur se vendet e banuara me shqiptar\u00eb n\u00eb Mal t\u00eb Zi, nga komunizmi kishin dalur\nsi vende ekonomikisht m\u00eb pak t\u00eb zhvilluara, p\u00ebrkund\u00ebr resurseve t\u00eb bollshme\nnatyrore, niveli i arsimit i shqiptar\u00ebve akoma ishte n\u00eb nivel t\u00eb ult\u00eb, nuk\nkishte shkollim t\u00eb lart\u00eb n\u00eb gjuh\u00ebn shqipe, plan-programet m\u00ebsimore ishin t\u00eb\nngarkuara, jo vetem me ideologji komuniste, shum\u00eb pak m\u00ebsohej historia e\nkultura shqiptare, p\u00ebrfaq\u00ebsimi i shqiptar\u00ebve n\u00eb organet shtet\u00ebrore, ligjv\u00ebnse,\ngjyq\u00ebsore&nbsp; e ekzekutive ishte i ult\u00eb n\u00eb\ndisproporcion me pjes\u00ebmarrjen n\u00eb numrin e p\u00ebrgjithsh\u00ebm t\u00eb popullsis\u00eb,\nshp\u00ebrnguljet dhe boshatisja e trojeve shqiptare po vazhdonte.<\/p>\n\n\n\n<p>P\u00ebr\nv\u00ebrtet\u00eb zhgenjimin e shqiptar\u00ebve nga pushteti shtetror, por edhe nga \u201c\nrahatija\u201d e p\u00ebrfaq\u00ebsues\u00ebve shqiptar\u00eb atje, k\u00ebsaj radhe po e ilustroj me disa t\u00eb\ndh\u00ebna zyrtare t\u00eb parametrave ekonomike n\u00eb Mal t\u00eb Zi dhe ndikimit t\u00eb tyre n\u00eb\nvendbanimet shqiptare.<\/p>\n\n\n\n<p><strong>Fillimet e\ntranzicionit n\u00eb Mal t\u00eb Zi<\/strong><\/p>\n\n\n\n<p>Fillimet\ne tranzicionit ekonomik n\u00eb t\u00eb gjitha shtetet e Europ\u00ebs juglindore, pra edhe n\u00eb\nnj\u00ebsit federative t\u00eb Jugosllavis\u00eb, ishin t\u00eb v\u00ebshtira e t\u00eb dhimbshme.Shp\u00ebrb\u00ebrja\ne Jugosllavis\u00eb dhe sankcionet e vendosura nga bashk\u00ebsia nd\u00ebrkomb\u00ebtare k\u00ebt\u00eb\nproces e b\u00ebn\u00eb edhe m\u00eb t\u00eb komplikuar, ashtu q\u00eb vitet e para t\u00eb tranzicionit\n1990-1998 jan\u00eb vitet q\u00eb sh\u00ebnojn\u00eb r\u00ebnj\u00ebn dramatike t\u00eb\nprodhimit shoq\u00ebror dhe t\u00eb gjitha parametrave relevante ekonomike, rritjen e\npapun\u00ebsis\u00eb dhe r\u00ebnien e numrit t\u00eb punsuar\u00ebve, r\u00ebnien drastike t\u00eb shk\u00ebmbimit\nnd\u00ebrkomb\u00ebtar t\u00eb mallrave, ngecj\u00ebn e zhvillimin shkencoro-teknologjik, lulzimin\ne ekonomis\u00eb gri dhe hip\u00ebrinflacionin. Nd\u00ebrkaq\u00eb periudha pas vitit 1998,\nkarakterizohet me orvatjen e shtetit p\u00ebr krijimin e kushteve p\u00ebr privatizim t\u00eb\nekonomis\u00eb duke p\u00ebrdorur disa modele, fillimisht instalohet privatizimin\nme kupona ( vau\u00e7er) si form\u00eb e privatizimit primar, pastaj vazhdon privatizimi\nme shitjen e akcion\u00ebve, me dokapitalizim, me investimeve t\u00eb p\u00ebrbashk\u00ebta etj. Sa\ni p\u00ebrket privatizimit masiv me kupona, edhe pse duhet t\u00eb shikohet si form\u00eb e\nprivatizimit primar, duhet t\u00eb theksohet se nuk ka dh\u00ebn\u00eb rezulltate t\u00eb mira dhe\nt\u00eb pritura. Pritshm\u00ebria se fondet e krijuara investuese do t\u00eb luanin rol t\u00eb\nr\u00ebnd\u00ebsish\u00ebm n\u00eb restruktuimin e kompanive n\u00eb t\u00eb cilat kan\u00eb marr\u00eb pron\u00ebsin\u00eb, n\u00eb\ndisa raste edhe shumic\u00ebn e pron\u00ebsis\u00eb, nuk kan\u00eb qen\u00eb reale, sepse fondet, sipas\np\u00ebrcaktimit t\u00eb tyre,&nbsp; parasegjithash jan\u00eb\ninvestitor finansiar e jo investitor strategjik. \u00cbsht\u00eb hetuar se n\u00eb fonde nuk\nka pasur, sa duhet as dije e as d\u00ebshir\u00eb p\u00ebr restruktuimin e kompanive dhe\nk\u00ebshtu ato b\u00ebhen pasiv n\u00eb valorizimin e performansave t\u00eb kompanive, Ndaj\nlirisht, mund t\u00eb thuhet se kjo m\u00ebnyr\u00eb e privatizimit \u00ebsht\u00eb difekti m\u00eb i madh i\nprivatizimit n\u00eb Mal t\u00eb Zi. Ky lloj i privatizimit si dhe modelet tjera t\u00eb\np\u00ebrdorura kan\u00eb pas\u00eb ndikim negativ n\u00eb t\u00ebr\u00eb ekonomin\u00eb e Malit t\u00eb Zi e\nve\u00e7an\u00ebrisht n\u00eb ekonomin\u00eb e nj\u00ebsive lokale t\u00eb banuara me shumic\u00eb shqiptare,\npasoja t\u00eb cilat as sot e k\u00ebsaj dite nuk po p\u00ebrmir\u00ebsohen duksh\u00ebm. Si pasoj\u00eb e\nprivatizimit t\u00eb gabuar, fuqia bler\u00ebse apo standardi i qytetar\u00ebve \u00ebsht\u00eb n\u00eb r\u00ebnie\np\u00ebrmanente, varf\u00ebria \u00ebsht\u00eb gjithnj\u00eb e m\u00eb prezente, papun\u00ebsia rritet ( sidomos e\natyre kuadrave t\u00eb cil\u00ebt nuk jan\u00eb an\u00ebtar\u00eb t\u00eb partive n\u00eb pushtet) dhe si\nrrjedhoj\u00eb vendet shqiptare po boshatisen nga dita n\u00eb dit\u00eb.&nbsp; <\/p>\n\n\n\n<p>Pas\ngati tridhjet\u00eb viteve nga procesi i privatizimit m\u00eb t\u00eb drejt pyesim p\u00ebr\nrezulltatet e arritura n\u00eb reformat e sistemit ekonomike: A thua rrezulltatet e\narritura n\u00eb procesin e privatizimit t\u00eb ekonomis\u00eb kan\u00eb sjellur deri t\u00eb rritja e\nstandardit jet\u00ebsor, apo varf\u00ebris\u00eb s\u00eb popull\u00ebsis\u00eb, apo privatizimi \u00ebsht\u00eb\np\u00ebrdorur si instrument i derdhjes s\u00eb pasuris\u00eb shoq\u00ebrore n\u00eb duart private; A\n\u00ebsht\u00eb e mundur q\u00eb procesi i privatizimit n\u00eb kushtet e nivelit t\u00eb ult\u00eb t\u00eb\nsundimit t\u00eb ligjit dhe institucion\u00ebve t\u00eb dob\u00ebta t\u00eb shtetit, a priori ka\nqen\u00eb&nbsp; denuar t\u00eb mos ket\u00eb sukses apo n\u00eb\nshprehje, si rezulltat i metodave jotransparente, ka ardh avansimi i individeve\nq\u00eb si pasoj\u00eb paraqitet korupcioni n\u00eb t\u00eb gjitha nivelet e pushtetit?&nbsp; <\/p>\n\n\n\n<p><strong>\u00c7far\u00eb p\u00ebrfituan\nshqiptar\u00ebt<\/strong><\/p>\n\n\n\n<p>P\u00ebrgjigja\np\u00ebr shqiptar\u00ebt \u00ebsht\u00eb e qart\u00eb. N\u00ebse n\u00eb retrospektiv\u00eb sjellim bonitetin ekonomik\ndhe numrin e t\u00eb pun\u00ebsuar\u00ebve n\u00eb nd\u00ebrmarrjet ekonomike &nbsp;para tranzicionit n\u00eb Ulqin, Rozhaj\u00eb, Plav\u00eb e\nGuci dhe gjendjen e sotme t\u00eb tyre do shohim se gjigant\u00ebt n\u00eb Ulqin si\n\u201cAgroulqini\u201d hotel \u201cGaleb\u201d, hotel \u201cJadran\u201d hotel \u201cRepublika\u201d, kriporja n\u00eb\nUlqin, fabrika e qilimave n\u00eb Kat\u00ebrkoll\u00eb, fabrika e bim\u00ebve mjekuese n\u00eb Kraj\u00eb,\n\u201cGornji Ibar\u201d n\u00eb Rozhaj\u00eb si dhe disa nd\u00ebrmarrjeve n\u00eb Plav\u00eb e Guci, nuk\nekzistojn\u00eb m\u00eb dhe si rrjedhoj\u00eb nuk krijohen t\u00eb ardhura dhe nuk ka pun\u00ebsim. E\ngjitha kjo nuk sjell\u00eb rritje t\u00eb standardit jet\u00ebsor, p\u00ebrkundrazi ka sjellur\nvarf\u00ebrin\u00eb e popullsis\u00eb nga nj\u00ebra an\u00eb e nga ana tjet\u00ebr, fal\u00eb korupcionit t\u00eb\n\u201clejuar\u201d vet\u00ebm nj\u00eb num\u00ebr i vog\u00ebl e \u201c i ndegjuesh\u00ebm\u201d kan\u00eb krijuar kapital\nmarramend\u00ebs. Vendet shqiptare p\u00ebrseri mbet\u00ebn m\u00eb t\u00eb pazhvillara,Ulqini \u00ebsht\u00eb\nkomuna m\u00eb pak e zhvilluar n\u00eb bregdetin malazez dhe renditen n\u00eb vendin e 12 n\u00eb\nMal t\u00eb Zi.&nbsp; <\/p>\n\n\n\n<p><strong>Statistikat flasin\nvet\u00eb<\/strong><\/p>\n\n\n\n<p>Disa\nnga \u00e7ka u cek m\u00eb lart\u00eb po i ilustroi me disa t\u00eb dh\u00ebna zyrtare.Numri i t\u00eb\npun\u00ebsuar\u00ebve n\u00eb komunat bregdetare t\u00eb Malit t\u00eb Zi n\u00eb fund t\u00eb vitit 2017 ishte si\nvijon: Tivari 11232, Budva 13483, Hercegnovi 9972, Kotorri 7011, Tivati 4736\ndhe Ulqini 4438. Nga kjo del se Ulqini ka numrin m\u00eb t\u00eb vog\u00ebl t\u00eb punsuar\u00ebve,\nmadje m\u00eb pak se komuna e Tivatit, q\u00eb p\u00ebr nga sip\u00ebrfaqa dhe numri i banor\u00ebve\n\u00ebsht\u00eb s\u00eb paku 45 % m\u00eb e vog\u00ebl. Nd\u00ebrkaq, rroga mesatare mujore e muajit mars\n2019 n\u00eb k\u00ebto komuna ishte: Tivar 506,00 \u20ac, Budv\u00eb 514,00, Tivat 589,00, Kotorr\n509,00, Hercegnovi 442,00 dhe Ulqin 419,00 \u20ac . P\u00ebrs\u00ebri Ulqini n\u00eb vendin e\nfundit.<\/p>\n\n\n\n<p>N\u00eb baz\u00eb\nt\u00eb rregullores p\u00ebr caktimin e nivelit t\u00eb rrezikshm\u00ebris\u00eb nga varf\u00ebria dh\u00ebn\u00eb nga\nConcil of the European Union t\u00eb vitit 1975, shkalla e rrezikut nga varf\u00ebria n\u00eb\ndisa shtetet t\u00eb dalura nga komunizmi, n\u00eb vitin 2017 ishte: Mali I Zi 23,6 %,\nKroacia 20 %, Bullgaria 23,4 %, Polonia 15 %. Nga kjo shihet se shkalla\nrrezikshm\u00ebris\u00eb nga varf\u00ebria e popullsis\u00eb m\u00eb e larta \u00ebsht\u00eb n\u00eb Mal t\u00eb Zi dhe si\nrrjedhoj\u00eb edhe standardi jet\u00ebsor m\u00eb i ulti.&nbsp;\n&nbsp;<\/p>\n\n\n\n<p>Sh\u00ebnimet\nstatistikore tregojn\u00eb se n\u00eb Mal t\u00eb Zi, standardi jet\u00ebsor \u00ebsht\u00eb n\u00eb r\u00ebnie\nparmanente, pasi n\u00eb muajin gusht t\u00eb vitit 2019, shporta minimale jet\u00ebsore \u00ebsht\u00eb\n642,20 \u20ac, nd\u00ebrsa rroga mesatare n\u00eb muajin korrik ishte 511, 00 ( n\u00eb muajin\nkorrik 2018 rroga mesatare 508,00 ose vet\u00ebm 0,6% m\u00eb e vog\u00ebl). Korrupsioni,\npapun\u00ebsia, r\u00ebnia e standardit jet\u00ebsor dhe varf\u00ebria, ndikojn\u00eb duksh\u00ebm edhe n\u00eb\nelementet demokrafike n\u00eb trojet shqiptare n\u00eb Mal t\u00eb Zi e sidomos n\u00eb r\u00ebnien e\nnatalitetit dhe numrit t\u00eb p\u00ebrgjithshme t\u00eb popullsis\u00eb, me pasoj\u00eb nd\u00ebrrimi i\nstruktur\u00ebs s\u00eb popullsis\u00eb n\u00eb d\u00ebm t\u00eb shqiptar\u00ebve. K\u00ebt\u00eb dukuri po e ilustroi me\nk\u00ebto t\u00eb dh\u00ebna:<\/p>\n\n\n\n<p>Ulqini\nsipas regjistrimit t\u00eb popullsis\u00eb n\u00eb vitin 1991 num\u00ebronte 24217 banor\u00eb nd\u00ebrsa\nsipas regjistrimit t\u00eb vitit 2011, num\u00ebronte 19921 banor\u00eb ose 4296 banor\u00eb m\u00eb pak\n\u00e7ka do thot\u00eb 21, 56 % ose gati \u00bc e numrit t\u00eb popullsis\u00eb \u00ebsht\u00eb zvogluar. Si\u00e7\n\u00ebsht\u00eb e njohur ky trend n\u00eb vitet e fundit \u00ebsht\u00eb n\u00eb rritje dhe si shembull po\nmarrim statistikat e vitit 2017, ku Ulqini \u00ebsht\u00eb e vetmja komun\u00eb n\u00eb bregdetin\nmalazez e cila sh\u00ebnon rritjen m\u00eb t\u00eb vog\u00ebl natyrale t\u00eb popullsis\u00eb me koeficient\n-0,9%. Edhe struktura e popullsis\u00eb sipas komunave ( n\u00eb numrin e p\u00ebrgjithsh\u00ebm n\u00eb\nMal t\u00eb Zi), n\u00eb komun\u00ebn e Ulqinit \u00ebsht\u00eb n\u00eb r\u00ebnie dhe \u00ebsht\u00eb&nbsp; e vetmja komun\u00eb bregdetare, q\u00eb n\u00eb periudh\u00ebn\nkrahasuese 1948-2011 ka bilans negative. Kjo ilustrohet me k\u00ebto sh\u00ebnime: Tivari\nnga 5,7 shkon n\u00eb 6,8; Budva nga 1,00 shkon n\u00eb 3,1; Tivati nga 1,3 n\u00eb 2,3,\nHercegnovi nga 3,3 shkon n\u00eb 5,00 dhe Ulqini nga 3,4 shkon n\u00eb r\u00ebnie n\u00eb 3,2. <\/p>\n\n\n\n<p><strong>Tranzicioni n\u00eb\ngjys\u00ebm t\u00eb rrug\u00ebs, shqiptar\u00ebt n\u00eb pritje<\/strong><\/p>\n\n\n\n<p>T\u00eb\ngjitha k\u00ebto t\u00eb dh\u00ebna tregojn\u00eb qart\u00eb se tranzicioni n\u00eb Mal t\u00eb Zi ( duke mos\nllogaritur tranzicionin politik) e ve\u00e7an\u00ebrisht n\u00eb trojet shqiptare, ka qen\u00eb i\npasuksesh\u00ebm me pasoja t\u00eb r\u00ebnda politike. Privatizimi i gabuar dhe ndryshimi i\nstruktur\u00ebs pron\u00ebsore ka d\u00ebmtuar popullsin\u00eb shqiptare dhe si rrjedhoj\u00eb standardi\njet\u00ebsor \u00ebsht\u00eb n\u00ebn nivelin mesatar t\u00eb shtetit t\u00eb Malit t\u00eb Zi, varf\u00ebria e\npopullsis\u00eb \u00ebsht\u00eb n\u00eb nivele t\u00eb larta.
