23 Gushti sh\u00ebnon Dit\u00ebn Evropiane t\u00eb Kujtimit t\u00eb Viktimave\nt\u00eb stalinizmit, komunizmit dhe nazizmit. \nAn\u00eb e mban\u00eb Evrop\u00ebs, 23 gushti kujtohet si nj\u00eb dit\u00eb simbolike kund\u00ebr\nekstremizmit, mos toleranc\u00ebs dhe shtypjeve — nj\u00eb dit\u00eb nd\u00ebrkomb\u00ebtare e p\u00ebrcaktuar\nsi e till\u00eb nga Parlamenti Evropian, m\u00eb 2008\/2009, me q\u00ebllim q\u00eb n\u00eb at\u00eb dit\u00eb t\u00eb\nkujtohen viktimat e t\u00eb gjitha regjimeve totalitare dhe autoritare, \u201cme dinjitet\ndhe pa dallime\u201d. <\/p>\n\n\n\n

Si\u00e7 dihet, kjo dat\u00eb \u00ebsht\u00eb zgjedhur p\u00ebr arsye historike\npasi p\u00ebrkon me dat\u00ebn e n\u00ebnshkrimit t\u00eb Paktit t\u00eb mos-agresionit \u2013 t\u00eb quajtur\nMolotov-Ribbentrop, i vitit 1939 \u2013 midis Bashkimit Sovjetik komunist dhe\nGjermanis\u00eb naziste, marrveshje kjo e cila p\u00ebrmbante edhe nj\u00eb protokoll p\u00ebr\nndarjen, n\u00eb sfera influence midis –Bashkimit Sovjetik dhe Gjermanis\u00eb, t\u00eb disa\nvendeve evropiane, Rumanis\u00eb, Polonis\u00eb, Lithuanis\u00eb, Letonis\u00eb, Estonis\u00eb dhe\nFinland\u00ebs.   Ky traktat fam\u00ebkeq midis dy\nideologjive komuniste dhe nazizte t\u00eb shekullit t\u00eb kaluar, \u00ebsht\u00eb cil\u00ebsuar nga\nish-presidenti i Paralamentit Evropian, Jerzy Buzek si \u201cbashkpunimi midis dy\nformave m\u00eb t\u00eb k\u00ebqia t\u00eb totalitarizmit, q\u00eb ka njohur historia e njer\u00ebzimit.\u201d<\/p>\n\n\n\n

Dita Evropiane p\u00ebr Kujtimin e Viktimave t\u00eb Stalinizmit\ndhe Nazizmit, e njohur gjithashtu n\u00eb disa vende edhe si \u201cDita e Shiritit t\u00eb zi\u201d,\nsh\u00ebnohet nga t\u00eb gjitha entet e Bashkimit Evropian an\u00eb e mban\u00eb Evrop\u00ebs,\np\u00ebrfshir\u00eb vendet ish-komuniste, me p\u00ebrjashtim t\u00eb Shqip\u00ebris\u00eb.   K\u00ebt\u00eb dit\u00eb e nderojn\u00eb dhe e kujtojn\u00eb edhe\ndisa vende q\u00eb nuk kan\u00eb p\u00ebrjetuar as komunizmin as nazizmin, si\u00e7 jan\u00eb Shtetet e\nBashkuara dhe Kanadaja. <\/p>\n\n\n\n

M\u00eb 21 maj, 2014, Kongresi i Shteteve t\u00eb Bashkuara ka miratuar\nrezolut\u00ebn n\u00eb mb\u00ebshtetje t\u00eb dit\u00ebs kushtuar viktimave t\u00eb regjimeve komuniste dhe\nnaziste, \u201cP\u00ebr t\u00eb kujtuar dhe p\u00ebr t\u00eb mos harruar kurr\u00eb terrorin e ushtruar ndaj\nmiliona qytetar\u00ebve t\u00eb Evrop\u00ebs Lindore dhe Qendrore, p\u00ebr m\u00eb shum\u00eb se 40-vjet,\nnep\u00ebrmjet shtypjeve ushtarake, ekonomike dhe politike, duke p\u00ebrdorur\nekzekutimet arbitrare, arrestimet n\u00eb mas\u00eb, deportimet, shtypjen e fjal\u00ebs s\u00eb\nlir\u00eb, konfiskimin e pron\u00ebs private, si dhe shkat\u00ebrrimin e identitetit kulturor\ndhe moral t\u00eb kombeve\u2026\u201d, forma shtyp\u00ebse k\u00ebto q\u00eb gjat\u00eb dekadave kan\u00eb \u201c\u00e7uar n\u00eb\nkrime jashtzakonisht t\u00eb m\u00ebdha t\u00eb b\u00ebra me paramendim kund\u00ebr miliona njer\u00ebzve duke\nshtypur n\u00eb m\u00ebnyr\u00ebn m\u00eb flagrante t\u00eb drejtat e tyre baz\u00eb t\u00eb njeriut, duke I ndar\u00eb\nata nga bota demokrataike me nj\u00eb perde t\u00eb hekurt dhe meMurin e Berlinit\u201d,\nthuhet, nd\u00ebr t\u00eb tjera, n\u00eb rezolut\u00ebn e Kongresit t\u00eb Shteteve t\u00eb Bashkuara,\nkushtuar Dit\u00ebs Evropiane t\u00eb Viktimave t\u00eb Totalitarizmit. Vitet e fundit, \u00ebsht\u00eb\nb\u00ebr\u00eb zakon q\u00eb n\u00eb k\u00ebt\u00eb dit\u00eb, Sht\u00ebpia e Bardh\u00eb t\u00eb l\u00ebshoj\u00eb nj\u00eb deklarat\u00eb t\u00eb\nve\u00e7ant\u00eb n\u00eb kujtim t\u00eb Dit\u00ebs Nd\u00ebrkomb\u00ebtare, kushtuar viktimave t\u00eb komunizmit dhe\nnazizmit.<\/p>\n\n\n\n

Sh\u00ebnimi Dit\u00ebs s\u00eb Kujtes\u00ebs ka p\u00ebr q\u00ebllim q\u00eb, brez pas\nbrezi, t\u00eb ruhet kujtimi i miliona viktimave t\u00eb komunizmit dhe nazizmit, si\nrrjedhim i deportimeve n\u00eb mas\u00eb, vrasjeve dhe zhdukjeve pa shenj\u00eb, viktimave t\u00eb\nkampeve t\u00eb pun\u00ebs dhe kampeve p\u00ebrqendrimit t\u00eb k\u00ebtyre regjimeve \u2013 nd\u00ebrkoh\u00eb q\u00eb t\u00eb\nnj\u00ebjt\u00ebn dit\u00eb t\u00eb promovohen gjithashtu edhe vlerat demokratike, n\u00eb sh\u00ebrbim t\u00eb\npaq\u00ebs dhe stabilitetit n\u00eb kontinentin evropian por edhe n\u00eb vendet individuale\nt\u00eb kontinentit t\u00eb vjet\u00ebr.   <\/p>\n\n\n\n

Fatkeq\u00ebsisht, Shqip\u00ebria jon\u00eb, zyrtarisht, nuk e ka gjetur\nende vullnetin politik, forc\u00ebn morale as dinjitetin komb\u00ebtar p\u00ebr tu b\u00ebr\u00eb pjes\u00eb\ne Evrop\u00ebs, n\u00eb k\u00ebt\u00eb dit\u00eb t\u00eb kujtimit t\u00eb viktimave t\u00eb komunizmit — dhe p\u00ebr t\u00eb\ntreguar dinjitetin e saj p\u00ebrball totalitarizmit n\u00eb p\u00ebrgjithsi, megjithse\npolitikan\u00ebt e t\u00eb gjitha ngjyrave dhe t\u00eb partive kryesore politike shqiptare t\u00eb\nk\u00ebtyre 30-viteve post-komuniz\u00ebm \u2013 b\u00ebrtasin me t\u00eb madhe, n\u00eb p\u00ebrpjekje p\u00ebr t\u00eb na\nbindur se ata i ndajn\u00eb vlerat me bot\u00ebn per\u00ebndimore. Por si\u00e7 duket Shqip\u00ebria\nzyrtare, n\u00eb k\u00ebt\u00eb dit\u00eb, nuk d\u00ebshiron t\u00eb jet\u00eb pjes\u00eb e Evrop\u00ebs — pasi nuk ka\nasgj\u00eb t\u00eb b\u00ebj me pjes\u00ebn tjet\u00ebr t\u00eb Evrop\u00ebs, e cila \u00e7do vit, me 23 gusht kujton\ndhe nderon viktimat e komunizmit dhe t\u00eb nazizmit — ata burra dhe ato gra t\u00eb\nguximshme t\u00eb cilat me q\u00ebndrimet e tyre mbrojt\u00ebn vlerat e p\u00ebrbashk\u00ebta njer\u00ebzimit,\nn\u00eb mb\u00ebshtetje t\u00eb liris\u00eb, demokracis\u00eb dhe dinjitetit t\u00eb tyre njer\u00ebzor.<\/p>\n\n\n\n

Por, fatbardh\u00ebsisht, dita e 23 gushtit nuk do t\u00eb kaloj\u00eb\nkrejtsisht n\u00eb heshtje as n\u00eb Shqip\u00ebri, fal\u00eb pun\u00ebs s\u00eb palodh\u00ebshme t\u00eb Autoritetit\np\u00ebr Hapjen e Dosjeve.   Ashtu si n\u00eb t\u00eb\nkaluar\u00ebn edhe sivjet, do t\u00eb vazhdoj\u00eb bojkotimi i k\u00ebsaj dite nga autoritetet dhe\nentet m\u00eb t\u00eb larta t\u00eb qeveris\u00eb dhe t\u00eb shtetit shqiptar.  Por, Autoriteti p\u00ebr\nInformim mbi Dokumentet e ish-Sigurimit t\u00eb Shtetit\n1944\u00f71991, (AIDSSH), njofton n\u00eb faqen e saj t\u00eb internetit se ky ent \u2013 i cili n\u00eb\nmendimin tim po b\u00ebn nj\u00eb pun\u00eb t\u00eb mrekullueshme megjith\u00eb kufizimet politike dhe\nfinanciare q\u00eb i imponon legjislacioni shqiptar \u2013njofton se n\u00eb kuad\u00ebr t\u00eb 23\ngushtit, Dit\u00ebs Europiane t\u00eb Viktimave t\u00eb Regjimeve Totalitare dhe 30 gushtit,\nDit\u00ebs Nd\u00ebrkomb\u00ebtare t\u00eb t\u00eb Zhdukurve, n\u00eb disa qytete shqiptare po zhvillohen aktivitete\np\u00ebrkujtimore t\u00eb organizuara nga AIDSSH, n\u00eb bashk\u00ebpunim me institucionet\npartnere, pushtetin lokal dhe komunitetin e t\u00eb p\u00ebrndjekurve.   Njoftohet se ceremoni p\u00ebrkujtimore do t\u00eb\nzhvillohen n\u00eb ish-kampet dhe vendet e internimit n\u00eb Lushnj\u00eb, Belsh, Tepelen\u00eb\ndhe Tiran\u00eb, duke dokumentuar historin\u00eb individuale dhe familjare t\u00eb t\u00eb\ninternuarve n\u00eb Tepelen\u00eb e po ashtu, vijim\u00ebsin\u00eb e d\u00ebnimeve shum\u00ebvje\u00e7are n\u00eb kampe\napo vende t\u00eb pun\u00ebs n\u00eb Lushnj\u00eb e Belsh, thuhet n\u00eb njoftimin e AIDSSH. <\/p>\n\n\n\n

2019 sh\u00ebnon 80-vjetorin e Paktit fam\u00ebkeq Hitler-Stalin,\nn\u00ebnshkruar m\u00eb 23 gusht, 1939 — nj\u00eb aleanc\u00eb tiranike kjo q\u00eb shkaktoi Luft\u00ebn e\ndyt\u00eb Bot\u00ebrore si dhe vujatjet dhe vdekjen e miliona njer\u00ebzve, an\u00eb e mban\u00eb\nEvrop\u00ebs dhe bot\u00ebs.   Ishte ky nj\u00eb pakt\ndjall\u00ebzor midis dy diktaturave m\u00eb t\u00eb egra n\u00eb histori, t\u00eb cilat, si pjes\u00eb t\u00eb\nideologjis\u00eb s\u00eb tyre — si\u00e7 provoi edhe historia e shekullit t\u00eb kaluar —\nkomunizmi dhe nazizmi kishin nj\u00eb kauz\u00eb t\u00eb p\u00ebrbashk\u00ebt krimesh kund\u00ebr njer\u00ebzimit,\nduke ushtruar nj\u00eb terror t\u00eb papar\u00eb mbi njer\u00ebzimin si dhe shkat\u00ebrrimin e shum\u00eb\nkombeve, an\u00eb e mban\u00eb bot\u00ebs.   <\/p>\n\n\n\n

Por q\u00ebllimi p\u00ebrfundimtar pan-evropian p\u00ebr sh\u00ebnimin e k\u00ebsaj dite\nt\u00eb Kujtes\u00ebs nj\u00eb her\u00eb n\u00eb vit, \u00ebsht\u00eb q\u00eb k\u00ebto krime t\u00eb mos qiten n\u00eb harres\u00eb, ashtu\nq\u00eb t\u00eb mos p\u00ebrs\u00ebriten m\u00eb n\u00eb historin\u00eb e nje\u00ebrzimit.   N\u00eb deklarat\u00ebn e Parlamentit Evropian t\u00eb\nmiratuar n\u00eb shtator t\u00eb vitit 2008, n\u00eb kujtim t\u00eb viktimave t\u00eb komunizmit dhe\nnazizmit, thuhet se, \u201cn\u00eb baz\u00eb t\u00eb ligjit nd\u00ebrkomb\u00ebtar, nuk skadon kurr\u00eb afati\np\u00ebr d\u00ebnimin e krimeve t\u00eb luft\u00ebs dhe t\u00eb krimeve kund\u00ebr njer\u00ebzimit.\u201d<\/p>\n\n\n\n

Edhe Shqip\u00ebria duhet domosdoshm\u00ebrisht t\u00eb sh\u00ebnoj\u00eb k\u00ebt\u00eb dit\u00eb\nzyrtarisht, me akt t\u00eb Kuvendit t\u00eb Shqip\u00ebris\u00eb.  \nJo vet\u00ebm p\u00ebr t\u00eb nderuar dhe kujtuar viktimat e totalitarizmit, por edhe\np\u00ebr t\u00eb nderuar t\u00eb mbijetuarit e komunizmit, ish-t\u00eb p\u00ebrndjekurit e sot\u00ebm t\u00eb atij\nt\u00eb regjimi, t\u00eb cil\u00ebt me frym\u00eb i shp\u00ebtuan atij sistemi, por q\u00eb edhe 30 vjet pas\nshembjes s\u00eb komunizmit, vazhdojn\u00eb t\u00eb vuajn\u00eb pasojat e asaj tiranie,\nshpirt\u00ebrisht, psikologjiisht dhe materialisht.  \nNj\u00eb p\u00ebrkujtim i till\u00eb i viktimave t\u00eb komunizmit \u00ebsht\u00eb i nevojsh\u00ebm\ngjithashtu p\u00ebr t\u00eb treguar se v\u00ebrtet\u00eb shqiptar\u00ebt duan t\u00eb ndajn\u00eb me t\u00eb tjer\u00ebt\npopuj vlerat e tyre n\u00eb mbrojtje t\u00eb jet\u00ebs dhe t\u00eb drejtave universale t\u00eb njeriut,\nduke sh\u00ebnuar k\u00ebt\u00eb dit\u00eb me pjes\u00ebn tjet\u00ebr t\u00eb Evrop\u00ebs dhe bot\u00ebs.<\/p>\n\n\n\n

Fatkeq\u00ebsisht, sh\u00ebnjat nuk jan\u00eb inkurajuese se Shqip\u00ebria ka n\u00eb\nmend ti bashkohet Evrop\u00ebs, Shteteve t\u00eb Bashkuara dhe Kanad\u00ebs p\u00ebr t\u00eb kujtuar\nviktimat e totalitarizmit duke i kushtuar atyre nj\u00eb dit\u00eb n\u00eb kalendarin e\nsaj.  Klasa politike shqiptare,\nfatkeqsisht, refuzon t\u00eb shk\u00ebputet krejt\u00ebsisht dhe as nuk \u00ebsht\u00eb p\u00ebrballur me t\u00eb\nkaluar\u00ebn e saj totalitare dhe komuniste.   P\u00ebrkundrazi, ajo po p\u00ebrpiqet me fjal\u00eb dhe me\nvepra t\u00eb ruaj e t\u00eb mbroj\u00eb at\u00eb t\u00eb trash\u00ebgimi t\u00eb hidhur kriminale p\u00ebr q\u00ebllime t\u00eb\nveta t\u00eb ngushta politike dhe ekonomike, n\u00eb kurriz t\u00eb nj\u00eb populli shum\u00eb t\u00eb\nvuajtur, i cili vazhdon t\u00eb vuaj gjithnj\u00eb pasojat e atij regjimi.  Fati i keq p\u00ebr shqiptar\u00ebt \u00ebsht\u00eb se duket se\nkjo klas\u00eb politike, 30-vjet\u00eb pas shembjes s\u00eb Murit t\u00eb Berlinit \u2013 me fjal\u00eb dhe\nme veprat e saja pa buj\u00eb t\u00eb madhe \u2013 \u00ebsht\u00eb p\u00ebrcaktuar se cil\u00ebn rrug\u00eb do t\u00eb\nndjek\u00eb.   Por gjithsesi, po e mbyll k\u00ebt\u00eb shkrim modest\nme pyetjen q\u00eb kam shpesh n\u00eb t\u00eb kaluar\u00ebn post-komuniste n\u00eb Shqip\u00ebri dhe an\u00eb e\nmban\u00eb trojeve shqiptare: Cil\u00ebn rrug\u00eb do t\u00eb ndjek\u00eb Kombi shqiptar sot dhe n\u00eb t\u00eb\nardhmen?  Rrug\u00ebn e vlerave dhe t\u00eb\ndrejtave baz\u00eb universale t\u00eb njeriut, t\u00eb liris\u00eb dhe demokracis\u00eb per\u00ebndimore, apo\nrrug\u00ebn e nj\u00eb regjimi autoritar, p\u00ebrcaktuar gjysm\u00eb shekulli m\u00eb par\u00eb nga nj\u00eb\nish-diktatori, pasojat e r\u00ebnda t\u00eb t\u00eb cilit shihen ende an\u00eb e mban\u00eb vendit?\n <\/p>\n\n\n\n

RESOLUTION<\/em><\/p>\n\n\n\n

Expressing\nsupport for designation of August 23 as Black Ribbon Day to recognize the\nvictims of Soviet Communist and Nazi regimes.<\/em><\/p>\n\n\n\n

Whereas,\non August 13, 1941, President Franklin D. Roosevelt and Prime Minister Winston\nChurchill issued a joint declation of certain common principles in the national\npolicies of their respective countries on which they based their hopes for a\nbetter future for the world and the right of all peoples to choose the form of\ngovernment under which they will live and self -government restored to those\nwho have been forcibly deprived of them and that the people of countries may\nlive in freedom;<\/em><\/p>\n\n\n\n

Whereas\nthe United States Government has actively advocated for and continues to\nsupport the principles by the United Nations Universal Declaration of Human\nRights and the United Nations General Assembly resolution 260 (III) of December\n9, 1948;<\/em><\/p>\n\n\n\n

Whereas\nCaptive Nations Week, signed into law by President Dwight D. Eisenhower in\n1959, raised public awareness of the oppression of nations under the control of\nCommunist and other nondemocratic governments;<\/em><\/p>\n\n\n\n

Whereas\nthe European Parliament resolution on European conscience and totalitarianism\nof April 2, 2009, and the Black Ribbon Day resolution adopted by the Parliament\nof Canada on November 30, 2009, establish a day of remembrance for victims of\nCommunist and Nazi regimes to remember and commemorate their victims;<\/em><\/p>\n\n\n\n

Whereas\nthe extreme forms of totalitarian rule practiced by the Soviet Communist and\nNazi regimes led to premeditated and vast crimes committed against millions of\nhuman beings and their basic and inalienable rights on a scale unseen before in\nhistory;<\/em><\/p>\n\n\n\n

Whereas\nfleeing the Nazi and Soviet Communist crimes, hundreds of thousands of people\nsought and found refuge in the United States;<\/em><\/p>\n\n\n\n

Whereas\nAugust 23 would be an appropriate date to designate as Black Ribbon Day to\nremember and never forget the terror millions of citizens in Central and\nEastern Europe experienced for more than 40 years by ruthless military,\neconomic, and political repression of the people through arbitrary executions,\nmass arrests, deportations, the suppression of free speech, confiscation of\nprivate property, and the destruction of cultural and moral identity and civil\nsociety, all of which deprived the vast majority of the peoples of Central and\nEastern Europe of their basic human rights and dignity, separating them from\nthe democratic world by means of the Iron Curtain and the Berlin Wall; and<\/em><\/p>\n\n\n\n

Whereas\nthe memories of Europe\u2019s tragic past cannot be forgotten in order to honor the\nvictims, condemn the perpetrators, and lay the foundation for reconciliation\nbased on truth and remembrance: Now, therefore, be it<\/em><\/p>\n\n\n\n
