Ata k\u00ebt\u00eb vendim\ne marrin p\u00ebr shkaqe ekonomike, p\u00ebrgjith\u00ebsisht p\u00ebr arsye t\u00eb varf\u00ebris familjar\u00eb,\nt\u00eb papun\u00ebsis, dhe m\u00eb pak politike etj. Ata vendosin q\u00eb t\u00eb jetojn\u00eb n\u00eb nj\u00eb mjedis\ntjet\u00ebr, ku flitet nj\u00eb gjuh\u00eb tjet\u00ebr, ku kultura dhe tradita e tyre kurr\u00eb nuk ka\nqen\u00eb e pranishme. Mir\u00ebpo, ata vet\u00eb e kan\u00eb zgjedhur k\u00ebt\u00eb rrug\u00eb q\u00eb ta nd\u00ebrrojn\u00eb\nmjedisin kulturor dhe n\u00eb pik\u00ebn e fundit, kryesisht t\u00eb asimilohen, ata apo\npasardh\u00ebsit e tyre, \u00e7ka paraqet \u00e7\u00ebshtje shqet\u00ebsuese p\u00ebr ruajtjen e identitetit\nt\u00eb tyre komb\u00ebtar, n\u00eb rend t\u00eb par\u00eb t\u00eb nacionalitetit shqiptar. K\u00ebshtu ka\nndodhur, edhe me nj\u00eb pjes\u00eb t\u00eb shqiptar\u00ebve t\u00eb Malit t\u00eb Zi, q\u00eb jan\u00eb\nshp\u00ebrngulur&nbsp; n\u00eb vendet e Europ\u00ebs\nPer\u00ebndimore, Australi, SHBA dhe gjetiu. <\/p>\n\n\n\n<p>Nd\u00ebrkaq, \u00ebsht\u00eb e domosdoshme q\u00eb t\u00eb b\u00ebhet dallimi nd\u00ebrmjet dy grupeve t\u00eb\nimigrant\u00ebve: n\u00eb ata q\u00eb kan\u00eb t\u00eb drejt\u00eb t\u00eb b\u00ebhen n\u00ebnshtetas t\u00eb shtetit t\u00eb ri dhe\nata t\u00eb cil\u00ebve nuk e&nbsp; kan\u00eb k\u00ebt\u00eb t\u00eb drejt\u00eb.\nPik\u00ebrisht, l\u00ebnia pas dore e k\u00ebtyre dallimeve \u00ebsht\u00eb shkak i mosmarr\u00ebveshjeve t\u00eb\nshumta, si n\u00eb literatur\u00ebn relevante ashtu edhe n\u00eb debatet publike. N\u00eb kuptimin\ne par\u00eb p\u00ebrdoret termi imigrant\u00ebt, nd\u00ebrsa p\u00ebr kategorin\u00eb e dyt\u00eb p\u00ebrdoret\n\u201cmetik\u00ebt\u201c.<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Kush\njan\u00eb imigrant\u00ebt? <\/strong><\/p>\n\n\n\n<p>Imigrant\u00ebt jan\u00eb persona t\u00eb\ncil\u00ebt jan\u00eb vendosur n\u00eb nj\u00eb shtet tjet\u00ebr n\u00eb pajtim me dispozitat e imigrimit t\u00eb\natij vendi dhe t\u00eb cil\u00ebt kan\u00eb t\u00eb drejt\u00eb p\u00ebr ta fituar n\u00ebnshtet\u00ebsin\u00eb, pas nj\u00eb\nperiudhe relativisht t\u00eb shkurt\u00ebr (3-5 vjet), n\u00eb dakordim me kushtet e tjera\nminimale t\u00eb p\u00ebrcaktuara (p.sh.njohja e gjuh\u00ebs zyrtare dhe njohja elementare e\ninstitucioneve politike dhe t\u00eb historis\u00eb s\u00eb vendit). K\u00ebto jan\u00eb kushtet\nthemelore p\u00ebr ta fituar n\u00ebnshtet\u00ebsin\u00eb e shteteve n\u00eb t\u00eb cilat jan\u00eb m\u00eb s\u00eb tep\u00ebrmi\np\u00ebrq\u00ebndruar imigrant\u00ebt: SHBA, Kanadaja dhe Australia. <\/p>\n\n\n\n<p>Shikuar historikisht, raporti i\nimigrant\u00ebve ndaj procesit t\u00eb nd\u00ebrtimit t\u00eb kombit shumic\u00eb ka qen\u00eb i ndrysh\u00ebm n\u00eb\nkrahasim me pakicat komb\u00ebtare. P\u00ebr dallim prej pakicave komb\u00ebtare, \u201cgarat\u201c n\u00eb\nnd\u00ebrtimin e identitetit nacional nuk kan\u00eb qen\u00eb as t\u00eb d\u00ebshirueshme, as t\u00eb\nmundshme p\u00ebr imigrant\u00ebt n\u00eb demokracit\u00eb per\u00ebndimore. Grupet imigruese jan\u00eb,\nparimisht, tep\u00ebr t\u00eb vogla dhe territorialisht t\u00eb p\u00ebr\u00e7ara dhe t\u00eb th\u00ebrrmuara p\u00ebr\np\u00ebrpjekjen e rekonstruimit t\u00eb kultur\u00ebs s\u00eb tyre burimore n\u00eb shtetin e ri. N\u00eb\nvend t\u00eb asaj, ata tradicionalisht pranojn\u00eb q\u00eb t\u00eb integrohen n\u00eb kultur\u00ebn e\nshumic\u00ebs societale. Jan\u00eb t\u00eb rralla rastet q\u00eb imigrant\u00ebt jan\u00eb ankuar se njohja e\ngjuh\u00ebs zyrtare \u00ebsht\u00eb kusht p\u00ebr t\u00eb fituar n\u00ebnshtet\u00ebsin\u00eb e shtetit t\u00eb tyre t\u00eb ri,\napo q\u00eb f\u00ebmij\u00ebve t\u00eb tyre iu duhet t\u00eb m\u00ebsojn\u00eb gjuh\u00ebn zyrtare n\u00eb shkolla. Ata e\nkan\u00eb pranuar q\u00eb perspektiva e tyre, e ve\u00e7an\u00ebrisht perspektiva e f\u00ebmij\u00ebve t\u00eb\ntyre varet nga participimi i tyre n\u00eb institucionet themelore sociale, ekonomike\ndhe politike (t\u00eb cilat funksionojn\u00eb n\u00eb gjuh\u00ebn zyrtare t\u00eb shtetit p\u00ebrkat\u00ebs). <\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;\nDemokracit\u00eb per\u00ebndimore dhe imigrant\u00ebt<\/strong><\/p>\n\n\n\n<p>Demokracit\u00eb per\u00ebndimore sot kan\u00eb m\u00eb shum\u00eb se dy shekuj\neksperienc\u00eb me imigrant\u00ebt dhe ka fare pak fakte q\u00eb imigrant\u00ebt t\u00eb cil\u00ebt kan\u00eb t\u00eb\ndrejt\u00eb n\u00eb fitimin e n\u00ebnshtet\u00ebsis\u00eb paraqesin ndonj\u00eb k\u00ebrc\u00ebnim p\u00ebr stabilitetin\ndhe kohezionin e shteteve t\u00eb tyre t\u00eb reja, n\u00eb t\u00eb cilat jetojn\u00eb. N\u00eb gisht\u00ebrinj\nmund t\u00eb num\u00ebrohen shembujt e grupeve imigruese, q\u00eb kan\u00eb organizuar l\u00ebvizje\nseparatiste ose parti nacionaliste, ose kan\u00eb p\u00ebrkrahur l\u00ebvizjet revolucionare\np\u00ebr rr\u00ebzimin e qeverive demokratikisht t\u00eb zgjedhura n\u00eb shtetet p\u00ebrkat\u00ebse. <\/p>\n\n\n\n<p>N\u00eb vend t\u00eb k\u00ebsaj, imigrant\u00ebt integrohen n\u00eb sistemin\npolitik, ekonomik dhe social t\u00eb shtetit t\u00eb tyre t\u00eb ri. K\u00ebtu po cekim se n\u00eb\nvendet me nj\u00eb v\u00ebrshim t\u00eb madh t\u00eb imigrant\u00ebve, si dhe n\u00eb numrin m\u00eb t\u00eb madh t\u00eb\nshteteve &nbsp;t\u00eb tjera t\u00eb Per\u00ebndimit,\nrefugjat\u00ebt q\u00eb e kan\u00eb fituar azilin politik po ashtu e kan\u00eb statusin e\nimigrant\u00ebve me t\u00eb drejt\u00eb n\u00ebnshtet\u00ebsie.<\/p>\n\n\n\n<p>Analizuar\nhistorikisht, qeverit\u00eb e Per\u00ebndimit nuk i kan\u00eb dalluar refugjat\u00ebt nga\nimigrant\u00ebt ekonomik\u00eb, duke&nbsp; patur dhe\ndrejtuar nj\u00eb raport politik, pak a shum\u00eb identike n\u00eb lidhje me pranimin dhe\nasimilimin e tyre.<\/p>\n\n\n\n<p>Imigrant\u00ebt nuk i\nkan\u00eb kund\u00ebrshtuar aksionet e drejtuara p\u00ebr integrimin e tyre. Mir\u00ebpo, ajo nuk\ndo t\u00eb thot\u00eb, se ata nuk jan\u00eb p\u00ebrpjekur q\u00eb t\u00eb b\u00ebjn\u00eb negociata mbi kushtet e\nintegrimit. Debati aktual mbi \u201cmultikulturalizmin\u201c n\u00eb vendet e imigrimit\nparaqet n\u00eb t\u00eb v\u00ebrtet\u00eb shqyrtimin mbi redefinimin e kushteve t\u00eb integrimit.\nImigrant\u00ebt k\u00ebrkojn\u00eb nj\u00eb qasje m\u00eb tolerante (\u201cm\u00eb multikulturore\u201c) t\u00eb integrimit,\nq\u00eb do t\u2019iu lejoj\u00eb, madje, do t\u2019i inkurajoj\u00eb, p\u00ebr t\u2019i ruajtur aspektet e ndryshme&nbsp; t\u00eb trash\u00ebgimis\u00eb s\u00eb tyre komb\u00ebtare, madje edhe\npas integrimit t\u00eb tyre n\u00eb institucione t\u00eb p\u00ebrbashk\u00ebta, ku p\u00ebrdoret gjuha\nzyrtare e shumic\u00ebs. <\/p>\n\n\n\n<p>Imigrant\u00ebt\ninsistojn\u00eb mbi t\u00eb drejt\u00ebn e ruajtjes s\u00eb identitetit t\u00eb tyre komb\u00ebtar, t\u00eb\nkultur\u00ebs dhe t\u00eb zakoneve (kuzhina komb\u00ebtare, veshja, religjioni), si dhe p\u00ebr t\u00eb\ndrejtat t\u00eb shoq\u00ebrohen me q\u00ebllim t\u00eb ruajtjes s\u00eb identitetit t\u00eb vet. <\/p>\n\n\n\n<p>Synimet e tilla\njan\u00eb legjitime dhe nuk konsiderohen sipas teorive politike per\u00ebndimore\n\u201cjopatriotike\u201c, ose \u201cantiamerikane\u201c, ose \u201cantiper\u00ebndimore\u201c. Aq m\u00eb tep\u00ebr,\ninstitucionet shtet\u00ebrore, mendojn\u00eb teoricien\u00ebt per\u00ebndimor\u00eb, do t\u00eb duhej t\u2019u\np\u00ebrshtateshin k\u00ebtyre synimeve &#8211; p.sh.shkollat dhe institucionet e tjera publike\npun\u00ebn e vet do t\u00eb duhej t\u2019ua p\u00ebrshtatnin festave religjioze t\u00eb imigrant\u00ebve,\nm\u00ebnyr\u00ebs s\u00eb veshjes s\u00eb tyre, kufizimit n\u00eb ushqim etj. <\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Sigurimi i\nkushteve t\u00eb drejta t\u00eb integrimit<\/strong><\/p>\n\n\n\n<p>&nbsp;Si p\u00ebrgjigjen demokracit\u00eb liberale n\u00eb k\u00ebto\nk\u00ebrkesa p\u00ebr multikulturalizmin e imigrant\u00ebve? Edhe k\u00ebtu demokracit\u00eb liberale,\nshikuar historikisht, u kan\u00eb kund\u00ebrshtuar k\u00ebrkesave t\u00eb tilla. Deri n\u00eb vitet\ngjasht\u00ebdhjet\u00eb, shtetet kryesore t\u00eb imigrimit (SHBA, Kanadaja dhe Australia) e\nkan\u00eb zbatuar nj\u00eb politik\u00eb t\u00eb asimilimit t\u00eb plot\u00eb. Nga imigrant\u00ebt \u00ebsht\u00eb pritur\nq\u00eb t\u00eb p\u00ebrvet\u00ebsojn\u00eb normat dhe vlerat ekzistuese kulturore t\u00eb shtetit ku\njetojn\u00eb, \u00e7ka gradualisht, n\u00eb pik\u00ebpamje t\u00eb t\u00eb folurit, t\u00eb veshjes, t\u00eb\nshfryt\u00ebzimit t\u00eb koh\u00ebs s\u00eb lir\u00eb, t\u00eb m\u00ebnyr\u00ebs s\u00eb ushqimit, n\u00eb madh\u00ebsin\u00eb familjare\netj. Ata do t\u2019i b\u00ebjn\u00eb t\u00eb padalluar n\u00eb krahasim me njer\u00ebzit e lindur n\u00eb atdheun\ne tyre t\u00eb ri. <\/p>\n\n\n\n<p>\u00cbsht\u00eb konsideruar\nq\u00eb nj\u00eb politik\u00eb e till\u00eb do t\u00eb siguroj\u00eb lojalitetin e tyre ndaj shtetit ku kan\u00eb\nvendosur t\u00eb jetojn\u00eb dhe dot\u00eb garantoj\u00eb q\u00eb imigrant\u00ebt t\u00eb b\u00ebhen an\u00ebtar\u00eb\nproduktiv\u00eb t\u00eb shoq\u00ebris\u00eb.<\/p>\n\n\n\n<p>Nd\u00ebrkaq, n\u00eb fillim\nt\u00eb viteve shtat\u00ebdhjet\u00eb t\u00eb shekullit t\u00eb kaluar fillohet t\u00eb shihet se politika e\nnj\u00eb asimilimi total \u00ebsht\u00eb joreale, e papranueshme dhe e padrejt\u00eb. Ajo \u00ebsht\u00eb\njoreale p\u00ebr arsye se, pavar\u00ebsisht nga intensiteti i asimilimit, imigrant\u00ebt\nkurr\u00eb nuk e humbin identitetin e vet komb\u00ebtar dhe kulturor n\u00eb ter\u00ebsi. Andaj,\nparaqitja e \u201cveshit p\u00ebr shkrirje\u201c kurr\u00eb nuk e ka shprehur gjendjen e v\u00ebrtet\u00eb;\nfakti se imigrant\u00ebt jan\u00eb integruar n\u00eb institucionet shoq\u00ebrore dhe se e kan\u00eb\nm\u00ebsuar gjuhen zyrtare t\u00eb shtetit t\u00eb ri, nuk do t\u00eb thot\u00eb se ata me at\u00eb e kan\u00eb\nhumbur identitetin e vet komb\u00ebtar dhe kulturor. <\/p>\n\n\n\n<p>Politika e\nasimilimit \u00ebsht\u00eb po ashtu e paarsyeshme, duke marr\u00eb parasysh se faktet tregojn\u00eb\nse imigrant\u00ebt, q\u00eb e kan\u00eb ruajtur n\u00eb m\u00ebnyr\u00eb t\u00eb dukshme identitetin komb\u00ebtar dhe\nkulturor mund t\u00eb jen\u00eb an\u00ebtar\u00eb lojal\u00eb dhe produktiv\u00eb t\u00eb shoq\u00ebris\u00eb.<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Integrimi\ni drejt\u00eb i imigrant\u00ebve n\u00eb shtetin e ri<\/strong><\/p>\n\n\n\n<p>Definitivisht,\npolitika e asimilimit \u00ebsht\u00eb e padrejt\u00eb, sepse i diskriminon imigrant\u00ebt dhe e\nb\u00ebn integrimin proces t\u00eb dhunsh\u00ebm. Sipas disa autor\u00ebve per\u00ebndimor\u00eb, k\u00ebrkesa e\nimigrant\u00ebve p\u00ebr modelin \u201cmultikulturor\u201c t\u00eb integrimit \u00ebsht\u00eb k\u00ebrkes\u00eb e drejt\u00eb\ndhe me r\u00ebnd\u00ebsi p\u00ebr procesin e konstituimit t\u00eb kombit shumic\u00eb. N\u00eb qoft\u00ebse\ndemokracit\u00eb liberale k\u00ebrkojn\u00eb nga imigrant\u00ebt q\u00eb t\u00eb integrohen n\u00eb institucionet\nshoq\u00ebrore ku p\u00ebrdoret gjuha zyrtare e shtetit, at\u00ebher\u00eb si detyr\u00eb e shumic\u00ebs\netnike \u00ebsht\u00eb sigurimi i kushteve t\u00eb drejta t\u00eb integrimit. <\/p>\n\n\n\n<p>Sipas teoris\u00eb\npolitike, integrimi i drejt\u00eb supozon ekzistimin e elementeve si\u00e7 vijojn\u00eb:<\/p>\n\n\n\n<p>(a) Duhet t\u00eb\nshmanget integrimi \u201cp\u00ebrkrye nate\u201c, se ka t\u00eb b\u00ebhet mbi nj\u00eb proces t\u00eb komplikuar\ndhe afatgjat\u00eb, i cili ky\u00e7\u00eb gjenerata t\u00eb shumta dhe t\u00eb ndryshme. Plot\u00ebsimi i\nk\u00ebsaj k\u00ebrkese supozon, nd\u00ebr t\u00eb tjera, q\u00eb t\u00eb jet\u00eb e mundshme q\u00eb sh\u00ebrbimet e\ncaktuara t\u00eb b\u00ebhen n\u00eb shum\u00eb gjuh\u00eb, si dhe p\u00ebrkrahjen e pushtetit shtet\u00ebror,\natyre organizatave dhe grupeve brenda bashk\u00ebsive imigruese q\u00eb ndihmojn\u00eb\nintegrimin e imigrant\u00ebve n\u00eb mjedisin e ri shoq\u00ebror. <\/p>\n\n\n\n<p>(b) \u00cbsht\u00eb e\ndomosdoshme t\u00eb sigurohet q\u00eb institucionet sociale, n\u00eb t\u00eb cilat imigrant\u00ebt integrohen\nmund\u00ebsojn\u00eb&nbsp; dhe garantojn\u00eb nj\u00eb nivel t\u00eb\nnj\u00ebjt\u00eb t\u00eb respektimit dhe njohjes s\u00eb identitetit komb\u00ebtar dhe kulturor, sikurse\nedhe ndaj pjes\u00ebtar\u00ebve t\u00eb kombit shumic\u00eb. <\/p>\n\n\n\n<p>Kjo k\u00ebrkon\nkontrollimin sistemor t\u00eb institucioneve sociale, p\u00ebr ta v\u00ebrtetuar se rregullat\ne tyre, organizimi i brendsh\u00ebm dhe simbolet \u2013 a i diskriminojn\u00eb imigrant\u00ebt apo\njo? Po ashtu, sipas teoris\u00eb politike, \u00ebsht\u00eb e domosdoshme t\u00eb kontrollohen\nprogramet shkollore p\u00ebr t\u2019u v\u00ebrtetuar se ato a i nxisin stereotipet mbi\npakicat, ose e n\u00ebn\u00e7mojn\u00eb kontributin e tyre historis\u00eb nacionale dhe bot\u00ebrore.<\/p>\n\n\n\n<p>K\u00ebto jan\u00eb masa t\u00eb\ndomosdoshme, se si imigrant\u00ebve do t\u00eb iu ofrojn\u00eb kushte t\u00eb drejta p\u00ebr integrim.<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Politika e\nmultikulturalizmit&nbsp; dhe imigrant\u00ebt<\/strong><\/p>\n\n\n\n<p>Politika e \u201cmultikulturalizmit\u201d\ne qeverive t\u00eb Australis\u00eb dhe Kanadas\u00eb, paraqet p\u00ebrpjekje q\u00eb t\u00eb definohen kushte\nt\u00eb drejta dhe adekuate t\u00eb integrimit. Mir\u00ebpo, sipas\nteoricien\u00ebve demokratik\u00eb kjo nuk \u00ebsht\u00eb e v\u00ebrtet\u00eb. Imigrant\u00ebt\nk\u00ebrkojn\u00eb nd\u00ebrrime n\u00eb institucionet themelore \u2013 shkolla, vende t\u00eb pun\u00ebs, gjyqe,\npolici dhe n\u00eb sh\u00ebrbimet sociale- se si m\u00eb leht\u00eb t\u00eb participojn\u00eb n\u00eb pun\u00ebn e\ntyre. <\/p>\n\n\n\n<p>Ata insistojn\u00eb p\u00ebr reformat i institucioneve\nn\u00eb fjal\u00eb, me q\u00ebllim q\u00eb identiteti i tyre komb\u00ebtar dhe kulturor m\u00eb tep\u00ebr t\u00eb\nrespektohet.
