Nj\u00eb analiz\u00eb e b\u00ebr\u00eb tregonte se vet\u00ebm 9,1% t\u00eb shtet\u00ebve kan\u00eb mundur t\u00eb\nkonsiderohen si \u201cetnikkisht t\u00eb past\u00ebrta\u201c; n\u00eb 23.5 %&nbsp; t\u00eb tyre grupi kryesor etnik p\u00ebrbante\nvet\u00ebm&nbsp; 50-74 % t\u00eb popullsis\u00eb ndersa 29.5%\ngrupi m\u00eb i madh nuk kishte m\u00eb tep\u00ebr se gjysm\u00ebn e popullsis\u00eb. Llogoritej se n\u00eb\n30.2 % t\u00eb shtet\u00ebve popullsin\u00eb e p\u00ebrb\u00ebnin 5 ( pes\u00eb) ose m\u00eb shum\u00eb grupe\nsinjifikante etnike, n\u00eb t\u00eb cilin\ngrup, sipas k\u00ebsaj llogoritjeje, do b\u00ebnte pjes\u00eb edhe Mali i Zi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Respekti i nd\u00ebrsjellt\u00eb midis vet\u00eb\npakicave dhe midis pakicave dhe popullit shumic\u00eb&nbsp; si dhe respekti p\u00ebr indetitetin e&nbsp; secilit prej tyre (pakic\u00eb apo shumic\u00eb)\nparaqet cil\u00ebsin\u00eb e&nbsp; shum\u00ebllojshm\u00ebris\u00eb\nmultietnike dhe multikulturore t\u00eb shoq\u00ebris\u00eb globale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb shtetet e demokracis\u00eb\np\u00ebrendimore, t\u00eb formuara si shtete shum\u00ebkomb\u00ebshe ose n\u00eb principe etnike, popujt\nshumic\u00eb ose pakic\u00eb dhe pakicat q\u00eb aty jetojn\u00eb, t\u00eb vet\u00ebdijsh\u00ebm p\u00ebr mar\u00ebdh\u00ebnjet e\nnderlikuara&nbsp; n\u00eb mes shumic\u00ebs dhe pakic\u00ebs\nsi dhe rrezikut q\u00eb mund t\u00eb rrjedhe nga ato marr\u00ebdh\u00ebnje , kan\u00eb b\u00ebr\u00eb dhe\nvazhdojn\u00eb t\u00eb b\u00ebjn\u00eb leshime dhe kompromise t\u00eb nd\u00ebrsjellta duke arrijtur nj\u00eb\nmodel t\u00eb caktuar t\u00eb koegzistenc\u00ebs. Megjithate, shum\u00ebher\u00eb, leshimet dhe\nkompromiset as nga shumica dhe as nga pakica nuk kan\u00eb qen\u00eb t\u00eb menjiherta, t\u00eb\nlehta apo krejt\u00ebsisht t\u00eb vullnetshme. Sidomos, koh\u00ebve t\u00eb fundit, ve\u00e7anarisht n\u00eb\nBallkanin p\u00ebrendimor, l\u00ebshimet dhe kompromiset e tilla kan\u00eb ardhur si\nrrezulltat i presion\u00ebve nga t\u00eb huajt, e shum\u00eb rrall\u00eb apo asnj\u00ebher\u00eb si\nrrezulltat i leshimeve apo kompromis\u00ebve t\u00eb tyre. Shqiptar\u00ebt n\u00eb Mal t\u00eb Zi\njetojn\u00eb dhe veprojn n\u00eb nj\u00eb teritor homogjen si popullat\u00eb autoktone, qe nga\nKongresi i Berlinit,&nbsp; duke kaluar n\u00ebp\u00ebr\nudh\u00ebkryqe t\u00eb rrezikshme t\u00eb rregullim\u00ebve t\u00eb ndryshme shtet\u00ebrore, Mbret\u00ebris\u00eb s\u00eb\nMalit t\u00eb Zi, Mbret\u00ebris\u00eb SKS, RSFJ, Bashkis\u00eb shtet\u00ebrore Serbi-Mali i Zi dhe se\nfundi n\u00eb shtetin e pavarur t\u00eb Malit t\u00eb Zi, i cili pa p\u00ebrkrahjen dhe kontributin\ne shqiptar\u00ebve veshtir\u00eb se do t\u00eb krijohej ndonj\u00ebher\u00eb. S\u2019do mend se p\u00ebrkrahja e\nshqiptar\u00ebve p\u00ebr shtetin e pavarur t\u00eb Malit t\u00eb Zi ishte rrjedhoj\u00eb e ngjarj\u00ebve\ndhe situat\u00ebs politike n\u00eb shtetet e ish Jugosllavis\u00eb, e shprehur n\u00eb deshir\u00eb p\u00ebr\ntu shkeputur nj\u00ebher\u00ebr\u00eb e mir\u00eb nga kthetrat e vendit t\u00eb kasapit t\u00eb Ballkanit\n\u2013Serbis\u00eb, q\u00eb u solli aq\u00eb shum\u00eb t\u00eb keqija shqipt\u00ebr\u00ebve ku do q\u00eb jetonin, e\nsidomos deshir\u00eb p\u00ebr t\u00eb kontribuar pamvar\u00ebsis\u00eb s\u00eb Kosov\u00ebs por edhe shpres\u00eb p\u00ebr\nnj\u00eb trajtim m\u00eb t\u00eb drejt\u00eb m\u00eb qellim t\u00eb realizimit sa m\u00eb shpejt t\u00eb t\u00eb drejtave\npolitike t\u00eb tyre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shteti i Malit t\u00eb Zi, si shtet\nshum\u00eb nacional apo etnik, pa marr\u00eb parasysh modelin demokratik t\u00eb rregullimit\nshtet\u00ebror apo&nbsp; p\u00ebrb\u00ebrjes komb\u00ebtare apo\netnike t\u00eb&nbsp; popullat\u00ebs&nbsp; pretendon se \u00ebsht\u00eb shtet i qytetar\u00ebve dhe se\nt\u00eb drejtat e popujve pakic\u00eb duhet t\u00eb rregullohen sipas diktatit t\u00eb shumic\u00ebs,\ngjithmon duke aluduar n\u00eb infrastruktur\u00ebn ligjore n\u00eb fuqi. Megjithate, Mali i Zi\nduke rrespektuar detyrat dhe obligimet t\u00eb p\u00ebrcaktuara n\u00eb Konvent\u00ebn Kuad\u00ebr p\u00eb\nMbrojtjen e Pakicave Nacionale( Mali i Zi \u00ebsht\u00eb n\u00ebnshkrues i k\u00ebsaj konvente),\nka nxjerr\u00eb Ligjin mbi t\u00eb Drejtat dhe Lirit\u00eb e Popujve Pakic\u00eb, sipas t\u00eb cilit\npopujve pakic\u00eb dhe komuniteteve t\u00eb tjera t\u00eb pakicave nacionale dhe pjes\u00ebtar\u00ebve\nt\u00eb tyre, krahas t\u00eb drejtave t\u00eb parapara me rregullat nd\u00ebrkomb\u00ebtare t\u00eb pranuara\nn\u00eb p\u00ebrgjith\u00ebsi dhe kontratave nd\u00ebrkomb\u00ebtare t\u00eb ratifikuara, u sigurohen t\u00eb\ndrejta t\u00eb plota t\u00eb cilat nuk mund t\u00eb jen\u00eb m\u00eb pak se t\u00eb arriturat, n\u00eb t\u00eb nj\u00ebjtat\nkushte dhe kan\u00eb si q\u00ebllim sigurimin e barazis\u00eb s\u00eb tyre reale me shtetasit e\ntjer\u00eb ( neni 5). Th\u00ebn\u00eb ndryshe ekziston pretendimi se Mali i Zi i ka\nkrijuar&nbsp; kushtet themelore ( s\u00ebpaku n\u00eb\nlet\u00ebr) p\u00ebr pjes\u00ebmarrjen efikase t\u00eb pjestar\u00ebve t\u00eb pakicave nacionale n\u00eb jet\u00eb\nkulturore, socialo-ekonomike dhe n\u00eb punet publike, sidomos t\u00eb atyre aspekt\u00ebve\nq\u00eb \u00ebsht\u00eb interes i tyre, sigurisht duke pasur parasysh p\u00ebrfaq\u00ebsimin\nproporcional n\u00eb organet shtet\u00ebrore dhe publike qoft\u00eb ajo edhe n\u00eb form\u00eb e\ndiskriminimit pozitiv. Pra shumica i paska plot\u00ebsuar obligimet ndaj pakic\u00ebs.\nPrandaj, k\u00ebsaj radhe deshiroi q\u00eb t\u00eb fokusoi v\u00ebm\u00ebndjen ton\u00eb vet\u00ebm p\u00ebr&nbsp; koh\u00ebhapsir\u00ebn q\u00eb nga pavarsia e Malit t\u00eb Zi&nbsp; deri n\u00eb dit\u00ebt e tanishme. Po i p\u00ebrmendim\nvet\u00ebm disa.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>P\u00ebrfaq\u00ebsimi politik i qytetar\u00ebve pra edhe i pakicave\narrihet n\u00eb baz\u00eb t\u00eb sistemit <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">zgjedhor t\u00eb lir\u00eb, transparent e\ndemokratik. Si\u00e7 \u00ebsht\u00eb e njohur ligji aktual p\u00ebr zgjedhjen e deputeteve dhe\nk\u00ebshilltar\u00ebve n\u00eb Mal t\u00eb Zi \u00ebsht\u00eb shum\u00eb n\u00ebn nivelin demokratik e p\u00ebrfaq\u00ebsues t\u00eb\npakicave se para pavar\u00ebsis\u00eb s\u00eb shtetit malazez, madje \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me\nKonventen Kuad\u00ebr dhe Ligjin p\u00ebr t\u00eb Drejtat dhe Lirit\u00eb e Popullit Pakic\u00eb n\u00eb Mal\nt\u00eb Zi dhe si I atill\u00eb \u00ebsht\u00eb degradues. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Pun\u00ebsimi i shqiptar\u00ebve n\u00eb organet publike shtet\u00ebrore akoma\n\u00ebsht\u00eb shqet\u00ebsues dhe <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">as p\u00ebrs\u00ebaf\u00ebrmi nuk i p\u00ebrgjigjet\np\u00ebrfaq\u00ebsimit proporcional.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Ligji p\u00ebr p\u00ebrdorimi i simbol\u00ebve komb\u00ebtare nuk mund\u00ebson p\u00ebrdorimin\ne lir\u00eb n\u00eb t\u00eb <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">gjitha nivelet, madje as n\u00eb\nvendbanimet me shumic\u00eb t\u00eb konsiderueshme, dhe nga ky aspekt nuk ka p\u00ebrmir\u00ebsime,\nmadje \u00ebsht\u00eb n\u00ebn nivelin e Jugosllavis\u00eb s\u00eb Titos.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>P\u00ebrdorimi i gjuh\u00ebve t\u00eb pakicave ( lexo: gjuh\u00ebs shqipe)\n\u00ebsht\u00eb regressiv.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Komunikimi i organeve lokale me\nato qendrore b\u00ebh\u00ebt vet\u00ebm n\u00eb gjuh\u00ebn malazeze, thirjet dhe aktgjykimet n\u00eb gjyqet\nkomunale ( ku popull\u00e7sia shqiptare \u00ebsht\u00eb n\u00eb shumic\u00eb) b\u00ebh\u00ebn po ashtu vet\u00ebm n\u00eb\ngjuh\u00ebn malazeze, ani pse kjo \u00e7\u00ebshtje \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me infrastruktur\u00ebn\nligjore, nd\u00ebrkomb\u00ebtare dhe t\u00eb br\u00ebndshme, n\u00eb fuqi. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Plan-programet m\u00ebsimore t\u00eb gjuh\u00ebs shqipe, historis\u00eb dhe\nl\u00ebnd\u00ebve t\u00eb shkatht\u00ebsis\u00eb <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">nuk kan\u00eb ndonj\u00eb p\u00ebrmir\u00ebsim t\u00eb\nduksh\u00ebm nd\u00ebrkaq informimi n\u00eb gjuh\u00ebn shqipe \u00ebsht\u00eb v\u00ebrtet\u00eb diskriminues.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Ajo \u00e7ka \u00ebsht\u00eb m\u00eb shqet\u00ebsuese p\u00ebr shqiptar\u00ebt n\u00eb Mal t\u00eb\nZi, \u00ebsht\u00eb fakti se edhe pas <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">30 viteve demokraci e 13 viteve\npavar\u00ebsi zhvillimi ekonomik i vendbanimeve shqiptare, p\u00ebrkund\u00ebr resurseve t\u00eb\nvolitshme natyrore, ka stagnuar, mungojn\u00eb investimet kapitale e strategjike dhe\nsi rrjedhoj\u00eb \u00ebsht\u00eb aktivizuar edhe m\u00eb shum\u00eb boshatisja e vendbanimeve\nshqiptare.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Brezi kufitar i t\u00eb Mirave ( t\u00eb zezave) Detare ka mbetur\ni nj\u00ebjti,si asgjekundi n\u00eb <\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">bregdetin malazez, ani pse\nfunksionin m\u00eb t\u00eb lart\u00eb drejtues n\u00eb nd\u00ebrmarrjen publike akoma e mbajn\u00eb partite\nshqiptare n\u00eb koalicion me qeverin\u00eb. T\u00eb ardhurat nga kjo zone derdhen ne\nbuxhetin e shtetit e jo n\u00eb buxhetin lokal. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Edhe k\u00ebto pak fakte t\u00eb p\u00ebrmendura nga\nnj\u00ebra an\u00eb tregojn\u00eb qart\u00eb dekadenc\u00ebn e t\u00eb drejtave dhe lirive shqiptar\u00ebve,\nnatyrisht n\u00eb krahasim me koh\u00ebn, nder\u00ebsa nga ana tjet\u00ebr po ashtu tregojn\u00eb qart\u00eb\n(mos)p\u00ebrkujdesjen e shtetit malazez ndaj shqiptar\u00ebve dhe vler\u00ebsimin e tyre\np\u00ebr&nbsp; kontributin (p\u00ebr t\u00eb mos th\u00ebn\u00eb\nsherbimin) e shqiptar\u00ebve p\u00ebr pavar\u00ebsin\u00eb e Malit t\u00eb Zi. Por duhet theksuar se\ntani m\u00eb, pushteti qendror nuk mund t\u00eb jet\u00eb fajtor p\u00ebr (mos)realizimin e\nbuxhetit, p\u00ebr (mos)investimet kapitale lokale, p\u00ebr kaosin n\u00eb infrastruktur\u00eb\n(rrug\u00eb lokale, veprimtari komunale, komunikacion\u2026) dhe kjo jo vet\u00ebm p\u00ebr faktin\nse pushtetmbajt\u00ebsit lokal dhe partit\u00eb politike shqiptare qeverisin n\u00eb t\u00eb gjitha\nnivelet bashk\u00eb por edhe p\u00ebr faktin se ata jan\u00eb p\u00ebrgjegj\u00ebs ligjor t\u00eb\nfunksionimit t\u00eb pushtetit vendor por edhe p\u00ebrgjegj\u00ebs ndaj votuasve t\u00eb tyre t\u00eb\ncil\u00ebt i votuan p\u00ebr t\u00eb (mos) lidhur koalicion me partin\u00eb-shtet. S\u2019ka dyshim se\nkjo gj\u00ebndje \u00ebsht\u00eb e lidhur ngusht, s\u00eb pari me relacionet e partive politike\nshqiptare dhe lider\u00ebve t\u00eb tyre n\u00eb mar\u00ebdh\u00ebnje n\u00eb mes tyre dhe pastaj n\u00eb\nmar\u00ebdh\u00ebnje me pushtetin. Pushtetar\u00ebt e Malit t\u00eb Zi jan\u00eb t\u00eb vet\u00ebdijshem se p\u00ebr\nderisa n\u00eb krahun e saj kan\u00eb nj\u00eb apo m\u00eb shum\u00eb parti politike t\u00eb pakicave, para\nfaktorit nd\u00ebrkomb\u00ebtar jan\u00eb krejt\u00ebsisht n\u00eb rregull dhe k\u00ebshtu para tyre paraqiten\nse po ndertojn\u00eb vertet\u00eb nj\u00eb shoq\u00ebri t\u00eb hapur demokratike e bazuar n\u00eb veprimin e\ns\u00eb drejt\u00ebs dhe institucioneve demokratike t\u00eb cilat mund\u00ebsojn\u00eb respektimin e\nstandard\u00ebve m\u00eb t\u00eb mira n\u00eb sfer\u00ebn e t\u00eb drejtave dhe lirive t\u00eb njeriut. Ky alibi Malit\nt\u00eb Zi tani i nevojitet m\u00eb s\u00eb tep\u00ebrmi pasi gjendet n\u00eb procesin e negociatave p\u00ebr\nhyrjen n\u00eb BE. P\u00ebr k\u00ebt\u00eb arsye k\u00ebt\u00eb situat\u00eb subjektet politike shqiptare, pa\nmarr\u00eb parasysh divergjencat, duhet ta shfryt\u00ebzojn\u00eb e t\u00eb reflektojn\u00eb drejt\u00eb e\np\u00ebr interes\u00eb t\u00eb p\u00ebrgjithsh\u00ebm e je t\u00eb l\u00ebn\u00eb interesat individual t\u00eb tyre. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bashkpunimi pa kushte, n\u00eb\nfillim,&nbsp; i vet\u00ebm nj\u00eb partije politike\nshqiptare e tani pothuaj i t\u00eb gjitha partive politike shqiptare, me pushtetin e\nMalit t\u00eb Zi, nuk u solli ndonj\u00eb gj\u00eb t\u00eb mir\u00eb shqiptar\u00ebve, p\u00ebrkundrazi &nbsp;t\u00eb drejtat dhe lirit\u00eb e popullsis\u00eb pakic\u00eb\nstagnuan.Prandaj \u00ebsht\u00eb m\u00eb se e nevojshme v\u00ebnja n\u00eb l\u00ebvizje e vet\u00ebdij\u00ebs dhe\nnd\u00ebrgjegj\u00ebs, e politik\u00ebs n\u00eb p\u00ebrgjith\u00ebsi e n\u00eb ve\u00e7anti e partive politike\nshqiptare n\u00eb koalicion me shtetin dhe p\u00ebrfaq\u00ebsues\u00ebve t\u00eb tyre politik, qoft\u00eb n\u00eb\nparlament apo qeveri.Me urgjenc\u00eb duhet t\u00eb inicohet ngritja e institucionit t\u00eb\np\u00ebrgjegj\u00ebsis\u00eb dhe llogoridh\u00ebnj\u00ebs e t\u00eb zgjedhurve &nbsp;para votuesve t\u00eb vet, mbase kjo iniciativ\u00eb\nduhet t\u00eb p\u00ebrqafohet edhe nga vet\u00eb pushteti qendror pasi n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb do t\u00eb\nfuqizonte p\u00ebrgjegj\u00ebsin e pakic\u00ebs ndaj shumic\u00ebs si parakusht i realizimit t\u00eb\nqellimeve t\u00eb veta.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr realizimin e k\u00ebtyre parimeve,\npopullit shqiptar n\u00eb Mal t\u00eb Zi i mungon nj\u00eb stretegji e p\u00ebrbashk\u00ebt\npolitiko-ekonomike, zhvillimore, nj\u00eb plan veprues p\u00ebr t\u00eb gjitha vendet e\nbanuara me shqiptar\u00eb. Mu p\u00ebr k\u00ebt\u00eb arsye duhet t\u00eb inicohet q\u00eb K\u00ebshilli Nacional\ni Shqiptar\u00ebve t\u00eb jet\u00eb funksional dhe bart\u00ebs i aktiviteteve t\u00eb p\u00ebrmendura ndersa\npartit\u00eb politike shqiptare duhet t\u00eb miratojn\u00eb nj\u00eb platform\u00eb t\u00eb veprimit t\u00eb\np\u00ebrbashk\u00ebt n\u00eb mar\u00ebdh\u00ebnje me popullin dhe shtetin. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Koha \u00ebsht\u00eb p\u00ebr reflektim,\np\u00ebrndryshe qendrimi n\u00eb koalicion me partin\u00eb-shtet n\u00eb t\u00eb gjitha nivelet \u00ebsht\u00eb\nkoh\u00eb e humbur. \u00cbsht\u00eb koha qe edhe pakica t\u00eb marr\u00eb p\u00ebrgjegj\u00ebsit e veta. \u00cbsht\u00eb\nkoha q\u00eb t\u00eb zgjedhurit e popullit shqiptar\u00eb n\u00eb organet ligjv\u00ebn\u00ebse e ligjzbatuese\nt\u00eb shqyrtojn\u00eb me seriozitet t\u00eb plot\u00eb funksionimin e shtetit ligjor n\u00eb\nmar\u00ebdh\u00ebnje me shqiptar\u00ebt dhe si rrjedhoj\u00eb arsyeshm\u00ebrin\u00eb e q\u00ebndrimit n\u00eb ato\norgane.
