Bart\u00ebs t\u00eb dukurive t\u00eb\ntilla jan\u00eb individ\u00ebt&nbsp; me komplekse\npersonale t\u00eb cil\u00ebve iu mungon doza e realizmit, por jetojn\u00eb me iluzione, duke\np\u00ebrdorur mjetet makiaveliste p\u00ebr t ia arritur qellimit t\u00eb tyre personal. <\/p>\n\n\n\n<p>Ndonse \u00e7do kush&nbsp; duhet ta dij\u00eb pesh\u00ebn&nbsp; e vet, qoft\u00eb personale apo profesionale, n\u00eb\ndeklarime publike ndodh q\u00eb t\u00eb ata t\u00eb&nbsp;\nprezantohen n\u00eb form\u00eb manipuluese p\u00ebr qellime t\u00eb caktuara. Dhe demagogjia\ne till\u00eb, p\u00ebr nj\u00eb moment dhe mund t\u00eb ket\u00eb sukses, por me kalimin e koh\u00ebs \u00e7do gj\u00eb\nb\u00ebh\u00ebt transparente, sepse ka kaluar koha e mashtrimeve ordinere.Nj\u00eb dukuri e\ntill\u00eb tek ne shqiptar\u00ebt \u00ebsht\u00eb e pranishme sidomos gjat\u00eb fushatave zgjedhore,\npor edhe pas zgjedhjeve,&nbsp; q\u00eb \u00ebsht\u00eb dukuri\ne indvid\u00ebve egoist dhe t\u00eb bajraktarizmit, q\u00eb \u00ebsht\u00eb m\u00eb pasoja t\u00eb vazhdueshme p\u00ebr\nshqiptar\u00ebt n\u00eb Mal t\u00eb Zi.<\/p>\n\n\n\n<p><strong>Sindromi i liderizmit dhe atavizmi politik&nbsp;\n<\/strong><\/p>\n\n\n\n<p>N\u00ebse mungesa e dialogut n\u00eb t\u00eb\nkaluar\u00ebn kishte t\u00eb b\u00ebnte me struktur\u00ebn e sistemit e cila e kishte t\u00eb ndaluar\nmendimin ndryshe, sepse \u00e7do gj\u00eb realizohej nga koncepti parti-shtet, n\u00eb\npluraliz\u00ebm&nbsp; me t\u00eb drejt \u00ebsht\u00eb pritur nj\u00eb\nqasje&nbsp; tjet\u00ebr, por&nbsp; me k\u00ebqardhje themi se n\u00eb ket\u00eb&nbsp; aspekt kemi nj\u00eb vendnumrim. Nj\u00eb veprim i\ntill\u00eb nuk ka si t\u00eb&nbsp; shpjegohet ndryshe\npor me faktin&nbsp; se strukturat udh\u00ebheq\u00ebse\nn\u00eb pluraliz\u00ebm vijn\u00eb t\u00eb indoktrinuara nga sistemi i kaluar. Me nj\u00eb fjal\u00eb kemi t\u00eb\nb\u00ebjm\u00eb me individ t\u00eb cil\u00ebt e kan\u00eb t\u00eb v\u00ebshtir\u00eb&nbsp;\nt&#8217;iu p\u00ebrshtaten&nbsp;\nrrethanave t\u00eb reja shoq\u00ebrore si kudo n\u00eb bot\u00ebn demokratike. N\u00ebse k\u00ebtij\nkonstatimi i shtojm\u00eb munges\u00ebn e p\u00ebrvoj\u00ebs, e n\u00eb ve\u00e7anti sindromin e&nbsp; liderizmit,&nbsp;\negoizmin&nbsp; dhe atavizmin politik\ndel qart\u00eb pse mungon dialogu i mir\u00ebfillt\u00eb q\u00eb d\u00ebshmohet n\u00eb m\u00ebnyr\u00eb transparente\nsi n\u00eb partit\u00eb politike apo n\u00eb strukturat e&nbsp;\nqeverisjeve lokale e ato shtet\u00ebrore. <\/p>\n\n\n\n<p><strong>Qeverisja peng i individ\u00ebve<\/strong><\/p>\n\n\n\n<p>Por, n\u00ebse ne t\u00eb kaluar\u00ebn ka\nmunguar kulturua e dialogut, pas rreth tre dekadave n\u00eb pluraliz\u00ebm mungesa e\ntill\u00eb nuk arsyetohet m\u00eb asgj\u00eb. Nuk ka dilem\u00eb s\u00eb nj\u00eb veprim i till\u00eb d\u00ebshmon&nbsp; mungesen e vullnetit p\u00ebr t\u00eb debatuar p\u00ebr\n\u00e7\u00ebshtje t\u00eb cilat jan\u00eb n\u00eb favor t\u00eb avancimit t\u00eb&nbsp;\n\u00e7\u00ebshtjeve shoq\u00ebrore t\u00eb \u00e7do mjedisi apo populli n\u00eb vendin p\u00ebrkat\u00ebs. Dhe\nnga&nbsp; nj\u00eb qendrim i till\u00eb&nbsp; qytetar\u00ebt apo komunitetet e ndryshme kan\u00eb\nmbetur peng t\u00eb individ\u00ebve apo klaneve t\u00eb ndryshme. Nga nj\u00eb veprim i till\u00eb jo\nrrall\u00eb&nbsp; kemi t\u00eb pranish\u00ebm kultur\u00ebn e\nbojkotit, pra t\u00eb kund\u00ebrdialogut dukuri kjo q\u00eb \u00ebsht\u00eb b\u00ebr\u00eb shqet\u00ebsuese sepse&nbsp; nuk \u00ebsht\u00eb n\u00eb favor t\u00eb zgjidhjes s\u00eb\nproblemeve, por \u00ebsht\u00eb e kund\u00ebrta madje edhe t\u00eb kamuflimit t\u00eb tyre.<\/p>\n\n\n\n<p>N\u00eb saj\u00eb t\u00eb egoizmit dhe s\u00ebmundj\u00ebs\ns\u00eb&nbsp; liderizmit&nbsp; individ t\u00eb ndrysh\u00ebm jan\u00eb t\u00eb prirur jo p\u00ebr tu\nmarr\u00eb vesh, por e kund\u00ebrta, kan\u00eb aft\u00ebsi t\u00eb arrihet deri t\u00eb&nbsp; mosmarrveshja. Dhe nj\u00eb veprim i till\u00eb nga individ\np\u00ebrkat\u00ebs cil\u00ebsohet madje si e \u201carritur\u201d e momentit, pavar\u00ebsisht se pasojat jan\u00eb\nt\u00eb pashmangshme si p\u00ebr individin apo subjektin p\u00ebrkat\u00ebs. N\u00eb ket\u00eb aspekt n\u00eb\nsken\u00ebn politike t\u00eb shqiptar\u00ebve n\u00eb Mal t\u00eb Zi, kemi shembuj t\u00eb shumt\u00eb dhe m\u00eb\npasoja p\u00ebr shqiptar\u00ebt n\u00eb ket\u00eb mjedis(Ulqin, Tuz), duke d\u00ebshmuar n\u00eb praktik\u00eb\nnj\u00eb&nbsp; demokraci t\u00eb&nbsp; pakonsoliduar.<\/p>\n\n\n\n<p><strong>Parimet baza e\ndemokracis\u00eb<\/strong><\/p>\n\n\n\n<p>Demokraci e konsoliduar do t\u00eb thot t\u00eb vler\u00ebsohen vlerat,\nmeritokracia dhe parimet pavar\u00ebsisht ofertave&nbsp;&nbsp;\np\u00ebr koalicione&nbsp; t\u00eb ndryshme qoft\u00eb\nn\u00eb nivel lokal dhe qendror. Pik\u00ebrisht n\u00eb k\u00ebt\u00eb aspekt subjektet serioze\npolitike, n\u00eb vendet&nbsp; e tilla kandidojn\u00eb\nindivid&nbsp; m\u00eb p\u00ebrgatitje t\u00eb d\u00ebshmuar\nprofesionale dhe me autoritet shoq\u00ebror, sepse, individet&nbsp; e till\u00eb t\u00eb pun\u00ebsuar&nbsp; p\u00ebrve\u00e7&nbsp;\ns\u00eb p\u00ebrfaq\u00ebsojn\u00eb vet\u00ebn ata p\u00ebrfaq\u00ebsojn\u00eb edhe subjketin p\u00ebrkat\u00ebs politik.\nPra, kemi t\u00eb b\u00ebjm\u00eb me pozit\u00eb dualiste personale-partiake e cila i prezantohet\nopinionit t\u00eb gjer\u00eb n\u00eb mjedisin p\u00ebrkat\u00ebs. N\u00eb k\u00ebt\u00eb aspekt duhet b\u00ebr\u00eb dallimin n\u00eb\nmes&nbsp; subjekteve&nbsp; politike nacionale dhe atyre t\u00eb ashtuquajtura\nqytetare, sepse n\u00eb rastin konkret shqiptar\u00ebt p\u00ebrfaq\u00ebsohen&nbsp; nga p\u00ebrfaq\u00ebsuesi autentik,&nbsp; duke pasur&nbsp;\np\u00ebrgjegj\u00ebsi t\u00eb ve\u00e7ant\u00eb n\u00eb krahasim me ato t\u00eb tjer\u00ebt (qytetare). Me nj\u00eb\nfjal\u00eb kemi t\u00eb b\u00ebjm\u00eb me parimet q\u00eb jan\u00eb baza e demokracis\u00eb s\u00eb konsoliduar, edhe\npse jemi d\u00ebshmitar\u00eb q\u00eb shum\u00eb her\u00eb parimet anashkalohen se par\u00ebsore jan\u00eb\ninteresat e individ\u00ebve dhe klan\u00ebve t\u00eb ndryshme. <\/p>\n\n\n\n<p><strong>Parapolitika dhe\ntranzicioni <\/strong><\/p>\n\n\n\n<p>N\u00eb vendet demokratike politika parimore vler\u00ebsohet dhe\nmbeshtetet nga elektorati votues, nd\u00ebrsa p\u00ebrjashtim b\u00ebjn\u00eb mjediset parapolitike\nku b\u00ebjn\u00eb pjes\u00eb vendet e ish-kampit socialist t\u00eb cil\u00ebt jan\u00eb ende n\u00eb periudh\u00ebn e\ntranzicionit, me pasoja t\u00eb p\u00ebrgjithshme p\u00ebr qytetar\u00ebt e mjediseve p\u00ebrkat\u00ebse. <\/p>\n\n\n\n<p>N\u00ebse analizojm\u00eb sken\u00ebn politike e hap\u00ebsir\u00ebs etnogjeografike\nshqiptare, del se&nbsp; kemi nj\u00eb gjendje\nalarmante me konfrontim t\u00eb vazhduesh\u00ebm n\u00eb mes pozit\u00ebs e opozit\u00ebs q\u00eb synim ka\npushtetin e jo qeverisjen e mir\u00eb dhe demokracin\u00eb e konsoliduar. \u00cbsht\u00eb pik\u00ebrisht\nnj\u00eb gjendje e till\u00eb e cila ka zhg\u00ebnjyer qytetar\u00ebt, ku nga kriza e p\u00ebrgjithshme\npolitike, ekonomike e ajo morale qytetar\u00ebt shqiptar\u00eb shp\u00ebtimin e shohin vet\u00ebm\nn\u00eb emigrim n\u00eb bot\u00ebn e jashtme. Dhe nj\u00eb trend i till\u00eb i emigrimit ka ndikuar n\u00eb\nr\u00ebnien e numrit t\u00eb popullsis\u00eb shqiptare n\u00eb m\u00ebnyr\u00eb drastike kudo si n\u00eb Shqip\u00ebri,\nKosov\u00eb, Maqedoni e Mal t\u00eb Zi, proces ky i cili ka marr\u00eb p\u00ebrmasa shqet\u00ebsuese. <\/p>\n\n\n\n<p><strong>Vet\u00ebm n\u00eb politik\u00eb&nbsp;&nbsp;\naskushi mendon se b\u00ebh\u00ebt dikushi<\/strong><\/p>\n\n\n\n<p>P\u00ebrvoja&nbsp; e periudh\u00ebs s\u00eb pluralizmit ka ndikuar q\u00eb edhe\nqytetari&nbsp; i zakonsh\u00ebm shum\u00eb \u00e7ka ta ket\u00eb\nt\u00eb qart\u00eb, si n\u00eb organizimin politik por&nbsp;\nedhe n\u00eb funksionimin&nbsp; e pushtetit.\nMadje e them pa hezitim se pluralizmi ka sjell\u00eb nj\u00eb&nbsp; pozitivitet&nbsp;\nsepse ka&nbsp; b\u00ebr\u00eb zhveshjen\ntotale&nbsp; t\u00eb disa personave t\u00eb cil\u00ebt\naksidentalisht jan\u00eb angazhuar n\u00eb politik\u00eb. Madje \u00ebsht\u00eb p\u00ebr t\u00eb ardhur keq s\u00eb vlerat\nmorale&nbsp; kan\u00eb r\u00ebn\u00eb n\u00eb nivelin m\u00eb t\u00eb ul\u00ebt,\nsi asnj\u00ebher\u00eb m\u00eb par\u00eb, madje edhe m\u00eb posht\u00eb s\u00eb n\u00eb koh\u00ebn e monizmit. Dhe s&#8217;ka se si\nt\u00eb jet\u00eb ndryshe, kur individ\u00eb matrapaz apo mediok\u00ebr&nbsp; duan t\u00eb shesin&nbsp; moral, b\u00ebn qe edhe qytetar\u00ebt e zakonsh\u00ebm t\u00eb\nhumbin besimin edhe n\u00eb njer\u00ebz m\u00eb vlera personale dhe profesionale. <\/p>\n\n\n\n<p>Pik\u00ebrisht n\u00eb koh\u00ebra t\u00eb tilla ku\nnuk kemi politik\u00eb dhe struktura te konsoliduara, individ t\u00eb ndrysh\u00ebm&nbsp; arrijn\u00eb t\u00eb b\u00ebjn\u00eb karier\u00eb duke dep\u00ebrtuar&nbsp; n\u00eb pozita t\u00eb ndryshme, qoft\u00eb n\u00eb nivel lokal\napo ate qendror. Andaj nuk \u00ebsht\u00eb e tep\u00ebrt t\u00eb thuhet se vet\u00ebm n\u00eb politik\u00eb\naskushi mendon s\u00eb \u00ebsht\u00eb b\u00ebh\u00ebt dikushi.
