Ratifikimi i Demarkacionit dhe lufta kund\u0451r korrupsionit p\u0451rb\u0451jn\u0451 dy kriteret e fundit, t\u0451 vendosura nga Bashkimi Europian p\u0451r liberalizimin e vizave. Ratifikimi hap dyert e Europ\u0451s p\u0451r shqiptar\u0451t e Kosov\u0451s, mosratifikimi i izolon ata, p\u0451rfundimisht.<br \/>\n2. Marr\u0451veshja \u201cMbi kufirin shtet\u0451ror\u201d me Malin e Zi \u0451sht\u0451 n\u0451nshkruar nga autoritete t\u0451 larta zyrtare dhe ratifikimi i saj do t\u0451 d\u0451rgonte sinjale pozitive p\u0451r Kosov\u0451n, si nj\u0451 shtet serioz q\u0451 u q\u0451ndron angazhimeve q\u0451 marrin p\u0451rsip\u0451r p\u0451rfaq\u0451suesit e saj t\u0451 lart\u0451, si dhe atyre nd\u0451rkomb\u0451tare, nd\u0451rsa mosratifikimi do t\u0451 ulte kredibilitetin dhe imazhin e saj n\u0451 bot\u0451.<br \/>\n3. Ratifikimi k\u0451rkohet nga miqt\u0451 dhe aleat\u0451t tan\u0451 strategjik\u0451, SHBA dhe fuqit\u0451 kryesore europiane, pa ndihm\u0451n e t\u0451 cil\u0451ve do t\u0451 ishte i pamundur, jo vet\u0451m \u00e7lirimi i Kosov\u0451s nga sundimi serb, por edhe mbrojtja e liris\u0451 dhe pavar\u0451sis\u0451 s\u0451 saj. Mosratifikimi mund t\u0451 \u00e7oj\u0451 n\u0451 ftohjen e tyre ndaj nesh, apo m\u0451 keq, n\u0451 humbjen e tyre si miq dhe aleat\u0451 tan\u0451. N\u0451 nj\u0451 zhvillim t\u0451 till\u0451 negativ, Kosova rrezikon t\u0451 humb\u0451 gjith\u0451 arritjet e deritanishme.<br \/>\n4. Mali i Zi \u0451sht\u0451 an\u0451tar i NATO-s, ka hapur negociatat p\u0451r an\u0451tar\u0451sim n\u0451 BE dhe Kosova nuk ka asnj\u0451 interes t\u2019i p\u0451rkeq\u0451soj\u0451 marr\u0451dh\u0451niet me t\u0451, aq m\u0451 tep\u0451r q\u0451 e kemi vend fqinj.<\/p>\n<p>M\u0451 shum\u0451 se \u201cargumente\u201d, k\u0451to jan\u0451 hamend\u0451sime, frik\u0451ra e shqet\u0451sime p\u0451r rreziqe potenciale q\u0451 mund t\u2019i kanosen Kosov\u0451s, n\u0451 rast t\u0451 mosratifikimit t\u0451 Marr\u0451veshj\u0451s s\u0451 Demarkacionit. Ballafaqimi i k\u0451tyre \u201cargumenteve\u201d me faktet historike, me p\u0451rvoj\u0451n dhe praktikat e shteteve t\u0451 tjera (precedent\u0451t e ngjash\u0451m), me logjik\u0451n e thjesht\u0451, si dhe ligjin nd\u0451rkomb\u0451tar, i b\u0451n ato krejt\u0451sisht t\u0451 paq\u0451ndrueshme. P\u0451r pasoj\u0451, edhe frik\u0451rat dhe shqet\u0451simet q\u0451 i shoq\u0451rojn\u0451 ato, jan\u0451 pa baz\u0451.<\/p>\n<p>S\u0451 pari, Kosov\u0451s i \u0451sht\u0451 dh\u0451n\u0451 Harta e Rrug\u0451s p\u0451r liberalizimin e vizave n\u0451 Qershor 2012, pra para 6 vjet\u0451ve dhe n\u0451 at\u0451 hart\u0451 nuk ka figuruar fare kriteri i ratifikimit t\u0451 Demarkacionit me Malin e Zi. Ai \u0451sht\u0451 shtuar rrug\u0451s, tash von\u0451, arbitrarisht, pa u konsultuar fare me aktor\u0451t vendor\u0451 dhe, mundet, as me institucionet europiane. Kriteri i shpikur i ratifikimit t\u0451 Demarkacionit, nuk p\u0451rjashtohet t\u0451 jet\u0451 pjell\u0451 e fantazis\u0451 s\u0451 s\u0451mur\u0451 t\u0451 ndonj\u0451 euroburokrati apo eurokomisari q\u0451 nuk e njeh fare Kosov\u0451n dhe as ndjeshm\u0451rit\u0451 e saj historike, apo edhe t\u0451 koh\u0451ve moderne. \u0401sht\u0451 fakt i njohur q\u0451 nj\u0451 kriter i till\u0451 nuk i \u0451sht\u0451 v\u0451n\u0451 asnj\u0451 prej shteteve t\u0451 dala nga ish-Jugosllavia. Logjika do ta donte q\u0451, n\u0451se i duhej v\u0451n\u0451 dikujt nj\u0451 kriter i k\u0451saj natyre, at\u0451her\u0451 ky dikushi do t\u0451 duhej t\u0451 ishte Serbia, e cila mban autor\u0451sin\u0451 e 4 luftrave agresive n\u0451 Ballkan. Por jo, euroburokrat\u0451t e gjet\u0451n t\u0451 udh\u0451s q\u0451 t\u2019ia imponojn\u0451 at\u0451 viktim\u0451s s\u0451 dhun\u0451s shtet\u0451rore serbe \u2013 Kosov\u0451s. Jo vet\u0451m kaq, kriteret q\u0451 i jan\u0451 imponuar Kosov\u0451s p\u0451r liberalizimin e vizave jan\u0451 rreth dyfishi i atyre t\u0451 Serbis\u0451. Ku \u0451sht\u0451 e drejta k\u0451tu? Ku jan\u0451 vlerat, me t\u0451 cilat euroburokrat\u0451t e kan\u0451 goj\u0451n t\u0451 mbushur plot?<\/p>\n<p>Edhe kriteri tjet\u0451r, ai i luft\u0451s kund\u0451r korrupsionit, n\u0451 m\u0451nyr\u0451n se si \u0451sht\u0451 formuluar, duket se \u0451sht\u0451 m\u0451 shum\u0451 nj\u0451 mjet p\u0451r t\u2019u mbyllur goj\u0451n udh\u0451heq\u0451sve politik\u0451 dhe popullit t\u0451 Kosov\u0451s, n\u0451 rast se k\u0451mb\u0451nngulin p\u0451r liberalizimin e vizave. Sepse, me k\u0451t\u0451 kriter, p\u0451rgjigja e Brukeslit \u0451sht\u0451 e gatshme: keni ende shum\u0451 p\u0451r t\u0451 b\u0451r\u0451 n\u0451 luft\u0451n kund\u0451r korrupsionit! Po kush e vendos se ky kriter \u0451sht\u0451 plot\u0451suar dhe mbi \u00e7far\u0451 baze? Si e mat Brukseli realizimin e k\u0451tij kriteri? Apo kjo \u00e7\u0451shtje mbetet n\u0451 kompetenc\u0451n, n\u0451 fakt, n\u0451 arbitraritetin e euroburokrat\u0451ve? E vetmja e dh\u0451n\u0451 konkrete n\u0451 k\u0451t\u0451 fush\u0451 vjen nga organizata, Transparency International, e cila, \u00e7do vit, boton renditjen e vendeve, n\u0451 shkall\u0451 bot\u0451rore, lidhur me perceptimin e korrupsionit. N\u0451 botimin e saj t\u0451 fundit (2016), Kosova figuron n\u0451 vendin e 95-t\u0451 (nga 177 vende, t\u0451 marra n\u0451 shqyrtim), Moldavia e 123-ta, nd\u0451rsa Ukraina e 131-ta. K\u0451to dy t\u0451 fundit, n\u0451 vitin 2016, fituan liberalizimin e vizave, kurse Kosova q\u0451 \u0451sht\u0451 n\u0451 pozita shum\u0451 m\u0451 t\u0451 mira se ato, jo. Edhe po t\u0451 krahasohet me vendet e Ballkanit Per\u0451ndimor, qytetar\u0451t e t\u0451 cil\u0451ve ka vite q\u0451 l\u0451vizin lirisht n\u0451 Europ\u0451, Kosova nuk \u0451sht\u0451 larg tyre: Maqedonia \u0451sht\u0451 e 90-ta, Shqip\u0451ria \u0451shte e 83-ta dhe Bosnje-Hercegovina, gjithashtu, e 83-ta.<\/p>\n<p>Duhet kuptuar, tashm\u00eb, q\u0451 liberalizimi i vizave p\u0451r qytetar\u0451t e Kosov\u0451s varet, jo nga plot\u0451simi i kushteve t\u0451 sajuara t\u0451 BE-s\u0451, por nga vullneti politik i Brukselit, i cili ka koh\u0451 q\u0451 mungon dhe d\u0451shmi e k\u00ebtij fakti \u0451sht\u0451 shtimi dhe imponimi ndaj Kosov\u0451s i kritereve pa kriter, si\u00e7 \u0451sht\u0451 ratifikimi i Demarkacionit me Malin e Zi, apo ai i luft\u0451s kund\u0451r korrupsionit, krejt\u0451sisht i pap\u0451rcaktuar dhe fluid.<\/p>\n<p>Nga sa u tha rreth k\u00ebsaj pike, mund t\u0451 arrihet n\u0451 p\u0451rfundimin q\u0451, n\u0451 munges\u0451 t\u0451 vullnetit politik t\u0451 BE-s\u0451, ratifikimi i Demarkacionit, v\u0451shtir\u0451 se do t\u2019i hap\u0451 dyert e Europ\u0451s p\u0451r qytetar\u0451t e Kosov\u0451s, ashtu si mosratifikimi nuk do t\u2019i izoloj\u0451 ata p\u0451rfundimisht.<\/p>\n<p>S\u0451 dyti, \u0451sht\u0451 e v\u0451rtet\u0451 q\u0451 \u201cMarr\u0451veshja p\u0451r Kufirin\u201d me Malin e Zi \u0451sht\u0451 n\u0451nshkruar nga Z\u0451vend\u0451skryeministri dhe Minist\u0451r i Jasht\u0451m i Kosov\u0451s, por n\u0451 histori ka patur dokumente q\u0451 kan\u0451 mbajtur firma m\u0451 t\u0451 r\u0451nda, megjithat\u0451, jan\u0451 hedhur posht\u0451 nga parlamentet. I till\u0451 \u0451sht\u0451 rasti i Presidentit Wilson, i cili n\u0451nshkroi Traktatin e Versaj\u0451s dhe Statutin e Lidhjes s\u0451 Kombeve, t\u0451 cilat Senati amerikan i hodhi posht\u0451. Nj\u0451 shembull tjet\u0451r, m\u0451 af\u0451r Kosov\u0451s: n\u0451 vitin 2009 zyrtar\u0451 t\u0451 lart\u0451 t\u0451 Shqip\u0451ris\u0451 dhe Greqis\u0451 n\u0451nshkruan Marr\u0451veshjen Detare, midis dy vendeve. Ashtu si sot p\u0451r Demarkacionin, politikan\u0451t dhe firm\u0451tar\u0451t e Marr\u0451veshjes Detare betoheshin se Shqip\u0451ria nuk humb asnj\u0451 milimet\u0451r nga deti Jon. Por Gjykata Kushtetuese e Shqip\u0451ris\u0451 v\u0451rtetoi t\u0451 kund\u0451rt\u0451n dhe e shfuqizoi at\u0451. Natyrisht, Greqis\u0451 nuk i erdhi mir\u0451 dhe, si vend m\u0451 i madh, an\u0451tare e Bashkimit Europian dhe NATO-s, n\u0451 fillim, u p\u0451rpoq t\u0451 ushtroj\u0451 presion q\u0451 ta detyroj\u0451 Kuvendin e Shqip\u0451ris\u0451 t\u0451 ratifikoj\u0451 marr\u0451veshjen e n\u0451nshkruar, por me kalimin e koh\u0451s, erdhi duke u qet\u0451suar dhe k\u0451to dit\u0451, Athina zyrtare njoftoi se \u0451sht\u0451 dakord p\u0451r fillimin e rinegocimit t\u0451 saj.<\/p>\n<p>Praktika e marr\u0451dh\u0451nieve nd\u0451rkomb\u0451tare njeh edhe plot raste t\u0451 tjera, ku vendimmarr\u0451si individual ka gabuar, her\u0451 p\u0451r shkak t\u0451 munges\u0451s s\u0451 infomacionit, her\u0451 t\u0451 pakujd\u0451sis\u0451, por shpesh edhe t\u0451 mashtrimeve e kompromentimeve, duk\u0451 n\u0451nshkruar marr\u0451veshje t\u0451 d\u0451mshme p\u0451r vendin e vet. Ky veprim nuk e ul, por e p\u0451rmir\u0451son kredibilitetin dhe imazhin e Kosov\u0451s, sepse d\u0451shmon q\u0451, edhe pse shtet i ri dhe pa p\u0451rvoj\u0451, nxjerr m\u0451sime nga p\u0451simet, ndreq gabimet dhe mbron \u00e7do p\u0451ll\u0451mb\u0451 t\u0451 territorit t\u0451 vet.<\/p>\n<p>S\u0451 treti, interesat gjeopolitike t\u0451 BE-s\u0451, miqve dhe aleat\u0451ve tan\u0451 strategjik\u0451 n\u0451 Kosov\u0451, mendoj se jan\u0451 shum\u0451 m\u0451 t\u0451 thella dhe shum\u0451 m\u0451 t\u0451 r\u0451nd\u0451sishme sesa ratifikimi i Marr\u0451veshj\u0451s s\u0451 Demarkacionit me Malin e Zi. T\u0451 pakt\u0451n, k\u0451shtu ka qen\u0451 deri sot. Kosova \u0451sht\u0451 konsideruar si \u00e7\u0451shtje sigurie dhe vlerash. Sigurisht, \u0451sht\u0451 mir\u0451 q\u0451 k\u0451shillat e miqve t\u0451 merren n\u0451 konsiderat\u0451. Kosova k\u0451t\u0451 e ka b\u0451r\u0451 gjithmon\u0451. Mendoj se, 106 vjet, pas themelimit t\u0451 shtetit shqiptar dhe 10 vjet, pas shpalljes s\u0451 pavar\u0451sis\u0451 s\u0451 Kosov\u0451s, ka ardhur koha q\u0451 t\u0451 kuptohet se Shqip\u0451rin\u0451 dhe Kosov\u0451n mund dhe duhet t\u2019i b\u0451jm\u0451 ne, shqiptar\u0451t. Dhe ato b\u0451hen vet\u0451m kur t\u0451 arrijm\u0451 t\u0451 krijojm\u0451 institucione t\u0451 forta e t\u0451 q\u0451ndrueshme, q\u0451 nuk marrin vendime, n\u0451 baz\u0451 t\u0451 k\u0451shillave apo \u201cferman\u0451ve\u201d nga jasht\u0451, por vet\u0451m n\u0451 baz\u0451 t\u0451 ligjit dhe Kushtetut\u0451s.<\/p>\n<p>N\u0451 k\u0451t\u0451 kontekst, do t\u0451 ishte mir\u0451 q\u0451, kur b\u0451het fjal\u0451 p\u0451r d\u0451mtimin e interesave tona jetike, si territori, t\u0451 m\u0451sohemi dhe t\u0451 guxojm\u0451 t\u0451 themi \u201cJo\u201d.
