Kjo tregon q\u00eb n\u00eb Ulqinin ton\u00eb vazhdon t\u00eb jetoj\u00eb nj\u00eb humaniz\u00ebm dhe se qytetar\u00ebt, shpesh me bindje t\u00eb ndryshme politike apo shoq\u00ebrore, mb\u00ebshtesin veprimet humane n\u00eb m\u00ebnyr\u00eb vullnetare&#8221;. Shaptafi theksoi se URA po ec\u00ebn p\u00ebrpara me prezantimin e programit t\u00eb mbrojtjes sociale dhe se publiku (shoq\u00ebria, qytetar\u00ebt) s\u00eb shpejti do t\u00eb njihet me idet\u00eb e tjera q\u00eb ne synojm\u00eb t\u00eb zbatojm\u00eb.
