Si t\u00eb gjehet harmonizimi nd\u00ebrmjet parimeve t\u00eb sovranitetit t\u00eb shteteve t\u00eb reja t\u00eb formuara n\u00eb Europ\u00ebn Juglindore apo n\u00eb Ballkan dhe detyrimeve t\u00eb respektimit t\u00eb pakicave? Dhe kush, n\u00eb p\u00ebrgjith\u00ebsi, e pranon sot statusin e pakicave? Vet\u00ebm ai q\u00eb nuk ka tjet\u00ebr rrug\u00ebdalje. Duke i rezimuar k\u00ebto argumente, prof. dr. Will Kymlicka, nga Kanadaja, nj\u00ebri nga njoh\u00ebsit m\u00eb t\u00eb mir\u00eb t\u00eb multikulturalizmit, tregon: &#8220;&#8230; kur t\u00eb drejtat demokratike dhe institucionet do t\u00eb vendosen me t\u00eb v\u00ebrtet\u00eb dhe kur ato do t\u00eb b\u00ebhen t\u00eb arritshme p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt, njer\u00ebzit do t&#8217;i nd\u00ebrprejn\u00eb lidhjet etnokulturore&#8221;.<\/p>\n<p>Sipas nj\u00eb argumenti tjet\u00ebr tradicional liberal, t\u00eb cilin profesor Kymlicka e parafrazon, &#8220;konflikti etnokulturor ka qen\u00eb nd\u00ebrtimi i modernizimit dhe mir\u00ebq\u00ebnies ekonomike. Sipas k\u00ebsaj pikepamjeje, problemi i v\u00ebrtet\u00eb shihet n\u00eb at\u00eb, q\u00eb disa njer\u00ebz e kan\u00eb ndier veten t\u00eb l\u00ebn\u00eb pas dore n\u00eb vet\u00eb procesin e modernizimit dhe, kur nj\u00eb nivel p\u00ebrkat\u00ebs i zhvillimit ekonomik do t\u00eb rritej dhe do t\u00eb b\u00ebhej i arritsh\u00ebm p\u00ebr t\u00eb gjith\u00eb qytetaret, njer\u00ebzit do t\u00eb nd\u00ebrprisnin mobilizimin mbi baza t\u00eb lidhjeve etnokulturore.<\/p>\n<p>Nj\u00eb ser\u00eb ngjarjesh n\u00eb ish Jugosllavin\u00eb e Titos me siguri nuk e kan\u00eb v\u00ebrtetuar k\u00ebt\u00eb q\u00ebndrim. Por, duhet t\u00eb shtohet se as mohuar nuk e kan\u00eb, sepse shkalla e d\u00ebshirueshme e modernizimit dhe e mir\u00ebqenies ekonomike &#8211; e cila sipas argumentit do t\u00eb mund t\u00eb ndaloj\u00eb mobilizimin mbi baza etnike &#8211; nuk \u00ebsht\u00eb arritur, madje as af\u00ebrsisht. Sipas pik\u00ebpamjes s\u00eb Kymlick\u00ebs, shtetet demokratike t\u00eb Per\u00ebndimit nuk na ofrojn\u00eb kurrfar\u00eb fakti se arritja e demokracis\u00eb, e prosperitetit ekonomik dhe e toleranc\u00ebs personale, \u00e7on kah zvog\u00eblimi i mobilizimit etnokulturor. \u00cbsht\u00eb v\u00ebshtir\u00eb q\u00eb ish Jugosllavia, por edhe Europa Lindore dhe ajo Qendrore n\u00eb ter\u00ebsi (n\u00eb tekstin e m\u00ebtejsh\u00ebm: ELQ) t\u00eb sigurojn\u00eb faktet q\u00eb mungojn\u00eb. Nj\u00eb shoqeri mund t\u00eb d\u00ebshiroj\u00eb mir\u00ebq\u00ebnie ekonomike, por do t\u00eb mbes\u00eb e paaft\u00eb p\u00ebr p\u00ebrpjekje t\u00eb vendosura dhe t\u00eb harmonizuara n\u00eb drejtim t\u00eb arritjes s\u00eb saj.<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Korelacioni i modernizimit dhe tensioneve etnike<\/strong><\/p>\n<p>Parashtrohet pyetja a jan\u00eb modernizimi dhe mir\u00ebqenja ekonomike, nga nj\u00ebra an\u00eb, dhe ulja e tensioneve etnike, nga ana tjet\u00ebr, n\u00eb koleracion. Ne k\u00ebtu p\u00ebrmendim vet\u00ebm nj\u00eb problem t\u00eb thjesht\u00eb: me r\u00ebnd\u00ebsi \u00ebsht\u00eb p.sh. ta kemi dijeni edhe at\u00eb se n\u00eb cil\u00ebn gjuh\u00eb do t\u00eb jen\u00eb t\u00eb shtypura listat e votimeve. Pyetje m\u00eb t\u00eb v\u00ebshtira shtrohen n\u00eb shoq\u00ebrite e ndara multietnike. K\u00ebtu parimet e drejt\u00ebsis\u00eb dhe t\u00eb barazis\u00eb n\u00ebnkuptojn\u00eb rregullativ\u00ebn, e cila do t\u00eb rezultoj\u00eb me p\u00ebrfaq\u00ebsimin proporcional etnik.<\/p>\n<p><strong>A \u00ebsht\u00eb drejt\u00ebsia etnokulturore-risi n\u00eb vendet e Europ\u00ebs Lindore dhe Q\u00ebndrore?<\/strong><\/p>\n<p>Nj\u00eb pyetje kryesore imponohet dhe q\u00ebndron: modelet e reja per\u00ebndimore, t\u00eb drejt\u00ebsis\u00eb etnokulturore mund t&#8217;iu ndihmojn\u00eb shoq\u00ebrive postkomuniste n\u00eb gjetjen e nj\u00eb qasjeje demokratike p\u00ebr llojllojshm\u00ebrin\u00eb etnike? P\u00ebr ta kuptuar m\u00eb mir\u00eb k\u00ebt\u00eb pyetje duhet t\u2018i kthehemi pyetjes s\u00eb m\u00ebsip\u00ebrme: a jane konceptet e drejt\u00ebsis\u00eb etnokulturore, t\u00eb pranimit dhe t\u00eb njohjes publike dhe t\u00eb harmonizimit t\u00eb llojllojshm\u00ebris\u00eb, risi p\u00ebr vendet e ELQ-s\u00eb? Nuk e shoh plot\u00ebsisht poent\u00ebn e atyre kritikuesve, q\u00eb e marrin p\u00ebr t\u00eb madhe se n\u00eb Jugosllavi problemi etnik nuk ka qen\u00eb i zgjidhur, por vet\u00ebm ka qen\u00eb i shtyr\u00eb n\u00ebn tepih.<\/p>\n<p>Problemi i dallimeve etnike kurre nuk mund t\u00eb jet\u00eb i zgjidhur. Ai duhet vazhdimisht t\u00eb jet\u00eb\u00a0 n\u00eb qend\u00ebr t\u00eb v\u00ebmendjes, \u00e7ka vlen edhe p\u00ebr malazez\u00ebt, serb\u00ebt, kroat\u00ebt, shqiptar\u00ebt, boshnjak\u00ebt, mysliman\u00ebt dhe hungarez\u00ebt, si dhe p\u00ebr grupet etnike n\u00eb Spanj\u00eb, Belgjik\u00eb, Zvic\u00ebr, Itali, Finland\u00eb dhe Kanada. Vlerat e tyre relative dallohen n\u00eb shoq\u00ebrit\u00eb e ndryshme, ato k\u00ebrkojn\u00eb mjete t\u00eb ndryshme t\u00eb implementimit dhe kapin nivele t\u00eb ndryshme t\u00eb pranimit dhe t\u00eb njohjes n\u00eb shoq\u00ebri t\u00eb ndyshme.<\/p>\n<ol>\n<li>a) Aspekti i par\u00eb \u00ebsht\u00eb k\u00ebrkesa p\u00ebr mund\u00ebsimin e nj\u00ebfar\u00eb territori t\u00eb ve\u00e7ant\u00eb p\u00ebr pakica. Drejt\u00ebsia etnokulturore qart\u00ebsisht supozon sfer\u00ebn n\u00eb tc \u00ebil\u00ebn pakicat mund t\u00eb organizohen, ose ku t\u00eb pakt\u00ebn u mund\u00ebsohet interaksioni i tyre kulturor. N\u00ebn pushtetin komunist, ligjitimiteti i k\u00ebtij aspekti nuk ka qen\u00eb i pranuar as i njohur p\u00ebr arsye t\u00eb nj\u00eb aderimi t\u00eb tepruar p\u00ebr territoret publike. K\u00ebrkesa e pakicave q\u00eb p\u00ebrmban t\u00eb drejt\u00ebn e vendosjes s\u00eb t\u00eb drejt\u00ebs autonome e organizatave kulturore, ose forma t\u00eb tjera t\u00eb ekonomis\u00eb kulturore, \u00ebsht\u00eb pritur me nj\u00ebfar\u00eb dyshimi.<\/li>\n<li>b) Aspekti i dyt\u00eb i p\u00ebrket participimit t\u00eb barabart\u00eb n\u00eb hap\u00ebsir\u00ebn publike. Me k\u00ebt\u00eb aspekt disa vende t\u00eb ELQ-s\u00eb kan\u00eb kaluar m\u00eb mir\u00eb n\u00ebn sistemin komunist.
