T\u00eb gjitha sh\u00ebrbimet private si dhe sh\u00ebrbimet publike, t\u00eb cilat kryhen nga shteti i sot\u00ebm modern, jan\u00eb kryer nga ana e vak\u00ebfeve, q\u00eb mund t\u2019i konsiderojm\u00eb si nj\u00eb sektor i ve\u00e7ant\u00eb. Shteti ka kryer vet\u00ebm aktivitete p\u00ebr t\u00eb ruajtur sigurin\u00eb e brendshme dhe sigurin\u00eb e jashtme, nd\u00ebrsa t\u00eb gjitha sh\u00ebrbimet e tjera ua ka l\u00ebne vak\u00ebfeve. Shteti osman t\u00eb ardhurat q\u00eb i p\u00ebrfitonte apo parat\u00eb q\u00eb i shpenzonte n\u00eb fush\u00ebn e sh\u00ebrbimeve publike, i ka harxhuar m\u00eb tep\u00ebr n\u00eb ruajtjen e siguris\u00eb s\u00eb brendshme dhe t\u00eb jashtme (Adnan Ertem, \u201cInstitucioni i Vak\u00ebfit n\u00eb shtetin osman dhe n\u00eb dit\u00ebt e sotme\u201d, fq, 34, n\u00eb <em>Civilizimi Osman,<\/em> p\u00ebrgatitur nga Co\u015fkun \u00c7ak\u0131r, Logos, Shkup, 2014).<\/p>\n<p>N\u00eb kultur\u00ebn osmane islame, vak\u00ebfi n\u00ebnkuptonte nj\u00eb institucion social, funksionet e t\u00eb cilit bien ndesh me mendimet dhe praktikat q\u00eb shoq\u00ebrin\u00eb e ndajn\u00eb n\u00eb dy klasa t\u00eb papajtueshme me nj\u00ebra-tjetr\u00ebn, q\u00eb kund\u00ebrshtojn\u00eb konceptet e bazuara n\u00eb konflikte klasore. Pra, vak\u00ebfi kur kryen funksionet e tij, niset sipas mendimit p\u00ebr t\u2019i realizuar ato jo n\u00eb baz\u00eb t\u00eb konflikteve klasore, por duke mos b\u00ebr\u00eb nj\u00eb dallim gjuh\u00ebsor, fetar (Edhe hebrenjt\u00eb, t\u00eb krishter\u00ebt dhe armen\u00ebt e Perandoris\u00eb Osmane posedonin vak\u00ebfet e veta q\u00eb sh\u00ebrbenin p\u00ebr mbar\u00ebvajtjen e pun\u00ebs n\u00eb institucionet fetare p\u00ebrkat\u00ebse dhe t\u00eb tjera), racor apo klasor. (Adnan Ertem, <em>po aty, <\/em>fq. 35)<\/p>\n<p>Vak\u00ebfet e krijuara jan\u00eb regjistruar tek Kadiu i vendit dhe kan\u00eb ushtruar aktivitet n\u00eb baz\u00eb t\u00eb fush\u00ebs s\u00eb interesit q\u00eb ka dashur t\u00eb zhvilloj\u00eb bamir\u00ebsi dhe pronari i vak\u00ebfit. K\u00ebshtu q\u00eb vak\u00ebfet kryenin sh\u00ebrbimet fetare, arsimore, sh\u00ebndet\u00ebsore, ekonomike, rregullonin marr\u00ebdh\u00ebniet shoq\u00ebrore, sh\u00ebrbimet e uj\u00ebsjell\u00ebsit, sh\u00ebrbimet sportive, ekonomike, pun\u00ebsonin njer\u00ebz, kishin ndikim n\u00eb unitetin social (Prof. Dr. Ziya Kaz\u0131c\u0131, <em>Islam Medeniyeti ve m\u00fcesseseler tarhi, <\/em>302-303. Botimi 5, Universiteti Marmara, Stamboll, 2003), ku kjo e fundit kishte nj\u00eb r\u00ebnd\u00ebsi t\u00eb madhe pasi vendbanimet formoheshin p\u00ebrreth veprave t\u00eb vak\u00ebfeve.<\/p>\n<p>N\u00eb periudh\u00ebn osmane t\u00eb gjitha vendet publike, si xhamia, shkolla, hamami etj. gjend\u00ebshin af\u00ebr vendbanimeve dhe nd\u00ebrtoheshin e financoheshin nga vak\u00ebfet. Kompleksi i vak\u00ebfit kishte brenda xhami, medrese, shkoll\u00eb, hamam, tyrbe, \u00e7ezm\u00eb, han, mens\u00eb p\u00ebr t\u00eb varf\u00ebrit, spital, dyqane, bibliotek\u00eb etj.<\/p>\n<p>Me nj\u00eb fjal\u00eb, vak\u00ebfi na shfaqet si nj\u00eb formul\u00eb juridike q\u00eb p\u00ebrfshin t\u00eb gjitha institucionet sociale n\u00eb shtetin osman apo si nj\u00eb formul\u00eb juridike e p\u00ebrdorur nga t\u00eb gjitha k\u00ebto institucione sociale. P\u00ebrfshirja e t\u00eb gjitha institucioneve sociale nga ana e vak\u00ebfit apo em\u00ebrtimi i t\u00eb gjitha institucioneve sociale me emrin vak\u00ebf, na paraqet disa pika t\u00eb r\u00ebnd\u00ebsishme p\u00ebr t\u00eb parashikuar fushat e ndikimit t\u00eb vak\u00ebfit n\u00eb shtetin osman.<\/p>\n<p>Decentralizimi i vak\u00ebfeve do t\u00eb zgjas\u00eb deri n\u00eb tri dekadat e para t\u00eb shek. XIX, n\u00eb periudh\u00ebn e fundit t\u00eb shtetit osman, kur u vun\u00eb re l\u00ebvizjet centralizuese. Kjo periudh\u00eb \u00ebsht\u00eb periudha n\u00eb t\u00eb cil\u00ebn u themelua Ministria e Vak\u00ebfeve. Me an\u00eb t\u00eb nj\u00eb mentaliteti centralist t\u00eb llojit per\u00ebndimor t\u00eb koh\u00ebs si edhe ideja e p\u00ebrfitimit t\u00eb shtetit nga potenciali i vak\u00ebfeve, mund t\u00eb konsiderohet midis shkaqeve t\u00eb themelimit t\u00eb Ministris\u00eb s\u00eb Vak\u00ebfeve.<\/p>\n<p>Nga momenti i formimit t\u00eb Perandoris\u00eb Osmane jan\u00eb hapur shum\u00eb biblioteka n\u00eb kuad\u00ebr t\u00eb institucioneve q\u00eb ishin n\u00ebn var\u00ebsin\u00eb e vak\u00ebfeve, si shkollat, medreset\u00eb, xhamit\u00eb, teqet, dergjahet, e deri tek bibliotekat me nd\u00ebrtesa t\u00eb posa\u00e7me t\u00eb nd\u00ebrtuara nga sadrazam\u00eb (kryeministra), vezir\u00eb, pashallar\u00eb, shehzade, defterdar\u00eb, shejhu`l-islam\u00eb dhe t\u00eb tjer\u00eb n\u00ebpun\u00ebs shtet\u00ebror\u00eb.<\/p>\n<p>Nga fillimet e Perandoris\u00eb Osmane e deri n\u00eb p\u00ebrfundimin e ekzistenc\u00ebs s\u00eb vet si shtet, p\u00ebr nga nd\u00ebrtesa dhe vendi kemi biblioteka me tipare \u00a0t\u00eb ndryshme, q\u00eb mund t\u2019i p\u00ebrmbledhim n\u00eb pes\u00eb pika (Hakan Anameri\u00e7, <em>Osmanl\u0131 k\u00fct\u00fcphane k\u00fclt\u00fcr\u00fc ve bilimsel ya\u015fama etkisi, <\/em>fq. 57):<\/p>\n<ol>\n<li>Biblioteka personale private n\u00eb saraje, t\u00eb krijuara nga sulltan\u00ebt, shehzadet e koh\u00ebs s\u00eb vet;<\/li>\n<li>Biblioteka personale t\u00eb nd\u00ebrtuara n\u00eb sht\u00ebpi, konaqe, dhoma etj.;<\/li>\n<li>Biblioteka t\u00eb hapura n\u00eb mjediset e institucioneve t\u00eb ndryshme edukativo-arsimore, si xhami, medrese, mektebe (shkolla), dersane etj.;<\/li>\n<li>Biblioteka t\u00eb hapura brenda hap\u00ebsirave t\u00eb institucioneve fetare-arsimore, si mesxhide, teqe, zavije, tyrbe, hankah, ribat, dergjah e mevlevihane;<\/li>\n<li>Biblioteka t\u00eb ve\u00e7anta me nd\u00ebrtesa t\u00eb posa\u00e7me (Biblioteka e par\u00eb e nd\u00ebrtuar n\u00eb nd\u00ebrtes\u00eb dhe arkitektur\u00eb t\u00eb posa\u00e7me n\u00eb periudhen osmane i p\u00ebrket koh\u00ebs s\u00eb Qyprilinjve, n\u00eb koh\u00ebn kur kryeminist\u00ebr i Perandoris\u00eb Osmane ka qen\u00eb Ahmed Pash\u00eb Qypriliu dhe t\u00eb dh\u00ebn\u00eb vak\u00ebf nga Mustafa Pash\u00eb Qypriliu. Familja e njohur e Qyprilinjve ka qen\u00eb me origjin\u00eb shqiptare nga Berati, t\u00eb cil\u00ebt kan\u00eb administruar Kryeminstrin\u00eb e Perandoris\u00eb Osmane n\u00eb vitet 1656-1683).<\/li>\n<\/ol>\n<p>K\u00ebshtu n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb pasurimi i bibliotekave realizohej me an\u00eb t\u00eb librave t\u00eb dh\u00ebna vak\u00ebf. Por me kalimin e koh\u00ebs, pasurimi i tyre me libra \u00ebsht\u00eb realizuar edhe n\u00eb disa m\u00ebnyra t\u00eb tjera:<\/p>\n<ul>\n<li>Me an\u00eb t\u00eb dhurimit t\u00eb librave n\u00eb periudha t\u00eb ndryshme nga pronar\u00ebt e vak\u00ebfeve;<\/li>\n<li>Me an\u00eb t\u00eb dhurimit t\u00eb librave vak\u00ebf nga persona t\u00eb ndrysh\u00ebm;<\/li>\n<li>Me an\u00eb t\u00eb blerjes s\u00eb librave;<\/li>\n<li>Me an\u00eb t\u00eb prorosis\u00eb p\u00ebr t\u00eb shkruar-shum\u00ebzuar librat;<\/li>\n<li>Me an\u00eb t\u00eb dhurimit t\u00eb librave nga kryetar\u00eb t\u00eb shteteve, ambasador\u00eb, zyrtar\u00eb e pari t\u00eb shtetit;<\/li>\n<li>Me an\u00eb t\u00eb sigurimit t\u00eb librave nga pla\u00e7ka e luft\u00ebs etj. (Hakan Anameri\u00e7, po aty, 58).<\/li>\n<\/ul>\n<p>Pra, n\u00eb kuad\u00ebr t\u00eb kompleksit t\u00eb vak\u00ebfit kan\u00eb funksionuar edhe bibliotekat.<\/p>\n<p>N\u00eb baz\u00eb t\u00eb t\u00eb dh\u00ebnave, biblioteka e par\u00eb n\u00eb shtetin osman \u00ebsht\u00eb nd\u00ebrtuar nga Sulltan Fatihu n\u00eb vitin 1459, n\u00eb kompleksin e xhamis\u00eb s\u00eb Ejub Sulltanit n\u00eb Stamboll dhe n\u00eb xhamin\u00eb e Fatihut.<\/p>\n<p>Pas k\u00ebsaj kohe, n\u00eb Stamboll dhe vendet tjera t\u00eb Perandoris\u00eb Osmane jan\u00eb nd\u00ebrtuar shum\u00eb biblioteka nga zyrtar\u00eb t\u00eb shtetit dhe dijetar\u00eb.<\/p>\n<p>K\u00ebshtu p\u00ebrve\u00e7 bibliotek\u00ebs s\u00eb madhe n\u00eb qend\u00ebr t\u00eb Pashall\u00ebkut t\u00eb Shkodr\u00ebs dhe bibliotekave t\u00eb tjera pran\u00eb xhamive, shkollave etj., t\u00eb cilat kan\u00eb qen\u00eb pjes\u00eb e vak\u00ebfeve t\u00eb koh\u00ebs, edhe n\u00eb qendr\u00ebn e Kazas\u00eb s\u00eb Ulqinit jan\u00eb hapur biblioteka publike q\u00eb kan\u00eb funksionuar n\u00eb kuad\u00ebr t\u00eb vak\u00ebfeve, ku mund t\u00eb p\u00ebrmenden bibliotekat e Medreses\u00eb s\u00eb Ulqinit, shkoll\u00ebs ruzhdie, shkoll\u00ebs (Mektebi i Madh) s\u00eb madhe n\u00eb Kalan\u00eb e Ulqinit, ish Mehqemen-Gjykat\u00ebn e Ulqinit, n\u00ebnt\u00eb xhamive t\u00eb qytetit, teqeve etj., t\u00eb cilat fatkeq\u00ebsisht nuk kan\u00eb arritur ta kap\u00ebrcejn\u00eb periudh\u00ebn e komunizmit, si edhe biblioteka personale t\u00eb shum\u00eb personaliteteve t\u00eb shquara t\u00eb historis\u00eb s\u00eb Ulqinit, ku mund t\u00eb p\u00ebrmendim bibliotek\u00ebn e Molla Musa Bushatit n\u00eb Kalan\u00eb e Ulqinit, nga i cili ende ruhen shum\u00eb libra, Hafiz Mill\u00ebs e shum\u00eb dijetar\u00ebve, hafiz\u00ebve, imam\u00ebve e myderriz\u00ebve t\u00eb tjer\u00eb deri n\u00eb dit\u00ebt e sotme etj., si dhe biblioteka e t\u00eb ndjerit Kadi Hysein Mujalit, e cila \u00ebsht\u00eb trash\u00ebguar dhe ende sot ruhet nga nipat e t\u00eb ndjerit (Shaban e Samir Mujali), pa t\u00eb cil\u00ebt sot nuk do t\u00eb ishte i mundur realizimi i k\u00ebtij paneli dhe i ekspozit\u00ebs. P\u00ebr k\u00ebt\u00eb edhe i fal\u00ebnderoj pasardh\u00ebsit e hir\u00ebsis\u00eb s\u00eb kadiut, familjen Mujali.<\/p>\n<p>Sa i p\u00ebrket bibliotek\u00ebs s\u00eb Kadi Hysein Mujalit nga Ulqini, bashk\u00eb me Mr. Behlul Kanaqin kemi hulumtuar p\u00ebr disa dit\u00eb n\u00eb bibliotek\u00ebn e t\u00eb ndjerit. Biblioteka e hir\u00ebsis\u00eb Kadi Mujalit posedon shum\u00eb libra, nga t\u00eb cil\u00ebt nj\u00eb pjes\u00eb e tyre ruhen n\u00eb kuti, kurse t\u00eb tjerat jan\u00eb t\u00eb vendosura n\u00eb rafte.
