Kushtetuta e Malit t\u00eb Zi n\u00eb nenin 22 t\u00eb saj garanton t\u00eb drejt\u00ebn e vet\u00ebqeverisjes lokale, ku nga neni 113 deri tek neni 117 p\u00ebrcaktohet m\u00ebnyra e vendimmarrjes, format e vet\u00ebqeverisjes lokale, organet e komun\u00ebs, kompetencat pron\u00ebsore dhe financimi i komun\u00ebs. Ligji p\u00ebr Vet\u00ebqeverisje Lokale n\u00eb Mal t\u00eb Zi parasheh q\u00eb, me q\u00ebllim t\u00eb krijimit t\u00eb kushteve p\u00ebr kryerjen m\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb t\u00eb detyrave dhe n\u00eb p\u00ebrmbushjen e nevojave t\u00eb popullat\u00ebs lokale, pushteti lokal realizohet n\u00eb vet\u00ebqeverisjen lokale.<\/p>\n<p>Statuti i Komun\u00ebs s\u00eb Ulqinit n\u00eb nenin 25 p\u00ebrcakton se, komuna n\u00eb p\u00ebrputhje me Ligjin p\u00ebr Vet\u00ebqeverisje Lokale dhe dispozitave t\u00eb tjera, bie:\u00a0 a) Planet dhe programet zhvillimore, b) Planet dhe programet e tok\u00ebs nd\u00ebrtimore dhe c) Planin hap\u00ebsinor \u2013 urbanistik. Po ashtu, neni 26 i Statutit t\u00eb Komun\u00ebs p\u00ebrcakton se:\u00a0 a) Komuna rregullon dhe siguron kushtet p\u00ebr nd\u00ebrtimin dhe shfryt\u00ebzimin e objekteve, dhe b) Komuna rregullon dhe siguron definimin e dedikimit t\u00eb tok\u00ebs nd\u00ebrtimore n\u00eb p\u00ebrputhje me dokumentat lokale planifikuese dhe pajisjen komunale t\u00eb tok\u00ebs nd\u00ebrtimore.<\/p>\n<p>Nj\u00ebri nga problemet m\u00eb t\u00eb m\u00ebdha n\u00eb Ulqin (p\u00ebrve\u00e7 problemeve eko-politike) \u00ebsht\u00eb \u00e7\u00ebshtja e nd\u00ebrtimeve pa leje, nj\u00eb dukuri n\u00eb rritje e sip\u00ebr n\u00eb qytetin e Ulqinit. Tregimi mbi objektet dhe nd\u00ebrtimet pa leje ka vite q\u00eb po tregohet, mir\u00ebpo nuk po arrihet asnj\u00eb rezultat n\u00eb parandalimin e tyre, duke mos gjetur zgjidhjen e duhur t\u00eb problemit n\u00eb fjal\u00eb. Nd\u00ebrtimi i pakontrolluar \u00ebsht\u00eb lindi si kombinim i joefikasitetit t\u00eb organeve komunale dhe k\u00ebrkes\u00ebs s\u00eb madhe t\u00eb njer\u00ebzve p\u00ebr nd\u00ebrtim. E t\u00ebr\u00eb kjo mb\u00ebshtetet me munges\u00eb koncepti t\u00eb zyrtar\u00ebve relevant p\u00ebr nj\u00eb zhvillim afatgjat\u00eb dhe t\u00eb q\u00ebndruesh\u00ebm t\u00eb nj\u00eb lagje, hap\u00ebsire dhe t\u00eb qytetit n\u00eb p\u00ebrgjith\u00ebsi.<\/p>\n<p>Shqet\u00ebsimi m\u00eb i madh \u00ebsht\u00eb risku sizmik apo th\u00ebn\u00eb m\u00eb ndryshe, sa jan\u00eb t\u00eb sigurta objektet e nd\u00ebrtuara pa leje dhe sa nd\u00ebrtohen n\u00eb p\u00ebrputhje me normat dhe standardet e nd\u00ebrtimit. Ky shqet\u00ebsim vjen nga fakti se, shumica e nd\u00ebrtimeve pa leje jan\u00eb t\u00eb nd\u00ebrtuara pa asnj\u00eb kontroll teknik, pa asnj\u00eb dokument q\u00eb i lejon p\u00ebr pun\u00eb nd\u00ebrtimore dhe me materiale nd\u00ebrtimore t\u00eb q\u00eb e v\u00ebn\u00eb n\u00eb pik\u00ebpytje kualitetin e nd\u00ebrtimeve. Planifikimi i territorit \u00ebsht\u00eb sot nj\u00eb nga \u00e7\u00ebshtjet me r\u00ebnd\u00ebsi mjaft t\u00eb madhe q\u00eb ndikon drejtp\u00ebrdrejt\u00eb n\u00eb jet\u00ebn e njeriut. T\u00eb gjith\u00eb do t\u00eb kemi nj\u00eb jet\u00eb me cil\u00ebsi m\u00eb t\u00eb mir\u00eb, n\u00ebse planifikojm\u00eb qytetin sipas parametrave t\u00eb zhvillimit: zonat e banimit, zonat e trash\u00ebgimis\u00eb kulturore, nd\u00ebrtimin\u00a0 e shkollave, nd\u00ebrtimin e parqeve, rrjetin e infrastruktur\u00ebs, etj.<\/p>\n<p>Gjat\u00eb dekad\u00ebs s\u00eb fundit, ndryshimet eko-politike u pasqyruan edhe n\u00eb zhvillimin e Ulqinit, gjegj\u00ebsisht n\u00eb planifikimin e Ulqinit, ku u nd\u00ebrtuan shum\u00eb objekte pa leje dhe t\u00eb pa kontrolluara nga organet relevante, e q\u00eb p\u00ebr rrjedhoj\u00eb kan\u00eb shkaktuar nj\u00eb planifikim dhe rregullim t\u00eb pa mir\u00ebfillt\u00eb t\u00eb Ulqinit. D\u00ebshira e madhe p\u00ebr t\u00eb nd\u00ebrtuar shkaktoj\u00eb nd\u00ebrtimin e shum\u00eb objekteve pa leje n\u00eb zonat q\u00eb nuk jan\u00eb t\u00eb planifikuara p\u00ebr nd\u00ebrtim dhe \u00ebsht\u00eb e ndaluar t\u00eb nd\u00ebrtohet, ku n\u00eb rastin e zon\u00ebs s\u00eb trash\u00ebgimis\u00eb kulturore, gjegj\u00ebsisht n\u00eb Kalan\u00eb e Ulqinit \u00ebsht\u00eb nd\u00ebrtuar nj\u00eb objekt pa leje, i cili ka shkaktuar polemika t\u00eb m\u00ebdha rreth ruajtjes s\u00eb zonave t\u00eb trash\u00ebgimis\u00eb kulturore.<\/p>\n<p>Ulqini sot vuan nga nj\u00eb mori problemesh q\u00eb jan\u00eb pasoj\u00eb e mos planifikimit t\u00eb mir\u00ebfillt\u00eb, ku ballafaqohet me nj\u00eb zhvillim t\u00eb jo balancuar t\u00eb qytetit. P\u00ebr k\u00ebt\u00eb arsye, politikat urbane nuk kan\u00eb qen\u00eb efikase dhe Ulqini ka p\u00ebrjetuar nj\u00eb shtrirje-zgj\u00ebrim t\u00eb pa planifikuar. Mungesa e planeve t\u00eb mir\u00ebfillta p\u00ebr planifikimin e qytetit ka shkaktuar n\u00eb disa raste q\u00eb qytetar\u00ebt t\u00eb zaptojn\u00eb edhe hap\u00ebsirat publike t\u00eb qytetit me nd\u00ebrtimet e tyre pa leje.
